“Standard Operating Procedure for Deployment of Personnel for Construction of FDR

Roads)”

(Reference: SBD & document issued by NRIDA‐MoRD,GoI for ‘Full depth reclamation for
Rehabilitation of low volume roads”, may 2022)

As construction procedure of roads under New Technology: Full Depth Reclamation (FDR) is different
from the General Construction Procedures of conventional roads, the deployment of technical Key‐
professional & Sub Key‐professional and Operators/Skilled labours of Machineries are of utmost
importance. In addition to the adequate technical qualification and experience, the technical
personnel should have a broad working experience of the New Technologies.

The details of qualification and working experience of the personnel along with the task to be
performed by them are listed below:

 Planning & Billing:


i. Planning/Quantity Survey Engineer ‐ 02 (B. Tech)
ii. Jr. Planning/Quantity Survey Engineer ‐ 02 (GTE/Diploma Holder)

 Survey:
I. Surveyor ‐ 01 (B. Tech)
II. Jr. Surveyor ‐ 03 (Diploma)

(b) Level marking (f) Fixing of TBM/ chainage pillars
(c) Transit Walk (g) Measurement of Camber
(d) Hindrances

 Quality Assurance/Quality Control (QA/QC):


i. QA/QC Engr. ‐ 02 (B. Tech/Diploma with minimum 10 yrs experience)
ii. Lab Technician/Assistant ‐ 04 (Diploma)
iii. Lab Helpers ‐ 03 (Class 12th , ITI etc)

Tasks Assigned to the team:

(a) Establishment of Lab at Site HQ.


(b) Establishment of Field Lab at site.
(c) Sample collection for Design Mix from Trial Pits
(d) Design Mix at OEM/IIT and intimation of design mix of each site to DPM.
(e) All Gradation and Field Tests on site
(f) Casting of cube moulds on site at every 250/500m.
(g) Proper curing of moulds
(h) Testing of moulds
(i) Casting of Beam in beam moulds for Flexural strength
(j) Extraction of Cores from Site, Sealing of cores and dispatch to IIT for testing.
(k) Testing of all cubes in Site lab with CTM
(l) Conduct of all technical inspections.
(m) Preparation of all test reports and maintenance of proper records
(n) All tests pertaining to BC including Design Mix.
(o) All tests pertaining to M‐10.
(p) Collection of Test reports and distribution to various stake holders.
(q) Testing of quality of material including Bricks.
(r) Operation and maintenance of all Lab Test Equipment.
(s) Calibration check of Lab machines.
(t) Testing of Hume Pipes for CD at OEM premises before delivery.

 Stores:
I. Store manager ‐ 01 (Min 10 yrs experience in field)
II. Assistant Store manager‐ 03 (One each for Fuel, Additive & Cement and Other Material)
(Five yrs experience in field in respective Material handling)
III. Store Keeper ‐ 04 (Two yrs experience)

Tasks Assigned to the team:


(a) Indenting and Demanding well in time
(b) Ensuring adequate Stock level of all Critical Material at all times
(c) Market Survey & Comparison of cost & quality
(d) Procurement and Delivery on site
(e) Proper Storage of materials, Additive and Cement.
(f) Supply chain of Fuel & Lubricants
(g) Invoices, MRN, Initiation of Bills, Weigh bridge checks, Inspection of Material, Return
of sub standard material, if any etc
(a) Liaison with suppliers for On‐Time delivery
(b) Documentation and maintenance of all Ledgers/Registers.
(c) Anti‐theft measures.

 Contracts :
(i) Head Contracts ‐ 01 (Engr.)
(ii) Assistant Manager Contract ‐ 01 (GTE/Diploma)

(a) Preparation of all agreements and Contracts at Project/Site level.
(b) Ensure release of payments as per contract clause.

 Equipment and Machineries:


(i) Manager Mechanical ‐ 02 (B. Tech/Diploma)(Min15 year experience)
(ii) Assistant Manager ‐ 02 (GTE/Diploma) (Min 5 years experience)
(iii) Supervisor ‐ 02 (Diploma)
(iv) Repair Team ‐ Electrician (AC)
‐ Electrician (DC)
‐ Technicians (03)
 FDR Mechanical Team:
(a) Reclaimer ‐ Operator (3/4) ‐ 2 x Min five year experience
(Preferably Diploma Mechanical/Elect)
1/2 x Trainee
(b) Cement Spreader ‐ Operator (3) ‐ 2 x Min three Year Experience 1 x Trainee
(c) Additive Spreader ‐ Operator (3) ‐ 2 x Min three Year Experience 1 x Trainee
(d) Pad Foot Roller ‐ Operator (3) ‐ 2 x Min Two Year Experience 1 x Trainee
(e) TDR ‐ Operator (3) ‐ 2 x Min Two Year Experience 1 x Trainee
(f) All other equipment ‐ At least 2 x Operator
(g) Operator for Cement Silos ‐ 2
(h) Operator for Compressor ‐ 2

 FDR Team (other than Mechanical):

Project Manager 01 for Project. M. Tech/B. Tech (Min 10 Years Experience, with
5 Years in FDR)
Deputy Project Manager 01 (For each site) M. Tech/B. Tech (Min 10 Years Experience,
with 2 Year in FDR)
Senior Engineer 01 (For each site) B. Tech (Min 8 Yr experience on roads &
Structures), (If experienced on FDR, criteria is relaxed)
Site Engineer/ GTE 02 (For each site) B. Tech (Fresher)/Diploma (Min 5 Yr
experience on roads)
Junior Engineer 01 (For each site) Diploma (Min 5 yrs experience)
Foreman (Structure/BC) 01/02(For each site) (Min 15 Years Experience on Structures) If
Diploma Holder (Min 10 Years Experience on Structures)
Supervisors 05 or more. Number depends upon Task/Length of Road/Type
and number of Structures/ Period of curing etc.

The contractor will be required to deploy technical Key‐professional & Sub Key‐professional and
Operators/Skilled labours, preferably as mentioned above. The contractor should submit the
qualification details with the contract number to the PIU well in advance along‐with work
