2. TESTING PROCEDURE.
Our aim:
To ensure all merchandise sold by Woolworths Ltd consistently provides our customers safe, reliable
products that perform as reasonably expected and specifically promised levels, all policies must be
carried out in a timely and cost- efficient manner without compromise to our standards
All products must be initially and routinely evaluated and must meet Quality Assurance quality and
performance standards listed in this document
Quality and performance standards will be uniformly applied to all products regardless of country of
origin or sourcing method
All Products:
• Must meet all claims stated on packaging, product, purchase order etc.
• Must meet product specifications and all applicable Federal and State laws and regulatory
requirements
• Must meet Woolworths Group QA quality and performance standards as outlined in this manual
• To ensure the level of quality required as per the WOW GQA standard is met, vendors need to work
at ensuring that their product pass test requirements. When requested, it is not acceptable just to
submit a test report which has failed. Vendors need to work at changing and/ or improving the
quality of the materials selected and / or the production techniques used to ensure a product passes
the required tests when required
• If a product fails a test, the vendor needs to investigate why, and look at methods on how to
improve the test result. For example, If a PVC upper material burst test fails then the vendor needs
to investigate this with their material merchant. This test should be carried out at the Pre
Production stage of the buying process. (Before bulk is cut). Vendors need to ask:
• Is the batch of material faulty?
• Is the weight too light for WOW GQA requirements?
• Does an alternative material need to be sourced to produce this order to meet WOW standard?
• All or any of these options may apply if a test report result is failing.
• Another example maybe, failing of a sole adhesion test during Production sample testing (bulk
production). If this occurs, the vendor should cease production and ask:
• Is the adhesive from a faulty batch? Is correct adhesive used to suit the material types?
• Is the temperature, pressure, dwell time etc correct?
• Machines operating correctly?
• All manner of production needs to be investigated to find the reason behind the failing. This is a
critical fault so the factory would need to repair this failing and retest until a pass is achieved.
• Communication with both the Quality Specialist and Buyer is required if components need to be
reviewed or changed. The final decision on a product being acceptable into the business will be with
the Buyer.

thongs, you need to refer to the Category – “Thongs” to review the test required to be completed
for thongs.
• All reports should include a product description that is clear, traceable and matches the
manufacturer’s product and should include information that uniquely identifies the product, such
as photographs.
• All reports must include the products ARTICLE NUMBERS (Keycodes. APN etc) and if you are
referring the same test report to numerous Article Numbers (i.e. same style – different colour or
style - different trim, thus using the same report) the Article Numbers must be all listed on the
report.
• If Article Number is not available, the vendor style code and a detailed description are required
so the product can be clearly identified.
• If one test report relates to more than one Article Number, than all article numbers related to
that report MUST be listed on the report. Please note; styles ordered in multiple colours (or in
coloured print variations or, may only have a different trim) require only one set of test reports
to reference to all similar styles.
• PLEASE NOTE – TEST REPORT RELATING TO MORE THAN ONE COLOUR MUST HAVE THE EXTRA
COLOURS / PRINT SWATCHES INCLUDED WITH THE REPORT. These swatches are required if a
sample is not provided.
• Colourfast Testing – all dark colours within an order/style not be grouped. Every mid and dark
colour within the order MUST be colourfast tested. For example – if navy, black and red is
ordered in the same style, all colours will need to be tested from the bulk material.
• Some material test reports may be obtained from your materials supplier and independent test
houses. (for example – your elastic supplier may have already provided reports on the quality
standard of the material purchased to use in the Woolworths/Big W Order) If so: these test
reports should be submitted to QA in their original format and as a PDF file. Another independent
test is not required.
• Please note that some test reports required in this section are mandatory (to be performed on all
styles) and others are – listed as ‘if applicable’. This means that, depending on the style to be
tested, some extra tests may not be required. Please contact the Quality Specialist if you need
further clarification on this matter.
• Some test reports listed on the whole shoe section is listed with the comment – ‘if requested’.
So, these test reports are only required if the Quality Specialist or Buyer specifically request this
extra test to be preformed.
• It can also be noted that if factories carry out trial production runs, then ALL pre production and
production test reports can be obtained at the same time as completed shoes have been
produced in the correct bulk production materials and method. This will help save time and costs.
• If all test reports have been obtained at the pre production stage of the process then the vendor
may submit ALL test reports to QA at the pre production stage.

Outlined here by category of products, is the WOW GQA minimum quality standard with testing
requirements.
These standards list the minimum level of material specification, production technique and product
guidelines required for that category.
It is important that Vendors understand that complying with this minimum quality standard is
mandatory for submitting product to WOW GQA.
This minimum quality standard also assists in minimising the number of tests that would be required to
be performed on the products.
If the minimum listed in each of these categories is met, WOW GQA can be assured that the product
would pass any tests and meet our quality requirement.
• Heavy Metals
Suppliers MUST PROVIDE ON REQUEST a report per shoe style type confirming that the product
meets the Woolworths Ltd allowable levels of heavy metals when tested.
This applies to ALL CHILDREN’S FOOTWEAR SIZES baby 0 through to child size 8.
The test listed below (EN71 Part 3 and AS/NZS ISO 8124:3) are either acceptable by regulators in
Australia.
The eight heavy metals this test covers are:
o Antimony Arsenic
o Barium Cadmium
o Chromium Lead
o Mercury Selenium

Test report required on request for all children’s shoes up to size 8 is:
• Formaldehyde.
Woolworths Ltd require all suppliers and factories to meet the following requirements
in regards to the acceptable level of formaldehyde in footwear products.
We shall require the min requirements as listed below to be met.
Suppliers must provide on request, by WOOLWORTHS Limited, a report no older than 12 months
per shoe type or letter of commitment confirming that the product meets the WOOLWORTHS
Limited allowable levels for formaldehyde when tested as:
• Thiuram.
Thiuram rubber accelerators should not be used in the manufacturing of shoes as these can cause
severe allergies. No Test report required.

DMF (Dimethyl Fumarate) and Cobalt Dichloride is to be restricted in all Silica Gel packs (anti mould
agent) used in the packaging of Product supplied to Woolworths.
WOW GQA require all vendors to use MicroPak® or M Buster enhanced packaging stickers
or sheets as the method used to prevent mould and mildew.
This requirement is to be implemented immediately for all deliveries into the business.
• All factories should have transferred their past methods of mould prevention over to MicroPak® and
therefore DMF and Colbalt Dichloride will be eliminated.
• The chemical DMF is banned internationally and Woolworths also wish to enforce this ban. Not only
must gel packs be DMF free, but the product itself must be DMF free. Silica gel packs which are DMF
free are available on the market.
• A test Report from the factory demonstrating the packaging and product as DMF free may be
requested by WOW GQA report. If so the test requirement is :
• Woolworths REQUIRE ALL factories immediately start using MicroPak® or M Buster anti mould
packaging treatments by 1st June 2011.
• These are very effective in reducing mould and moisture and are safe. The strips are usually
attached to the shoe box and in the case of hang sell packaging; strips are attached to both the egg
crate packing and /or inside the outer carton packaging.
• The stickers are widely used in Europe as silica is considered a safety hazard and for the WOW
retailer environment, we believe they present a hazard both in relation to swallowing and slip/trip
hazards and therefore should not be included in packaging.

This website will also assist in advising the number of stickers or sheets to use depending on the size
/method of packaging.
• Nickel.
Woolworths do not; at this time require testing for Nickel unless requested.
Test EN1811. Abrasion of coated items by EN12472.
Level 0.5ųg/cm2/week
• Other harmful chemical substances to be avoided.
Listed here are other chemical substances which have been listed by NICNAS as harmful.
Woolworths would prefer our suppliers to use best practice and avoid using these chemicals0. Test
reports are not required unless requested.
• AZO – colorants – specifically MAK III amines -limits less than 30mg/kg per amine
• Chorine Phenols (PcP, TeCP, TriCP) – less than 5mg/kg per substance.
• Chlorinated benzenes and toluene’s
• Cadmium (which is already tested within the heavy metals group)
• Chromium hexavalent

All small parts are to be tested in accordance with the relevant normal tests in 5.1 to 5.23 of the
AS/NZS ISO 8124.1 standard or other equivalent standards as detailed in the table below.
Small Parts for children’s shoes ages 0 to 36 months must be tested to ensure any attachments or
parts pass testing requirements. This includes:
• Torque test
• Tension test
For all attachments such as, but not limited to: buckles, bows, eyelets, trims, zip pulls etc.
1. The buyer and vendor may develop an alternative method of attachment or remove the small part
entirely. If there is no small part, a second test is not required however the new style must be
resubmitted to QA.
If the style still has a small part, the new style must be re-tested until a pass is achieved. This new
style will need to be resubmitted through QA with test reports.
2. If the test result is a failure the buyer will cancel the style. No product within the size range of 0-8
will be purchased for sale with a failed small parts test.
The Torque Test (Twist) is required for any part of a shoe with a projection, part or assembly that a
child can grasp with at least the thumb and forefinger or the teeth and thus shall be subjected to
this test.
Tension Test. (Pull) Any part of a shoe with a projection, part or assembly that a child can grasp with
at least the thumb and forefinger or the teeth shall be subjected to this test

Pom Pom’s
Poms Poms will not be accepted as an attachment to footwear and should not be submitted by vendors.

Performance Standard
When testing for small parts detachment as per the Woolworths Small parts Test Method, the following
standard applies:
Standard = 70N (7 .0kgF)
Process
The process involves inline physical testing, a sampling standard for testing completed orders and
checking items with testing inline.
Inline testing (applicable to all footwear with small parts for children size 0 to & including 8)
Inline testing is always preferable as an indicator of consistent quality rather than testing completed
production products. By the time a faulty attachment is detected in final production testing many
hundreds if not thousands of products could have been produced with the defect. Production testing
relies on detecting and correcting after the fact where inline testing relies on early detection and
prevention. Inline testing will detect problems in a shorter period of time and action can be taken
immediately. Inline testing combined with statistical process control (SPC) is even better as trends will
be highlighted quicker.
Testing should be completed according to the Woolworths Small Parts test Method.
A random sample for testing is selected from production whenever one of the following events occurs:
− Start of the shift.
− Change to a different attachment type or size.
− Change of colour of material within the same order.
− Change to a new order.
− At least once more during the shift, if none of the above happens, but not within 4
hours of the start of the shift.
Where more than one machine is used to complete an order, data for all machines have to be recorded.
The ongoing records for each attachment machine will be audited through 3rd party auditors on an ad-
hoc basis.

This method should be employed during online inspection by selecting samples at random during the
shift for checking. This is a manual examination of the parts, opening it and then snapping it closed
again.
The inspector will be able to tell whether there are problems with a specific item or selection of items
from the way the studs or part react to this check e.g.
− A part that closes or detaches too easily will not have enough holding force to keep the item bound.
Results from this test have to be recorded for each machine and the ongoing records will be audited
through 3rd party auditors on an ad-hoc basis.
Principle
The attachment itself is pulled from the main body of the product to which it was attached. The force
required to separate the attachment/stud from the product is registered on a push/pull gauge in
Kg/Force or Newtons.

Procedure
1. Place the body of the product to be tested in the bottom clamp, making sure that it is in the
centre of the circular clamp area.
2. For studs, lower the top clamp (a modified vice-grip pliers) to a position where upon closing the
pliers the attachment /stud is gripped securely along its edges. Ensure that only enough force is
applied to hold it without distorting its general shape.
3. Switch the Imada gauge to its OFF position and zero the dial by turning it until the needle
coincides with the 0 on the scale.
4. Switch the Imada gauge to the ON position.
5. Move the top clamp away from the bottom by using either the lever or by rotating the reel at
the bottom right of the machine. This will register as a KgF load or (Newton) on the Imada.
6. Continue this action until the attachment reaches the standard requirement of 70Newtons or
until there is a breakdown of the material structure.
7. The maximum load required to get to this point is registered on the Imada and this is the load
that needs to be captured on the report.
Report
The following information shall be reported:
− Reference to this method i.e. Woolworths Small parts attachment Test Method
− KgF values (to 1 decimal point) or Newtons for the point where the fabric structure had
broken down or not.
Calibration of Test Unit
The Imada push/pull gauge should be calibrated at least once a month. This process takes no longer
than 5 min. and will therefore have no impact on online or production testing.
Calibration should be done as below:
A. Move Imada gauge all the way to the top of the bench unit.
B. Remove the top clamp attachment, leaving only the ‘D’ shackle.
C. Zero the dial.
D. Hold the supplied 15lbs weight (still in its protective cover) while attaching to the gauge with the
‘D’ shackle.
E. Remove the protective cover and make sure the weight hangs free.
F. The level on the gauge should read 6.82KgF but due to the gauge having a resolution of 0.25KgF,
the needle will show a value between 6.75 and 7.
G. Keep a record of the date, time and calibration value for audit purposes.
Please note: It is possible to use other calibrated weights using steps A to F as long as it is not in the
extreme low or high range. It is preferable to use a weight in the 5-20KgF range.

To minimize the number of upper material tests (i.e. burst; tensile etc) a minimum weight gauge
requirement has been set for all types of footwear supplied to Woolworths.
All vendors are required to meet these minimum upper material thickness requirements.
• The weights listed here include the upper and lining material together to give total upper weight.
• If the product supplied does not have lining, then the upper material only, must be to the thickness
of the minimum requirement.
• If upper material does not meet the minimum thickness required, than a tensile strength test and
burst strength test report MUST be submitted to ensure quality of material will meet Big W quality
standard.

Any footwear product which contains a non rechargeable battery operated component must
comply with the following minimum quality standard.
This category includes:
• All men’s, women’s and children’s footwear which contains any non rechargeable battery
operated compounds.
• All products which include a battery MUST be submitted to QA for review regardless of whether
it is a licensed National Brand or not.
Best and safe practice must always be exercised by our manufactures when any batteries are included in
a product. Batteries can overheat and explode so only quality batteries and components should be used.
Your factories should ensure and ask for reports from their component and batteries suppliers to ensure
that the parts and batteries used, meet Australian industry safety standards.
Therefore all lights products can only be delivered into Australia and our business by Sea freight and
throughout Australia and New Zealand by Road or Rail.
Vendors must also be certain that the lithium battery is safe by ensuring:
1. The amount of lithium in the battery is not more than the permitted amount for the non
rechargeable metal cell battery used in these products. This being 2 grams/lithium metal
batteries.
2. Vendors will be required to provide a report/ or declaration from the battery manufacturer,
detailing the specification of the cell battery within the product with the submission of a
sample
3. Woolworths Ltd will require the supplier of the batteries to provide a written declaration
stating that its product meets with the requirements of the Directive and have tested has
been tested to meet the requirements of the UN (United Nations) manual of tests. Criteria
part 111. Sub section 38.3
• Design must not allow battery leakage to enter the space occupied by the foot.
• The component and any wires must be fully concealed within the shoe and not easily
assessable. Care must be taken with injection construction to ensure the inner sole is firmly
secured to the upper and sole so access to the unit is not possible without destroying the shoe.
• The battery and light component part must also be fully enclosed and waterproof.
• Only motion sensor light components are to be used (not pressure activated)

Labelling Requirements
The following labelling must be included on, or attached to, the product:
• To be included on the commerce markings label attached to the product, the following
information must be included : “do not dispose of in fire”
Additional instructions to be included with the product on a Swing tag, which must be securely
attached to the product are:
• Non replaceable Battery – do not attempt to open or replace
• Do not immerse the product into water
• Do not place near heaters or direct flame
• Care instructions (for slippers) see example below

• Please note that within each test evaluation, there are listed, various standard test methods.
• This list of test methods is in the order of preference that Big W prefers to be completed by the
testing laboratories.
• Only one test method per requirements needs to be completed.
• That being, if your selected testing lab can perform some or any of the test methods listed, than,
they should select the first test listed within the group shown (i.e. Satra; ISO or BS method) and from
then on, in descending order.
• If the test lab cannot preform any of the test methods listed, they should contact the Quality
Specialist with an alternative test method suggestion for approval.
• Any enquires with the tests listed with in this section; please contact the Quality Specialist at WOW
GQA.
Please Note
• One set of tests is suitable if you are producing one style of product in multiple colours and/or
prints.
• One set of tests is suitable on similar styles (eg. EVA licensed thongs and/or sandals) as long as: the

Testing Requirements
• Woolworths expects all protective safety footwear to be accredited with the Australia
Standard product certification
• The Standard required for Australian and New Zealand markets is AS/NZS 2210.3 2009. A
detailed list of all the standards can be found listed in chapter Packaging and Labelling
Requirements
• If a Vendor wishes to submit a safety product to WOW without the AS/NZS certification,
then they will need to complete a group of tests which WOW will advise of at that time.
These tests will ensure that the quality features that are required of an AS/NZS standard
product are still met in a non certified product. Even if the product passes all tests, it is seen
at the buyers’ discretion as to whether the product will ordered
• It is the vendor’s responsibility to ensure all products labelled as certified to meet the
AS/NZS 2210.3, do meet those requirements and remain updated with any changes or
additions to these requirements and standards
• As the products with Certification have already passed though the testing and are audited
on annually, WOW do not require any further testing to be completed

• Any new product submitted to Woolworths for sale must be submitted with a copy of the
current accreditation certificate and the test results from the AS/NZS accreditation
• Any other product existing within the Woolworths range will require annual audit and new
