1. Arat Killo Housing Cooperative now invites sealed bids from eligible bidders in sealed
envelope for furnishing the necessary labor and equipment for the Skeleton construction of G+4
Apartment building to be constructed in Addis Ababa Bole Sub-city.

2. A complete set of bidding documents may be obtained by any interested eligible bidders free
of charge starting from September 24, 2016.

3. All bids must be accompanied by a bid security, in the form of CPO or Bank Guarantee of
50,000.00 ETB.
4. Bid validity required is 60 days.
5. Bids will be opened in the presence of those bidder's representatives who choose to attend on
the same date, time and place
6. The employer (Arat Killo Housing Cooperative) has full right to cancel this bid or reserves
the right to reject any or all bids.

2. Evaluation Methodology and Criteria

I. EVALUATION OF THE TECHNICAL P ROPOSAL


1.1. Provided all mandatory legal, professional, technical, and financial requirements have been met all
technically compliant Bids shall be evaluated and scored using the two-stage bid evaluation and
scoring method. In accordance with ITB Clause 38.3(f), the Public Body's evaluation of the Bid will
take into account, in addition to the bid price, the following technical evaluation criteria in order of
their importance and their proportional weight in the total system of evaluation, as specified below:
(a). The technical evaluation criteria and their weighting points that indicate their level of
importance are determined, as follows:

Notice:
 Project Insurance Bond shall be covered by the contractor and Supervisor.

Evaluation

Bidders shall obtain a minimum of 70 points to be qualified for financial bid.
(b). The Public Body will evaluate any technical evaluation criterion using the following scoring

Individual weighted scores for all technical evaluation criteria shall be weighted according to the set
proportional weighting factors. The weighted result shall be calculated by multiplying the score
by the proportional weighting point of the individual criterion.

Bidders getting score less than percent in the technical evaluation shall be rejected.
II. EVALUATION AND COMPARISON OF BID P RICE
In the financial evaluation, the highest point shall be given to the lowest priced Bid, and conversely, the lowest
point shall be given to the highest priced Bid; among technically qualified Bids. The points given to other
Bidders shall be determined depending on their price offers.
From the total merit points to be given for proposals submitted by Bidders in a bid for procurement of Works, the
share of Technical Proposal shall be percent and the remaining percent shall be the share of the Bid
Price.

The formula for determining the financial score is the following:

1. The contractor is advised to fill unit prices only for skeleton part of the building exclusive
of the block work, plastering, plumbing , electrical installation fixing sanitary fixtures and
electrical fittings.

2.The Contractor shall supply all necessary labor, equipment, machinery and tools for the whole
works.

3. All Construction materials shall be purchased by the Owner and delivered to the Contractor on
site. Sufficient office and store shall be constructed by the contractor but the material provided
by the owner at the project site.

4. The contractor shall carry out any work like sieving sand or any other necessary for the work
before incorporating to the permanent construction.

5. The contractor shall supply steel panel or wooden forms, Eucalyptus pole, nail and all necessary
materials for construction of formworks.

6. When part of the work or the whole is constructed improperly or fails due to poor workmanship
or any other act of the Contractor, the Contractor should cover costs of materials and other
related expenses.

7. The bidder is expected to provide time for completion of the construction works supported by
bar chart showing sequence of each activity.

8. The Owner and the Contractor shall jointly prepare and agree on a material delivery schedule.
Based on the agreed material delivery schedule, the Contractor shall prepare its own manpower
and equipment mobilization schedule and the overall work schedule. If shortage of materials is
anticipated which may significantly affect the work progress, the Owner shall communicate the
problem to the Contractor in advance and advice the probable duration of the problem. The
contractor shall adjust its manpower and equipment flow to the new situation.

9. For the purpose of technical evaluation, the contractor shall provide currently renewed Trade
license, and written testimonies for its past performance together with the offer.
