VICTORY LACSON UNDERPASS


The Arsenio H. Lacson Underpass, also known as the Victory Lacson Underpass, is a pedestrian
underpass and retail area in Quiapo, Manila, Philippines. First opened in the 1960s, it is
regarded as the first pedestrian underpass in the Philippines.

In 1964, Mayor Villegas co-opted Congressman Justo R. Albert of the 4th congressional district
of the City of Manila to sponsor a bill in the House of Representatives of the Congress of the
Philippines seeking to create the city university. Filed as House Bill No. 8349, the Senate version
was spearheaded by Senators Gil Puyat and Camilo Osias.
On 19 June 1965, the final bill entitled "An Act Authorizing the City of Manila to Establish and
Operate the University of the City of Manila and for Other Purposes" was signed into law by
President Diosdado P. Macapacal in a signing ceremony in Malacañang Palace witnessed by
Atty. Primitivo de Leon, Mayor Villegas, Congressman Ramon Mitra Jr., and its main sponsor in
the House of Representatives, Congressman Albert. The law was captioned as Republic Act No.
4196 which now serves as the University Charter.

METRO MANILA FILM FESTIVAL

 Focuses on Filipino films


 Runs from December 25 (Christmas) through New Year's Day and into first weekend of
January in the following year
 Mayor Villegas inaugurated "Manila Film Festival" in 1966
 12-day event in which Filipino films were shown during June 14 - June 24 (Manila's
birthday)
 Festival Features grand parade in Roxas Blvd. showcasing the films as well as the artists
 The mayor believes the potential of the festival for educating Filipinos in patronizing
their country's produced movies, but the festival did not flourish and failed.
 1975, Film Festival officially began on Sept 21 under the name "1975 Metropolitan Film
Festival" (MFF)
 1977 it was changed to "Metro Manila Film Festival" (MMFF)
