Note (i) Conventional type applications will be summarily rejected. Candidates can
apply online only by One Time Registration on www.keralapsc.gov.in
(ii) In the absence of suitable candidates, the vacancies set apart for By Transfer
recruitment shall be filled up by the candidates from the Ranked List
prepared for Direct recruitment.
(iii) The applicant should be an approved probationer/Full member of the Kerala
General Education subordinate service as on the date of application.
(iv) Separate Ranked Lists will be prepared for each district in pursuance of this
notification. The Ranked lists thus prepared and published by the
Commission, shall remain in force for a minimum period of one year,
subject to the condition that the said list will continue to be in force till the
publication of a new list after the expiry of the minimum period of one year
or till the expiry of three years whichever is earlier. Candidates will be
advised for appointment against the above vacancies and those reported
during the currency of the lists. In case no candidate is advised from the
ranked list till the expiry of the period of three years, the duration of the
ranked list shall be extended for a further period of one year or till at least
one candidate is advised from the list whichever is earlier.

(v) Candidates should submit application for this post to the concerned District
office and should note the name of the District in the relevant column of the
online application. Applications should not be submitted to more than one
district in response to this notification. If applications are submitted
contrary to the above directions and if he/she is selected, his/her name will
be removed from the Ranked List and disciplinary action will be taken
against him/her.
(vi) The selection in pursuance of this notification will be made on a revenue
district basis, subject to the special conditions laid down in G.O.
(Ms)No.154/71/PD dated, 27.05.1971. A candidate advised for appointment
in one revenue district from the Ranked List prepared is not eligible for
transfer to another district unless he/she completes five years continuous
service from the date of commencement of service in the former district.
Even if transfer is allowed after five years, it will be subject to the rules in
G.O(MS)No.4/61/PD, dated 02.1.1961. Candidates already in Government
service holding the same post in any one district are prohibited from
applying again for this post, but they can apply to higher posts when
notified.
(vii) The rules regarding the reservation of appointment contemplated in Rules
14 to 17 in Part II of the KS & SSR are not applicable to recruitment by
transfer.

5. Method of: Recruitment by transfer from among the employees who


appointment have completed the prescribed service and are working as
Clerk/Typist/Attender/Office Attendant in General
Education Department

7. Qualifications:-
1) Academic qualifications

A Degree in Hindi conferred or recognized by the Universities in Kerala.


OR
A Title of Oriental Learning in Hindi awarded or recognized by the Universities
in Kerala (if such title has been declared as equivalent to Part III of Degree).
OR
Praveen of the Dakshina Bharatha Hindi Prachara Sabha, Madras with a pass in
SSLC Examination conducted by the Commissioner for Government
Examinations, Kerala or its equivalent.
OR
Sahityacharya of Kerala Hindi Prachara Sabha, with a pass in SSLC Examination
conducted by the Commissioner for Government Examinations, Kerala or its
equivalent.
2) Training Qualifications

B.Ed/B.T/L.T. Conferred or recognized by the Universities in Kerala.


OR
Diploma or Certificate of Language Teachers Training in Hindi issued by the
Commissioner for Government Examinations, Kerala
OR
Diploma in Hindi Teachers Training issued by the Commissioner for Government
Examinations, Kerala
OR
A pass in any one of the following examinations of Kendriya Hindi Sikshan
Mandal, Agra, namely;-
(1) Hindi Sikshan Praveen.
(2) Hindi Sikshan Parangath.
(3) Hindi Sikshan Nishnat.
OR
Acharya Title of the Kerala Hindi Prachara Sabha or Siksha Snathak Title of
Dakshina Bharatha Hindi Prachara Sabha are accepted as alternative training
qualification.

3) Must have passed the Kerala Teacher Eligibility Test (K-TET) for this post
conducted by the Government of Kerala
Exemption: Candidates who have qualified CTET/NET/SET/ M.Phil/ Ph.D/
M.Ed. in the respective subjects are exempted from acquiring TET (G.O. (P) No.
145/16/G.Edn. Dated 30.08.16 and G.O. (P) No. 206/16/G.Edn. Dated
08.12.2016).
Note (i)M.Phil in the concerned subject be the one awarded by any of the Universities
: in Kerala or recognised as equivalent by any of the Universities in Kerala.
ii) B.Ed should also be in the concerned Language
(iii) Post Graduates in Hindi are also eligible to apply provided they have
B.Ed/B.T/L.T.
iv) The employees of the General Education Department who entered service
before 31.03.2012 and have completed the prescribed period of service as
Clerk/Typist/Attender/Office Attendant are exempted from acquiring KTET
qualification.
4) Service as Clerk/Typist/Attender/Office Attendant in the General Education
Department with not less than 5 years as on the date of application.

KS & SSR part II Rule 10 a (ii) is applicable for selection to this post.
Candidates claiming equivalent qualification should produce relevant
Government orders during verification to prove that the qualification claimed is
equivalent to the prescribed qualification for the post.
Note Documents to prove qualification, date of birth and service have to be produced
: as and when called for. Candidates should obtain a Service Certificate (in
original) in the form prescribed below from the Head of Office/Department and
produce as and when called for.

Candidates must register as per “ ONE TIME REGISTRATION” with the
Official Website of Kerala Public Service Commission 'www.keralapsc.gov.in'
before applying for the post. Candidates who have registered shall apply by
logging in to their profile using their user ID and password. Candidates must click
on the `Apply Now' button of the respective posts in the Notification Link to
apply for a post. The photograph uploaded should be one taken after 31.12.2010.
Name of the candidate and the date of taking photograph should be printed at the
bottom portion. The photograph once uploaded meeting all requirements shall be
valid for 10 years from the date of uploading of the photograph. There is no
change in other instructions regarding the uploading of photographs. No
application fee is required. Candidates can view details in their profile by clicking
the link 'Registration Card' in their profile and a printout can be taken if needed.
Candidates are responsible for the correctness of the personal information and
secrecy of password. Before final submission of the application on the profile,
candidates must ensure correctness of the information in their profile. They must
quote the User ID for further communication with the Commission. Application
once submitted is provisional and cannot be deleted or altered after submission.
Application will be summarily rejected if noncompliance with the notification is
found in due course of processing. Documents to prove qualification, Experience,
community, Age, etc., have to be produced as and when called for. “Candidates
who have AADHAAR card should add AADHAAR card as I.D. Proof in their
profile”.

11. If written /OMR/Online Test is conducted as part of this selection, candidates
shall submit a confirmation for writing the examination through their One Time
Registration profile. Such candidates alone can generate and download the
Admission Tickets in the last 15 days till the date of Test. The applications of
candidates who do not submit confirmation within the stipulated period, will be
rejected absolutely. The periods regarding the submission of confirmation and the
availability of Admission Tickets will be published in the Examination Calendar
itself. Information in this regard will be given to the candidates in their respective
profiles and in the mobile phone numbers registered in it. Appropriate disciplinary
action as per KPSC Rules of Procedure Rule 22 shall be initiated against those
candidates who submit applications with bogus claims of qualification regarding
education, experience etc. and submit confirmation for writing the examination,
irrespective of whether they are present or absent for the examination.
