All documentation exchanged on this requisition shall be in the English language. Additionally, all

Seller shall comply with the Regulations of AGENCY FOR REGULATION OF HYDROCARBON (ARH) as
applicable to the 30kV Switchgear and 5.5kV Switchgear. This shall include compilation of necessary
dossiers (both preliminary and final documents), testing relevant equipment under the witness of ARH

Authorities and obtaining their approval and certification. Detailed procedures and specifications related to
ARH are attached with the REQUISITION.
3. The switchgear assembly shall be fully extendable on both sides for future extensions.
It shall be possible to close the cable side earth switch on the incomer circuit breaker only after ensuring
that the incoming side voltage is zero. The auxiliary contact of Voltage Presence Indicator and SEPAM

Relay output contact shall be used to achieve interlock between cable side earth switch and incomer circuit
breaker.
The switchgear assembly shall be provided with a busbar earthing scheme, interlocked with the respective
5. incomer, bus-section circuit breakers and outgoing feeders. Necessary interlocks/blocking coil shall be
provided.
All protection relays shall be numerical, capable of communication and interface with the ICSS-SCS, system
using a Ethernet communications link (ETHERNET MODBUS TCP/IP protocol) for all control, measurement,

alarms and status indications. It shall be possible to carry out relay settings from Remote via its
communication channel.
Special tools required for satisfactory operation & Maintenance of the Switchgear shall also include
communication software for relays including the communication cable between the relay ¬ebook

computer for each Switchgear assembly with all software installed.
These notebook computers shall also be used during the Witness tests and inspection at Seller works.

6. INSPECTION DOCUMENTATION
Inspection documentation requirements are identified in the Requisition for Engineering Documents
attached to the Inquiry/ Purchase order. This list includes documentation to be submitted to the
Purchaser.
Inspection documentation shall be compiled on an on-going basis and shall be available for audit or
inspection by Purchaser’s personnel and/or by their nominated Representative as well as COMPANY
or their nominated Representative at the Supplier ’s premises. All documentation (Quality
records/material certificates etc.) shall be legible and in strict compliance to Contract and Project
Requirements.
Manufacturing Record Book shall be compiled and the Record Book Index shall be approved prior to
completion. Refer to requirements for supplier data and for the guidelines on compilation of
Manufacture’s Record Book (Annexure 7 refers). Data book shall be available at the time of final
inspection.
• Material certification shall be in accordance with the relevant requirement of EN10204:2004
Metallic products -Types of inspection documents, as detailed below (in addition Annexure 4 also
refers):

Additional El Merk Project Supplier Quality Requirement
Supplier shall submit his non-conformance control procedure for approval to Purchaser prior
to start of work. To enable Purchaser to verify Supplier Non Conformance follow up and close
out, Supplier shall issue a copy of all Supplier internal Non Conformance Reports to
Purchaser within 2 working days of a Non Conformance Report being raised. Where

corrective action includes repair and or rework, Purchaser shall approve Supplier repair /
rework procedures prior to Supplier commencing the repair and or rework.

Guidelines for Preparation of Manufacturer’s Record Book (MRB)
1. Manufacturing Record Book(s) (MRB) shall be prepared by the Supplier during the course of the
manufacturing program. These documents shall represent the product in the as-built condition and
shall be submitted to Petrofac and Client for review and approval upon completion of all
manufacturing and test activities. These are the broader guidelines for compiling the MRBs, however
the actual Index will be determined during specific MRB index review
2. Within four (4) weeks of purchase order award the Supplier shall submit a proposal Manufacturing
Record Book index. The minimum certification requirements are outlined within the Purchase
Requisition and the content and detail of the MRB shall be discussed and agreed at the pre-inspection
meeting, when held.
3. Where practicable the MRB shall typically be structured in three parts as follows:
Part 1 - Purchase Order Data (Design Data Dossier/Book) - shall include but not limited to the
following:
a. The Final Purchase Requisition.
b. Un-priced copies of all change orders.
c. Engineering queries
d. Concession requests
Part 2- Manufacturing Data (MRB Dossier/Book) - shall include but not limited to the following:
a. Material certification
b. Inspection and test certification
c. Sub-Supplier manufacturing records
d. Quality plans for inspection and testing
e. Procedures
f. Qualification certificates
g. Non-conformance/corrective action reports
h. Inspection Results

4. The MRB shall be supplied in hardback bound documents furnished in A4 size and bound with round
head screwed brass paper fasteners. All drawings shall be reduced to A4 if still legible. Prints not
adaptable to A4 size shall be reduced as much as practicable and shall be folded with the title visible
and placed in A4 size clear plastic wallets.
5. Where modifications or revision occur after the submission of the MRB the Supplier shall update all
copies in possession of Petrofac and Client with adequate Replacements of revised documentation.
6. Manufacturer’s Record Book(s) shall be compiled in strict compliance with “Algerian Regulatory
Authority (ARH & ONML) Requirements & Coordination Procedure between Algerian Regulatory
Authority, Purchaser and Supplier” ELM-BRC-QA-PRC-001 which indicates the detailed requirements of
preliminary and final documentation requirements (to be issued in French and English). The number of
copies (Soft and Hard) shall be in compliance with requisition for engineering documents (SDRL) .

2.0 GENERAL
The following requirements of this specification apply to the equipment, devices and
material that are subject to ARH control. These requirements do not have any effect on
the inspections required by Purchaser and any waiver by ARH is not to be constructed as
a waiver of any other requirements for inspection by Purchaser or any other obligation
of the Supplier noted elsewhere in this contract.
Supplier and Supplier’s sub-suppliers will be subject to inspection of all materials and
equipment being manufactured or supplied. The Supplier shall pass on the requirements
of these ARH inspections to all of the Supplier’s contracts (purchase orders) to its
sub suppliers. These inspections are in addition to any other inspection or testing
requirements noted elsewhere.
The Supplier will undertake to facilitate all inspections made by ARH, CA personnel, or
other third parties related to ARH or CA, under authority of ARH, on the premises. The
Supplier further undertakes to facilitate ARH’s attendance at all inspection or
acceptance tests planned or required by contract to be conducted by the Supplier.

A preliminary and a final dossier are required for all the equipment and material falling
within ARH’s scope.
For off-the-shelf (stock) items of piping material, safety system components, electrical
power cables or other electrical items (5.5 KV and higher) that fall under ARH criteria,
the supplier shall submit a Technical File.
The contents of the Technical File are detailed in 5.1.11 of this procedure.
All documents must be provided In French & English and in quantities as shown in
paragraph 5.6.1
3.0 DEFINITIONS
The definitions below refer to terms used in this specification and are used for
convenience of reference in this specification only. Contractual terms shall be as
defined in the Project Terms and Conditions of Purchase.

Quality Control Plan (Inspection & Test Plan): - Purchase Order specific document that
clearly identifies in chronological and sequential order all manufacturing
Inspection & Testing requirements performed by the Supplier / Sub-supplier
with facility for all parties to indicate proposed Quality Control activities.
Original: - The supplier document that contains wet stamp, signatories and endorsed
original from which copies are made. The originals of the Dossiers shall be
delivered to the Purchaser.
4.0 RESPONSIBILITIES
4.1 Purchaser
4.1.2 Performs a review of Preliminary and Final Dossiers (for designated equipment
and materials as indicated in Attachment 7) prior to submittal to Owner (CA).

4.2.6 Compiling the Preliminary Dossier and submitting it to the Purchaser within 6
weeks after purchase order / sub-order placement but not less than 45 calendar
days prior to commencement of fabrication for items relevant to ARH, however,
R5 for the piping preliminary dossiers this period may be reduced due to pipes
production constraints (Continuous production planning)
4.2.8 Issuing of all inspection notifications for ARH activities indicated on agreed
Quality Control Plan to Purchaser.
4.2.9 Ensuring the applicable documentation is prepared and available for ARH
inspector’s review prior to test.
4.2.10 Submitting Final Dossier to Purchaser within fifteen (15) calendar days after
successful completion of tests and prior to shipment.

The following types of equipment are subject to ARH regulations and testing when they
simultaneously meet the criteria listed against them, as follows:
If a device or material is within the ARH scope, members of ARH will conduct inspection.
The scope of inspection is detailed in paragraph 5.4 of this specification. A Preliminary
Dossier is required containing design premise for devices to be presented for review and
issue of Certificate of Conformity by ARH before manufacture starts. The contents of the
Preliminary Dossier are detailed in paragraph 5.3.3 of this specification.

The inclusion of pressure devices within the scope of ARH is defined below.
Furnaces, Reactors, Columns, Heat Exchangers, Air Coolers, Separators, Filters &
Pressure Vessels
Pressure vessels that are not steam or hot water vessels come within ARH scope when
they are handling liquid hydrocarbon, compressed gas, liquefied or dissolved gas and
pressurised overheated liquids and if the following conditions are simultaneously met
(Decree 90-245, Article 2, Item 1)
• The design pressure exceeds 4 barg
• The characteristic number; i.e. the product of the design pressure
expressed in barg, multiplied by the capacity expressed in Liters, exceeds
the number 80.
Water boilers are generally exempt from the ARH scope if the operating
temperature does not, and cannot exceed 110oC.

Steam generators with a capacity that does not exceed 25 Liters or fitted with
physical device(s) that prevent the pressure from exceeding 0.5 barg are
exempt from the ARH scope.
Steam receivers with a capacity that does not exceed 100 Liters or fitted with
physical device(s) that prevent the pressure from exceeding 0.5 barg are exempt
from the ARH scope.
Receivers that receive vapor and gas – other than inert gas – together with the steam at
a design pressure exceeding 4 barg are not considered steam receivers and shall be
governed by the conditions for pressure devices as in section 5.1.1.1
The hydrocarbon, hazardous product and fire water storage tanks are within the scope
of ARH. The subcontractor shall provide an ARH Construction Dossier upon completion. A
table of contents will be provided by the Purchaser.
The water storage tanks (other than fire water) are not subject to ARH inspection
Tanks operating at atmospheric pressure, with direct access to the atmosphere, are
generally excluded from the scope of ARH. Supplier is required to notify and obtain the
advice of the Purchaser for any tank designed to contain hazardous liquids which could,
under maximum overfill conditions, be subject to a hydrostatic pressure such that the
stress in any member is equal to, or exceeds, five eighths (5/8) of the elastic limit of
the material being used.
Pumps are generally excluded from the ARH scope but Supplier / Sub-Supplier shall
notify and obtain advice from Purchaser for any pump which has a fabricated casing or
body. If it is the case the criteria for gas pressure devices paragraph 5.1.1.1 shall apply.
5.1.1.5 Turbines
ARH shall attend the hydrostatic testing of turbines within their scope (lube oil
coolers/piping system).

Compressors of gases or vapors other than steam are within the ARH inspection scheme
if the following two conditions are simultaneously met for the fluids specified.
5.1.1.7 Appurtenances
Low voltage utility Motor and Engine drivers are not normally subject to ARH scrutiny.
High voltage and fire or emergency service motors and engines may come under their
scrutiny. If an item comes within the ARH scope, a Preliminary Dossier is required to be
submitted for ARH review and issue of Certificate of Conformity.

Engines are not normally subject to ARH scrutiny unless they drive, either directly or
indirectly, fire pumps or other essential or emergency service. In these cases
Preliminary and Final Dossiers shall be submitted.
5.1.2.3 Appurtenances
Supplier is reminded that electrical ancillaries, instruments, fuel / oil filters, pneumatic
and hydraulic accumulators, and interconnecting pipework may be subject to ARH
scrutiny. Refer to Section 5.1.6 and 5.4.6.
5.1.3 Electrical
Electrical equipment may be subject to ARH scrutiny. For items deemed within the
scope, a Preliminary Dossier, containing design premises etc., is to be submitted for ARH
review and issue Certificate of Conformity.
The following electrical equipment and material are within the ARH scope if the voltage
rating is equal to or exceeds 5.5 kV.
• Transformers
• MCC
• Switchgears
• Switch (Large transition switching units)
• Generators
• Motors
• Cables
ARH retains an interest in emergency power supplies and other safety related aspects
such as earthing arrangements, lightning protection, interlocks etc. Details of
emergency switchboards and safety related aspects may be required.
ARH shall attend final acceptance tests of electrical appliance to confirm compliance
with IEEE, IEC and NEMA regulations

Pressure Safety Valves are within the scope of ARH. These valves need to be checked for
opening and closing pressures and tightness. Their primary concerns will be the
disposition of PSVs within a system, the witnessing of off-line tests and correct
installation. Design appraisal and witnessing of tests of individual PSVs in works will, if
at all, be limited to large, novel or particularly critical applications. Supplier shall
notify Purchaser of any non -standard items and obtain advice.
The valve body shall be classified by the criteria shown for piping materials, Section
5.1.10 below.
Control Valves that will contain potential hazardous gasses or liquids under pressure may
also be within the scope of ARH, in which case the above requirements for design
appraisal and testing shall apply.
ARH shall attend hydrostatic testing of Pressure Safety Valves and control Valves.
Functional Test, Pressure Setting, Leak Test).
All instruments and instrument material shall be selected and /or designed such that
they are suitable for the purpose for which they are intended to be put to use.
Instruments with an electrical content that could therefore be spark or heat generating
shall be suitable for use in the area specified and defined by the Hazardous Area
drawings, and as stated in the Purchase Order or Subcontract and its attachments.
Piping material may be subject to ARH control. For items deemed within the scope a
Preliminary Dossier, containing design premises etc. is to be submitted.
Note: Piping for which the vapor pressure at the maximum operating pressure does not
exceed 1 barg (this condition is used only for the liquid) are not subject to ARH.
5.1.5.1 Piping for Flowline and Export Pipeline (Ref: Decree 88-35)
All the piping for pipeline is within the ARH scope. (Including pipeline valves)

5.1.5.2 Valves
Valves made in accordance with internationally recognized Codes and Standards are
considered by ARH as pipe fittings (see criteria on paragraph 5.1.6.4)
For non-standard valves, the criteria laid down for Pressure vessels in Section 5.1.1 will
apply.
ARH shall attend hydrostatic testing of valves within its scope (body hydro and leak
test).
5.1.5.3 Process Pipe & Valves (Ref: Decree 90-245, Article 2, Item 4)
Pipe and Valves for use in services other than steam and water are within the ARH
inspection scope if the following three (3) conditions are simultaneously met:
• Steam and Super-heated water pipes may be excluded from the ARH scope by
reason of pressure or diameter. Steam and super-heated water pipes are
considered as a system. The provisions of Executive Decree Number 90-246 apply
to steam pipes and systems.
5.1.5.4 Cold water pipes are not within ARH inspection scope.
Piping specialties are considered by ARH as pressure retaining items. The criteria laid
down for pressure vessels in paragraph 5.1.1 of this specification apply.

ARH criteria defined in section 5.1.1 to 5.1.5 (Ref: Circular No. 2)
Fire fighting systems are within the scope of ARH. ARH will appraise firewater
distribution, drawings, firewater demand calculations, the positions of hydrants,
monitors, hose-reels etc.
Fire extinguishers and other mobile or portable fire fighting devices shall also be
examined for suitability of design and construction as well as their disposition on site.
ARH shall attend hydrostatic testing and functional testing for all fire fighting
equipment.
Bottles of CO2, N2 are within the ARH scope if the following two conditions are
simultaneously met:
5.1.6.3 Fire Extinguisher (90-245 Article 2, Item 5) (in Plant Safety Dossier)
The fire extinguisher with parts having a capacity greater than 5 litres is within the ARH
scope if the following two (2) conditions are simultaneously met:

submitted.
The fire and gas system – logic, panels, and data transmission – is subject to ARH review.
ARH shall attend functional tests of Fire and Gas Detection systems.
5.1.7 Sewage Networks (Ref: DPEM Circular No. 2, Plant Safety Dossier)
5.1.8 Pipelines associated with Hydrocarbons Productions (Ref: DPEM Circular No. 4,
Pipeline System Dossier, and Decree 88-35)
1. Flowline pipelines that connect either the wellhead to the Centre for
hydrocarbon gas processing or separation and processing Centers to the re-
injection facilities, or the separation Centre to the flow main Centres (C.P.C).
2. Service pipelines that connect the re-injection facilities to injection wellhead.
3. Sewers that connect either the processing Centers to the main pipelines, or
either flowline main Centers to main pipelines, processing and separation
Centers located in an exploration license area to a re-injection Centre in another
exploration license area.
In order to allow ARH to do inspection during the installation of the pipelines for the
transport of hydrocarbon fluid, liquid, and gaseous, Contractor(s) is required to transmit
to ARH the following documents prior to the start of pipeline installation work.

A Plant Safety File dossier is a Purchaser compiled document for a site installed system,
shall be submitted by the Purchaser prior to Pre-Commissioning. As the files of the
safety systems must be approved by Owner/ARH, with concurrent review by a
designated Sonatrach Safety Manager.
The Supplier or Sub-Supplier shall transmit to the Purchaser a Technical File for the
following systems; that is also required to be included in the safety system file dossier
provided by Purchaser.
(Network of fire water, CO2 extinguishing system, and chemical extinguishing system).

To facilitate approval, the Supplier shall prepare a Technical File containing the

The Purchaser’s Requisition package will indicate the relevant items/parts of the scope
of supply that are to be involved with the ARH based on the criteria listed in paragraph
5.1
The Supplier shall include within his quotation the relevant items/parts of the scope of
supply that are in accordance with SSR.
The Supplier shall also confirm that his quotation includes for all documentation and
submittals relative to ARH involvement (Schedules, Preliminary Dossier, Final Dossier,
Technical Files and relevant Test Data) in accordance with this specification and SDR
and included within his quotation.
5.3 Documentation
Summarized ARH document submission and Inspection Notification Schedule etc, are
shown in the ARH Documentation and Activities Co-ordination Schedule (see Attachment
5 for reference).
The Supplier is to prepare an overall schedule including shop fabrication, Inspection and
testing activities and document submission that can be used by the Purchaser, Owner
and ARH for planning inspection visits for the equipment, and maintain the schedule
update as required. The schedule is to be issued to Purchaser within fourteen (14)
calendar days of Purchase Order commitment, with further submissions attached to the
weekly/monthly report as required by the Purchase Order form SDR.
The Supplier is to submit a specific and unique Purchase Order Quality Control Plan
(Inspection & Test Plan) in accordance with project requirements (SDR) to cover all the
activities; Fabrication, Inspection & Test performed by the Supplier necessary to provide
the equipment (See Attachment 1, Document 8).

Chamber of Commerce or State Dept. & Algerian Consulate. This document
is the supplier’s responsibility for completion, including the stamp of the
nearest Algerian Consulate to the place of fabrication.
Section 6 Drawings and Data Index listing the pertinent document numbers applicable
to the equipment (Att 1, Doc 6) include general arrangement drawings other
relevant detailed drawings and / or data sheets. (English)
Section 9 Quality Control Plan (Inspection and Test Plan) (Att 1, Doc 9). (English)
The above Dossier once completed as per sample Attachment 1, shall be sent in
accordance with Purchase Order SDR to Purchaser’s Document Control Centre, who shall
submit them to the relevant parties.
The Supplier shall not proceed with fabrication activities before obtaining ARH
Certificate of Conformity. Time frame for approval and receipt of Certificate of
Conformity, including transmission period is 45 days after submission of Preliminary
Dossier to the Purchaser. After this period the Purchaser may request CA to authorize
the Supplier to commence fabrication in the absence of ARH reply.

Attachment 2. The Final Dossier shall be completed with a cover sheet (Attachment 2)

For all inspections, Supplier shall make available for Purchasers & ARH
inspection, the complete inspection, test records and certificates, whether
witness or non-witnessed.
The Supplier shall also have available a copy of each approved Preliminary
Dossier (for the ARH Inspector).
If the results of the test are satisfactory, ARH Inspector (or his delegate)
witnessing the testing shall sign the test certificates (Document 19 and/or 21),
jointly with representatives of Purchaser and the Supplier. The ARH Inspector or
his delegate shall then stamp the inspected equipment.
In the event or non reply or non arrival of ARH Inspector to the location of tests,
these shall be carried out as scheduled in the presence of Purchaser and the
agreed assigned Supplier’s Third Party Inspectors. The test results shall be
submitted to Purchaser then forwarded to ARH through CA for review and
approval.

5.5 Nameplates
Supplier shall affix the Standard Code Stamped Nameplate for ASME or TEMA code (as
required). Additionally, Supplier is to affix an ARH model Nameplate in French in
accordance with Attachment 2 – Document 20 or 22 on all pressure containing
equipment in accordance with the Purchase Order and as follows:
• Nameplate size: 160 x 200 mm.
• Material: 7 mm Thick, 304 Stainless Steel.
• Character and stamping to be preferably 6mm high but not less than 4mm
high with a depth of 0.5mm.
• The Official ARH Stamp is less than ¼” in diameter.
• The ARH Nameplate (French) is to be stamped by the ARH, for equipment
that has been witnessed by ARH.
• Nameplates are to be supplied for pressure containing equipment only.
• Electrical equipment >= 5.5 kV that has been involved with the ARH

ARH requires (English and French) bilingual documents in the Preliminary and
Final Dossiers (Doc 1 to 24 per Attachment 1 and 2). The required
languages/translation of the various documents in the dossier shall be as

5.6.2 Format
The Preliminary Dossier, Final Dossier, Technical File and Safety Dossier are all
separate and shall be in hard cover 3 or 4 ring binders. One (1) electronic file
will also be provided.
Provide a general Table of Contents. If more than one (1) volume, each volume
shall have a Table of Contents.
These Dossiers shall have section dividers and numbered accordingly. Each section shall
have a title page.
When ARH involvement is indicated on Form SDR-2 attached to the requisition and ARH
activities indicated on Supplier’s Quality Control Plan. Supplier shall notify the
Purchaser of indicated ARH inspection activities shall be sent to the Purchaser’s Project
Procurement Quality Control Manager and Purchaser’s ARH Liaison Co-ordinator (per
Contractor/Purchaser QA / QC Co-ordination requirement). This shall be sent by the
supplier at least twenty eight (28) calendar days before the expected date of test. The
scheduled date shall be confirmed by the Supplier as indicated above twenty-one (21)
calendar days before the test.
1. The Purchaser’s ARH Liaison Coordinator on receipt of the notifications from the
Supplier will forward to CA for further transmitting to ARH for Inspection per
Attachment 4.
2. ARH will confirm their intention on the indicated inspection at least fifteen (15)
calendar days prior to the defined inspection date, Purchasers ARH Liaison
Coordinator will relay it to the Supplier at Least seven (7) days prior to Defined
Inspection date with a copy to Purchasers Project Quality Control Manager.
3. In the event of a non attendance reply from the ARH, the Purchaser’s ARH Liaison
Coordinator may instruct CA or Purchaser to arrange an agreed third party
inspector to perform activities on behalf of ARH on the schedule date (as
applicable).
4. The Contractor/Purchaser assigned third party inspector will not stamp
R5 nameplate on behalf of the ARH, ARH will stamp the equipment only after the
test.

CO2 and N2 gas bottled will be supplied to the Supplier direct from their Sub-Supplier,
under their responsibility, in accordance with the specification provided. Supplier shall
R5 submit Preliminary and Final Dossiers in the normal way. When the ARH Engineer
performs the tests and reviews the dossiers, they will stamp the bottles alongside the
supplied serial number, supplier name and date of manufacture.
If bottles are filled with CO2 and N2 gas they also shall be included as part of the EL
MERK project application to DPEM for Import Authorization of hazardous chemical
Substances, according to the procedure for hazardous chemicals.
Final equipment release paperwork should reference that the individual items have been
ARH witnessed. E.g. compressor fuel gas drums mounted on a skid with filter, pump,
etc.
Equipment which has not been stamped and are subject to ARH Inspection and Tests in
supplier shop must be reported to the ARH with the Purchaser’s Inspection Report.
