INTRODUCTION
This document shows all Environmental activities conducted by WIKA – PP JO in April
2020 - July 2022. Refer to Technical Specification, Section 1: General – S1.24.3

This project build a bridge within length 1,005 meters that connect the beach to the reclamation
area (Package 1).

This project is located in Patimban Beach, Subang, West Java Regency, Indonesia.

WIKA-PP JO carried out Environmental activities to keep the environment maintained based on
Green Contractor. Some activities conducted by WIKA-PP JO based on technical specification.

2.1. Opening Job Opportunity

To minimize the public unrest, WIKA-PP JO has recruited local worker from Pusakanegara
District. Based on technical specification, local workers recruited at least 20% of the total
workforce from 6 local village i.e. Patimban Village, Pusakajaya Village, Kalentambo Village,

Genteng Village, Pusakaratu Village, Gempol Village, and Pusakanegara Village. During the
construction period, the minimum requirement of local worker was 20%. But, we cannot meet the
requirement on July 2022 because the construction was almost done.

2.2. Land Traffic Disruption

The Contractor provides and installs some traffic sign and movable concrete barrier (MCB) to
minimize land traffic disruption around the project area. Warning sign installed along the
temporary access project area to avoid congestion along with temporary access and places some
flagman when transporting material.

During project construction, Contractor conducts mobilization material such as Concrete Material
(transported by truck mixer) and asphalt. The contractor placed several flagmen to regulate traffic
around the access road area and west bound area due to open traffic at west bound. Contractor
placed several flagman to control the traffic.

Based on the observation at the temporary access road along the Package 3 as long as the
mobilization process is being carried out, it can be seen that land traffic disruption in Package 3 is
not yet significant. No congestion and accident occurred along the temporary access road as well
as the Pantura Road.

2.3. Decreasing of Air Quality (TSP and Emission)


To prevent decreasing of air quality at project area, all vehicle contain material transported must
be covered with tarp. All truck mixer also covered with tarp at the disposal gutter to prevent
concrete spills along the road. During the construction period, no material mobilized need to be
covered with tarp due to the type of material mobilized is factory material such as girder, bar, and
accessories material that doesn’t need to be tarped.

No watering access road has been conducted due to rainy season. Contractor conduct watering
access to prevent pollution around project area. Sprinkling access conducted once a day or when
needed. Watering the temporary access road is carried out every 09.00 WIB in the morning.
Contractor develop wash station to clean the wheels of vehicles that will leave the project area so
that they do not contaminated. Contractor conduct housekeeping at TAR Package 4 and Port
Road Access, to clean the spilling material that pollute the TAR Package 4 and Port Road Access.
Mobilization on December 2021 - July 2022 only girder and concrete. So, no vehicle need to be
tarped.

The contractor also already fabricates for fencing the site area. With the fencing system, pollutant
doesn’t spread and pollute the air quality.

Road repairs are carried out so that the mobilization of heavy equipment and project vehicles can
pass smoothly and to prevent accidents such as vehicles or heavy equipment rolling over.

2.4. Sea Traffic Disruption

The Contractor does not transport material by sea. All material transported with land
transportation. In June 2021 - July 2022, Contractor conduct maintaining all fishermen’s access
across coastway area. Preventing fishermen unrest, Contractor provide 1 excavator long arm, and
1 dump truck to maintain the fishermen access so that they can be passed properly.

2.5. Public Unrest

Contractor avoids using the public access road to minimize the public unrest. Contractor already
agrees with all contractor, especially Package 4, to use access road. So, all mobilization activity
will be through flyover access Package 4.

In December 2021, there were protests to residents about the access bridge at FO 3 at sta 4 + 085.
The water channel leading to the residents' rice fields was blocked by a broken bridge at FO 3.
The contractor made the maximum possible temporary repairs to the bridge. The temporary road
access repair and maintenance has been decided to be carried out by the Package 2 Contractor.

Contractor carried out the socialization of mobilization process to citizen around the project area
by providing some questionnaire. In August, socialization was conducted to 5 local residents who
still live in the area around the project. They were not all that worried about project activities as
they too would be moving away from there. From September to November, the project location
only left a few residents who had been interviewed previously about all project activities with
good responses. So that in the following months, there were no interviews with local residents
about public unrest.

The contractor conduct socialization to local fishermen due to closure of fishermen’s lanes with
Contractor’s embankment for construction purpose. So far, there have been no protests or
demonstrations from local residents regarding project activities. Several advices from fishermen
asked the Contractor to always take care of fishermen's access so that they could pass and go to
sea.

2.6. Decreasing of Sea Water Quality

Contractors provide and maintain toilet and sanitation facilities throughout the project area.
Maintenance of sanitation facilities and toilets is monitored on a daily basis to reduce the impact
of sea water pollution from wastewater discharge. The sedimentation is removed temporarily in

In the coast way area, the contractor provides sanitation facilities in the form of portable toilets
that can be used for project workers so that they do not pollute the sea. Portable toilets are cared
for and cleaned every day by the officer in charge.

Due to the completion of project, In the causeway area, the contractor dismantling sanitation
facilities in the form of portable toilets.

To reduce the impact of pollution of seawater caused by embankment process in the coast
way. Contractor establishes the silt protection with limestone and geotextile non-woven to
prevent the seawater pollution spreads and pollute the sea.

2.7. Infectious Disease Emergence

Contractor already coordinate and make agreement with related institution (public health facilities)
and together with Contractor Package 1 to providing prevention of infectious disease (such as
HIV/AIDS) by socializing to all worker and labor. Contractor already make agreement with two
public health facilities (RSUD Sentot Patrol and Puskesmas Pusakanegara).

WIKA-PP Joint Operation also coordinate with Contractor Package 1 for implementation of
HIV/AIDS disease prevention by socializing the danger of HIV/AIDS disease. Contractor already
installed some poster/banner in some strategic place that can be seen easily with everyone such as
Information board and portable toilets. During June 2021 - July 2022, the socialization of
HIV/AIDS prevention activities was conducted in an open place, along with toolbox meetings
and safety morning talks. Workers were explained about the dangers of HIV / AIDS, how it is
transmitted and how to prevent it. It is hoped that all workers will maintain their personal health
and do not contract any disease while working on the project.

The contractor also concerned with preventing transmission of the COVID-19 disease, so that
socialization to maintain distance, wash hands frequently, and use masks is always discussed in
the toolbox meeting every day. In addition, contractors routinely carry out swab test / rapid test
for project personnel, especially personnel with high levels of mobility so that the spread of
transmission of the COVID-19 virus can be reduced.

2.8. Increasing Water Run-Off Rate

To increase the flow rate of water around the project area, so that flood does not occur. The
contractor makes drainage channels throughout the project area based on the area of each building
so that it is hoped that flooding will not occur.

To prevent flooding, considering that the project location is on the beach and is affected by tides.
The contractor makes a drainage system around the project site. This drainage system leads to a
temporary retention pond that is channeled into the sea.

2.9. Increasing of Noise

At the site area, environmental monitoring needs to be done to determine changes that occur in
the environmental around the project. Measurement include temperature, noise, light, and weather.
Measurement of environmental aspect are conducted at the same time every day to find out
changes of environment in project site. Documentation of measuring environment shown in
following figure:

Based on the quality standard from the Ministry of Environment and Forestry, law No 48 year
1996 about environmental standard for harbor. There was an increase in noise measurements in
the causeway area due to pile driving work. However, the piling work is carried out far from the
location of residents' houses so this noise does not have a significant impact on local residents.
The impact of noise for project personnel can be overcome by installing a fence around the
project area and completing personal protective equipment (PPE) in the form of earplugs to
reduce the impact. During the construction period, the resume of noise, temperature, and light
measurement data can be found in the table below:

2.10. Road Damage

Contractor already chooses the best route for the vehicle access, adapted by the tonnage of
vehicle load to prevent road damage along the access road. Contractor agrees with Contractor
Package 4 to use the temporary access road. All drivers that do the mobilization must be equipped

with KIR and license. Due to contractor doesn’t use the public road, the monitoring of road
damage carried out around the area of package 3 only. In December 2020 – February 2021, some
road damage occurred along the temporary access road between sta 3+000 until sta 5+000. The
contractor also conduct maintenance of temporary bridge of FO 3 (at sta 4+085) to facilitate
drainage channels owned by the local resident around the access road by bringing 1 excavator PC
200 to repair the bridge.

Monitoring for road damage is carried out every week, or when damaged roads are found. All
mobilization through access road package 4. Contractor of Package 3 only conducted
housekeeping activity to clean up material spills along access road Package 4 and Port Road
Access.

During the construction period, no road damages occurred. Contractor only conducted cleaning
and maintenance for TAR and Port Road. Contractor also develop wash station at the port road to
prevent material spills at port road area.

2.11. Waste Management and Handling

Contractor already providing some trash bin to manage the domestic waste around the project.
Waste classified into two kind of waste, Organic waste such as food waste and leaf and Non-
Organic waste such as plastics, cans and other non-organic waste. Waste management can be seen
as table below.

During construction period, organic waste on project volume its about 7.855 kg, anorganic waste
its about 11.294 kg. Contractor conduct Safety Morning Talk that concern of 3R (reduce, reuse,
recycle) to keep the environment clean and using the reusable bottle rather than plastic bottle to
drink.

The contractor also has housekeeping teams that do the housekeeping activities 30 minutes at the
start of work and 30 minutes before the job is done. Garbage collection is carried out 3 times a
week, every Monday, Wednesday and Saturday.

In hazardous waste, final collected as 200 liter used oil in 1 drums of 20 Kg (total weight 220 Kg).
The waste has finally transferred through license transporter with the manifest no. ACX 002518
(Attachment-4) as well as disassembled the storage shelter.
