Chapter 1

1.1 BACKGROUND OF THE STUDY

In 1960, Singapore experienced severe housing crisis that resulted 1.6 million citizens to

live in unhygienic places, slums and squatter area settlements. That tragedy made the

government came up with an idea wherein the problem can be solved immediately.

It was year 1963 when the Republic of the Philippines late President Diosdado

Macapagal, built the Vitas Tenement Building in Tondo, Manila under the Marcos

administration. This is to support and sustain the housing shortage being experienced. It has 700

studio-type units that were rented out of one or two families each.

The government kept a promise that the units will go to the beneficiaries upon paying the

unit for 25 years. But in year 1992, the promise has vanished and the tenement was not given to

the residents. It was at year 1994 when the tenement was declared to be a condemned place, an

unsafe building to live in.

It was year 2011 survey of the National Housing Authority of the Philippines, it

showcased that there were 1.5 million informal settler families in the country. 52 percent lives in

Metro Manila. Indeed, the Philippines is experiencing housing shortage and crisis.

In Philippines, Payatas is one of the many areas that needs housing development. Payatas

is located in the upper east of Quezon City, Barangay Payatas occupies somewhat less than

twenty percent of the city's property zone. Payatas is described by a steep and sloping landscape,

crisscrossed by creeks, rivers, ravines, and low-lying zones close to the Marikina River. An
immense territory eighty percent presently have to be developed. In any case, despite the poor

access and absence of administrations and offices, these areas keep on drawing in an extensive

number of informal settlers from different areas of Metro Manila.

Payatas houses a 50-acre of land landfill and is now labeled as "Second Smokey

Mountain". This is the reason Payatas is an ideal place to attempt and build up another housing

system that may give a supportable and efficient solution for the developing number of informal

settlers in the country, mainly in the referenced area of Quezon city.

The project's fundamental objective is to give another brand to the way in which we

construct houses in the country. Rather than occupying the said area with low-ascent single

houses, we offer an answer to allow a bigger measure of sustainable home for the people without

inhabiting an immense space. Making elevated structures will offer roofing to a solitary family as

well as numerous families particularly the individuals who are settling in the place without

proper papers.
1.1 PROJECT LOCATION

The condominium that the designers will build is located in Payatas, Quezon City, North-East of

Metro Manila Payatas. The lot area is at road Clemente near Lupang Pangako Phase 2 Covered

Court. The cover area of the lot is (anong square meter)

Distinct feature of the Payatas area is the Payatas Dumpsite, a 13 hectare waste dumpsite

in Area B. During the 1970s, the zone was simply a gorge that was surrounded by cultivating

towns and rice paddies.

1.2 STATEMENT OF THE PROBLEM

As of today we definitely see that the housing system here generally in the Philippines

lacks development. more specifically, in areas which deprived people are present and Payatas,

Quezon City is just one of them. Their lack of opportunity and financial sustainability resulted

them to create an unstable and improper housing system that affects every aspect that a Filipino

family encounters everyday. With this current problem, This project aims to build an

architectural design of high rise residential buildings. Therefore, this project seek to answer the

following questions:

1. What are the factors that can be affected before constructing the building ?

1.1 How the residences of Payatas will be safe in the high rise residential building?

2. How the building will benefit the environment?

3. What will be the most appropriate materials, in terms of economy in Payatas, of high rise

residential bui
lding?

1.3 PROJECT OBJECTIVE

1.3.1 GENERAL OBJECTIVE

As an alternative home in single houses, the main objective of the designers are to construct

a sustainable condominium with less spacious rooms for residents of Payatas, Quezon City.

1.3.2 SPECIFIC OBJECTIVE

● Benefit to multiple factors in terms of the lifestyle and convenience of the people in the

given community.

● To reduce the damage or loss within such a natural phenomenon like earthquakes, heavy

rain and floods.

● To maximize the land space to be used rather than implying townhouses that consumes a

lot of space.

1.4 SCOPE AND LIMITATIONS

1.4.1 SCOPES OF THE PROJECT

The designers will focused on the effectivity of architectural design in urban places

specifically in Payatas, Quezon City. It will also be explained how sustainable is this for the

residents and how capable and strong this designs. Also, the designers will try to experience
first-hand through urban planning how promising this project would be by surveys and

interviews. The parameters of this study includes seeking ideas from building or architectural

experts.

1.4.2 LIMITATION OF THE STUDY

The place Payatas, Quezon City is known as the dumpsite of Manila and the residents

there are make a living through collecting garbages that can be recycled and sell it. If this

study will succeed the families that live in payatas will have a better house but if the people

are still throwing and storing garbage in their area it will only be the same as a dumpsite even

they already have a sustainable house.

2.1 REVIEW OF RELATED LITERATURE

2.1.1 LOCAL

2.1.1.1 STUDIES
Arranza (2018) says that the economic standing of families they are illegally

occupying the government and private lands without a decent approval of the owners.

There are two kinds of squatters, the real and professional squatters. He said that real

squatters are the one who called informal settlers because they are really poor. The

professional squatters are the people that gainfully employed but they choose to live as

squatters. The problem about squatting is a very high order. In order to prevent squatting

in areas especially to considered danger zones by the government authorities, We need

determination, commitment and involvement in our community. To implement this

housing rules and laws, the barangay officials, utility companies and the members of

community are needed. The barangays will conduct a census to know the residents, their

livelihood and origin among the other people. The supply of electricity and water by the

utility companies should ask the legitimacy of the applicants for their water and power
services in squatters’ area. In 2017, they said that the common place that the fire always

occurs is in squatter communities. Most of the politicians do not even want to be part of

these housing projects in squatters’ area.

Carrasco (2016) wrote that permanent houses were worked as a major aspect of a

program to resettle communities affected by the serious storm "Washi" that hit Cagayan de

Oro City in December 2011. The essential housing units gave was not proposed to be

changed and the potential outcomes for adjustments were limited. The development of

adjustments was driven by the low execution of the houses gave, while the need to alter

them came because householders′ necessities and objectives were not appropriately

fulfilled. In this research, the ID of the examples of adjustment is expanded by an analysis

of the reason behind these changes, fusing thought of statistic, financial, sociocultural, and

climatic conditions. The study′s discoveries reveal that the local characteristics of the

resettled networks and their physical setting were not considered amid the planning phase

of the resettlement. The Philippine government is used to building houses especially after

a calamity, but most of the time, it is not well planned out and doesn’t give sustainable

housing for the families thus affecting the community.

2.1.1.2 PROJECTS

The result of climate change, as we know carbon releases unfriendly impression

to the environment. One of the spectacular building beside Ayala Triangle in Makati City,

the Zuellig Building, awarded by US Green Building Council because of its solar power

system that reduces greenhouse emissions and energy cost which can also generate
renewable energy. This building also has systems that can recycle grey water or rainwater

that assumed it can save up to 70 percent of building’s water needs. As Philippines

become more urbanized, coming up with sustainable architecture building and

construction development procedures is uncertain.

The Davao City council, regarding to resolution they essentially require all

establishments in Chinatown are to have its Chinese-theme design and eventually turn the

district into a full-fledged tourism zone. In the Interview of Councilor Al Ryan S.

Alejandre, said that Chinatown is already decided as a tourism development zone and if

the zoning categorization is strictly followed, only tourism-related projects should

approved. He also said that they also must consider the other business establishments that

have been in the area for years. For those also who will renovate or construct a new

buildings, will be required to have a Chinese-themed facade.

The Real Estate Advisory and Services firm, C.B Richard Ellis Group Inc.

asserted that TODs or transit-oriented developments has an advantage to attain a

long-term sustainable living. Besides, this 35-storey condominium is connected to

transportation systems like LRT and MRT which is more energy efficient and

acknowledged as the passkey to sustainable urban planning that could also help residents

retrench. One of the developments that is designed to have the benefits of TODs is the

Zitan Condominium in Mandaluyong City. According to Atty. Santos (2016), an

employee of Greenfield Development Corp., people are connected to their jobs and

definitely to each other and by means of developing Zitan, it will increase the connection
between them. Furthermore, there is also various convenience and merchandise stores

can be built through a laid back walk along Greenfield District’s greenery parks.

2.1.2 INTERNATIONAL

2.1.2.1 STUDIES
Emily Beach (2018) Condos and co-ops relieve owners of the responsibility of

maintenance and repairs on the community proper. People with busy schedules enjoy

freedom from mowing and caring for a lawn, shoveling snow or cleaning the exterior of

the property. There's no need to buy and maintain a lawn mower, snow blower or other

expensive gear, which also reduces storage needs. The homeowners association or

management board manages all these tasks on behalf of the owners. This maintenance

comes at a cost, however, in the form of monthly, quarterly or annual fees.

The purpose of the study in this paper is to assess the role of high-rise related

aspects can play in sustainable development. The new aspects to high-rise buildings are

identified and shortlisted through brainstorming sessions. High-rise residential building is

an effect among various building aspects and related issues is developed using a system

dynamics modeling. The findings show that most of the high-rise related aspects

positively affect the effectiveness property of both the building and natural systems while

also creating a detrimental effect on the psychological needs of humans.

2.1.2.2 PROJECTS

Bridgette meinhold (2012) Bloc10 is a condominium project that was designed by

5468796 Architecture for Green Seed Developments. The project sits on a site formerly
occupied by a gas station in Winnipeg’s River Heights neighborhood. The developer

wanted a modestly priced building that could be completed within 12 months. To achieve

those requirements, 5468796 Architecture designed a project that could be prefabricated

in a nearby factory. The panels were delivered to the site then assembled, which helped

accelerate the construction schedule, improve quality control and reduce overall waste.

The 3-story building features 10 units that vary from studios to 3-bedroom units (sized

between 900 and 1300 sq. ft.). The project was modeled after the ‘white-box’ concept,

where each buyer purchases an unfinished unit with basic plumbing, heating and

electrical systems. The owner can then decide where they want which rooms and finish

the interior to their taste. Arranged like a 3D puzzle, the apartments interlock to create a

unique layout that allows access to multiple sides of the building.

Many developing countries like Nigeria face serious challenges with regarding

public housings for their citizenry. The purpose of this research article is to establish

critical success factors (CSFs) for public housing projects (PHPs) in Nigeria. The data

collections were performed in Nigeria using interviews, pilot survey and a questionnaire

survey. The interviews were conducted with experts in housing so as to determine the

sufficiency and appropriateness of the success attributes gathered from the literature

review with respect to Nigerian situation. After analysing the results of the interviews, a

draft questionnaire was prepared and pretested. The respondents were construction

professionals with experience in PHPs implementation in Nigeria who work in

developers’ companies, consultancy firms, contracting companies or public housing

agencies. Two hundred and eighty-one copies of the administered questionnaires were
completed and brought back, equivalent to 51 % response rate. The study establishes

seven CSFs for PHPs in Nigeria. These factors are: (1) institutional framework for public

housing, (2) availability of competent personnel, (3) effective project management, (4)

good maintenance management practice, (5) appropriate design and good location, (6)

effective housing finance system and (7) adequate political Support.

Galilee (2013) and her company found architects that offering attentively

developed Vertical Village considering the next remarkable urban solution. This Vertical

Village is a resolution for Torre David, a skyscraper— in order to revive personal

autonomy, diversity, flexibility and neighborhood life that is intended to be advance and

formulated village. Aiming to introduce again the village life to the cities of Asia is

visionary however, there are developers with no major architectural accomplishment that

is why locals choose to stay in their communities.

2.2 DESIGN AND INPUTS

The building will be design as modular building that has entertainment room. The room for

entertainment should be a place for relaxation and a place of fun like swimming pool, game

station, basketball court, and gym for the owners of every unit. It has 5 to 6 floors in every

building.
2.3 DATA AND STATISTICS

Regarding with the Data and statistics for this project the primary Data and stats that the
designers need to gather is the population of payatas, Q.C. and from the recent Data recorded
from PSA ( philippine statistics authority) payatas has a population of 130,333. This is crucial
for rationalizing the design of the building.
