Sir/Madam:

This is to formally request your good office for an appointment at your most convenient
time to enlighten us and educate us regarding Cooperative Housing. Our cooperative, the
Kabuhayan at Pabahay Tungo sa Ikauunlad Multipurpose Cooperative (KAPATIDCO) was
established last July 15, 2014 with the concept primarily a Housing Cooperative. This concept
was then spearheaded by Madam Mila R. Ancheta, PhD who happen to be the City Cooperative
Officer of Santiago City at that time and she was one of our beneficiary of our project Milagrosa
Village.

Milagrosa Village was once a conceptualized as a Cooperative Housing Project by then


Late Engr. Rufino Cortez being the landowner and proponent , however it was not materialized
due to his untimely demise some time in 1998. After his death, the property was then
transferred to his daughter, Atty. Ruby Milagros Cortes-Damian.

In 2014, when Atty. Ruby Milagros Cortez-Damian have realized that she had been
paying real property taxes for more than one and a half decade without any proceeds from the
property, she decided to push through with the original plan of her father.

Without any knowledge on how to operate the project as a Cooperative Housing, we


agreed to enter into a joint venture with Atty. Ruby Milagros Cortes-Damian to develop and
facilitate the housing project but it will be under the concept of Community Mortgage Program
(CMP) of the Social Housing Finance Corporation (SHFC) because that was our line of expertise
but then, when madam Mila have learned about the original concept of this project, which is a
Cooperative Housing, she convince us to Organize our beneficiaries in this project into a
Housing Cooperative, that is how KAPATIDCO came into existence. Since the project was
already enrolled as a CMP Project of SHFC, we push through with that concept. However, when
our cooperative gained popularity in Santiago City and in Cauayan City, we open membership
to non beneficiaries of the housing project.

Last year, most of our members were greatly affected by the successive flooding in
Santiago City and in Cauayan City. It was then we decided to enter into a real Cooperative
Housing Project to address the housing needs of our members. But the problem is, we are not
so much enlighten yet on how to work it out considering the legalities and technicalities, hence
this request.

We do hope and pray you could spare us your precious time to enlighten and educate us
regarding Cooperative Housing, so may we not violate any of existing laws pertaining there to.
