Scope
This procedure describes the minimum requirements for manifesting Saudi Aramco
industrial waste, generated by operating facilities, project construction sites, drilling and
workover operations, and service & support organizations, and intended to be managed
in the Kingdom of Saudi Arabia. This procedure also includes manifesting requirements
for Company’s material recycled in and out of the Kingdom of Saudi Arabia.
Conflicts and Deviations
Any conflicts between this document and other applicable Mandatory Saudi Aramco
Engineering Requirements (MSAERs) shall be addressed to the EK&RD Coordinator.
Any deviation from the requirements herein shall follow internal company procedure
SAEP-302.

Definitions
Complete Manifest: Manifest cycle is completed (i.e., the manifest request is either in
confirmed or stored status) with accurate information in the EH&S tracking system, waste
management module which includes uploading the signed and stamped manifest form to
the system (refer to appendix A).

EH&S Tracking System: Company system to track the movement of Industrial waste
and recyclable materials from the generator to a receiving facility.

Hazardous Waste: Waste that is defined in the Saudi Aramco Hazardous Waste Code,
which constitutes a high degree of hazard to the public health and the environment.
These include material, which is flammable, corrosive, reactive, toxic, radioactive,
infectious, carcinogenic, mutagenic or teratogenic.

Industrial Waste: Waste from industrial processes and manufacturing operations; e.g.,
construction, fabrication, light and heavy manufacturing, refineries, chemical plants,
mining, power plants and demolition that is classified as either hazardous or non-
hazardous

Manifest Form: System generated manifest from EH&S tracking system, Waste/Recycle
Management Module.

Proponent: Any organization that generates industrial waste.

Receiving Facility: An EP-qualified waste management facility to manage Company


industrial waste or EP recommended facilities to recycle company discarded materials.

Recyclable Material: Post-use industrial material that can be recycled for their original
purpose or for different purposes.

Recycling: The separation and collection of post-use industrial materials for the
subsequent transformation or remanufacture into usable or marketable products or
materials.

Shipment: Load of industrial waste and recyclable materials intended for transportation
to waste management or recycling facility.

Roles and Responsibilities


The following sections address the requirements and responsibilities of proponent (waste
generator), Environmental protection (EP) and Corporate Applications Department in the
process of maintaining the Industrial waste and recyclable material manifesting through
EH&S tracking system, Waste/Recycle Management Module.

Waste Generators Responsibilities


Proponent Manager or his/her delegate shall verify the accuracy of the data
entered in the EH&S tracking system, Waste/Recycle Management Module
and shall ensure that all manifest requests are completed.
Proponent (EH&S Tracking System Users) shall complete the Company’s e-
learning course associated for creating and maintaining waste manifest
requests in the EH&S tracking system, Waste Management Module.
Proponent shall obtain the necessary roles, shown in appendix B, to create
and process manifest requests in EH&S tracking system, Waste/Recycle
Management Module.
Proponent shall complete all manifest requests created in EH&S tracking
system, Waste/Recycle Management Module. The proponent shall create a
separate manifest request for each shipment of industrial waste planned to be
managed through (one manifest for each truck load) any of EP’s qualified
waste management facilities. This requirement also applies to materials
recycling manifest planned to be managed through EP-recommended
materials recycling facilities.
Proponent shall obtain and insert the gate pass number and attach a copy of
the gate pass in the associated EH&S tracking system manifest request. This
requirement is only applicable for facilities with gate house.
Proponent shall print the system-generated manifest Form and sign it
accordingly (appendix C and D are samples of the manifest Forms). Then,
proponent shall provide the transporter with two hard copies of the manifest
form to be signed by the driver acknowledging acceptance of the
waste/recyclable material.
Proponent shall keep one hard copy of the signed manifest form for his
records and keep the other copy with the transporter.
Proponent shall ensure that each shipment is accepted by the receiver facility
through receiving a dated, signed and stamped manifest form.

Proponent shall ensure that the inserted information in the system is accurate
reflecting the actual shipment’s information. It is the responsibility of the
proponent’s representative to verify accuracy of data.
Proponent shall investigate, validate, and report any manifest discrepancies
to EP.
Proponent shall only upload signed copy of the manifest form in EH&S
tracking system, Waste/Recycle Management Module.
Proponent shall ensure that the receiver facility return signed and stamped
waste manifest forms to the generator within ten (10) working days from date
of the manifest creation.
Proponent shall maintain copies of all manifests, and discrepancy reports for
a minimum period of five (5) years.
Proponent manager or his/her delegate shall submit semi-annual report
showing total quantity of waste generated and recycled.
Note:

Additional Manifesting Requirements for Saudi Aramco facilities located


within Royal Commission Boundaries
Proponents shall obtain prior approval from RC for transporting industrial
waste or recyclable materials to waste management or recycling facilities
using RC Electronic Waste Tracking System.
Proponents inside RC boundaries shall utilize the RC waste manifest form for
each industrial waste shipment to waste management or recycling facility.
If the proponent has not received a completed manifest from the receiver
facility within thirty (30) days from the pick-up date, the proponent shall contact
the waste management or recycling facility to determine the waste disposition
and to request a copy of the completed manifest.
If the proponent has not received a completed manifest from the waste
management facility within forty-five (45) days of the pickup date, the
proponent shall provide Royal Commission with a copy of the original manifest
and any other pertinent information related to the waste disposition. This shall
not relieve the generator from determining the waste disposition and obtaining
a copy of the completed manifest.
Commentary note:
Only system generated manifest forms, signed and stamped by the
generator, transporter and receiver are accepted as attachments.
Proponent may disregard the partially completed manifest form once the
associated completed form is received.
Environmental Protection (EP) Responsibilities
EP shall support the proponents in maintaining information inserted in EH&S
tracking system.
EP shall initiate enhancements requests to the system as needed.

EP shall maintain a list of qualified industrial waste management facilities and


hazardous waste transporters and update the system accordingly.
EP shall technically assess local recycling facilities and provide the
proponents recommendations.
A major Environmental Performance Assessment finding will be assigned to
proponents for non-compliance of proper waste manifesting. Closure of EH&S
tracking system waste/recycling manifest findings require at least one year of
complete system utilization.
Corporate Applications Department Responsibilities
Maintain the EH&S tracking system, Waste/Recycle Management Module.
Support EP in enhancing the system as needed.
