CREW COMPETENCE / TRAINING / AWARENESS
(HSE Theme for the month of April 2023)
HSE & Operations Competence: Competence can be described as the combination of training,
skills, qualifications, experience and knowledge that a person has and their ability to apply them to
perform a task safely. Other factors, such as attitude and physical ability, can also affect someone's
competence. Capability to do something well about Operations and HSE, especially acquired
through above mentioned requirements.
Personnel engaged for operations shall be competent to perform the jobs entrusted to them.
Competency can be further classified through core competency, technical competency and
Behavioral competencies.
As per OSHA, a competent person is the one who is capable to identify hazardous conditions,
dangerous situation in the surrounding environment and take control measures.
Employer as a responsibility, should take account of the competence requirements through risk
assessments and risk management of the activities. This will help to decide what level of information,
instruction, training and supervision you need to provide for each position.
The operational and HSE competency of the personnel for critical activities shall be verified by the
Controlling Team prior to their deployment on work.
Competence in Health and safety should be seen as an important component of workplace activities,
not an add-on or afterthought. Position wise/ trade wise competency requirements viz., basic
qualification, professional certification, Knowledge, Technical job skills, trainings, work experience,
basic language skills, physical fitness etc. shall be defined and documented. Job descriptions shall
also include the HSE roles, responsibilities and accountabilities of the position.
Their immediate supervisor shall closely monitor the new employee / junior crew until the person
attains required level of competency in their job, prior to assigning the job/ task.
Contractors shall have a robust competency improvement program and all the crew should be
periodically assessed for their competency and necessary actions to be taken by the Contractors to
fill the gaps identified through individual development plans.
Controlling Teams/ HSE Teams should conduct periodic audits to evaluate the HSE competency of
the contractor leadership at the worksites to ensure the operations are performed safely.
The E&D Directorate as well as the Contractor shall appoint required number of competent HSE
personnel to guide, advice and assist the operation teams for safe operations and in implementing
the HSEMS and the approved HSE Plan for the activities.

The requirements for all designations of HSE personnel shall be based on the nature and scope of
work of each contract, and as decided to be deemed necessary by the Asset/Directorate HSE team
for the pertinent contract.
The qualification, experience & the competency levels of the HSE personnel shall be verified and
approved prior to recruitment by the Superintendent of Contract & Directorate HSE Team.
TRAINING/ AWARENESS
Training needs identification for crew shall be done through Risk assessment, HSE Risk registers,
HSEMS Procedures, contracts and any other Legal, OEM, International standards and best practice
requirements etc. Also all the contractors should ensure the availability of Training and awareness
procedure.
All the crew shall be provided with the required HSE Trainings as per the KOC approved training
matrix (Operational & HSE) and the KOC HSE MS procedure requirements. In addition, it is required
to ensure that job specific technical trainings/ certifications are provided.
All HSE third party certified training for Contractor personnel shall be from KPC/ KOC approved
training agencies or the companies
Facility Fire Teams and First Aid Teams shall have relevant certification and possess competency
to assist rescue & firefighting by using available resources and help rig medic on extending first aid
to the casualties.
Review and update the awareness training materials periodically, based on procedural updates,
MOC’s, incidents, audits, etc.
Awareness Trainings shall be provided by the internal or external trainers approved by KPC or KOC
A training passport or a similar record shall be maintained by the facility for all their crew and all the
trainings imparted, should be entered and updated.
Post-training programs/ sessions (certified and awareness), evaluation system for courses,
instructors and training material shall be established and followed through a clear implementation
process.
Ensure job specific awareness programs are being conducted for working crew at site.
All Major & moderate incidents lessons learnt/ investigation recommendations to be shared with all
crew for awareness and records to be maintained.
HSE INDUCTION
HSE Induction-Session is part of an HSE awareness activity. HSE induction is not any specific HSE
issue/topic oriented. But it is a short program for newly recruited employee(s) through which the
following basic information/awareness is communicated upon joining the Company but prior to
assigning of any functional responsibility
About the Company’s HSSE Organizational Structures and its functions
Company’s HSSE policy, and HSSE Management System
Company’s overall HSE Performance Targets and Balanced Score Card
Roles and Responsibilities for implementation of Company’s HSSE Management System.
Existence of the Company’s HSE Procedures, Standards and/or Regulations (e.g. KOC HSE
procedure), and
A brief overview about how these HSE requirements and expectations are delivered/achieved.
Persons entering the site for work or visit shall be provided with HSE Induction/ safety instructions
to be followed while on site/camp. Every new employee of KOC or contractor shall be given a
comprehensive HSE induction.
