II. RATIONALE
The proposal is all about Developing of the Harupoy Beach in Brgy. Bagacay Calbayog City, which
one of the barangays located in Calbayog City Samar. Since then, the resort has not been operated a long
time though it is open for public but it is not visited much anymore now a day.
 The purpose of this paper is to reconstruct Harupoy Beach. In-depth of this phenomenon, lack of
cottages, no proper parking lot, no infrastructure and facilities, no proper waste disposal, grotty
environment, and unsecured area. From the viewpoint it is necessary to build cottages, provide proper
parking lot and equipment’s that can be able to use in the facilities. Through implementing rules, guidelines
penalties to avoid grotty environment, when it comes to security, the employee will provide a way in order
for the tourists feel safe and comfortable. Also the location of the resort is along the highway, which can
cause noisy environment. In addition, there is one resort beside Harupoy beach which is called Isabel
beach.
Certainly, this proposed plan will be essential to the tourists and employee of Harupoy Beach to have
a extensive experience which required to manage safe and comfortable.
III. BACKGROUND INFORMATION
Geographical Profile
Harupoy Beach is situated in the western part of the island of Samar. It lies along the coastal region of
the province stretching about 60 miles from the northern tip of the island and 180 miles from the southern
boundaries of calbayog city which located at the brgy. Bagacay.
Socio-Cultural Profile
Barangay Bagacay has its own culture itself. During fiesta, they celebrated amazingly the Sr. San
Roque which held every 14 to 15 of May. Since Bagacay is part of Samar, residents language or the dialect
takenis waray.
Economic Profile
Certainly, the current economic status in Barangay Bagacay is somewhat good wherein resident's get
survive in a daily basis. Their economic source of income including having a store (sari-sari store), mini
food stool/station (karinderya), "namamasada" (pedicab or timbol driver) and commonly, the fishing.
Environmental and Cultural Resources
When it comes to environment, Bagacay is a wide barangay. It has a lot of residents residing
particularly along in the ocean. Available resources probably the RFM facility. There is the public market
includes all goods sell by the residents. Furthermore, Barangay Bagacay has public cemetery.
Current Status of Harupoy Beach
Harupoy Beach is not likely undesirable place to visit since it lacks of certain things that probably must
sustain. Currently, one of the common problems of the resort is the lack of the facilities, unfinished
cottages,a bunch of garbage’s just piled up on the side and also there is garbage scattered on the beach,
entrance gate is not likely enough and lastly, the atmosphere of the resort is unsecured. One thing why all
of these are happening is that, the management of the resort has no background in tourism and they don’t
have enough budget to improve the resort. Unlike to the other beach resort that it's already fully furnished
and operated, Harupoy Beach does not. To fully understand, one of the problem that needs to
accomplish/develop is by having a decent structure of everything, the thing that must be provided here and
there, and the thing that must be get supplied to a certain area.

IV. LEGAL BASIS

Republic Act No. 9593 –  aims to develop a tourism action plan in an effort to establish the industry as
one of the principal instruments of growth in the Philippines
“This law provides that tourism may be allowed in protected landscapes or seascapes. Protected
landscapes/seascapes – areas of national significance which are characterized by the harmonious
interaction of man and land while providing opportunities for public enjoyment through the recreation and
tourism within the normal lifestyle and economic activity of these areas.”
V. OBJECTIVES
1. To develop infrastructure and provide recreational facilities for the beach goers.
2. To increase tourism attraction in the Harupoy beach.
3. To improve the physical design of the Harupoy beach.
4. To provide economic opportunities to the local residents of Calbayog City.
5. To conserve the natural resources of the Harupoy beach.
VI.CONCEPTUAL DESIGN
a. Tourism Development Area

The shore of the beach is wide so we make 5 sunbathing chairs in the area which you can ensure that
you are comfortable through out your trip.

Upon entering, there is a reception are on the left side where you pay for fees , book and ask some
help in assisting. The reception area has a small space and that trees, plants and the house will be
removed.

The venue has a small space so we will remove the trees so that we can move forward to have a wide
space on where the event will be held.
 The cottages has a wide space, but for us to build a 8 cottages we need to cut/remove trees and plant
bermuda grass.

There is a wide space for parking, we will only fix the road or the vehicular are to have efficient passage.

To the restaurant area, it has a small space, we will move backward since there is a few space at the
back for us to able to re build new restaurant.
 In the wide empty space, we plan to build 10 native-style hut room for the tourist that want to relax
after enjoying the recreational activities and for those tourist that want to overnight, they will have a rooms
to accommodate.

There’s a space at the end of the resort which will probably we’re going to build or operate it into a comfort
room.

b. Concept
The picturesque scenery, combined with the real tourists, which makes a scene environment. A
parking area to enable the vehicles of an tourist to park in a proper place, to help them to find unoccupied
space, to provide safety and efficient passage. Frequent beach goer know that a successful beach requires
appropriate gears. Once you’ve packed your sunscreen you’ll want to make sure that you have a reliable
beach chair to make the most of the outing. To eliminate of getting covered in sand beach chairs ensure
that you are comfortable throughout your trip. The cottages are made with bamboo, coconut wood, cogon
grass and coconut fronds as roof thatching. For the tourist to have a great spot to sit, relax and enjoy
panoramic ocean view. A venue where something happens or where a event will be held such as birthday,
conference etc. A native-style hut room with a beautiful sea view for the tourist to feel them comfortable and
convenient to stay, especially for them to relax after enjoying some water activities. The restaurant of the
Harupoy Beach which offered to the tourist a unique taste of culture and food. Kayaking, fishing and water
biking are some activities to be offered, a perfect way to cool off, freshen up and have a whole lot of fun in
the meantime.

 Harupoy Beach is a place which people generally go for relaxation and to mesmerize the eyes to gaze
at the beautiful creatures that hover all over the beach. Harupoy beach has a picturesque scenery that is
styled by a forest, has a efficient passage of the vehicles, offered a unique cultures and food, also they had
a venue for those who want to rent for an event this beach is proffer a perfect way to cool off, freshen up
and have a whole lot of fun in the meantime, such as kayaking, fishing, and other recreational activities. If
you are being tired off , they have a native-style hut room. For addition , they also have a sunbathing area.

When it comes to beach vacations, especially during school or public vacation seasons, families are
generally amongst the ones beach visitors. Most instances families locate it tough to create time for
themselves. Either they're busy running schedules, have inappropriate travelling time, or their kids are

By this planning, the facility site planning, It mentioned earlier that Harupoy beach is desirable place or
resort to visit since it lacks of facilities and infrastructure. Facility site planning, where we provide sustain
what the place or resort needs to add or put things in order to meet the tourist or local resident’s
expectations.
b. Approaches/ Techniques Used
PRODUCT-LED DEVELOPMENT APPROACH
Since Harupoy beach is lack of infrastructure, facilities and amenities to the tourists for the reason that
it is no longer visited by the people.
By means, the product-led development approach is connected to facility site planning, typically we will
build a facilities to satisfy the tourist or the local residents desire, wants and needs.
SUSTAINABLE TOURISM APPROACH
This approach ensures that tourism should be developed without damaging or exhausting finite natural
or cultural resources so that the next generations will still have the opportunity to enjoy them. In this
approach, since we will make the certain area be more fun and beautiful. All in all, its about improving and
sustaining.
