PROBLEM STATEMENT
*According to the National Crime Records Bureau
1 woman is raped every 20 minutes in India. 88 RAPES
REPORTED EVERY DAY
2019
Women today have chances and opportunities to stand equally in all
sectors at par with males.
It is a good sign that the patriarchal mindset of the society has
changed but not to the extent it was supposed to.

In reality, India is a very grim place for a woman to exist.

Eve teasing, harassment, rape, and domestic violence, are the 44% INCREASE
weapons with which, women everywhere, regardless of their age,
IN RAPE VULNERABILITY
status and circumstances, are made into victims. 2009-2019
A national wave of protests after the fatal gang
rape of a woman on a Delhi bus in December 2012
forced the government to enact stiffer penalties on
harassment and sex crimes.

Since then, a spike in media coverage, government

campaigns and civil programs have increased
awareness and given victims the courage to file
complaints.

But the figures are still gross underestimates, as

many victims remain reluctant to report crimes such
as sexual violence for fear their families and
communities will shun them.

ADDITIONAL INFERENCES
Along with the mind set, the complicated, expensive and slow pace
of operation of Indian judiciary is another major retarding factor.
Because of this, most people who are not well versed with legal
proceedings choose to avoid the same.

In the name of social pressure and shame, many women prefer to

not come out and report the matter. This is a major reason why the
number of cases reported are staggeringly less than the real
statistics of violence against women.

With most acts of violence being a case of the attackers' words

against the victim's, time is of utmost importance. However with
cases where the time of violence has already passed, it becomes
extremely difficult for the victim to prove their word as true.

Subsequently and realistically, fear dictates a woman's every

move and empowerment takes a backseat.

GOVERNMENT VENTURES
As grave as the situation may be, the voices are also getting stronger in articulating demands
for safety.

Delhi has declared its 10-point agenda for women’s safety, a significant part of which
involves the use of technology, such as installation of CCTVs, provision of ‘suraksha
(protection) buttons’ and emergency connectivity through Wi-Fi with the police.
There is Delhi Police’s ‘Himmat’, a safety app for smartphones launched in 2015, that turns
the phone into a panic button.
The Ministry for Women and Child Development announced in 2016 that by next year,
every mobile phone in India will be equipped with a panic button.

NON-GOVERNMENT VENTURES
There are other non-government actors who have created similarly innovative technological
devices such as wearable panic buttons.

Multinational corporations are also taking responsibility for the safety of their women
employees, with some such as General Motors India distributing panic buttons.
Channel V’s ‘VithU’, a mobile-based app acting as a panic button, was released before
Himmat.
There are a number of other similar apps such as Safetipin, bSafe, iSafety, TellTail, among
others.
Taxi services such as Uber and Ola have also strengthened their safety measures. Uber
has introduced an SOS button, stronger GPS tracking features, and police re-verification of
its drivers.
PROBLEMS
While these initiatives are to be lauded, there are some
fundamental shortcomings that act as massive hurdles.
