Part 1: Leadership in the Senate and Leadership in the House of
Representatives.​ ​Use Sites 1-3 to complete the following
information.

Leadership in the Senate

Job Description: “The Constitution provides for a president pro tempore to


preside over the Senate in the absence of the vice president.” The
President used to be looped in the line of presidential succession, but has
been removed from this role since 1947

Job Description: The leaders serve as spokespersons for their party's


positions on issues. The majority leader schedules the daily legislative
program and fashions the unanimous consent agreements that govern the
time for debate.

Job Description: the development of party whips coincided with the


evolution of party leaders in the Senate.

Minority Leader

Job Description: the Speaker acts as leader of the House and combines
several roles: the institutional role of presiding officer and administrative
head of the House, the role of leader of the majority party in the House,
and the representative role of an elected member of the House. The
Speaker of the House is second in line to succeed the President, after the
Vice President.

Explain how the leader can influence other members of


Congress on this issue. ​The house majority leader is partially responsible
for scheduling meetings, inciting recesses, ect.. At the end of the day his decision
to maintain a recess is supported by most.

Part 3: Essay

Write a brief essay that answers the Focus Question: How


do congressional leaders influence legislation in Congress?
They will meet and debate on subjects of legislation. These individuals are charged
with scheduling legislation for consideration on the House Floor, shaping House
legislative priorities for their respective parties, and delivering their party’s
message. Congressional leaders will debate and refine legislation until they come to
a product that is representative of the message they are supporting.
