PROPOSAL
TITLE:
BACKGROUND/RATIONALE:
Magna Carta of Women (Republic Act No. 9710) defines Gender and Development
Program (GAD) as the development perspective and process that is participatory and
empowering, equitable, sustainable, free from violence, respectful of human rights,
supportive of self-determination and actualization of human potentials. It seeks to achieve
gender equality as a fundamental value that should be reflected in development choices and
contends that women are active agents of development, not just passive recipients of
development.
There are a lot of significant points that can be put into developmental perspective in
terms of gender issues, biases, and other major concerns affecting different aspects in the
organization that really need to address. The focus to every goal of an organization matters
on the way men and women in the society are regarded basically with their roles especially
on women.
In line with Republic Act 7192 otherwise known as the “Women in Development
and Nation Building Act” which promotes the integration of women as full and equal partners
of men in nation building, and in accordance to the Provincial Government Ordinance
(Pampanga) No. 548, An Ordinance Enacting the Gender Development Ordinance, Article
XXI, Section 103 (Gender Sensitivity Orientation and Training) and to create a gender
healthy environment within the organization conforming to the advocacy of the national
government that are favorable for the development of men and women in the organization,
Thus, Jalung Elementary School 2023 Gender and Development Program has been crafted
and conceptualized based on the above premise with the same agenda and advocacies,
hence the conduct of such Program through the following various activities:
Terminal Objective:
At the end of the program, the clients will be able to integrate gender concerns in their
personal and professional undertakings that will contribute to the success of the organization
they belong through promoting gender equality, gender mainstreamed-programs, projects,
activities (PPAs), protected, physically and mentally healthy men and women and their children.
Specific Objectives:
As the result of the different activities of the program, Jalung ES shall be a GAD advocate
school that the clients will be able to:
• gain thorough understanding on their rights as women and their children;
• learn how apply gender mainstreaming in all PPAs;
• describe the situation of men and women in the organization in terms gender
equality and gender-responsive and sensitive workplace;
• experience wellness through ample knowledge on anxiety and stress management,
psychosocial awareness and activities;
• discuss the gender and sexuality concepts and major issues affecting women;
• institutionalized GFPS at the school level; and
• promote among clients the awareness on GAD issues and laws.

KEY CONTENTS:
1. Proclamation No. 227 s. 1998 or the National Women's Month and Republic Act 6949 s. 1990
titled International Women's Day
2. The 1987 Constitution (Article XV, Section 3 [2], the State shall defend the right of
children to assistance, including proper care and nutrition, and special protection
from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial
to their development
3. DepEd Order No. 40, s. 2012 or the DepEd Child Protection Policy Republic Act
9262 or the Anti-Violence Against Women and Their Children (VAWC) Act of 2004.
The State values the dignity of women and children and guarantees full respect for
human rights. The State also recognizes the need to protect the family and its
members particularly women and children, from violence and threats to their personal
safety and security.
4. Provincial Government Ordinance No. 548 otherwise known as Gender and
Development Ordinance of the Province of Pampanga, its provision stated as: "The
right to have adequate nutrition and proper health care."
