PROPOSAL
TITLE:

JALUNG ELEMENTARY SCHOOL 2023 GENDER AND DEVELOPMENT (GAD)

PROGRAM

BACKGROUND/RATIONALE:

Magna Carta of Women (Republic Act No. 9710) defines Gender and Development
Program (GAD) as the development perspective and process that is participatory and
empowering, equitable, sustainable, free from violence, respectful of human rights,
supportive of self-determination and actualization of human potentials. It seeks to achieve
gender equality as a fundamental value that should be reflected in development choices and
contends that women are active agents of development, not just passive recipients of
development.

Moreso, Siocon and Deslate 2017 supported that GAD) is a development

perspective that recognizes the unequal status and situation of women and men in society.
The world of today strives to begin a world of reality. For many centuries, it has been a norm
for women to be only a subordinate of men. Hence, women suffered inequality beyond
compare. They have been the loud voices unheard in the society.

As the modernization progresses in almost every aspect of the society (industry,

household, and cultural beliefs, the society starts the maximum role of every human
individual for the purpose of progress and nation building. Both men and women are now
recognized as vital key persons in the development of the society.

There are a lot of significant points that can be put into developmental perspective in
terms of gender issues, biases, and other major concerns affecting different aspects in the
organization that really need to address. The focus to every goal of an organization matters

on the way men and women in the society are regarded basically with their roles especially
on women.

To ensure the proper addressing of GAD issues and mandates in an organization, a

thorough understanding and wide range of knowledge of gender mainstreaming, gender
equality, factors affecting men and women especially with that of women, factors contributing
to the safety and wellness of women and their children, the mental, physical, psychosocial

political, civil, and economic spheres so that women and men benefit equally and assessing
the implications for women and men of any planned action, including legislation, policies or
programs in all areas and at all levels (PCW 2023). At the school context, all programs,
projects, and activities (PPAs) should be gender sensitive, responsive, and inclusive.

In line with Republic Act 7192 otherwise known as the “Women in Development
and Nation Building Act” which promotes the integration of women as full and equal partners
of men in nation building, and in accordance to the Provincial Government Ordinance
(Pampanga) No. 548, An Ordinance Enacting the Gender Development Ordinance, Article
XXI, Section 103 (Gender Sensitivity Orientation and Training) and to create a gender
healthy environment within the organization conforming to the advocacy of the national
government that are favorable for the development of men and women in the organization,
