Kuwait Port Authority is seeking a reputed consultant to study the exiting port
ICT infrastructure and leverage Digital transformation best practices and
recommendation through a full study document that includes the best possible
port ICT technologies, processes & practices for qualitative improvement in
Kuwait port eco-system with target to improve port efficiency , reduction of costs
and improving overall experience.

Accordingly, Kuwait Port Authority invites ‘Requests for Proposal’ (RFP) for
appointment of reputed consultant to study the port technology in maritime
trade and transportation eco-system at all major ports of Kuwait and
recommend the best possible port technologies, processes & practices for port
modernization and digital transformation.

The RFP document providing the scope guidelines, pre-qualification criteria,


terms and conditions including evaluation criteria.

Kuwait Port Authority would endeavor to adhere to the following schedule:

1. General Introduction

This technical specification is a technical document for the public bidding of the
Kuwait Port Authority business information consulting program. The successful
bid-winning business digitalization consulting plan will serve as the
programmatic and guiding document for the future digitalization work of Kuwait
Port Authority, and ultimately to realize the business coordination and control of
Kuwait Port Authority , provide customers with one-stop services, and improve
resource utilization efficiency and Production service level, reduce logistics
costs, improve the overall competitiveness of Kuwait Port Authority business
objectives and new Kuwait 2035 vision , and provide strong information
guarantee . Suppliers participating in the bidding should plan and design
according to the overall platform design concept of the KPA’s business
management, and the KPA’s subordinate Shuwaikh Port, Doha Port and
Shuaiba Ports to plan, design and fully understand the concept of multimodal

logistics and port linkage integration, and propose advanced and feasible
information Planning and design of ICT modernization and digital
transformation consulting.

2. Objective of Project:

a. Support in building and implementing a roadmap for making best in Class


'Digital Ports'. This will involve benchmarking of Technology in maritime trade
and transportation eco-system with State-of Art-Technology at international
ports and suggest roadmap for Kuwait ports to raise them to international
standards

b. Support Kuwait Ports in developing a roadmap for efficiency improvement,


cost optimizations, and experience enhancement.

The Project shall be executed to get insight on:

a. Evaluation of status quo Vis a Vis the global benchmarking and base lining
of current operations / technology to identify key focus area and recommend a
solution roadmap

b. Support in building Kuwait Port specific ICT implementation roadmap

3. Ports to be included in the study

Kuwait has three commercial ports: Shuwaikh, Shuaiba and Doha. These ports
are owned and operated by Kuwait Port Authority (KPA), operating on a
commercial basis, under the authority of Kuwait’s Ministry of Communication.

The Shuwaikh port is considered as the major commercial port, followed by
Shuaiba and Doha ports

Shuwaikh port is considered the main commercial port in the country.it is located
at latitude 29 21 north, longitude 47 56 east, with a total area of 4.4 million
square meters. The total basin area is about 1.2 million square meters, the land
area is 302million square meters. The port has 21 berths including 14 berths of
meters dept: these are the berths from no .1 to no. 14 in addition to other 4
berths of 8.5 meters dept: the berths from (18-12) and 3 berths of 6.7 meters
dept: (berths no. 15,16, and 17). The total length of these berths is 4,055 meters.
The movement of the ships coming to and leaving the port use a navigation
channel dredged inside Kuwait bay. The length of this channel is about 87 km
and its depth is 8.5 meters at minimum water tide level. The port can receive
ships of 9.5 meters draft at high tides.

Shuaiba Port is the second major port in Kuwait and is located 45 kilometer to
the South of Kuwait City. The port is covered by the Southern Pier of Ahmadi
Port from the north and by Mina Abdullah from the south. The port has 20

commercial and container berth - with a total length of 4068 meters and depths
ranging from 7.5 to 14 meters, including 4 berths numbers 15, 16, 17, 18.

Doha port is situated in the northern part of Kuwait city. It is the smallest port in
Kuwait, with a total depth of 4.3 meters. This port is specifically utilized for
berthing small vessels such as barges and dhows. Industry Opportunities and

The Smart port digital transformation Study will be based on layered


architecture covering ICT infrastructure, platforms, Security and SW application
on service layer Integration, below figure highlights the general key elements
on the Smart port blue print:

The digital transformation of the port infrastructure is divided into three phases:
Phase I: Basic ICT infrastructure.
Phase III: Port Devices , Sensors , Security , Facility Management , Terminals.
Phase III: System , Automation , Paperless Office , Smart-port Echo system

2.1 Basic ICT infrastructure

2.1.1 Connectivity Study: Evaluation of needed connectivity and


recommendations
Evaluate the existing connectivity infrastructure in shuwaikh port, Doha port and
Shuaiba ports, and provide needed recommendation of upgrades including
fixed connectivity through fiber and wireless connectivity with latest 5G
technology, the choice of fixe/wireless infrastructure requirements will be based
on needed business and operation use cases for production and office
information points, the proposal need to leverage the latest cutting edge
technologies available.
a) Evaluate the existing IP infrastructure, including MPLS backbone and
network evaluation and upgrade suggestions
b) Evaluate the external connection network and propose upgrade suggestions
c) Evaluate wireless coverage requirements for production environments
d) Evaluate the security requirements of communication network

e) Application of leading technologies (SDN, 5G, etc.)

2.1.2 Data Center Infra Study: Evaluation of needed DC infra and


recommendations

Kuwait Port Authority plan to build two new data centers, one main in Shuwaikh,
and a DR in Doha to ensure business continuity and backup and restore
functions, consultant need to propose detailed specifications, capacity plan,
and ensure tier III DC design.

Kuwait Port Authority plan require centralized management of ICT infrastructure


through the deployment of private cloud, therefore recommendations on cloud
architecture and design is required taking into consideration best cloud
technologies and management practices.

Port Devices Sensors , Security , Facility Management , Terminals.

2.2.1 Construction of Terminal Intelligent Operating System (Including

Container and bulk cargo)

Unify and standardize terminal production data and process flow, so that Kuwait
terminal operating information platform will take solid steps. Provide effective
information support for overall decision-making in Kuwait Ports. The system
should optimize the terminal resources such as machinery, strengthen the
organic combination of the strictness of operation plan and flexibility of on-site
execution, and improve the efficiency of terminal operation; The system should
display flexible, agile and intuitive real-time statistical statements to provide
support for terminal operators to understand terminal operations and operations
in real time, so as to reach a new height in the overall digitalization level of New
Kuwait.

2.2.2 Build an Intelligent Information Command Center

Realize remote control of terminal equipment through the real-time quayside

control system, the support function of the operation mode of the collection card,
the track crane automatic box selection upgrade and reconstruction, the fault

Intelligent tallying

Solve the problems in the traditional model of shore tally, realize the accurate
identification of box number, box type, damaged goods, dangerous goods mark
and shipping container position and other elements by integrated use of artificial
intelligence (AI), computer vision, RFID and cloud computing technology.

2.2.4 Intelligent Gate/Crossing

Apply OCR (Optical Character Recognition) technology, combined with modern


AI computer, modern electronics, software engineering, database, radio
frequency identification and other technical achievements, to achieve automatic
data collection, automatic equipment control, automatic business processing,
so as to improve the efficient operation efficiency of the gate and reduce
operating costs.

2.2.5 Vessel Scheduling System

Carry out unified dispatch of ship operations at all terminals of Kuwait Port
Authority to enhance centralized monitoring and management.
Realize the rapid transmission and sharing of information among dock
enterprises, logistics enterprises and port supervision units by using automated
means of information exchange, through a unified electronic message format.

2.2.6 Port Management

Utilize modern information technology, develop information resources, and


introduce advanced technology and management idea into the management
process to improve the efficiency and level of KPA management.
Promote the modernization of KPA management, effectively reduce costs,
accelerate technological progress by aiming at integrating internal logistics

information resources of the KPA, integrating social logistics resources,
optimizing logistics system, and improving the service level of the KPA.

2.2.7 One-stop Tracking of Container Cargo Information

Establish the standard system based on the basic data of container terminal
management system, in order to realize information sharing, realize the whole
process tracking and one-stop query of box and goods information under the
KPA, and provide value-added services for the public and enterprises.

2.2.8 Data Center

According to the principle of "unified planning and unified promotion", the


construction of KPA-level data center will be implemented step by step and
planned as a whole. It can form a unified redundancy disaster and reduce the
cost of self-built redundancy disaster of each wharf construction. By centralized
and unified operation and maintenance of equipment and facilities, the ability of
intelligent management can be improved, and labor costs can be reduced.

2.2.9 Other

Other information systems that is beneficial to Kuwait Ports, such as electronic


payment, EDI, vehicle systems, etc.

Need to meet the demands of the KPA's internal container management, OA,
finance, automation and other existing systems for data exchange; need to
meet the data exchange requirements of customs, national inspection and other
port departments to the terminal.

3.1 Strategic principles--unified planning, leapfrog development

Based on the principle of supporting the development strategy of the KPA,


carry out unified planning from a strategic height, utilize modern information
technology, develop information resources, introduce advanced technology and
management concepts into the management process, improve the efficiency
and level of KPA management, and integrate the KPA’s internal

logistics information resources Integrating social logistics resources, optimizing


the logistics system, and improving the service level of the KPA as the goal,
promoting the modernization of the KPA management, effectively reducing

costs, accelerating technological progress, enhancing core competitiveness,
and ultimately achieving the goal of maintaining the long-term sustainable
development of the port and enhancing the core competitiveness of the
Authority. The purpose is to provide support for the modernization construction
and comprehensive, coordinated and sustainable development of the KPA.

3.2The principle of integrity--balanced development and smooth overrun

In the process of designing the plan, it is necessary to establish an overall


concept, embody the concept of "Digitalization and integration, and focus on
actual results", and develop in a coordinated way. We must refrain from
proceeding from the departmental and immediate interests, grasp the essential
characteristics of the KPA’s terminal production and the scale of digitalization
construction, and build a scientific, practical, and digital systems that meets the
requirements of port system reform.

3.3 The principle of uniformity--centralized management, resource sharing

In the process of designing, we should adhere to the technical policy of


"unified planning, unified standards, unified development, and unified
application", adhere to "distributed operation, centralized management", focus
on information resource management, standardize system development and
construction, and form the sharing of information resources The platform gives
full play to the overall benefits of port digitalization, enabling the KPA's
digitalization construction to gradually realize "centralized management and
resource sharing", thereby reducing energy consumption, reducing costs, and
improving work efficiency.

4. The plan needs to carry out basic work content

4.1 Status quo analysis

Conduct research and analysis on the current status of the business and
system of Kuwait Ports and related companies, and output the "Overall
Analysis Report of System Status". The demand analysis report needs to
explain the current information platform operation.

4.2 Planning and design

Based on the analysis of the status quo, focusing on the basic requirements
that this consultation must meet, output "Smart Port Solution for New Kuwait"
and the approximate budget of the relevant implementation projects.

4.3 Requirements for basic work

Include but not limited to:

4.3.1 Overall understanding and interpretation of the project background

a. Basic understanding of the business of the Kuwait Port Authority;


interpretation of the KPA's existing business resources, organizational structure,
IT system, and preliminary ideas for the future construction of smart ports and
digitalization operations.
b. Basic understanding of smart ports; understanding of new business models
brought to smart ports by digitalization construction; interpretation of any
advantages and impacts that the overall solution brings to the Kuwait Port
Authorities.

Description of consulting solutions

Based on the basic understanding of the project, put forward business and
technical solutions to solve the needs and achieve the goals. a. Methodological
description of project planning and design
b. Guidelines for project planning and design
c. Understanding and preliminary design of the relationship between basic
hardware facilities and software systems

d. Description of solutions to the needs of smart ports


e. Description of planning and design solutions for the business process,
operation mode, organizational structure, etc. of the smart port

4.3.3 Consultation work plan

a. Key stages and working ideas and methods. The time period, work content,
deliverables and specific description of the key phases need to be clearly stated.

b. The main work experience and similar project management experience of


the identifiable person in charge and the main consultant. c. Require Party A's
resource allocation requirements

d. Workload calculation of consulting plan

■ Technical proposal:

Scanned copies of Technical Bid shall be submitted and also two hard copies
(one original + one copy) and along with 2 soft copy in word format in CD or Pen
drive. This outer envelope shall bear the submission address, reference number
be clearly marked

The envelope shall bear the title of the assignment “Appointment of Reputed
Consultant to study the technological aspects of port operations at all Major Ports

of Kuwait and recommend the best possible port technologies, processes &
practices for Qualitative improvement of Port Operations and trade Facilitation”.

■ Financial proposal:

The Financial bid should be submitted. For evaluation purpose the offer
documents will be treated as authentic and final. The price Bid submitted will be
taken up for the purpose for evaluation.

5.2 Technical Proposal Content

Technical proposal should be prepared considering the requirements in this


document, Detailed Approach & Methodology, Activity Schedule & Deliverables,
Time period and any other information to highlight the capability of the consultant.

Technical Proposal should be a complete document and should be bound as a


volume. The documents should be page numbered and duly signed by
Authorized Representative who has the capacity to sign along with Authorization
Letter. While evaluating the bids the combined experiences and resources of the
consultancy firm will be considered.

6. Delivery deadline

Complete the plan preparation within 60 days after signing the contract.

7. Conditions that bidders must meet

7.2. Financial reports for the past three years
7.3 Fully automated terminal project implementation case (at least one)
7.4 Consultants can participate directly or via a representation letter directed to
their selected local representative.

7.5 Consultant should provide at least 2 references for similar transforming
activities.
7.6 Container terminal or group company information top-level design
Consulting project (at least one) .

7.7 Company should have references from transformed ports, regionally


/globally with the project references (the port references should come as a letter
from the respective port).

8. Evaluation method

The total score is 100 points, divided into three parts:


Company qualifications and comprehensive strength: qualifications; financial
status; related cases. Estimated 35 points
Preliminary solutions: program quality; document integrity; team qualifications
(relevant industry experience, working years); implementation plan. Estimated
40 points.
Bidding price: 25 points.
