Dear Liz- I have attached what, on your approval, will be the final signature version. I
added the email for Penn OGC, and the names of the Penn and PFT signers. Also deleted
the “attest” line, as we did not do that for the PAS agreement and isn’t necessary. As soon
as you can confirm that this signature version is approved by SDP, we’ll get the Penn and
PFT signatures and send a .pdf to you.
On the recent PAS agreement, when time allows can you send me the fully signed copy of
it? We don’t have that yet and would like it for our files.

Liz- I have attached the latest and hopefully final version that responds to the
questions of this morning. I believe the only open issue is the President’s
Office request that the reference to compensation for professional development
be removed to match the Penn Alexander MOA. The teachers will of course be
paid pursuant to the CBA as noted in our comment, and we’d prefer to not
refer to it in the MOA if that’s acceptable. You’ll see that we confirmed that the
carry-over of funds is fine, if they are used for the MOA purposes.
We look forward to the Board’s approval later this evening, and then finalizing
the MOA over the next few days and having our clients both sign, and the
opportunity to work with the District on behalf of its students.

Dear Liz and Lynn- Thanks again for the time and productive discussion earlier
this week. As promised, here is a revised MOA in both track-change and clean
versions that incorporates the discussion and input from SDP and PFT. After
internal discussion, Penn determined that it remains important to have annual
reports shortly after the end of the school year, but understands that PSSA data
is not available until later in the year. The report date is in June, but with
modifications to the language clarifying that the report can be based on
milestones and benchmarks that do not rely on PSSA data.
Please review and forward to other District and PFT personnel as necessary.
We look forward to your response and reaching agreement on the MOA, and
approval of the MOA on the January 27th Board agenda. It is my
understanding that the Board can authorize the MOA even if all language is not
final, although the preference would be to have the MOA completed by the
date of Board action.

Liz- Good morning. There is no specific amount that should be specified in the
in-kind Penn contribution, as it will vary depending on the specific needs of Lea
School over the course of the agreement. It’s not really “release time”, but
rather time that is devoted to managing and directing the Penn GSE-Lea School
partnership. We don’t want to specify a specific hourly or salary commitment.
As part of the Penn commitment, it is also funding the salary for a Lea School
partnership coordinator. The MOA should reflect that the total dollar
commitment is both a monetary contribution and in-kind personnel from Penn.
The titles for the current Penn in-kind contributors are:
Caroline Watts, Director of School and community Development, Penn Graduate

School of Education
Richard Liuzzi, Community Partnership Coordinator for Lea School, Penn
Graduate School of Education
FYI, the Penn President’s Office and GSE reached out directly to Lynn Rausch
last week and I believe she’s in the loop on these discussions.

Dear Liz and Lynn- Thanks again for the time and productive
discussion earlier this week. As promised, here is a revised MOA in
both track-change and clean versions that incorporates the
discussion and input from SDP and PFT. After internal discussion,
Penn determined that it remains important to have annual reports
shortly after the end of the school year, but understands that PSSA
data is not available until later in the year. The report date is in
June, but with modifications to the language clarifying that the
report can be based on milestones and benchmarks that do not rely
on PSSA data.
Please review and forward to other District and PFT personnel as

necessary. We look forward to your response and reaching
agreement on the MOA, and approval of the MOA on the January
27th Board agenda. It is my understanding that the Board can
authorize the MOA even if all language is not final, although the
preference would be to have the MOA completed by the date of
Board action.

specified in the in-kind Penn contribution, as it will vary depending
on the specific needs of Lea School over the course of the
agreement. It’s not really “release time”, but rather time that is
devoted to managing and directing the Penn GSE-Lea School
partnership. We don’t want to specify a specific hourly or salary
commitment. As part of the Penn commitment, it is also funding
the salary for a Lea School partnership coordinator. The MOA
should reflect that the total dollar commitment is both a monetary
contribution and in-kind personnel from Penn.

Dear Liz and Lynn- Thanks again for the time and productive discussion earlier this week.
As promised, here is a revised MOA in both track-change and clean versions that
incorporates the discussion and input from SDP and PFT. After internal discussion, Penn
determined that it remains important to have annual reports shortly after the end of the
school year, but understands that PSSA data is not available until later in the year. The
report date is in June, but with modifications to the language clarifying that the report can
be based on milestones and benchmarks that do not rely on PSSA data.
Please review and forward to other District and PFT personnel as necessary. We look
forward to your response and reaching agreement on the MOA, and approval of the MOA
on the January 27th Board agenda. It is my understanding that the Board can authorize
the MOA even if all language is not final, although the preference would be to have the
MOA completed by the date of Board action.

Liz- Good morning. There is no specific amount that should be specified in the in-kind
Penn contribution, as it will vary depending on the specific needs of Lea School over the
course of the agreement. It’s not really “release time”, but rather time that is devoted to
managing and directing the Penn GSE-Lea School partnership. We don’t want to specify a
specific hourly or salary commitment. As part of the Penn commitment, it is also funding
the salary for a Lea School partnership coordinator. The MOA should reflect that the total
dollar commitment is both a monetary contribution and in-kind personnel from Penn.

Liz- I have attached the latest and hopefully final version that responds to the questions of
this morning. I believe the only open issue is the President’s Office request that the
reference to compensation for professional development be removed to match the Penn
Alexander MOA. The teachers will of course be paid pursuant to the CBA as noted in our
comment, and we’d prefer to not refer to it in the MOA if that’s acceptable. You’ll see that
we confirmed that the carry-over of funds is fine, if they are used for the MOA purposes.
