I, Sgt. Andy Kuber, with the Baton Rouge Police Department, certify under oath based on the information
outlined below, that there is probable cause to believe Derrick Deon Perkins on or about the date(s) of 02-
23-2023 to 02-23-2023 did commit:

within this State and Parish at: 2000 Ontario St. in East Baton Rouge Parish and the jurisdiction of the
19th Judicial District Court, contrary to the form of the statutes of the State of Louisiana in such case
made and provided, and against the peace and dignity of the same, in that the following did occur:
On Thursday 2.23.2023, Nathan Millard of Georgia, was reported as a Missing Person to the Baton Rouge
Police Department while being in Baton Rouge on a business trip.

On Sunday 2.26.2023, Affiant was instructed to contact the lead investigator to help/assist with
this investigation. Affiant and assisting Detectives then began investigating this case and followed both
the physical footprint and the digital footprint of Nathan Millard, as well as contacting numerous people
who may have been with Nathan Millard, to see if any or what crime(s) were applicable.

On Monday 2.27.2023 during the course of the investigation, Affiant reviewed from surveillance security
cameras from multiple locations that on Wednesday 2.22.2023 starting at approx. 2217 hrs., the
movement of Nathan Millard on foot leaving Happy's Irish Pub, located at 136 N. 3rd St, Baton Rouge,
La. 70802, and walking N/B on N. 3rd St., then continuing E/B on Florida St. until he arrived on foot
at the Greyhound Bus Station, located at 1253 Florida Blvd., Baton Rouge, La. 70802. While located at
the Greyhound Bus Station, Nathan Millard contacted an employee and engaged in conversation, while
also using the ATM and withdrawing cash money. Affiant notes that the employee of the bus station
attempted to offer Nathan Millard help and/or use his phone to call a ride for him, but Nathan Millard
stated that he lost his phone prior to arriving at the bus station and refused any help and/or assistance in
getting Nathan Millard a ride back to his hotel. After several attempts and pleas by the bus station
employee to offer Nathan Millard help and/or a ride back to his hotel, he told the employee of the bus
station that he was "looking for something to make him feel better", as well as "looking for a girl to
take back to his room". Affiant learned that Nathan Millard arrived at the bus station on foot with a black
male who was later positively identified and contacted, and herein will be referred to as . After Nathan
Millard finished using the ATM, he exited the bus station and proceeded on foot, now walking W/B on
Florida Blvd. with towards the Interstate, that was both described by the employee of the Greyhound
Bus Station and observed by Affiant via nearby surveillance security cameras.

On Tuesday 2.28.2023, Affiant and assisting Detectives "staked out" the area as well as conducting a
proactive patrol in attempt to locate Affiant and assisting Detectives observed and contacted as
he walked in front of the bus station. During questioning of , he stated that he assisted Nathan Millard
in finding the ATM at the bus station, with him withdrawing cash money, but parted ways after arriving
back at the 1000 block of Florida St. under the Interstate. further stated that he introduced Nathan
Millard to a black female prostitute and a black male while located in the 1000 block of Florida St. under
the Interstate. continued to state that after several minutes, Nathan Millard, the black female
prostitute and the black male then left walking in a south direction towards Convention St. provided
the "street names" of the black female prostitute and the black male.

Affiant and assisting Detectives later contacted the black female prostitute and the black male who were
positively identified, and herein referred to as and During questioning, both and stated to
Affiant that they flagged down a known drug dealer in the area, only known to them as "Stanka", for a
ride to a house in "the south" referring to South Baton Rouge area known as "the Bottoms", so that they
( , and Nathan Millard) could "get high" meaning do drugs. The vehicle that "Stanka" was
operating was described as a light blue Toyota Camry, with a spare tire on one of the front tires, and spray
painted a dark blue on the front that obviously differed from the original body color of the car. Affiant
notes that the above mentioned/described vehicle was learned and/or confirmed to be that of a 2004
Toyota Camry (VIN #4T1BE30K14U834382), that was reported to BRPD on 2.6.2023 as a UUMV
(Unauthorized Use of a Motor Vehicle) under File Number 23-12098. and then stated that
"Stanka" already had an unknown white female in the vehicle when they got a ride to "the south" that they
has never seen before.

and continued to state that "Stanka" drove to the Circle K located at 3135 Nicholson Dr., Baton
Rouge, La. 70802 to get gas and two (2) cups of ice. and then stated that them and Nathan
Millard got out of the vehicle and went inside the store. After a few minutes, Nathan Millard then exited
the store and appeared to get back into the vehicle, with and still being inside the store. At that
time, both and stated that "Stanka" left the convenience store without getting gas leaving both
and stranded on foot without a ride. Affiant confirmed this to be true by observing surveillance security
camera footage from the convenience store they were located at with coming back inside the
convenience store to get her "$5.00" back for the previously requested amount of gas. The last time that
Affiant observed Nathan Millard alive was on Thursday 2.23.2023 at approx. 0417 hrs to 0424 hrs. via

surveillance security cameras from the convenience store located at 3135 Nicholson Dr., Baton Rouge,
La. 70802.

During the course of the investigation, Affiant was able to positively identify "Stanka" as DERRICK
PERKINS (5.7.1977 B/M) from a CI (Confidential Informant), as well as identify the vehicle DERRICK
PERKINS was in possession of based on viewing surveillance security cameras, and also crime fighting
resources available to BRPD.

Affiant contacted the victim of the UUMV (BRPD File Number 23-12098) at his place of employment
after him not being home at his residence, herein referred to as , and showed pictures of
his vehicle, with him initially stating that the vehicle that he was being shown was not his vehicle, but
later recanted his statement when Affiant stated to the victim that was indeed his vehicle that he
exchanged with DERRICK PERKINS for crack cocaine, and showed him how his vehicle had been
altered from the original condition when he let DERRICK PERKINS borrow it. At that time, stated
the truth to Affiant, and stated that DERRICK PERKINS was suppose to return the vehicle back to
within four (4) hours. The vehicle was obviously altered from its original condition of light blue in color
with a white front bumper, and a bumper sticker on the left side of rear bumper. The alterations to the
vehicle include spray painting the front bumper from white to a royal blue color, the hood and front
quarter panels from light blue to the same royal blue color. Additionally, the rear bumper was altered
from its original condition of having a white bumper sticker but the bumper sticker was removed and
spray painted a grey color. Additionally, the vehicle license plate was changed several times attempting
to elude Police before the vehicle was burned on Monday 3.13.2023. Affiant also notes that
positively identified DERRICK PERKINS when shown the surveillance security camera photo from the
AM Mart.

While continuing to investigate this case, Affiant and assisting Detectives observed that on Thursday
2.23.2023 at approx. 1100 hrs to 1108 hrs. via store surveillance security cameras, an unknown black
male using a credit card belonging to Nathan Millard (and his wife) at the AM Mart located at
2400 Highland Rd., Baton Rouge, La. 70802. Affiant notes that an unknown white female was closely
behind and/or next to the unknown black male while inside the AM Mart, thus making Affiant believe
they were together.

Affiant and assisting Detectives later learned and received more confirmation that the black male in the
surveillance security camera was that of "Stanka", positively identified as DERRICK PERKINS by
several persons which included street associates as well as his girlfriend/ex-girlfriend, herein referred to
as , and his mother, herein referred to as . Also, the white female was identified and later
contacted. The white female was positively identified with her identifying herself as the person observed
in the surveillance security camera at the AM Mart when shown the photo, as well as identifying "Stanka"
as the black male. The white female will be herein referred to as .

During the course of the investigation, several people that Affiant and assisting Detectives contacted and
spoke with, all persons stated that Nathan Millard had accidentally overdosed in the house located at
508 E. Washington St./Lorri Burgess Ave. DERRICK PERKINS then allegedly wrapped the body of
Nathan Millard in "plastic" wrapping and rode around the Baton Rouge area with the deceased body of
Nathan Millard in the trunk of the blue in color 2004 Toyota Camry for two (2) to four (4) days until the
odor got too bad, then DERRICK PERKINS dumped and/or disposed of the body in the 2000 block of
Ontario St. at Lobelia St. behind the abandoned and/or vacant Rhodes Funeral Home before it was
found/located on Monday 3.6.2023 (BRPD File Number 23-21588). Affiant and assisting Detectives
learned that the deceased body of Nathan Millard was wrapped in "plastic wrapping" and a large area rug.

Affiant and assisting Detectives contacted several persons who stated that they smelled, observed,
and/or were told the deceased body of Nathan Millard was in the trunk of the 2004 blue Toyota Camry,
until the body was dumped and/or disposed of.

On Thursday 3.9.2023, Affiant and assisting Detectives obtained DERRICK PERKINS’ phone number
from various individuals, including DERRICK PERKINS' girlfriend/ex-girlfriend , and his mother
, with the phone number being . Assisting Detectives then obtained a phone records
search warrant to include historical phone records as well as real-time pings of the device’s location. Once
the records were received, Affiant notes the phone was used for the duration of the records but there were
no locations in the records or pings after 3.6.2023. Affiant also notes that Nathan Millard’s body was
discovered on 3.6.2023 and it appeared as if DERRICK PERKINS turned the phone off or placed it into
airplane mode to prevent the phone from connecting to the network, which is a method used to prevent
the phone’s location from being pinged by the service provider. Affiant learned that DERRICK
PERKINS’ account was still active for the phone and also learned the phone was likely being used over a
Wi-Fi network, which allowed the phone to be used in airplane mode without generating a location.
Assisting Detectives also obtained video surveillance from 3.5.2023 at 0050 hours of the blue Toyota
Camry traveling on Ontario Street past the location where Nathan Millard’s body was found one day later
on 3.6.2023 at approximately 0330 hours.

Further review of the phone records placed DERRICK PERKINS’ cellphone in the area of the Circle K
store at 0411 hours on 2.23.2023, which is the last location Nathan Millard was seen alive via
surveillance. The phone records placed DERRICK PERKINS’ cellphone in the area of the residence at
508 E. Washington multiple times on multiple dates between 2.23.2023 and 3.6.2023. The phone records
placed DERRICK PERKINS’ cellphone in the areas of both the AM Mart and the Chevron/Kangaroo gas
station on 2.23.2023 when Detectives observed him using Nathan Millard’s debit card at both stores.
Additionally, the phone records were used to verify/confirm some information provided by confidential
informants and other persons interviewed regarding this investigation. Moreover, DERRICK PERKINS’
cellphone records placed him at or near the 2000 block of Ontario Street where Nathan Millard’s body
was eventually located on multiple occasions (almost daily) between 2.23.2023 and 3.6.2023 when
Nathan Millard’s body was found.

On Monday 3.13.2023 at approx. 0515 hrs., BRPD was dispatched to 2960 Osceola St., in reference to a
vehicle fire. Affiant notes that 2960 Osceola St. is approx. less than half a mile (0.26 miles) from 2000
Ontario St., which is the location of where the deceased body of Nathan Millard was located. A BRFD

Arson Investigator was requested and was summoned to the scene, with BRFD Arson Investigator J.
Poitier later arriving on scene. Affiant and assisting BRPD Detectives also responded to the scene as well
and determined the vehicle was likely the 2004 blue Toyota Camry that DERRICK PERKINS had been
using. Assisting Detectives requested Roadrunner Wrecker Service for "Official Storage" for the above
mentioned vehicle. The vehicle was towed to the Baton Rouge Police Evidence shed, which is a secured
facility, where assisting Detectives followed behind the vehicle to ensure it was secured in the shed.
Assisting Detectives then obtained a search warrant for the vehicle, which was granted and/or authorized
by the Honorable 19th JDC Judge G. Ray. Furthermore, assisting Detectives obtained video surveillance
from 3.13.2023 at 0014 hours which showed the Blue Toyota Camry traveling west on Ontario St.,
crossing over Scenic Hwy., and continuing west onto Ontario St. Affiant notes that the site where the
vehicle was found burned is approximately one block east of Scenic Highway and the site where Millard’s
body was located is approximately one block west of Scenic Highway. Affiant also notes that the location
or address listed on the DERRICK PERKINS' issued Louisiana ID Card is 2246 Tecumseh St, Baton
Rouge, La. 70802, and the distance between this location or address is approx. 0.5 miles from both 2000
Ontario St. (body dump site) and 2960 Ontario St. (vehicle dump site).

Also on Monday 3.13.2023 at approx. 1142 hrs., a vehicle search warrant was executed on the above
mentioned burned and charred vehicle. Affiant also requested a trained cadaver K9 that is USPCA
certified in human decomposition from LaSAR, in attempt to alert on the scent of the deceased body of
Nathan Millard, within the burned and charred vehicle to corroborate previous statements made by
witnesses and the CI. USPCA certified K9 Chica, an eight (8) year old Weimarner, gave a positive alert
in the trunk for the presence of human decomposition.

On Wednesday 3.15.2023 at approx. 1330 hrs., a search warrant was later executed at the residence
belonging to and/or being used by DERRICK PERKINS. Affiant notes that the residence is located at
508 E. Washington St./Lorri Burgess Ave. After being granted and/or authorized by the 19th JDC
Honorable Judge G. Ray on 3.15.2023 at 1140 hrs. A detailed search of the residence yielded a roll of
plastic sheeting that appeared to be consistent with the plastic used to wrap and/or dispose of Nathan
Millard's body based upon Affiant and assisting Detectives reviewing crime scene photos and speaking
with Crime Scene Investigators who were present on scene.

Affiant notes that the above listed charges are to be "add on" charges due to DERRICK PERKINS
currently being in EBR Parish Prison on other charges relative to this investigation.
