FOUNDATION INSTALLATION

I. PURPOSE

To describe the requirements and methods employed and equipment used in


Foundation installation of guard house in Muntinlupa Substation.

II. SCOPE AND DELIMITATIONS

This Methodology is applicable to Maxipro Development Corporation. The Procedures


outlined in this methodology involve only the conduct of installation of Foundation
for guard house. This shall outline a proper sequence plan that is a basic
requirement to allow an efficient work flow and a high-quality structure.

Workers involved in the conduct of activities shall gain access to the construction
area by Permit System from Owner’s Substation Operation. Required documents that
shall certify the expertise of the workers in installing of foundation shall be
submitted to the Project Owner or its Representative.

This methodology does not provide an in-depth analysis of OSHA standards and
regulations. It is intended as a guide and quick reference for the Owner, National
Grid Corporation of the Philippines (NGCP), Contractor, and if any, Sub-Contractor
workers. The procedure captures activities involved in the installation of Foundation.
The Owner and the Contractor shall evaluate the specific hazards associated with the
operation at the site where the works are being performed.

III. RESPONSIBILITY

The Project Manager shall be responsible for ensuring that this procedure is
understood by and adhered to by all personnel involved.

The Project Engineer, Site Engineer, Safety Officer or the Quality Control
Representative is responsible for the implementation of these procedures.

IV. General

On arrival on site, the project manager or relevant person and all personnel involved
in the work should become familiar with the entire Muntinlupa Substation and
approved access to work location. Work areas must be properly demarcated and
nearby No Working Zones (live bays) needs to be properly barricaded. The access in
and out of the work area should be cleared (for local services such as ambulance
and fire brigade) at all the time in case of emergencies.

NGCP approved storage areas for materials/temporary dumping area, vehicles/


equipment and site office will be designated and to be maintained by Maxipro. The
deliveries of construction materials shall be stored in NGCP-approved storage areas.

 Appropriate safety equipment such as: hard hat, high visibility vests/clothing,
long sleeve shirts, long trousers, safety glasses/shields, dust mask, sunscreen,
stell capped boots, etc, shall be used by all personnel at all time.
 All equipment and hand tools must be maintained in good working condition at
all times by the experienced operator using them.
 Safety toolbox meeting to be conducted by the safety officer and project
engineer will be held every morning before commencing works on site. This is to
identify the possible risks and the preventive measures to be undertaken on
particular works scheduled for the day.
 Sufficient safety signages must be available and posted in areas easily visible to
avoid any incident related to safety and security.
 After working hours, 5’s shall be conducted as follows:
o Seiri – organize. Eliminate whatever is not needed by separating needed
tools, parts, and instructions from unneeded materials.
o Seiton- orderliness. Organize whatever remains by neatly arranging and
identifying parts and tools for ease of use.
o Seiso- cleanliness. Clean the work area by conducting a clean-up
campaign.
o Seiketsu – standardize. Schedule regular cleaning and maintenance by
conducting seiri, seiton, seiso daily.
o Shituke – discipline. Make 5’s a way of life by forming the inhabit of
always following the seiri, seiton, and seiketsu.

VI. PROCEDURE

A. Site Clearing and Preparation of Works


 Sufficient safety signages must be available and posted in areas easily visible to
avoid any incident related to safety and security.
 Clearing works / removal of existing gravel surfacing must be carried under
direction of the NGCP.
 Works should be done manually using small tools (rakes, spades, wheel borrow)
and appropriate equipment as approved by NGCP.
 Traffic and access of vehicle and equipment during clearing works should be
planned and properly implemented to ensure access of public and NGCP vehicles
are not impended.
 All excess excavated materials shall be disposed outside the substation.

B. Surveying and Setting out of column foundation.


 Survey department will establish baselines and benchmarks from which co-
ordinates and elevations will be taken to set out foundation works.

C. Foundation Excavation
 The excavation is then pegged out using the dimensions shown in the foundation
schedule and lay-out plan.
 Manual excavation will be implemented using manual excavating tools and an
appropriate electric drilling tools as approved by NGCP.
 At the completion of the excavation, critical dimensions shall be measured by the
tape and recorded with other relevant data.

D. Gravel Bedding and Lean Concrete


 100 mm thick gravel bed shall be provided and compacted.
 50 mm thick lean concrete shall be placed at the gravel bed.

E. Reinforcement
 Rebars will be cut and bent on site in line with the approved foundation plan.
 Dowels are placed first for the footing that hit existing structure, this will be done
by drilling.
 Rebars shall be installed in accordance with the approved foundation plan and
drawings.

F. Formworks
 Phenolic Board will be used for all formwork.
 All formworks will be fabricated on site with the approved dimension.
 Steel bar are used for block out.

G. Concreting
 Approval for ready mix supplier shall be secured from NGCP shall be secured
prior the commencement of any concrete pouring works.
 3000 psi concrete will be used.
 Freshly poured concrete shall be mechanically vibrated to eliminate bubbles.
 Curing period for fresh concrete is 7- 21 days.

H. Backfilling
 Excavated soil will be used for backfill under the direction of NGCP. Compaction
shall be achieved by backfilling and using a plate compactor or similar
mechanical equipment in accordance with the specification.
 Excess excavated materials shall be disposed-off outside NGCP SS in case there
is no available area within the substation or to be dumped inside the substation
under the direction of the client.

VII. OBLIGATION AND ROLES OF PERSONEL

A. PROJECT MANAGER

Single Point of Contact in the Site and oversee all related Civil Works and
Electrical Activities, ensuring all safety and quality of work are adherent to
Contract Document and Specifications.

B. ENGINEER

Ensure that during the activities, Methodology Statement is available for ready
reference and guidance. Confirm availability of all materials, tools, equipment,
and required personnel who will carry out the work.

a. Check the work areas for any unsafe conditions. Ensure that all safety
requirements, JHAP have been adequately addressed and the work is carried
out in accordance with NGCP project safety procedures.

b. The Safety Officer reports shall be available all the time when required, and
monitor the related work.

VIII. SITE SAFETY AND HEALTH REQUIREMENT

A Health and Safety Plan shall be made for the site. This shall include:

A. Scope of Work.

B. Project Personnel, Job Descriptions, and Qualifications

C. Risk Identification and Assessment

D. Communications: emergencies, incident reports, safety toolbox meetings.

E. Technical Safety Demands: Personal Protective Equipment, clearances, tool check,


rigging devices, equipment isolation, tagging, fall protection, and traffic control

F. Compliance Standards and Demands: inspections, problem identification, mitigation


actions

G. Environmental Aspects: suggestions and permits, erosion controls, preventive


actions, response steps
