Emergencies and disasters can happen at any given time to anyone either prepared or unprepared. And
most often, the results can be traumatizing and catastrophic leaving people distraught and helpless. Loss of a
human life is irreversible if only anyone knew how to perform a lifesaving procedure. And so, in light of recent
events such as the Typhoon Yolanda last November 2013, the Local Disaster Risk Reduction and Management
Office strongly believes that everyone should be capable of performing lifesaving tasks in any event that would
happen.
Emergency Medical Services is an integral part of public service in the Municipality of Pontevedra
which covers related ambulance calls such as medical and trauma like vehicular accidents, crime or violence
related injuries or common household injuries aside of the mass casualty incidents brought about by natural or
manmade hazards.
The Municipal Disaster Risk Reduction and Management Office recently trained all Medical
Responders on Emergency Medical Services to enable them to cope with the new guidelines and skills on EMS
like the Technical Education and Skills Development Act of 1994 Section 22, “Establishment and
Administration of the National Trade Skills Standards” of the RA 7796 known as the TESDA Act mandates
TESDA to establish national occupational skill standards. Emergency Medical Services NC II and NC III are
assessments offered by the Technical Education and Skills Development Authority (TESDA).
As per Administrative Order No. 2018-0001 SUBJECT: Revised Rules and Regulations Governing the
Licensure of Land Ambulances and Ambulance Service Providers, personnel requirement of an ambulance shall
be manned by an adequate number of qualified, trained and competent staff to ensure efficient and effective
delivery of quality ambulance services.
With all these guidelines, the MDRRM Office conducted a 5-day Emergency Medical Services
Enhancement training last March 21-25, 2022 at St. Michael Activity center and attended 31partcipants which
23 from the Municipality of Pontevedra and 8 from La Castellana DRRM iming to prepare all Medical
Responders be equipped with certifications needed to enable them to perform and effective and efficient pre-
hospital care in the community.
The activities was conducted in Partnership with DYA Filipinas Inc. a Philippine Delegation of DYA
(Détente Y Ayuda) originally founded in 1966 in Bizkaia Spain. The Missionary Order of the Augustinian
Recollects spearheaded by Father Antonio Palacios, OAR, and Josė Manuel Gonzalez Duenas, OAR, paved the
way for this international Non-Profit organization to continue its mission to the society to “STOP AND
HELP”
The 5-day activity was conducted by skilled EMT and EMS Trainer from DYA:
Lectures and skills demo where conducted during the training (see attached Itinerary of Activities). The
activity ended with a simulation exercise on Vehicular Accident Victim Extrication and closing Ceremony
graced by the MDRRMC Chairman Jose Maria A. Alonso.
