IMPORTANT INFORMATION:

 The online submission of Application form for admission to Post Graduate Degree/
Diploma Courses in 2022-2023 session in Tamil Nadu Government Medical
Colleges, Government seats in Self-Financing Medical Colleges affiliated to The
TamilnaduDr.M.G.R Medical can be accessed from the following websites:

 Any change or modification and relevant information pertaining to this admission


process will be made available on the websites mentioned above.

 The candidates are instructed to check the websites frequently for updates from
the date of submission of application till the end of the admission process. The
Selection Committee will not be responsible for the consequences resulting due to
non-diligent follow-up of notices, notification and publications appearing on the
official websites regarding the admissions.
 Candidates are advised to read the prospectus carefully before filling the online
application form and ensure that no mandatory column is left blank. In the event
of rejection of the application form, no correspondence and request for re-
consideration will be entertained.

 Candidates are advised to read the Information Bulletin for NEET-PG 2022 issued
by the National Board of Examination (NBE) and carefully go through the
instructions regarding NEET-PG 2022 and visit the website
www.nbe.edu.inregarding detailed qualifying criteria.

 At the time of registration, all candidates must pay the following fee:
1. Non Refundable processing fee of Rs.1000/- ( Rupees One Thousand only)

2. Security Deposit
(i) For Government Medical Colleges - Rs.30,000/-
(ii) For Government Quota in Self Financing Medical Colleges – Rs.1,00,000/-

Security Deposit which will be refunded to the candidates


a. after joining the allotted college
b. if the candidate did not get any seat during counseling.

Security Deposit may not be refunded in certain cases as specified in the clause 25 (ii).

 Candidate’s Left thumb Impression:


 The candidate should put his / her left hand thumb impression on white paper
with blue ink and scan for uploading. In case of any eventuality of left thumb
being unavailable, right hand thumb impression may be used.
 File size must be between 10kb to 50kb.
 Further, unclear Left-hand thumb impression in online application form will be
rejected.

I.GENERAL INSTRUCTIONS:

1.(a) (i) Candidates seeking admission to Post Graduate Degree/ Diploma


courses in 2022-2023 session in Tamil Nadu Government Medical
Colleges, Government seats in Self- Financing Medical Colleges
affiliated to The Tamil Nadu Dr.M.G.R Medical University can access /
download the application from the following websites:
www.tnhealth.tn.gov.in
www.tnmedicalselection.org

(ii) Candidates should submit their filled-in online application form after
uploading the details in the required fields. (Details of filling and
submission of Application form is available in Annexure – I)

(iii) METHOD OF FEE PAYMENT:

Method of payment of Rs.3000/- (Non-refundable) through Debit


Card, Credit Card/ Net Banking:
 Necessary facilities have been provided for making payment
through nationalized banks via bank payment portal.
 Candidates must note that mere deduction of fee from the Bank
account is not a proof of fee payment.
 Check the validity of the Debit/Credit Card/ Net banking and
keep it ready with you while logging on to the website for
submitting application form. Candidate should enter the
information asked for and make payment through Debit/ Credit
Card.
Or
The candidates can make payment of Rs.3000/- (Non-
refundable) towards the cost of application fee through the
Demand Draft in favour of the Secretary, Selection Committee,
Directorate of Medical Education, Chennai -10.

(iv) Scheduled Caste/Scheduled Caste (Arunthathiyar) / Scheduled Tribe


candidates of Tamil Nadu native are exempted from payment of the
cost of the application.
(v) Service Candidates should take the print out of the online application
form and attach their service particulars along with the filled-in online
application forms. (Duly certified by the Forwarding Authority with date
and seal).

(vi) The last date for submission of online application form will be upto
05:00 P.M. on 26.08.2022, thereafter there is no provision for the
candidates to submit their online application form.

(vii) (a) Submission of print out of filled in online application form received
after 05:00 P.M. on 29.08.2022 will be rejected.

(b) Non-Service candidates should send their print out of filled in online
applications with necessary enclosures directly to “The Secretary,
Selection Committee, Kilpauk, Chennai-10”.

(c) Medical Officers working in any Government Institution should get their
filled-in online Service Proforma and application form forwarded only
through the proper channel with the remarks of the Forwarding
Authorities in the format prescribed in the application form. Otherwise
the application will be summarily rejected.

(d) Candidates seeking admission under Special Category should submit a


separate Special Category Form – I provided in the prospectus and enclose
a Photo copy of the recent (within 3 months) Medical certificate issued by
the Regional Medical Board along with the printout of their online
application.

(e) If the photocopies of the Medical certificates are not enclosed, then the
special category candidates’ application will be considered under the
general category.
II.ELIGIBILITY CRITERIA:

2. (a) Candidates should be Citizens of India and should have undergone MBBS
course including the entire Compulsory Residential Rotatory Internship
(CRRI) period in the State of Tamil Nadu.

(b) The candidates who are claiming Nativity of Tamil Nadu should furnish their
Certificates of Nativity of Tamil Nadu issued by the competent authority and
supported by the following documents:
Valid copy of Aadhar Card, Driving Licence,Voter’s ID, Passport and Proof of
Parent’s Documents is Mandatory (Aadhar Card and School Certificates)
If copy of the supporting documents is not produced, then the application will be
summarily rejected.

(c) Candidates seeking admission in Post Graduate Degree / Diploma Courses,


they have to qualify the National Eligibility cum Entrance Test-NEET PG
2022 conducted by the National Board of Examination. The eligibility
criteria prescribed by the Director General of Health Services, Government
of India, New Delhi, in accordance with Post Graduate Medical Education
Regulations (as per latest amendment) notified by Board of Governors, In
supersession of the Medical Council of India with prior approval of Ministry
of Health and Family Welfare, Government of India, New Delhi shall be
taken into account for admission to Post Graduate Degree / Diploma
courses for the academic year 2022-2023.

While in Tamil Nadu, the candidates should obtain minimum of marks at 50th
percentile for the General Category in NEET PG 2022.
In respect of candidates with Person with Disability, the minimum marks shall
be at 45th percentile in NEET PG 2022.
However, for the candidates who are natives of Tamilnadu belonging to
Scheduled Castes, Scheduled Castes (Arunthathiyar), Scheduled Tribes, Backward
Classes, Backward Classes (Muslim), Most Backward Classes and Denotified
Communities, the minimum marks shall be at 40th percentile in NEET PG 2022.
In respect of candidates with Person with Disability,(SC-PH/St-PH/OBC-PH) the
minimum marks shall be at 40th percentile in NEET PG 2022.
(d) Candidates who are completing their Diploma courses (including All India Quota)
before 31.03.2022 are eligible to apply for Post Graduate Degree Courses in the
same academic year of 2022-2023.
3. Candidates who have cleared their MBBS Examination and completed/completing
the CRRI period on or before 31-05-2022 are only eligible to apply. However the
candidates should possess the Permanent Medical Council Registration Certificate
of the States or of India or the provisional Registration Certificate of the Medical
Council at the time of the Counselling.

4. Candidates should possess M.B.B.S. Degree awarded by the Tamil Nadu Dr. M.G.R
Medical University or any other Universities recognized by the Medical Council of
India and the candidates who have qualified from other Universitiesshould
produce ELIGIBILITY CERTIFICATE from the Tamil Nadu Dr. M.G.R. Medical
University, Guindy, Chennai- 600 032 at the time admission.
5. (a) The duration of the Post Graduate Degree Courses are Three years, whereas for
the Diploma Candidates who have undergone two year courses shall be Two
years in the same Specialty and Three years in other specialties.
The above concession is not applicable for those who have undergone
one year Diploma course either in the same or other specialties.
Candidates who have undergone Diploma in Clinical Pathology and
Diploma in Diabetology, the duration of Post Graduate Degree Course is
Three years.
(b) The duration of Post Graduate Diploma Courses is Two years.

III. NON ELIGIBILITY

6. (a) Candidates who join a Post Graduate Degree / Diploma course in any Branch and
discontinue the course on any grounds on or after the second round as per
guidelines of Medical Council of India, are not eligible to apply for two
subsequent academic years for any Post Graduate Degree / Diploma Courses.
Further the candidate shall be considered as discontinued and should pay the
Discontinuation Fee as per Clause 24(c) of this Prospectus.
(b) The candidates who take allotments for PG Degree / Diploma courses in any
branch in the second round of counselling must join the courses, if not, they are
not eligible to apply for two subsequent academic years for any Post Graduate
Degree / Diploma Courses. The candidate shall be considered as discontinued and
should pay the discontinuation fee as per clause 24(c) of this prospectus.

7. Candidates who are undergoing a Postgraduate Degree / Diploma courses are not
eligible to apply for any Post Graduate Degree /Diploma Courses.

8. (a) Candidates who have already completed a Post graduate Degree/ DNB/Equivalent
Courses are not eligible to apply for admission to any other Post Graduate Degree/
Diploma Courses.
(b) A candidate who is already a Diploma holder is not eligible to apply for another
diploma course, but can apply for any Post Graduate Degree Course.
(c) Candidates belong to other states (other than Tamil Nadu) are not eligible for
Government seats in Government Medical College and Government Quota seats in
Self-Financing Medical Colleges.

IV.SERVICE CANDIDATES

9) (a) The following categories of Medical Officers will be treated as Service Candidates
for the purpose of allotment of seats:

(i) Medical Officers selected by the Tamil Nadu Public Service Commission
(TNPSC)/Medical Services Recruitment Board (MRB) through Competitive
Written Examination/Special Qualifying Examination and appointed in
Tamil Nadu Medical Services should have minimum Two Years of
continuous service, as on 31.03.2022.

(ii) Medical Officers serving in Local Bodies in Tamil Nadu should have
minimum of Two Years of continuous service, as on 31.03.2022.

(iii) The service candidates who are applied under service quota should have
minimum three years left over service after completion of study period of
the Post Graduate Degree / Diploma Courses.

(b) Candidates who have been temporarily appointed but not qualified through
Written Examination conducted by TNPSC/MRB and who have not completed two
years of continuous service as on 31.03.2022 as per clause 9 (a) (i) of this
prospectus, are not eligible to apply for Post Graduate admission in 2022-2023
session. If any applications received from such candidates or even if forwarded
inadvertently by the competent authority that application will be summarily
rejected.

(c) Candidates working in Institutions coming under “Registered Societies Act” and
“Self Financing Institutions” shall be considered as Non Service candidates.
(d) If any Medical Officer working in Government Institutions/local bodies apply as
Private candidates suppressing the fact or mis-interpretation is found of their
service status, their application will be summarily rejected, they will be debarred
for TWO subsequent academic years. Further appropriate legal/disciplinary action
will also be taken against them.

(e) Competent authorities who are forwarding the applications of Government


Medical officers, have to issue a complete Service Particular Proforma including
their leave and deputation in detail. The print out of filled in online application
with service particulars should reach within the stipulated time.

(10) Online Application received after the last date will not be accepted irrespective of
the date of submission and date of forwarding by the competent authority (for
Service Particulars for Government Institutions).

V. PROCEDURE FOR FILLING & SUBMISSION OF APPLICATION:

11.a) (i) The candidate should log on in any one of the following websites :

The application forms will be available between 12:00 Noon on 19.08.2022 and
upto 05.00 P.M on 26.08.2022.

(ii) Candidates should submit their filled-in online application form by uploading
the details in the required fields.

(iii) Request for change in any particulars in the online Application shall not be
entertained under any circumstances after submission.

(iv) Incomplete applications will be rejected.

(v) Candidates are advised to submit only one Application Form. If a candidate
submits more than one Application Form, his/her candidature will be
cancelled.
(vi) Candidates should ensure that all information entered in the online application
are correct during the online submission of application form.
(vii) Candidates should submit the print out of the filled-in online application form
(Hard Copy) along with necessary enclosures.
(viii) Service Candidates should submit the print out of the filled-in online
application forms along with their Service particulars (Duly certified by the
Forwarding Authority with date and seal) and necessary enclosures.

(b) The filled-in online application form along with the necessary enclosures should
reach the following address on or before 29.08.2022 upto 05.00 P.M:

(c) Candidates should send their filled-in online application form along with all the
enclosures in an A4 size cloth lined cover. The template with the requisite details
should be printed and pasted on the cover.

(d) AR Number (Application Registration Number) will be assigned by the Selection


Committee on receipt of the filled-in online applications.

12. The Government Orders issued and to be issued from time to time pertaining to any
of the matters contained in this prospectus should be read as part and parcel of
this Prospectus and such terms and conditions in the Government Order are
deemed to have been incorporated in this Prospectus.
13. Candidates must enclose only Self attested Photocopies of required
Certificates/documents:
(a) (i) NEET PG 2022-Score Card.
(ii) NEET PG 2022 Admit Card.
(b) MBBS Degree Certificate and Diploma Certificate or Provisional Pass Certificate.
(c) CRRI Completion Certificate.
(d) Permanent Medical Registration Certificate issued by the Medical Council of
India /State Medical Council or provisional Registration Certificate issued by the
Medical Council of India/State Medical Council.
(e) Community Certificate issued by the competent authority indicating the community
status of candidates belonging to Backward Community/Backward Community
(Muslim)/ Most Backward Community / Denotified Communities/ Schedule Caste/
Schedule Caste (Arunthathiyar).
Scheduled Tribe candidates should produce community certificates issued by a
Revenue Divisional Officer of the competent jurisdiction.
(f) TNPSC/MRB (through competitive written examination) Selection & Posting Order
(For Service Candidates).
(g) Nativity Certificate with supportive documents as mentioned in clause 2(b).
(h) Recent Regional Medical Board Certificate for Person with Disabilities.
(i) Eligibility Certificate. To be from the TN.Dr. MGR Medical University Guindy
Chennai 32. (Only for the candidates who have qualified from other University).
J)Candidates are instructed to produce the above mentioned original Certificates/
Documents at the time of certificate verification.
k) Same photo of that uploaded in NEET PG 2022 must be uploaded in filled-in
online application.
l) Post Card size colour photograph (4”x6”) (size: 50kb to 300kb) to be uploaded.
(m) Aadhar Card/Pan Card/Voter ID

14. (a) Incomplete filled-in online application, application submitted without the
proper documents and application forms without the signature of the
candidates will be summarily rejected.
(b)The candidate who takes allotment should register in TamilNadu Medical Council
and produce Registration certificate at the time of joining the Course in the
respective college.
VI. RANK LIST

15. The Rank list will be drawn based on marks obtained in NEET PG 2022 and the
additional weightage marks awarded to eligible in-service candidates who have
qualified in NEET PG -2022 as per the existing norms.

16. The service candidates shall be awarded an additional weightage upto 10% of the
marks secured in the NEET PG-2022 per year of completion of service in remote and
or /difficult or rural areas as per in G.O.(Ms).No.86, Health and family welfare (MCA1)
Department, dated 06.03.2019, G.O.(Ms.).No.114 Health & Family Welfare
Department (MCA-1) Department dated 29.3.2019 and G.O.(Ms.).No.423 Health &
Family Welfare Department (MCA-1) Department dated 26.9.2019 subject to
maximum of 30% of marks secured in NEET PG-2022.

17. The Secretary, Selection Committee will publish the tentative Rank List on the
following official websites after completion of scrutiny of all applications received for
this academic year 2022-2023.

VII.COUNSELLING PROCEDURES :

There are four rounds of counseling i.e.,Round -1 Round -2, Mop-up and Stray
vacancy round.

Stray Vacancy round will be conducted by the respective Self Financing Colleges
from the merit list being furnished by the selection committee.

Selection Committee takes no responsibility of any allotment made in the Stray


Vacancy Round and shall not be held responsible for any wrong/incorrect allotment.
If it is found that any seats have been allotted in the Stray Vacancy Round In
disregard of the Merit List, appropriate action will be taken by the concerned
authorities on the erring parties.

FIRST ROUND OF COUNSELLING:

18.(a)(i) Admission to PG Degree / Diploma courses, shall be made the ONLINE


COUNSELLING on the basis of rank by applying the rule of reservation. The
detailed online counseling procedures are available in Annexure.
(ii) A Candidate who has not registered and not choice locked in the 1st round of
ONLINE COUNSELLING will be permitted to attend the subsequent rounds of
ONLINE COUNSELING.

(iii) A candidate who has taken a seat and not joined /discontinued the course
within the stipulated time in the first round online counseling, he/she is eligible
to attend the second rounds of ONLINE COUNSELLING.
(b) Re-allotment is permitted during the subsequent phases of counselling only, based
on Rank and Rule of Reservation.

(c) Mutual transfer/ Individual request for transfer of college will not be permitted
under any circumstances.

19. Candidates selected for admission should give a self-declaration form at the time of
the reporting to the concerned Medical College that he/She is liable for forfeiture of
selection/admission if suppression of facts or mis-interpretation is found at any time
during or after the admission to the course.
20. If any suppression of facts is found later, the selection / admission will be liable for
cancellation during or after the admission to the course based on the declaration.
Further, he/she will not be allowed to apply for the Post Graduate Courses for two
subsequent academic years.

21(i) The candidates should download their provisional allotment order and join the
course in the concerned Medical College on or before the date and time stipulated
during the first phase of ONLINE COUNSELLING
(ii) The candidates should produce the following original certificates at the time of joining
in their selected Medical College along with the scanned copy of original certificates to
the concerned Medical Colleges.
(a) (i) NEET PG 2022-Score Card.
(ii) NEET PG 2022 Admit Card.
(b) Aadhar card/Pan Card/Voter ID
(c) MBBS Degree Certificate and Diploma Certificate or Provisional Pass Certificate.
(d) CRRI Completion Certificate.
(e) Permanent Medical Registration Certificate issued by the Medical Council of
India /State Medical Council or provisional Registration Certificate issued by the
Medical Council of India/State Medical Council.
(f) Community Certificate issued by the competent authority indicating the community
status of candidates belonging to Backward Community/Backward Community
(Muslim)/ Most Backward Community / Denotified Communities/ Schedule Caste/
Schedule Caste (Arunthathiyar).
Scheduled Tribe candidates should produce community certificates issued by a
Revenue Divisional Officer of the competent jurisdiction.
(g) For Service Candidtes
TNPSC/MRB (through competitive written examination) Selection &Posting .

32. (Only for the candidates who have qualified from other University)
(k) Same Photo of that uploaded in NEET PG 2022 must be uploaded in filled in
application
(l) Post Card size colour photograph (4”x6”)) of the same photo that has been
uploaded in NEET PG2022 .
22. Any change or modification and relevant information pertaining to this admission

The candidates are instructed to visit the websites frequently from the date of
submission of application till the end of the admission process.

23. Unauthorized absence of candidates for fifteen days after joining the course will be
treated as ‘discontinued’ and that vacancy will be filled up by the Selection
Committee depending on the availability of time as per National Medical Commission
guideline. If the period of absence is beyond the second round of counselling, the
candidate must pay the discontinuation fee as per clause 24 ( c) of this prospectus.

24.(a) All candidates Participating by ONLINE COUNSELLING for PG Degree / Diploma


Courses will have to remit a non-refundable amount of ₹ 1000/- through online as
processing fee and the fee should be remitted by using a Debit Card or Credit
Card.
(b)The Tuition Fee paid at the time of downloading provisional allotment order is non-
refundable. If the candidates does not join or discontinues the course.

( c) (i) The All India Quota candidates who discontinue the course on or after the
second round of All India Quota counselling should pay the Discontinuation Fees
besides foregoing tuition fees already paid by them as specified in Clause 37, to
the Deans of the respective Colleges, the sum as specified below in total by
means of a Demand Draft drawn in favour of “The Secretary, Selection
Committee, Kilpauk, Chennai – 10”, payable at Chennai.
(ii) The State Quota candidates who discontinue the course on or after the second
round of State Quota counselling should pay the Discontinuation Fees besides
foregoing tuition fees already paid by them as specified in Clause 35 (a), to the
Deans of the respective Colleges, the sum as specified below in total by means of a
Demand Draft drawn in favour of “The Secretary, Selection Committee, Kilpauk,
Chennai – 10”, payable at Chennai.

For P.G. Diploma Course Rs.10 lakh /Degree Course Rs.15 Lakh

Unless the aforesaid discontinuation fee as penalty amount is paid in total, the
candidates will not be relieved and original certificates produced by the
candidates at the time of admission will be retained by the concerned
institutions.

SECOND ROUND OF COUNSELLING:

25. (i) Second round of online counseling will be conducted for the vacancies arising due
to not joined seats and / or newly sanctioned seats arising after the first round counseling.
The vacancies will be filled as per rank and communal reservation.

(ii) If the candidates discontinue / Not joined the course after completion of round 2 of
ONLINE CONSELLING, they will have to forfeit the processing fee, security Deposit &
tuition fee paid by them.

(iii)Virtual Vacancies- Any Candidate who has been allotted a seat in Round 1 and has
opted for up-gradation in Round 2, that allotted seats of Round 1 will be shown as virtual
vacancy in Round 2 and Candidates can fill the said seat during the choice filling in Round
2. However, such seats will be allotted in Round 2 if the allottee of Round 1 vacates /
upgrades in Round 2. When that virtual vacancy becomes real vacancy, it is open to all in
the order of merit.

MOP-UP COUNSELLING :

26. (a) After completion of second round of ONLINE COUNSELLING if there is any
vacancy that will be filled by mop-up round.

(b) The vacancies will be filled up with the candidates from the Rank list following
the rule of reservation by ONLINE COUNSELLING.
C) If the candidate is allotted any seat from his /her locked choices in first and second
rounds and has Joinedthey are not eligible for the Mop-up counseling and subsequent
rounds of counseling (as per theGazette Notification No.MCI-18(1)/2018-

OTHER INSTRUCTIONS :-

27. (a) If the candidates discontinue the course after any round of ONLINE COUNSELLING,
they will have to forfeit the tuition fee paid by them. Provided that the candidates
who have discontinued their course on or after second round ONLINE
COUNSELLING should pay the penalty as mentioned in the Clause24(c) of this
Prospectus.
b) Any legal complication/enquiry by any authority due to merit violation or any
mistake / default occurred during the conduction of stray vacancy round shall be the
responsibility of the individual college and Selection Committee shall not be liable for the
same.
c) A schedule for stray vacancy round has to be up loaded on college website for
information / knowledge and benefit of the candidate.

d) Candidates are advised to check their eligibility conditions from the college website
before participating in the stray vacancy round.

28. The admissions will closedas per the guidelines issued by the Board of Governors, In
supersession of the National Medical Commission, Director General of Health Service
and the Tamil Nadu Dr.M.G.R. Medical University, Guindy, Chennai–600032.
VIII. METHOD OF SELECTION AND ADMISSION

29. (a) Seats in Government Medical Colleges University: Out of the seats sanctioned for
Post Graduate Diploma/Degree Courses 50% of the total recognized / permitted
seats are offered to All India Quota for allotment by the Director General of
Health Services, New Delhi. The remaining 50% of the seats will be allotted under
State Quota during the first phase of counselling.

(b) Seats in Self-Financing Medical Colleges: Seat sharing with Self-Financing Minority
and Non-Minority Medical Colleges will be as per State Policy and NMC Post
Graduate Medical Education Regulation, 2000 and applicable Court Orders.

c) Out of 50% of the seats in State Government quota, 50% of the seats will be
exclusively allocated to in-service candidates serving in Government health
institutions in the State of Tamil Nadu and remaining 50% of seats will be allocated
to Open category which will be open to both service and non-service candidates.
The seats in above categories will be filled up based on the marks already defined
or such criteria to be defined by the Government from time to time as per the
decision of the Committee headed by Hon’bleThiru. A.Selvam, High Court Judge
(Retd.) constituted based on the orders of the Hon’ble Division Bench of High
Court of Madras, in W.A.Nos. 1051,1117 to 1124 if 2018 in W.P Nos. 7231,7857 to
7861,8116 and 8117 of 2018.

(d) 50% of the seats in Post Graduate Diploma Courses shall be reserved for Medical
Officers in the Government service, who has served for at least three years in remote,
and/or difficult or rural areas of Tamil Nadu. After acquiring the PG Diploma, the Medical
Officers shall serve for two more years in remote, rural and/or difficult areas as defined
by the State Government/Competent authority from time to time.
Candidates are advised to go through the respective college websites and satisfy
themselves regarding National Medical Commission approvals, infrastructure and the
rules and regulations.

30. (a) Allotment will be made only for the seats affiliated to the Tamil Nadu Dr. M.G.R
Medical University and for the Academic Year 2022-2023 session. Seats approved
by the respective University for P.G. Degree/ Diploma courses for 2022-2023
session will be displayed before the counseling.

(b) Some seats for which National Medical Commissionhas issued letter of permission
(LOP), may not be recognized by the National Medical Commissionfor the current
academic year. Hence, the candidates should well examine these points and refer
Medical Council of India website before opting for choices of seat.

31. The Selection Committee will not be responsible for National Medical
Commissionapprovals, infrastructure and the rules and regulations of the concerned
Medical Colleges. Hence, candidates are advised to go through the respective college
websites and satisfy themselves before giving their option for selection of seats by the
candidate during counselling. The Selection Committee shall neither be responsible nor
shall entertain any case on the above grounds.

32. (a) The selection will be made based on rank and by applying the Rule of Reservation
/ Roster method followed by the Government of Tamil Nadu wherever
applicable.
(b) Roster method of rule of reservation will be followed if the seats are more than 1
and less than 8 in each Branch as per the orders of Government of Tamil Nadu
vide G.O.Ms.No.241, Personnel and Administrative Reforms (K) Department,
dated 29-10-2007. This is subject to the final verdict of the Supreme Court of
India in the Civil Appeal 6049-6050/2010 filed by the Government of Tamil Nadu
against the orders passed by the Division Bench of the Hon’ble High Court of
Madras dated 12.05.2009 in W.A Nos.763 and 764/2007 in W.P No 7067/2009.
(c) If only one seat is available in any Speciality, that seat will be allotted on rank
basis only.
(d) If the seats are 8 and more, the rule of reservation shall be as follows:-

Open Competition - 31%


Backward Class - 30%
Most Backward Class / De-notified Community - 20%
Scheduled Caste - 18%
Scheduled Tribe - 1%

Within the 30% reservation for Backward Classes 3.5% reservation will be provided
for Backward Class Muslims.
16% of seats out of 18% quota earmarked to Scheduled Caste, shall be allocated to
the Scheduled Caste (Arunthathiyar) Community.
(e) If there are no eligible Service candidates opting for PG Degree/Diploma
courses, the same will be allotted to eligible General category candidates.
(f) The Person with disabilities – Special Category allotment will be done ahead of
the General category at the venue as per the counselling schedule which will be
available on the official websites. There will be no re-allotment /Change of
college allotted for the Special category.
If adequate number of eligible candidates is not available under Special Category, the
earmarked seats of Special Category will be reverted back to general category. When
seats are available in any speciality in special category, then that candidate cannot opt to
remain in Waiting List. Any discontinued/not joined vacancies in Special category will be
added to General Category.

33. (a) Any remaining unfilled seats for want of adequate number of eligible candidates
belonging to SCA community shall be filled by candidates belonging to SC
community as per merit and vice versa. (G.O. (Ms.) No.55, Personnel and
Administrative Reforms Department, dated 08.04.2010.)

(b) Any remaining reserved seats in ST Quota for want of adequate number of
eligible candidates belonging to ST community shall be allotted to candidates
belonging to SC Community as per merit.

c) Any remaining unfilled seats in BCM Community for want of adequate number of
eligible candidates after exhausting the merit list shall be filled up on merit basis
by candidates belonging to BC community without exceeding the quota for BC
community as a whole.

(d) Even after filling up of the required seats reserved for Arunthathiyars on
preferential basis, if more number of qualified Arunthathiyarsare available, such
excess number of candidates of Arunthathiyars shall be entitled to compete with
the Scheduled Castes other than Arunthathiyars in the inter-se merit among
them.

IX.SPECIAL CATEGORY

34. SEATS RESERVED FOR PERSON WITH DISABILITIES:


(a) 5% of the total number of seats available in Government Medical Institutions are
reserved for the Person with disabilities.

(b) (i) Candidates with disabilities of 40-80 % may be considered eligible.


(ii) Candidates with more than 80% disabilities – NOT ELIGIBLE for reservation.
(iii) Candidates with less than 40% disabilities –NOT ELIGIBLE for reservation.

Provided, the candidate belonging to 34(b)(ii) are not eligible to apply the
P.G. Degree/ Diploma courses.
Provided, the candidate belonging to 34(b)(iii) are eligible to apply the P.G.
Degree/ Diploma courses under General Category.
As per “ANNEXURE-A” published by the Medical Council of India in pursuance of
the communication from Ministry of Health and family Welfare as follows:

“Presence of significant Locomotor Disability with or without any other significant


disability such as Visual or hearing–speech or learning etc. which will make it very
difficult for the candidate to pursue and complete the course satisfactorily and may
significantly increase the risk to the candidate or the patient(s) – may be declared
NOT ELIGIBLE for admission”.

The candidates are required to produce a certificate obtained from the Regional
Medical Board constituted at Rajiv Gandhi Government General Hospital, Chennai-
600 003 for the purpose of assessing the nature and the extent of disability. The
Certificate must have been obtained within three months prior to submitting the
application for seeking admission under this category. If the Certificate has been
obtained earlier, then the application will be rejected. If the candidate fails to
submit the Medical Certificate for Person with disabilities then their application
will be rejected.

d) The candidates seeking admission under this special category should produce a full
size recent photograph (taken within three months) exhibiting the deformity.

X. TUITION FEE

35. (a) Fees payable in Government Institutions:

TUITION FEES PER ANNUM

PG Diploma ₹20,000/- (Non refundable)


PG Degree ₹30,000/- (Non refundable)

The above fee structure is applicable for 2022-2023 admissions. The candidates
should remit the above amount through ONLINE via RTGS / Demand Draft subject to
realization.
The selected candidates have to pay any balance of the Tuition Fee (if any) and other
special fees etc., at the time of admission in their respective colleges.”

35(b) (i) Fees payable for Government seats in Self Financing Medical institution:
As prescribed by ”COMMITTEE ON FIXATION OFFEES IN RESPECT OF SELF-FINANCING
PROFESIONAL COLLEGES’’ for 2022-2023 admission.

(ii) The selected candidates have to pay entire Tuition fee, special fee etc at time of
downloading the allotment order through online via RTGS / Demand Draft as prescribed
by the ”COMMITTEE ON FIXATION OF FEES IN RESPECT OF SELF-FINANCING PROFESIONAL
COLLEGES’’ for the year 2022-2023, the determination of fees and other charges will be
based on the guidelines of National Medical commission and Supreme Court orders as in
force.

Any grivences regarding collection of fees by the Self Financing Institutions, have to be
represented only to the “COMMITTEE ON FIXATION OF FEES IN RESPECT OF FIXATION OF
SELF FINANCING PROFESSIONAL COLLEGES.

XI.STIPEND AND SECURITY AMOUNT

36. (a) All Non Service candidates selected will be paid stipend as per the Government
Orders issued by Government from time to time for Government Medical
Colleges as per the norms of the Institution concerned.

(b) Service Candidates will be paid salary as per the Government Orders issued by
Government from time to time, if the candidates selected for Post Graduate
Degree / Diploma Courses in the Government Medical Colleges.

The Government of Tamil Nadu is offering Post Graduate Medical Education through
its 16 Medical Colleges / Hospitals and The Tamil Nadu Dr.M.G.R Medical
University / Specialized institutes. The Government spends a large amount of
money to impart Medical Education including Post-Graduate Medical Education. It
levies nominal fees and at the same time provides stipend to Private candidates
and salary to Service candidates. It is natural that the Government desires to
ensure that these seats are not wasted. Further, the Government looks forward to
these Doctors who have undergone Post-Graduate training to serve the poor and
the needy of this country at large and this State in particular. The public have the
right to expect the Specialists to utilize the skills they acquired during their training
for the benefit of the sick, the poor and the needy. To ensure that the services of
trained Post Graduate Doctors are made available, an Undertaking is obtained
from them at the time of their admission. It is sincerely, believed that this will
discourage an attitude of not paying attention to those poor people at whose
expense they have been educated.

(d) All Service Candidates of Tamil Nadu having more than five years of service after
completing the PG Degree / Diploma Courses shall execute a bond for a sum of
₹20,00,000/- (Rupees Twenty lakh only) on admission to Post Graduate Diploma
courses 2022-2023 session and ₹40,00,000/- (Rupees Forty Lakh only) on
admission to Post Graduate Degree courses 2022-2023 session as security amount
with the undertaking that they will serve the Government of Tamil Nadu till
Superannuation with three sureties. Two sureties should be from permanent
Government employee in the same or higher rank than the candidate. One surety
should be from the spouse/ parent of the candidate. PAN numbers of the sureties
should be furnished. The prescribed form of bond is enclosed in Annexure IV. The
bond will become infructuous if the service candidates serve the Government of
Tamil Nadu after the completion of the Course until superannuation.

(e) All service candidates of Tamil Nadu who have less than 5 years of service after
completing their PG Degree / Diploma courses, have to serve the Government for
a period of 5 years from the date of Clearing the examination irrespective of the
date of superannuation, if the Government requires their services. They have to
furnish an undertaking to this effect at the time of joining the course.

(f) Non-service candidates including candidates selected through 50% All India Quota
will be paid stipend till the age of 60 years only. For Service candidates, if their
study period extends after superannuation (i.e. after 60 years) they will be given
stipend on par with the non-service candidates.

g)Non-service candidates including candidates selected through 50% All India Quota
who completes the following scarce specialties will have to work for a period of 2 years
after completing the course, if the Government requires their services. They will be given
salary on par with the salary of new recruits in the Tamil Nadu Medical Service. They
should also furnish an undertaking to this effect at the time of joining the course.

salary on par with the fresh recruits of the Tamil Nadu Medical Services. The

Government of Tamil Nadu will reckon their services within a period of 2 years

from the date of completion of their Postgraduate Degree/ Diploma Courses. Out

of three sureties two sureties should be from permanent Government employee

in the same or higher rank than the candidate and one surety should be from

spouse / parent of the candidate. PAN numbers of the sureties should be

furnished. The prescribed form of bond is enclosed in Annexure IV. The bond will

become infructuous if he/she serves under the Government of Tamil Nadu for a

minimum period of 2 years.

Non-service candidates including candidates selected through 50% All India Quota, if
they discontinue course they have to pay the total amount of penalty (Discontinuation
Fee as per Clause 24 (c ) and the stipend received).

(i) If the Government requires the services of Non-service candidates including


candidates selected through 50% All India Quota, who are unable to serve the
Government for any reason during the above said period, his/her original
certificates will be retained by the Government and will be released only after the
expiry of the above said period (as mentioned in clause36(h)).

(j)The Security bonds are governed by Clause I under exemption under Article 57 of
Schedule – I of the Indian Stamp Act of 1879 (Central Act II of 1879). Hence the
Security Bonds executed need not be stamped.

XII. COMMUNICATION

37. All notices, notification and publications regarding admission to Post Graduate
Degree / Diploma Courses 2022-2023 session will be published on the official
websites.

Selection Committee will not be responsible for consequences resulting due to non-
diligent follow-up of information published on the websites.

38. (a) The candidates who join Post Graduate Degree / Diploma Courses should not
indulge in any kind of agitation, strike or ragging activity inside and outside the
college campus during the course of the study. Candidates found to take part
in any such activities mentioned above will be expelled from the
course/college, at any part of the course of study and criminal action will be
taken against them

(b) The extract of letter / direction from MCI as per Letter No.MCI-34(1)/2014-Med
(Ragg.)/130894, dated 11.09.2014 is given in Annexure V for information of
candidates.

39. Any candidate applying for admission to Post Graduate Degree/Diploma Courses
2022-2023 session is deemed to have read the contents in this Prospectus and
agrees with all the conditions and clauses and will not have the right to challenge
any of the clauses of this Prospectus.

1. Registration

Login credential to be done by themselves.

The login ID and password should be kept in privacy. Candidate should note down the user Id and password
for further processes. Don’t share the login id and password with others. Once the candidate creates Login Id, it
should not be changed. OTP will send to his/her mobile number during the Registration.

Online Counselling procedure


The date of commencement of counselling, choice filling and
locking will be shown in the home page and the candidate has
to login to enter the counselling process.

After successful login (By entering his/her Login Id/and


password )

The candidate has to pay the processing fee through online


before the choices entry process.

The status of application on this screen will show as “Progress”


until the candidate locks his/her options. After locking
his/her options the application status will be changed as
“Locked”.

Candidates have to login by using User id/email Id/AR


Number and password to participate in the counselling.

Filling of Choices

After Successful payment, there are options for add, edit and
delete the choices.

The candidate has to select his/her preference of choices by


selecting the College and specialities. Seats will be shown
for their respective Community
(OC/BC/BCM/MBC&DNC/SC/SCA and ST).
All the above processes should be completed within the
stipulated time.

Candidates can move or remove their choice if they wish.


Priority order can be changed according to their choices.
Candidate can move or remove their option before locking
their options.

Locking of choices

Candidates are instructed to view their choices carefully before


locking. Once choices are locked, the candidates will not be
allowed to Add, Edit (Preference of choices can be moved) and
Delete their choices. After Locking of their choices they will be
enabled to download their choices only.

There are two confirmations before locking their choices and


OTP will be sent to their registered mobile Number (Which was
entered during the application Process). After locking , the
candidate has to take a print out of his/her choices which were
locked by him/her. If the candidate does not lock his/her
options within the stipulated time, the system will
automatically lock his/her options.

Allotment of seats

The allotment process will be done in rank order, higher order

of preferences made by the candidate and availability of seats

with following the rule of reservations.


Seats will be allotted after the last date of entry of the choices

.The list of allotted candidates will be published in the official

his/her provisional allotment order.

Reporting to the institution

After downloading the provisional allotment order, the


candidates have to report to the allotted college within the
stipulated time (The joining time mentioned in Provisional
Allotment order).

Note:

Candidate do not share their login id and password with


others at any cost. Ensure that he/she signed off the website
after completion.

Allotment is subject to the various terms and conditions and

1st Round of Online counselling
 All candidates participating by ONLINE COUNSELLING for PG
Degree / Diploma Courses will have to remit a non-refundable
amount of Rs. 1000/- through online as processing fee
should be remitted by using a Debit Card /Net Banking or
Credit Card.
 Candidates should take care during choice filling .

2nd Round of online Counselling


 All candidates have to register to participate in this counselling.

 Fresh choice filling and locking should be done by the

candidates.

 Re allotment/Allotment will be made subject to availability of seats

at their turn in all categories in the order of merit.

Virtual seats

If a candidate gives an option for re allotment, then his/her allotted seat


(which was allotted in 1st round of state quota counselling) considered
as “Virtual vacancy”. The virtual vacancy and existing vacancies will
be displayed for other candidates during choice filling in this round. So
the candidates who are willing to get re allotment, they must register.
For reported candidates in 1st round of counselling

There are 2 options for Re-allotment

1. For retaining their seat which was allotted in 1st


round of counselling and not willing for Re-allotment.
Those who are willing to retain their seat (which was allotted in
1st round of counselling), not willing for Re-allotment, they
have to select option1.

Those who are not willing for re allotment, they need not
to participate. Their status of seats (which was allotted in 1st
round of counselling) will be considered as RETAINED even the
candidates do not participate in this counselling.

2. For retain their seat (allotted in 1st round of counselling) and


willing to Re- allotment.
Those who are willing to retain their seats and willing to re-
allotment, they have to select option2. Then their allotted seat
(allotted in 1st round of counselling) will be open for Choice
filling in 2nd round of counselling.

For example
Candidate “A” (Those who select the option 2) hold the MD
anesthesiology in Chengalpattu, The seat will be available for
Choice filling for others. If “A” candidate does not get seat in
re- allotment , that MD anesthesiology in Chengalpattu will be
treated as “Retained” and will not allotted to the other
candidates.
If “A” candidate get some other PG seats in Re allotment that
MD anesthesiology in Chengalpattu will be allotted to other
candidates (who opt MD anesthesiology in Chengalpattu as
their choice).

If Re allotted, then candidate must get relieved from earlier


institution and Join round-2 allotted college, the previous
seat (which was allotted in 1st round of counselling) will be lost.
If not Re allotted then candidates should retain the seat (which
was allotted in 1st round of counselling).
Movement of Category for reported candidatesin 1st round of counselling

In this round of online counselling , The allotted category of the

meritorious candidate which was allotted in previous round of

online counselling will be changed as OPEN (if any OPEN seat

araised due to re allotment/not joined) at his/her turn, even that

meritorious candidate did not participate in this round.

For example

Candidate “A” (50th rank) was allotted in M.D., Radio Diagnosis

@ Kilpauk Medical College under open category in previous

round of online counselling.

Candidate “B” (58th rank) was allotted was allotted in M.D., Radio

opt that open category seat, then the allotted category of successive

candidate “B” will be moved to open category even though the

candidate “B” is not willing to participate/re allotment in this

round . Previous allotted category of candidate “B” (BC category) will

be arised for allotment to subsequent candidate.

WHEREAS the Party of the FIRST PART have applied for admission to
course and the Party of the FIRST PART has been selected to
the said course.
As per the Prospectus, the Party of the FIRST PART has agreed to serve the
Government of Tamil Nadu till superannuation (For Service Candidates) / for a period
not less than years (For Non Service Candidates) after successful
completion of the course and on such failure of
not completing the full bond period of years, the Party of the FIRST PART

successful completion of the course, his/ her certificates
relating to course will not be given to the Party of the FIRST
PART unless the Party of the FIRST PART successfully completes the bond period of
years or pay to the Governor of Tamil Nadu his successors and
assignees (hereinafter called “ The Government”) on demand the sum of
Rs. / -(Rupees Lakh only) and on such default
together with interest at Government rates thereon from the date of demand on the said
amount.
The Party of the FIRST PART or his/ her legal
heirs, executors and administrators shall forthwith pay to the Government on demand

together with interest from the demand at Government rate in force on Government
Loan.

PART employed as granted

MEDICAL COUNCIL OF INDIA
NOTIFICATION

Implementation of the Regulations framed by the Medical Council of India to
curb the menace of ragging in medical colleges.
The operative part of the regulation is reproduced as under with regard to curb the
menace of ragging in medical colleges:-
“5. Measures for prohibition of ragging:-
5.1 The Medical College/Institution / University shall strictly observe the provisions of the Act of
the Central Government and the State Governments, if any, or if enacted and / or for the time
being in force, considering ragging as a cognizable offence under the law at par with rape and
other atrocities against women and ill-treatment of persons belonging to the SC/ST and
prohibiting ragging in all its forms in all institutions.
5.2 Ragging in all its forms shall be totally banned in the entire Medical College/Institution /
University including its departments, constituent units, all its premises (academic, residential,
sports, canteen, etc) whether located within the campus or outside and in all means of
transportation of students whether public or private.
5.3 The Medical College/Institution / University shall take strict action against those found guilty
of ragging and/or of abetting ragging.
6. Measures for prevention of ragging at the institution
level:-6.1 Before admissions:-
6.1.1 The advertisement for admissions shall clearly mention that ragging is totally banned /
prohibited in the Medical College/Institution and anyone found guilty of ragging and/or abetting
ragging is liable to be punished appropriately.
6.1.2 The brochure of admission/instruction booklet for candidates shall print in block letters
these Regulations in full (including Annexures).
6.1.3 The “Prospectus‟ and other admission related documents shall incorporate all directions of
the Hon‟ble Supreme Court and /or the Central or State Governments as applicable, so that the
candidates and their parents/ guardians are sensitized in respect of the prohibition and
consequences of ragging.
6.1.4 A Brochure or booklet/leaflet shall be distributed to each student at the beginning of each
academic session for obtaining undertaking not to indulge or abet ragging and shall contain the
blueprint of prevention and methods of redress.
The application form for admission/ enrolment shall have a printed undertaking, preferably both
in English/Hindi and in one of the regional languages known to the institution and the applicant
(English version given in Annexure I, Part I), to be filled up and signed by the candidate to the
effect that he/she is aware of the law regarding prohibition of ragging as well as the punishments,
and to the effect that he/she has not been expelled and/or debarred from admission by any
institution and that he/she, if found guilty of the offence of ragging and/or abetting ragging, is
liable to be punished appropriately.
6.1.5 The application form shall also contain a printed undertaking, preferably both in
English/Hindi and in one of the regional languages known to the institution and the parent/
guardian (English version given in Annexure I, Part II), to be signed by the parent/ guardian of the
applicant to the effect that he/ she is also aware of the law in this regard and agrees to abide by
the punishment meted out to his/ her ward in case the latter is found guilty of ragging and/or
abetting ragging.
A database shall be created out of affidavits affirmed by each student and his/her parents/guardians
stored electronically, and shall contain the details of each student. The database shall also function as a
record of ragging complaints received.
6.1.6 The application for admission shall be accompanied by a document in the form of the School Leaving
Certificate/transfer certificate/migration certificate/ Character Certificate which shall include a report on
the behavioral pattern of the applicant, so that the institution can thereafter keep intense watch upon a
student who has a negative entry in this regard.
6.1.7 A student seeking admission to the hostel shall have to submit additional undertaking in the form of
Annexure I (both Parts) along with his/ her application for hostel accommodation.
6.1.8 At the commencement of the academic session the Head of the Institution shall convene and address
a meeting of various functionaries/agencies, like Wardens, representatives of students, parents/ guardians,
faculty, district administration including police, to discuss the measures to be taken to prevent ragging in
the Institution and steps to be taken to identify the offenders and punish them suitably.
6.1.9 To make the community at large and the students in particular aware of the dehumanizing effect of
ragging, and the approach of the institution towards those indulging in ragging, big posters (preferably
multicoloured with different colours for the provisions of law, punishments, etc.) shall be prominently
displayed on all Notice Boards of all departments, hostels 4 and other buildings as well as at vulnerable
places. Some of such posters shall be of permanent nature in certain vulnerable places.
6.1.10 Apart from placing posters mentioned in sub-clause 6.1.9 above at strategic places, the Medical
College/Institution shall undertake measures for extensive publicity against ragging by means of audio-
visual aids, by holding counseling sessions, workshops, painting and design competitions among students
and other methods as it deems fit.
6.1.11 The Medical College/Institution/University shall request the media to give adequate publicity to the
law prohibiting ragging and the negative aspects of ragging and the institution‟s resolve to ban ragging and
punish those found guilty without fear or favour.
6.1.12 The Medical College/Institution/University shall identify, properly illuminate and man all vulnerable
locations.
6.1.13 The Medical College/Institution/University shall tighten security in its premises, especially at the
vulnerable places. If necessary, intense policing shall be resorted to at such points at odd hours during the
early months of the academic session.
6.1.14 The Medical College/Institution/University shall utilize the vacation period before the start of the
new academic year to launch wide publicity campaign against ragging through posters, leaflets. seminars,
street plays, etc.
6.1.15 The faculties/ departments/ units of the Medical College/Institution /University shall have induction
arrangements (including those which anticipate, identify and plan to meet any special needs of any specific
section of students) in place well in advance of the beginning of the academic year with a clear sense of the
main aims and objectives of the induction process.
The Principal or Head of the Institution/Department shall obtain an undertaking from every employee of
the institution including teaching and non-teaching members of staff, contract labour employed in the
premises either for running canteen or as watch and ward staff or for cleaning or maintenance of the
buildings/lawns etc. that he/she would report promptly any case of ragging which comes to his/her notice.
A provision shall be made in the service rules for issuing certificates of appreciation to such members of
the staff who report ragging which will form port of their service record.
6.2. On admission:-
6.2.1 Every fresher admitted to the Medical College/Institution/University shall be given a printed leaflet
detailing when and to whom he/she has to turn to for help and guidance for various purposes (including
Wardens, Head of the institution, members of the anti-ragging committees, relevant
district and police authorities), addresses and telephone numbers of such
persons/authorities, etc., so that the fresher need not look up to the seniors for
help in such matters and get indebted to them and start doing things, right or
wrong, at their behest. Such a step will reduce the freshers‟ dependence on
their seniors.
Every institution should engage or seek the assistance of professional
counselors at the time of admissions to counsel `freshers' in order to prepare
them for the life ahead, particularly for adjusting to the life in hostels.
6.2.2 The Medical College/Institution/University through the leaflet
mentioned above shall explain to the new entrants the arrangements for their
induction and orientation which promote efficient and effective means of
integrating them fully as students.
6.2.3 The leaflet mentioned above shall also inform the freshers about their
rights as bonafide students of the institution and clearly instructing them that
they should desist from doing anything against their will even if ordered by the
seniors, and that they have nothing to fear as theinstitution cares for them and
shall not tolerate any atrocities against them.
6.2.4 The leaflet mentioned above shall contain a calendar of events and
activities laid down by the institution to facilitate and complement
familiarization of freshers with the academic environment of the institution.
6.2.5 The Medical College/Institution/University shall also organize joint
sensitization programmesof „freshers‟ and seniors.
On the arrival of senior students after the first week or after the second week
as the case may be, further orientation programmes must be scheduled as
follows (i) joint sensitization programme and counseling of both 'freshers' and
senior by a Professional counselor; (ii) joint orientation programme of 'freshers'
and seniors to be addressed by the principal/Head of the institution, and the
anti -ragging committee ; (iii) organization on a large scale of cultural, sports
and other activities to provide a platform for the 'freshers' and seniors to
interact in the presence of faculty members ; (iv) in the hostel, the warden
should address all students; may request two junior colleagues from the college
faculty to assist the warden by becoming resident tutors for a temporary
duration.
6.2.6 Freshers shall be encouraged to report incidents of ragging, either as
victims, or even as witnesses.
6.3. At the end of the academic year:-
6.3.1 At the end of every academic year the Dean/Principal/Director shall send
a letter to the parents/guardians of the students who are completing the first
year informing them about the law regarding ragging and the punishments,
and appealing to them to impress upon their wards to desist from indulging in
ragging when they come back at the beginning of the next academic session.
6.3.2 At the end of every academic year the Medical College/Institution
/University shall form a “Mentoring Cell” consisting of Mentors for the
succeeding academic year. There shall be as many levels or tiers of Mentors as
the number of batches in the institution, at the rate of 1 Mentor for 6 freshers
and 1 Mentor of a higher level for 6 Mentors of the lower level.
Each batch of freshers should be divided into small groups and each such group
shall be assigned to a member of the staff. Such staff member should interact
individually with, each member of the group on a daily 6 basis for ascertaining
the problems/difficulties if any faced by the fresher in the institution and
extending necessary help.
In the case of freshers admitted to a hostel it shall be the responsibility of the
teacher in charge of the group to coordinate with the warden of the hostel and
to make surprise visits to the rooms in the hostel where the members of the
group are lodged.
