Hello Mac,

Chris and I met with BCBS some time ago to forewarn their organization about physician direct billing, in-house
laboratories, and other stealth models that began exploiting BCBS of Alabama's lab space for literally tens of millions of
dollars. We have never received any accurate data on the billing trend "spikes" but we are aware of the physician drivers
that prompted Draft 566.

Our recent history with BCBS clearly shows we offered consulting services in good faith for the greater good of the
citizens of Alabama as well as BCBS of Alabama, and we were right. We go it right sir. If we had been BCBS Consultants
at that time, we may have mitigated the economic losses and inappropriate ordering of lab tests with a targeted head-on
approach.

Now and most recently, BCBS is about to be under another stealth attack with a billing scheme unlike anything anyone
has ever imagined. They cannot see it, and they will not realize it until hundreds of millions of dollars are billed out and
paid to the physicians as well as the manufacturing companies who are "manufacturing" this new bombshell. Pun
intended.

We are ready to approach BCBS with a solid consulting team to save them hundreds of millions of dollars. We will act as
feet on the streets as well as professional investigators on behalf of BCBS.

Our consulting firm could request a retainer of $500,000 to finance / support our efforts plus a percentage of the projected
savings. We will spell out our milestones / benchmarks and they will be met. Our firm will provide a description of this
healthcare war, its strategies, and its weaponry. The solution for BCBS's problems requires an approach which is
ruthlessly candid. Silent weapon technology has evolved and all of this healthcare science is merely a means to an end.
The means is knowledge. The end is control. We can provide BCBS with the technology and intelligence to allow them to
provide the most cost effective coverage, and keep the kids out of the sand box.

These are silent weapons that must be stopped. We got it right before. We are right again.

Respectfully,

--

John,

This is a great email and if BCBS would bite, we could help them out along with ourselves.  You did present a very
interesting case to Robyn when we were down there a year or so ago.  Keep up the great work!

Respectfully,
Cmack
