CONTEXT AND RATIONALE

As educators, we have ethical obligations to our learners. These can

include our personal ethics such as protecting our learners from harm and many
more. At this time of pandemic, with this ethic, we educators were conform on
delivering learning to our learners through distance learning and adopting the
modular learning modality. Through this LDM, the learning continuity of the
Department of Education were addressed but the learning achievement of
learners is at risk.

As of today, all K-12 learners in the Philippines are currently missing face-
to-face instruction due to COVID-19 pandemic. Many educators especially the
lower grades worry about the learning achievement of learners. How they will
cope up if this pandemic will subside? Learners will return to school with lower
learning achievement. This problem also arise during the normal setting due to
absenteeism and how much more in this time of distance learning which
teachers cannot personally track the learning achievement of every learner.

STATEMENT OF THE PROBLEM

COVID-19 has become the global crisis and it affects several aspects of
life since it halted life globally. One of these aspects is education. Education
that usually take place in various learning environment at school had to be
conducted from distance learning to reduce the spread of the virus. Through
this, learners have to study at home with the given modules from the school
where they were enrolled. These modules were made as a self-learning modules
for leaners. The arising problem here, how this modules increase the learning of
learners with short term learning especially the lower grades learners without the
supervision of teachers? Almost learners will just answer the activities in the
modules and done with it. Additionally, learners may not receive direct or
indirect support from their parents due to work responsibilities. This scenario is
relevant in every learners which attention is shorter due to home learning
environment. Learning achievement of leaners will be affected and learning loss
will rise among leaners with short term learning process. However, in spite of this,
modular learning is fundamental to ensure the continuity of learning during this
time of pandemic.

In this research, identifying factors that affects learning achievement and

identify certain intervention to these factors will help learners to have higher
learning achievements in preparation in returning to school if COVID-19 will
subside.
