II. Short Essays. Read the questions carefully and write your answers on a one whole sheet of
paper or bond paper and send it through messenger. (10 points each)
1. Ferdinand E. Marcos declared Martial Law in the Philippines that made controversial and
became historical to the country. In your own opinion, is it a right decision for Marcos to declare
Martial Law for the country? Why?
Yes, because it involves the temporary substitution of military authority for civilian rule and
is usually invoked in time of war, rebellion, or natural disaster. When martial law is in effect, the
military commander of an area or country has unlimited authority to make and enforce laws.
The imposition of martial law accompanies curfews, the suspension of civil law, civil rights, and
the application or extension of military law or military justice to civilians. However, during
Marcos time of Martial law, a lot of military abused the power given to them and used it to a lot
of civilians to do bad things. For me, Martial Law is good – a lot of people are angry and don’t
like the law because they were victims before and I understand that. The purpose of Martial law
is to give peace to a country, but during the time of President Marcos it did not go well because
many became greedy for political power and abused naive civilians.
2. If the pandemic did not come to all of us, and Rodrigo Duterte’s plan for federalism will pursue
and take place, are you in favor of it or not? Explain your answer.
Yes, because federalism disperses access to power, wealth and resources more widely to
different territorial groups. It may help promote both peace and stability by giving local people a
stake in the system. It might also encourage better governance, with more equal economic
development. It is a safeguard against abuses of power. It limits the power of all governing
institutions, thereby preventing any one person or institution from having too much power. It
might be control of local economic development - promoting local industries like agriculture,
tourism and trade - or management of natural resources such as water, minerals and forests. It
might be that some parts of the country may have their own traditional, customary or religious
laws, which do not apply to other regions. But federalism is not a panacea. For example, some
members of the same ethnic group might live in more than one region of the country. Or, some
parts of the country might have several minority groups within one territory. For those,
federalism alone may not offer sufficient protection. These groups may need special minority
rights and protections, as well as a strong independent court system to enforce these rights. It
can be expensive because it duplicates government functions at both the central and regional
levels. Nevertheless, federalism might be a good arrangement and support social cohesion and
sustainable peace.
3. Among the 16 Presidents of the Philippines, whom do you think is the best President? Explain
and give some of his/her accomplishments.
The best President for me is Rodrigo Roa Duterte. Because he did a lot of improvements in
terms of government laws, cleanliness of our country and many more. Like the distribution of the
agricultural equipments that were purchased by the previous government but weren’t
distributed for some political reasons, the legit balikbayan boxes are no longer mishandled, the
irrigation projects for the farmers have already started nationwide. Almost 700,000 surrenderees
who have promised to change their lives. The removal of processing fee on travel tax exemption.
The shutdown/closure of some mining companies that destroy the country’s natural resources.
The removal of the fishing pens in the Laguna Lake to give other small fishermen a fair chance
to use it for their livelihood. The one sack rice added to 4Ps cash assistance to our less fortunate
fellowmen. The now better looking cleaner Baclaran, Divisoria and other public places. The
employment increase and unemployment decrease. The cooperation and openness of fenced elite
subdivisions for Oplan Tokhang as they show support to the war on drugs campaign. DFA is now
faster in processing passports. The order to extend passport validity to 10 years. The drivers
license validity extension up to five years. Karaoke ban after 10:00pm. Peace at last! And many
more.
