1 Introduction
Government of Rajasthan intend to tap state’s huge solar power generation potential to the tune
of 142 GW to make Rajasthan a Green Energy State and to contribute in India’s commitment in
UN Climate Change Conference in Glasgow (COP26) to achieve goal of ‘Net Zero’ emission by
curtailing dependency on conventional sources to energy (i.e. coal, oil, gas, etc) and to provide a
sustainable, reliable and affordable electricity to all its consumer.

In order to promote decentralized solar power plants, being developed under PM-KUSUM
Component C (Feeder level solarization) at load center having pre-dominantly agriculture load in
rural areas, the state government has formulated “Saur Krishi Ajivika Yojna” or “SKAY” under PM-
KUSUM Component C (Feeder level solarization).

The objective of SKAY is to utilize state’s abundant land resources by giving farmers / land owners
an opportunity to lease out their barren / unutilized land on pre-fixed lease basis for setting up of
solar power plant. Rajasthan Discoms have developed a dedicated online portal where farmers /
land owners can register their land for leasing out for setting up solar power plant. Solar power
plant developers can also register on the portal to reach out to the registered farmers / land
owners.

The portal (www.skayrajasthan.org.in) will act as a facilitator where interested farmers / land
owners and solar power plant developers can collaborate to arrange land for a solar power plant
on RESCO mode in the vicinity (preferably within 5 KMs radius) of identified 33/11 kV substations
of Rajasthan Discoms as envisaged under PM-KUSUM Component C (Feeder level solarization).

Salient features of Saur Krishi Ajivika Yojna under PM-KUSUM Component C (Feeder level
solarization):

▪ List of identified 33/11 kV substations of Discoms in the vicinity of which solar power plants
are to be installed as per the modalities of PM-KUSUM Component C (Feeder level
solarization) with plant capacity, are available on the portal along with area of land required.

▪ Interested farmers / land owners who meet the eligibility criteria can apply online regarding
their willingness to lease out their land for setting up solar power plant by developer.

▪ All applicants are required to make online payment of non-refundable registration fee without
which application will not be considered.

▪ Duly completed applications will be verified by Discoms’ concerned field office.

▪ A survey (in prescribed format) of the land & other credentials shall be carried out jointly by
Discom field office and applicant or, their authorized representatives.

▪ A broad connectivity diagram from land location to the substation will also be prepared by
the same field office of Discom.

▪ Discom(s) to float tenders for selection of RESCO developers for setting up solar power plants.

▪ Developers can collaborate with registered farmers / land owners by executing land lease
agreement for 26 years or, arrange required land on their own for setting up solar power
plant.

▪ Successful developer shall be eligible for prescribed CFA from MNRE as per the modalities of
Component C (feeder level solarization) under PM-KUSUM scheme.

▪ Discoms shall procure the power from selected developer(s) at discovered levelized tariff for
25 years.

2 Objective
“To create land banks near the identified 33/11kV Substations of Rajasthan Discoms for setting
up of decentralized solar power plant under PM-KUSUM Component C (feeder level solarization)
by giving an opportunity to state farmers / land owners to lease out their land on pre-fixed lease
amount basis.”

The Component C (feeder level solarization) of PM-KUSUM scheme is akin to decentralized


distributed solar generation with provision for installation of solar PV power plant at feeder level
through CFA to cater annual energy requirement of agriculture feeder.

Land identification, its procurement and associated cost is the primary and most critical for
successful setting up of solar PV projects. Therefore, to simplify the same, Rajasthan Discoms has
come up “Saur Krishi Ajivika Yojna” to facilitate a dedicated portal for farmers / land owners and
developers to arrange land for setting up solar power plants on RESCO mode.

3 Scheme Benefit
3.1 Farmers / Land Owners
▪ Availability of day-time solar power to farmers.
▪ Opportunity to earn additional income in the form of lease rent for the barren land / unutilized
land by farmers.
3.2 Developers
▪ Access to available land parcel/ areas with contact details of farmers / land owners across the
state.

▪ Guaranteed purchase of solar power by Discom for 25 years at levelized tariff.


▪ Enjoy CFA benefits of PM-KUSUM Component C (feeder level solarization).

3.3 Rajasthan Discoms


▪ Availability of cheap solar power at distribution end leading to reduction in power purchase
cost and AT&C losses
▪ Unlike Component A of PM-KUSUM scheme, there is no capping on the solar PV power plant
capacity or its installation location
▪ Reduction in power transmission cost owing to avoided transmission infrastructure as power
generation and consumption is at distribution end
▪ Better RPO compliance translating to savings of around Re 1 per unit (currently borne by
Discoms due to shortfall in compliance)

3.4 Government of Rajasthan


▪ Reduction in tariff subsidy burden (on energy charges) for agriculture consumers upto
difference between the discovered levelized tariff and existing cost of supply at distribution
end
▪ Contribute towards achieving Distributed Generation target of 4,000 MW by 2024-25 under
Solar Policy 2019.

4 Implementation Structure
▪ The scheme shall be implemented by all three Discoms of Rajasthan viz. Jaipur Vidyut Vitran
Nigam Limited (JVVNL), Ajmer Vidyut Vitran Nigam Limited (AVVNL) and Jodhpur Vidyut Vitran
Nigam Limited (JdVVNL) in their respective operational areas.

▪ JVVNL will be the nodal agency.

5 Eligibility Conditions
▪ Eligibility condition for land owners for registration on the portal:

− Any land owner (including but not limited to individual / Group of farmers, Registered co-
operative Societies, organizations / associations / Institutions, etc).

− Interested farmers / land owners (single / group) may register minimum 1 (one) hectare
continuous land parcel.

− In case of group of farmers / land owners, only one person to be nominated by the group
with proper Power of Attorney (PoA) in favour of the nominated person.

6 Online Registration Fee

7 Applicable Lease Rent


Applicable Annual Lease Rent (Rs. per hectare) under the Scheme (to be escalated 5% every two
years) applicable initially for a period of 26 years (including 25 years PPA duration):

▪ Developer to pay the agreed lease rent amount to the farmer / land owner or, authorized
individual directly as per agreement payable during plant installation and commissioning
phase (i.e. 9 months from award of contract).
▪ Discoms to pay the applicable land lease rent directly to the registered farmer / land owner
or, authorized individual and will recover the same from the monthly energy payables to
developer after commissioning of the solar power plant.
▪ The applicable lease rent under the scheme shall be payable to the farmer / land owner or,
authorized individual only after meeting following conditions:
(i) Work for setting up a solar PV project on the referenced land is awarded to a developer
by Discom,
(ii) The selected developer has executed Bi-party land lease agreement with the farmer /
land owner for the land registered on the portal and furnish the same to designated
Discoms' office.

▪ Merely registration of land on the dedicated portal for the scheme shall not entitle the land
owner to receive the lease rent.
▪ Discom will not be a party in the lease agreement and will only act as a facilitator for land
lease amount payment i.e. developer to bear the lease amount.
▪ It shall be responsibility of the farmer / land owner to offer land of clear title, free from
litigation and any incumbrances. For any false information or legal issues arises at any later
stage, the farmer / land owner shall be responsible and no compensation / damages shall be
paid by Discoms / Developers.
▪ The Developer shall be responsible for verification of land ownership / information submitted
by farmer / land owner and check for any litigation / disputes / any other issue(s) prior to
execution of land lease agreement.
▪ Under NO circumstances, Discom will be a party and/or, held responsible for any loss or,
dispute arising between the farmer / land owner and the developer.

8 Application Procedure

8.1 Instruction to Farmers / Land Owners


▪ Interested farmers / land owners who meet the eligibility criteria can create their login
credentials on the portal and search for the availability of choice of Circle/ District, Division/
sub division and substation on the portal.

▪ Once substation is selected, the applicant (farmers / land owners) can register their land on
the portal by filling up the online form and uploading all the required documents including
Jamabandi on the portal.

▪ Offered land shall be of clear title, free from litigation and any incumbrances.

▪ For any false information or legal issues arises at any later stage, the land owner shall be
responsible and no compensation / damages shall be paid by Discoms / Developers.

▪ In case of multiple ownership of one land parcel/ area OR, group of farmers/ land owners
intending to register their group of land, all such farmers/ land owners need nominate one of
such farmer/ land owner to submit the application on the portal and upload Power of
Attorney (PoA) in favor of nominated farmer/ land owner on the portal.

▪ After submission of the application, land owners/ farmers need to pay the registration fees
online at the portal itself.

▪ After successful payment of the registration fees, a Unique Registration ID will be generated
and the same will be send to the registered mobile number of the applicant.

▪ One land parcel/ area can be registered against only one substation/ plant location.

▪ A farmer / land owner can register more than one number of land parcel/ area subject to
payment of applicable registration fee for each land parcel / area and meeting the condition
mentioned at point above.

▪ Registered applications will be forwarded to the concerned Discom’s field office for the
purpose of Joint Survey.

▪ Discom’s field office shall upload the Joint Survey Report (JSR) along with the broad
connectivity line diagram on the portal. In case of any discrepancy, the application will be
reported back to the applicant for rectification.

▪ Any land parcel/ area will be considered successfully registered on the portal only when the
JSR and broad connectivity line diagram against the application is uploaded by the Discom’s
field office.

8.2 Instruction to Developers


▪ Interested developers can a create their login credentials on the portal and pay requisite
registration fees online at the portal.

▪ Once successfully registered on portal, developers can view two lists viz.

(1) List of substations where land parcels/ areas has been registered by farmers / land
owners and verified by Discom(s)
• Developers can selected any substation and click on “contact details” to get the
contact details of registered farmer / land owner for that location through SMS on
their registered mobile number.

(2) List of substations where NO land parcel/ area has been registered
• Developers may on their own capacity identify land parcel/ area in the vicinity of such
location(s).

▪ After getting significant number of land parcel/ areas registered on the portal, Discom(s) will
float tender for selection of RESCO Developers for setting-up of solar power plants in the
vicinity of such substations through levelized tariff based competitive bidding and also
intimate the NIT to registered developers on portal for participation.

▪ Any participating developer, in the bids invited by Discoms, shall NOT be bound to select the
required land for any solar PV plant under the scheme from the list of land parcels shared by
Discoms and therefore shall be free to identify as well as procure alternative land on their
own.

▪ The developers shall be required to submit land lease agreement to Discom within 1 month
of award of contract for setting up solar PV power project and shall be required to submit an
undertaking in this regard along with their bid while participating in tender(s) floated by
Discoms(s).

▪ Discoms will pay the applicable land lease rent directly to the registered farmer / land owner
or, authorized individual and recover the same from the monthly energy payables to
developer.

▪ Successful developers shall get the eligible CFA from MNRE as per the modalities of
Component C (feeder level) under PM-KUSUM scheme.

▪ The Developer shall be responsible for verification of land ownership / information submitted
by farmer / land owner and check for any litigation / disputes / any other issue(s) prior to
execution of land lease agreement.

8.3 Documents to be uploaded by farmers / land owners with the Online Applications
(i) Jamabandi (Land Ownership Proof)
(ii) Aadhar Card (Identity Proof)

Note: The documents of proof shall be in .pdf format with maximum size of 500 KB. Also, a
separate user manual/ step-by-step process for farmers / land owners and developer are
provided under the portal (www.skayrajasthan.org.in).

9 Roles of Rajasthan Discoms


▪ Joint survey of registered land by designated officer (to be nominated by Superintending
Engineer (O&M) of concerned circle) in presence of applicant to verify/ captured following.
▪ Verify of land details (location, size, type, ownership) and documentary proofs submitted by
applicant.
o Capture GPS coordinates of land.
o Verify and capture the route distance of land from substation.
o Distance between various land parcels registered as single pocket by applicant.
o Capture photographs of land.
o Preparation of tentative SLD for connecting line to substation.
o Check availability of space/ bay at Discom’s receiving substation.
o Any river crossing/ large trees on land, etc.
o Lease rent payment to farmer/ land owner/ authorized person only after plant
commissioning.
▪ To make payment (after deducting the annual lease rent amount payable to land owner) to
developer against energy supplied from commissioned Solar PV power plant.

10 Interpretation of the Guidelines


▪ In case of any ambiguity in interpretation of any of the provisions of these guidelines, the
decision of the Nodal Officer of concerned Discom shall be final.
▪ The guidelines would be reviewed by the respective Rajasthan Discoms from time to time and
necessary correction (if any), modifications, upgradation would be incorporated after getting
final approval from concerned nodal officer.
