DEVELOPMENT OF SMALL HYDRO PROJECTS IN THE STATE


PUNJAB IS HAVING A VAST NETWORK OF IRRIGATION CANALS AND DUE TO THE NATURAL TOPOGRAPHY OF THE AREA, LOW HEAD WATER FALLS ARE AVAILABLE AT REGULAR INTERVALS ON THESE CANALS. BASICALLY, THE VAST NETWORK OF CANALS IS MEANT FOR IRRIGATION OF AGRICULTURAL LAND BUT PEDA HAS ENDEAVORED TO EXPLOIT THE AVAILABLE LOW HEADS ON THE CANALS FOR GENERATION OF ELECTRICITY. IN ALL PEDA HAS IDENTIFIED 130 FALLS ON VARIOUS CANAL SYSTEMS HAVING TOTAL POWER POTENTIAL OF 130 MW WHICH CAN BE ADDED TO THE STATE GRID.

DEVELOPMENT OF SMALL HYDROS IN PRIVATE SECTOR ON BOO BASIS


As per the NRSE POLICY-2001, PEDA is developing the balance hydro sites through private investment . Accordingly PEDA is in the process of allotment of balance sites to private developers through International Competitive Bidding on Built, Operate & Own Basis(BOO) basis. The status of these sites is as under:

EXISTING POTENTIAL IN THE STATE IS 300MW. TOTAL EXPLOITED SO FAR 10 MW PROJECT UNDER CONSTRUCTION 6MW AVAILABILITY OF AGRO-RESIDUE FUELS -RICE STRAW,COTTON STALKS,RICE HUSK,CANE TRASH,BAGGASSE HAS BEEN TABULATED.

SOLAR PASSIVE ARCHITECTURE BASED OFFICE BUILDING OF PEDA

PEDA is constructing solar passive office building with following design features for maximizing daylighting use and energy conservation:

Unique floating slab system to allow free and quick movement of air.

Wind tower in the Central Atrium. Shell roof over central atrium designed to admit daylight without glare and heat.

Solar Photo-voltaic systems to generate electrical energy for office lighting and fans.

SALIENT FEATURES OF RENEWABLE ENERGY POLICY


The Private sector is encouraged to invest in NRSE power generation projects and the State Govt. would provide guarantees to the generating companies for payments from PSEB. If Govt. land is available, the same would be provided for setting up of NRSE projects on nominal lease rent of rupees one rupee per square meter for a period of 33 years with further renewal on mutually agreed terms and conditions. PSEB will purchase electricity in whole or part offered by the power producer without any restriction of time or quantum to ensure full utilization of NRSE. Time bound clearances with in a period of 60 days are provided by an Empowered Committee headed by the Chief Secretary through a single window clearance agency PEDA to entrepreneurs desirous of setting up NRSE projects. PSEB shall provide wheeling of power through its network with in the state at a uniform wheeling rate of 2% of the energy fed to the grid. The rate of sale of power to the PSEB from NRSE projects is Rs 3.01 per unit (Base year 2001-2002) with an annual escalation of 3% on yearly basis upto 5 years.

The banking facility for the power generated shall be allowed for a period of one year by the PSEB. Power generation from NRSE projects shall be exempted from levy of Electricity Duty. All payments will be paid by the PSEB to the generating company involving sale of power on a monthly basis. PSEB will accept the injection of energy in full during sustained high frequency hours to ensure full utilization of Non-conventional energy resources. Facility of irrevocable and revolving, Letter of credit issued by any nationalised bank will be provided by PSEB. In case of Mini/Micro Hydel projects,Punjab Irrigation Deptt. will accord technical clearances of drawings/technical specifications within 30 days. In case of Waste to Energy projects, Municipal Corporation will provide garbage at the project site free of cost. PEDA shall provide complete project facilitation services to the pvt. Developers desirous of setting up of NRSE projects.
