    INVITATION TO BID
    Executive Engineer, Central Civil Division, Pak PWD, Sukkur situated at House of
    the Bungalow No.42, Block-A Friends Cooperative Housing Society Shikarpur Road Near Yousif
    Masjid (Tableghi Markaz) Sukkur, invites sealed bids under single stage two envelop on
    personage rate basis from interested firms having valid licensed by the Pakistan Engineering
    Council (PEC) in appropriate category and relevant disciplines / fields of specialization for the
    works," CONSTRUCTION OF STATE WAREHOUSE AT CUSTOM OFFICE SHIKARPUR ROAD,
    SUKKUR."Estimated Cost Rs.30161202/-, which will be completed in two years.

    2. A complete set of Bidding documents containing detailed terms and conditions,


    may be purchased by an interested eligible bidder on submission of a written application
    supported with mandatory documents, As mentioned here under, from the office of the
    undersigned latest by 25-03-2022 up on payment of a non-refundable fee of Rs.2000/-

    3. Bidder will submitted two sealed envelops simultaneously, one containing the
    technical proposal and the other financial proposals, dully marked separately with page
    numbering, duly signed and rubber stamped, and enclosed together in an outer single envelop,
    in consonance with Rule-36 (b) of PPRA 2004.

     Initially, only the technical proposals shall be opened. The Financial Proposals
    shall remain sealed and to be held on custody of the undersigned, the technical
    proposals shall be evaluated at first stage. No amendments or changes in the
    technical proposals shall be permitted and shall be without reference to the price.
     Technical proposals that do not conform to the specified requirements shall be
    rejected as deficient & non-responsive bids.
     Following approval of technical, evaluations by the competent authority; The
    financial proposals will be opened publically at a time, that and venue announced
    and communicated to the bidders in advance.
     Following approval of financial proposals by the competent authority, the contract
    is to be awarded to the bidders whose bid has been determined to be the most
    advantageous bid.

    4. All Bids (technical) must be accompanied by fixed bid security of Rs.1200000/-


    in form of Call Deposited drawn in favor of the Executive Engineer, Central Civil Division , Pak
    P.W.D., Sukkur and must be delivered to the Office of undersigned on 28th Mar-2022 before 14:00
    hours, technical bids will be opened 14:30 hours on same day in the presence of bidders /
    representatives who choose to attend, at the same address.

    A. MANDATORY REQUIREMENTS
    a. Valid registration certificate from Pakistan Engineering Council (PEC) having
    category C-4 or above under relevant fields of specialization.
    b. Valid NTN certificate & SRB (Active Taxpayer status) from Federal Board of
    Revenue.
    c. Affidavit that the firm is not blacklisted or engaged in any litigation on any project
    or by any organization.
    B. TERMS & CONDITIONS
    a. Tenders Documents shall be issued only to proprietor of firm OR Authorized
    Representative bolding registered power of attorney.
    b. Bid Security in shape of Call Deposit / Bank Draft in favor of undersigned, dully
    mentioned the name and the title of the firm by any scheduled bank.
    c. No tender will be sold / issued on the date of opening and to the ineligible firm /
    contractors.
    d. If the contractors disfigure / disrupt the tenders, their bid security will be
    forfeited in favor of Government besides taking panel action as per rules.
    e. Tender Notice is also available at PPRA Website (www.ppra.org.pk).
    f. Other terms & conditions as mentioned in bidding documents will apply
    mutatis mutandis.
    g. No Tender will be entertained which received through postage or courier services.
