CHAPTER 1
1.1 Background
The agenda of the Duterte Administration is to boost infrastructure development

through the program named Build, Build, Build (BBB) and usher Golden Age of
Infrastructure of the country in the medium term. This include the intensifying
investment of public infrastructure to sustain growth momentum and provide support to
other productive sector.
The current Manila Light Rail Transit 1 (LRT 1) was built year 1984 during President
Ferdinand Marcos and this was the first ever rapid transit in Southeast Asia. LRT line 1
connecting from Baclaran, Paranaque City to Roosevelt, Quezon City. It has 20 stations
that serving cities of Paranaque, Pasay, Manila, Caloocan and Quezon.
Over three decades of operation, the transit has been reached the maximum
capacity of commuters with an approximately average of half million passengers a day.
The transit became convenient public transportation in the Metro Manila since it was
aligned to major colleges and universities, and accessible to central business districts
along Taft Avenue (Rail Road 2).
Poor maintenance of LRT 1 also affects the frequent malfunctions of wagons that
cause delayed services. Developing new stations can help to increase the capacity rate
of the train which expected to benefit million Filipinos. The extension also has the main
goal to ease the traffic congestion experiencing by commuters and has privately owned
vehicles travelling between Cavite and Paranaque through N95 road. The transit
extends to lessen the travel time of commuters coming from South-bound of Metro
Manila going to work and attending in school.
The extension starting from Baclaran Station to Niog Station in Bacoor, Cavite City
with total of 8 additional stations. The existing 20.7 km LRT 1 railway proposed to
extend approximately 11.7 km more having 10.5 km elevated and 1.2 km at-grade with
approximate total length 32.4 km. The LRT 1 will be operated and maintained by the
private proponent the integrated system, and undertake the design, construction and
financing the Cavite Extension. Once fully operational, the entire line of LRT-1 is
expected to accommodate 800,000 passengers daily, nearly double its current average
ridership of 458,000 passengers daily.
1.2 Objective
The extension of the LRT 1 south line has the following objectives:
 To ease the traffic congestion in Paranaque, Las Pinas and Cavite
 To improve commercial development around the rail stations along the line
 To improve access to central Manila by providing off-street public transport
connections to and from the rapidly growing southern section of Metro Manila
 To create an enabling environment and model for public private partnerships
in transport infrastructure through the development of a financially sound
PPP project
1.3 Location
The existing system of LRT 1 was located between Baclaran, Paranaque City and
Congressional Avenue in Quezon City with 20 stations. The south extension of the
LRT1 extends its line from Baclaran, Paranaque up to Barangay Niog, Bacoor, Cavite.
The proposed Cavite Extension initially include eight new passenger stations namely
Redemtorist Station, MIA Station, Asiaworld Station, Ninoy Aquino Station, Dr. Santos
Station, Las Pinas Station and Zapote Station covering of 11.7 km with 90% elevated.
1.4 Target Beneficiaries
The proposed project targets the Filipino commuters from south going beyond the
Metro Manila premises expecting to reduce the travel time from Baclaran to Bacoor to
be cut to 25 minutes from up to two hours. Commuters will have easily access to central
Manila by providing off-street public transport connections to the rapidly growing
southern portion of Metro Manila.
1.5 Project Duration

The Cavite Extension will feature eight more stations from Baclaran, increasing the
total number of LRT-1 stations from 20 to 28. The eight stations will be located at
Redemptorist, MIA, Asiaworld, Ninoy Aquino, Dr. Santos, Las Piñas, Zapote, and Niog.
The first five stations of the extension will be built in the first phase, while the
remaining three stations are scheduled for completion in 2022.
1.6 Project Partners

Light Rail Manila Corporation (consortium of Ayala Corporation, Metro Pacific Light
Rail Corporation and Macquarie Infrastructure Holdings) was the winning bidder of the
project. A public-private partnership (PPP) venture which the National Economic and
Development Authority Board first approved in November 2013.
1.7 Budget
The proposed budget LRT 1 Cavite Extension project cost Php 64.9 billion with
inclusive of the 19.83 billion ODA component.
