Scope of Work for Operations and Maintenance Partners

Sensitivity: Internal (C3)


Scope of Work for O&M at Nand Ghars

Baseline and Needs Assessment

1. Understanding the physical, social and economic conditions of the villages where Nand
Ghar will provide services and act as a resource center
2. Identifying Nand Ghar stakeholders such as beneficiaries and key influencers in the
community
3. Understanding the baseline enrollment and attendance of children in existing
Anganwadi Centre
Activities:
1. Conducting Focused Group Discussion (FGD) with the stakeholders including Village
Sarpanch, sample set of Nand Ghar beneficiaries, CDPO/ DPO, NGO/ CSO in the area,
to ensure-
a. Validation of the outcomes of the Baseline Assessment w.r.t. thematic areas,
services and operations of AWC on a sample basis
b. Assessment of the levels of motivation and community ownership by community for
AWC
c. Identification of reasons for low community buy-in or other challenges such as poor
nutrition, lack of hygiene practices, poor access to health facility, low awareness,
poor education facility, and many more.
d. Providing solutions to overcome the challenges
e. Understanding the larger factors in play that impact the overall perception and
motivation to access AWC services, which subsequently will lead to community
ownership

1. Community Mobilization and Engagement


Intent:

Mobilizing the community stakeholders such as Nand Ghar beneficiaries, community leaders,
opinion makers and Government functionaries etc. for generating enthusiasm for Nand Ghar
prior to its opening

Activities:
1. Initiating a campaign around Nand Ghar services and its benefits before commencing
operations in the Nand Ghar.
2. The theme for the campaign may be decided based on the findings of Baseline and
Needs Assessment
3. Highlighting the quality of services delivered through Nand Ghar, list of services (mid-
day meal, early childhood education, and skills) in each thematic area such as for Nand
Ghar beneficiaries and community at large through the campaigns. Nand Ghar to be
positioned as a model play school for building cognitive and motor skills of the children

Sensitivity: Internal (C3)


4. Reaching out to all the families with children aged between 0-6, and women above 18
years of age (preferably married) at least 15 days in advance and share campaign
programme details.
5. Reaching out to the community through broader community outreach programme
6. Sharing of knowledge material on IEC/ BCC with the community

2. Community Engagement
Activities:
1. A community based monitoring system (CBMS) comprising of VHSNC (Village Health
Sanitation and Nutrition Committee – wherever nonf-unctional, facilitating its revival,
Meeting of PRI members and community members (parents of the children coming to
Nand Ghar) as well as youngsters (adolescent girls/ newly married women, etc) for
generating inputs to improve the Nand Ghar functionality, the same to be monitored and
recorded.
2. Developing a pool of community volunteers for periodic engagement in addressing
community issues, expanding the reach of the programme, etc. and eventually becoming
the project brand ambassadors in their respective villages.

3. Training the functionaries of Village Health Sanitation Nutrition Committee (VHSNC),


organizing monthly meeting of VHSNC involving discussions with respect to the quality
implementation of the project activities and the need for future community based activities
to strengthen the project, exploring the possibility of linkage with other community
structures such as SMCs.

3.Chaabi Handover Ceremony


Intent:
A ceremonial and symbolic handover of newly constructed/ renovated Nand Ghars to Gram
Pradhan/ Sarpanch/ AWW/ others (based on local context) for engaging the stakeholders
and enhance community ownership

Activities:
1 Conducting the ceremony at least 2 days prior to starting operations at Nand Ghar
2 Branding, invitations, food & refreshments, logistic such as tents, chairs etc., ceremony
agenda for the ceremony.

4. Event Plan
Intent:

Engagement with community stakeholders such as Nand Ghar beneficiaries, community


leaders, opinion makers and Government functionaries etc. for effective functioning and
success of Nand Ghar

Activities:
1. Developing an event plan for 6-12 months for community events at Nand Ghar with
mutual discussion with VF
2. Organizing below events at each Nand Ghar-
a. 26 Jan- Republic Day
b. 8 March – Women Day
c. 28 May – World Nutrition Day
d. 21 June – Yoga Day
e. 15 Aug- Independence Day
f. 5 September – Teachers Day
g. 14 Nov – Children Day
h. Need Based
3. Planning with respect to-
a. Budget estimates
b. Relevant stakeholders to be involved such as Nand Ghar beneficiaries, Government
functionaries, community leaders, etc.
c. Schedule of the event about half a day long
4. Organizing of one monthly community engagement event such as bal melas, village
meetings (where Sarpanch is present), parents/ mothers meetings, etc. in all selected
Nand Ghar centers/villages.
5. Organizing one event per quarter creating awareness and linkage to one of the many
govt. schemes to be organized in the community. These events can range from facilitating
aadhar card camps, linking to govt. health schemes, etc.
6. One mega event (Nand Ghar Day Celebration), like Nukarnatak/ mega health camp etc.
to be conducted once in 6 month to ensure community involvement and progress sharing
of the project at large.
7. Conducting the events as per the approved Events plan.

5. Pest Control
Activities:
1. Pest control at each Nand Ghar as per standards defined by Food Safety and Standards
Authority of India (FSSAI) guidelines/ schedules. The pest control will include the
following:
a. Insect control
b. Rodent control
c. Bird and wildlife control
d. Weed control

2. Annual review report on pest control including pest management plan, pest control
installed, services and monitoring the surroundings.

6. Water Testing
Activities:

Sensitivity: Internal (C3)


1. Facilitating microbial, toxin and chemical testing of drinking water at each Nand Ghar,
every quarter so that the water is safe for consumption.

2. Lab testing of water from a certified lab.

3. In instances of adverse water test report must be brought to attention, consumption of the
water to be avoided.

4. Arranging for alternate water source.

7. Consumption of Food
Activities:

1. Usage of clean and safe utensils for food consumption

8. Nutrition Awareness Campaign


Intent
To spread awareness on nutritional requirements of children and emphasize on clean and
hygienic cooking practices
Activities:

1. Developing kitchen gardens / nutri gardens in the Nand Ghar premises or in the premises
of beneficiaries; through linkage with PRIs, Govt. support towards providing nutritional
support to the women and children.

2. Organising a ‘nutrition awareness campaign’ for sensitising women members of the


community on proper feeding practices for children and ill effects of malnutrition.
3. Organizing training of family members including mothers of all children registered at
Nand Ghars on food recipe on monthly basis. This platform is to be used as an
opportunity to build community connects as well as help women learn innovative ways to
make the same food more nutritious and palatable.
4. Facilitate in Organising CMAM Camps for targeting Zero Malnutrition in Nand Ghar
Catchment.

9. Strengthening Nutrition Systems


1. Tracking of Take Home Ration (THR) at Nand Ghar and cluster level, and efforts be
ensure its improved utilization for (3-6 year olds). Any mismatch on quality and quantity
of the THR to be reported at cluster/ district level to the ICDS officials. The entire process
to be documented
2. Verifying the quality of the THR at cluster level, testing the food tested for nutrient content,
in light of accessing the nutritious component in THR once in every quarter so that
necessary advocacy and follow up with govt. system can result in positive response and
necessary and proactive action is taken on any gaps identified.
3. Identifying the gaps in the food supply process of govt., proper due diligence and actions

to streamline the process and make it as efficient as possible.
4. The monthly report to have a dedicated section on the nutrition (student growth chart,
Take Home Ration and usage and metrics)
5. Understanding the gaps in the existing SHG systems to provide hot cooked food for
children at Nand Ghars and revive the SHGs
a. Conducting baseline study to identify the registered SHG with govt. department
(ICDS) who have been contracted for preparing the lunch (fresh hot meal) for the
Nand Ghars in the areas identified. The same to be documented to capture their
current status of operations.
b. Making efforts for revival of the dysfunctional SHG’s (either the existing one) or
should follow the SHG formation process to form a new women SHG who can be
engaged for cooking of hot meal.
c. Following up with Supervisor (ICDS) , ICDS department and any other agency as
necessary, securing the list of children registered at each centre, update and
validate the same and accordingly coordinate with the govt. department to
streamline the sanctioning of money for undertaking the fresh hot meal
preparation activity by the SHG’s.
d. Conducting regular quality check on the quality of food prepared and served at
Nand Ghars and submit evidence of safe consumption of the food/ supplies. The
schedule for these checks are –
i. Twice a week – for first 3 months
ii. Once a week – for subsequent 3 months
iii. Once every fortnight – for another 3 months
iv. Once a month – post completion of 3 quarters.

e. Ensuring that the necessary cooking equipment’s, gas and other pre-requisites
are purchased as one time support and to write off in the name of the SHG
registered. Undertaking responsibility for the safety of all activities & processes
conducted at the centre.
f. Cooking is to be undertaken in the campus of Nand Ghars - O&M Partner to
secure and ensure necessary standards, hygiene and avoid any contamination
of food. A dedicated section can be developed for safe storage and cooking of
food.
g. Supervising and maintaining the stock registers, usage and cleanliness of the
entire campus to avoid attraction of rodents and other insects.
h. Reports and process to ensure zero contamination of food
i. Facilitating development of financial saving habits among them and explore &
evolve opportunities for interested members on livelihood activities.

10. Health

Health Camps
Activities:

Sensitivity: Internal (C3)


1. Logistics such as tent, furniture specific for setting up health camp and other support for
monthly camps at Nand Ghars which can be accessed by community at large.
2. Mobilizing community for attending the health camps.
3. Ensuring that the following health services are being provided by the Health Partner
during Health Camps:
a. To Nand Ghar beneficiaries
i. Insurance/ health card
b. Health services to Community (including Nand Ghar beneficiaries)
i. Routine check-ups
ii. Dispensing OTC medicines
iii. Referrals for severe health cases
iv. Basic non-invasive tests
v. Pregnancy care services
vi. Health screening and check-ups
4. Ensure the availability of Information Education and Communication (IEC)/ Behavior
change communication (BCC) material for distribution during the health camps and is
present at all times at each Nand Ghar.

11. MHV Visit Frequency/ Tele Medicine Camps Frequency:

1. Ensure the MHV visit each Nand Ghar twice a month and is stationed for at least half a
day. Or Ensure Tele Medicine Camps are organised twice a month at Each Nand Ghar.

2. Copy of MHV visit/ Tele Medicine Camp schedule to be shared with the community.
3. Monitoring that health services are provided to two Nand Ghars each day and covers the
entire cluster (of 25 Nand Ghars) in a fortnight.

12. Health and Hygiene


1. Training on nutrition, health and hygiene to the Anganwadi staff of all the selected Nand
Ghar centers. (The training to cover, but not limit itself to - identification of SAM and MAM
children, tracking of children through SVC, MUAC, height and weight of children, optimum
utilization of the health kits provided at centre, inculcating the practice of health & hygiene
in their day to day lives etc.)
2. Tracking of children in all Nand Ghars, support to the ASHA and AWW would be provided
by the field functionaries for tracking of children through SVC. Initially baseline data to be
recorded.
3. Developing SVC for each centre - ASHA with the support of AWW and field functionaries
will fill the Shishu Vikas Card (SVC) on monthly basis. Purpose of the filling the SVC is
to track the health and nutritional status of child so that mother can take appropriate action

if needed. Regular interactions with mothers on bringing awareness about this card
should be done. For the same, SVC Card would be printed and given to all the selected
Nand Ghar Centers.
4. Referral to MTC and follow up: In order to provide the nutritional treatment to the
malnourished and SAM children, referral facilities would be provided to the needed
children with the support of ASHA and other concern government officials, facilitating
identification of the malnourished child in the areas as well ensure proper referral to be
provided to the child. Awareness and benefits of this service to be explained to the
families of the identified children.
5. WASH programme to be implemented in Nand Ghar – to ensure toilet training, hand
washing, wearing of slippers while going to toilet, etc. are regularly practiced at the
centre. A matrix to be developed to ensure we can tap behavior change as well as usage
of sanitation facilities at each centre. A Dustbin to be provided and utilised at each centre
to maintain cleanliness of the campus.
6. Organizing sessions on menstrual hygiene etc. in the area in coordination with AWC, for
the identified adolescent girls as per the survey, as well as during the MCHN day. Sample
sanitary pads to be distributed once after sensitization session.
7. Listing down Government schemes meant for Anganwadi programs, prepare a plan to
reach out to potential beneficiaries and execute the same in coordination with ICDS
officials. Regular evaluation of the schemes to be carried out.

13. Maternal and Child Health and Nutrition (MCHN) day celebration
1. Each Nand Ghar to have a record of the registered women (lactating and pregnant) as
well as the list of immunization of children.
2. A record of Mamta card as well as village visit record to be maintained at Nand Ghar by
the ASHA.
3. During the MCHN day, the activities conducted to be recorded (including but not limiting
to the FP lessons, menstrual hygiene, and session on nutrition as well as Anayprasan).
4. Every month – one event of “Well baby show” or “SWASTH NAND UTSAV” Karyakram
to be conducted where the winner to be awarded with a small token of appreciation (a
certificate with a picture of the mother and baby).
5. The parameter for the awarding this recognition to be jointly developed and record to be
maintained accordingly.
6. Record to be maintained for the THR distributed and feedback to be recorded on the
ways it has been used for consumption.
7. Lab test of the THR to verify the nutrient component as well as take session on how to
improve the consumption of the same in mothers/ lactating women and children.
8. Ensuring that women and children coming to the centre on MCHN day are engaged and
find value in being associated with this programme.
9. ASHA and ANM availability is to be ensured on this day, so that immunization of the
children is followed as specified.
19. Skill

Sensitivity: Internal (C3)


1. Initiating a campaign around skill services (entrepreneurship and skilling) and its benefits
before commencing operations in the Nand Ghar. (Refer to Section B Community
Mobilization and Engagement)
2. Supporting Skill Partner in arranging the logistics for Entrepreneurship Development
Programme trainings
3. Performing supervisory monitoring services for Skill thematic area. (Refer to Section M –
Monitoring and Reporting)
4. Advocate for uptake of skill model at all Anganwadis in the cluster (Refer to Section J-
Government Engagement)
5. Explore hosting in house fellowships for candidates from reputed colleges/ institutions
who can come and add value to the programme.
6. Hold camps for mobilizing women for enrolling / registering them for provisioning
government benefits. All eligible Women to be registered under the following government
schemes:
a. health entitlement,
b. financial inclusion,
c. insurance,
d. pension
The above list is indicative and not limited to. The O&M Partner can go beyond these
schemes to add new schemes.

20. Education

A. Parent Teacher Meeting (PTM)


Activities:

1. Organizing PTM at each Nand Ghar once every quarter ensuring minimum 75% of the
parents (of enrolled beneficiary) are present.

2. Communication of the event to the parents at least one week in advance and will mobilize
them on the day of PTM.

3. Documentation of the minutes of the meeting and circulation of same to the parents and
Nand Ghar team.

B. Training and Capacity Building


Activities:
1. Support Education Content and Training Partner in arranging local logistics for training of
AWW, Sahayika and line department officials at district level on curriculum and content of
early-childhood education

Sensitivity: Internal (C3)


C. Strengthening of the existing education system
Activities:
1. One exposure visit to be planned in a year where the AWW and Sahayika are taken to a
different location (preferable outside the state) to learn best practices in this field. A
detailed report to be developed and submitted for the same.
2. Provide regular hand holding support to the AWW's (AWW and Sahayika) for effective
delivery ECCE through proper follow-up and dissemination of modules as per framed
ICDS curriculum.
3. Appropriate evaluation matrix to track and monitor the improvement in AWW.
4. In addition to teaching the curriculum specified by the govt., to ensure that soft behavioral
aspects like – sharing, basic etiquette, greetings, hygiene practices, toilet training, etc.
are specially focused upon.

21. Asset Management


Intent
Nand Ghar infrastructure including fixtures is maintained and functioning at all times.

22. Asset handover


Activities:
1. Ensuring that all fittings and fixtures of the building are physically verified and duly tested
(wherever applicable) on site. The handover list post testing and verification must be duly
signed by the O&M Partner
2. In case of any unsatisfactory installation, the same must be recorded immediately and
reported to Vedanta team within one week, with the resolution timeline.
3. Installation of electrical fittings and water purifier/filter for Nand Ghars where it is not
installed.

23. Asset Upkeep/ Housekeeping


Activities:
Physical status and usage of assets
1. Update the status of all the physical assets and its usage condition on MIS monitoring app
during the visits
Status and usage of consumables
1. At any point of time the consumables (excluding the pre-packet food inventory) must be
available in stock and in working condition (wherever applicable) in a Nand Ghar
2. Ensuring the following at a Nand Ghar:
a. Cleanliness of Nand Ghar building
b. Maintenance and cleanliness of utensils, furniture, durries, etc.
c. Refiling distilled water only (wherever required) in the solar battery/ inverter
d. Changing candles of water purifier or through AMC (wherever applicable)
3. Maintaining an inventory register for consumables and ensure sufficient stocks at any time in
a Nand Ghar

Sensitivity: Internal (C3)


4. Greenbelt to be developed at all Nand Ghars – to include nutritious plants/ tree (local
cushion) and flowering plants. (evaluate plants requiring very little water for survival )

24. Asset Security


Activities:
1. Insurance cover for all assets of Nand Ghar (it also includes building infra if Nand Ghars
are green field). The terms of insurance are to be finalised in consultation with the Nand
Ghar team.
2. Ensuring that at any point of time the assets, which must be present at all times, are in
working condition
3. Any pilferage of consumables and hardware stolen from the Nand Ghar premise would
be covered under pilferage. Detailed report needs to be submitted to Nand Ghar team
within 15 days of first identifying pilferage.
4. Force majeure includes any unforeseeable circumstance (such as war, strike, riot, act of
god) hindering operations/ causing damage to Nand Ghar. Detailed report needs to be
submitted to the Nand Ghar team within 15 days of event getting over or stable social
and physical environment around the Nand Ghar, whichever is earlier.
5. Any other exceptional circumstance to be communicated to the Nand Ghar team within
15 days of occurrence.

25. Government Engagement

Intent:
Maximizing outreach of services provided at Nand Ghar. The partner will liaise with the
Government Functionaries, to ensure the following:
1. increased ownership of Nand Ghar with the community
2. increased acceptance of services provided through Nand Ghar across all thematic
areas

Activities:
1. Identify key stakeholders within the Government and showcase the value proposition of
Nand Ghar services
2. Understand associated concerns and inhibitions of the officials. Address those concerns
and situate the same in the context of Nand Ghar services

26. Nand Ghar as a Resource Centre


Intent
To maximize the utilization of Nand Ghar infrastructure as a resource hub for the community

Activities:
1. Based on the findings of Baseline and needs assessment, activities for which Nand Ghar
should be utilized must be identified

Sensitivity: Internal (C3)


2. An indicative list of activities that can be conducted for community post Nand Ghar
operations are as follows
a. Chaupal in the evenings/ Farmers information center
b. Movie screening for community
c. Spoken English/ tuition classes for adults & adolescent youth
d. Computer education for young boys late evening
3. Organise these events in a manner similar to the events ( refer to Section 1.4)

27. Rewards and Recognition


Activities:
1. As an essential step to incentivize the AWW and to increase the community ownership
of Nand Ghar, the following competitions must be organised:
a. Best Nand Ghar competition
b. Increased participation by children
c. Increased achievement of early childhood milestones
2. The responsibility for these incentives and disbursement of the same will lie with the O&M
partner.
3. It must be emphasized here that the competitions listed are recommendatory in nature,
changes can be made mutually.

28. Monitoring and Reporting


Activities:
1. Monitoring and reporting of the following services provided at Nand Ghar:
a. Education: attendance, use of smart TV, BaLA, smart kits while teaching
b. Nutrition: preparation and consumption of pre-packed food under safe and
hygienic conditions
2. Supervisory monitoring services for the following:
a. Skill: EDP training participation, skill-based training and enterprise/ gainful
employment
b. Health: frequency of MHV visit, and usage of IEC material
c. Training component of education
3. Asset management services for the following:
a. Nutrition: storage of pre-packed food at Central location and at Nand Ghar
b. Nand Ghar asset: including asset security, up-keep and inventory management
4. The frequency of monitoring of indicators is as follows:
a. Asset and Staff Performance (Regular & Occasional)

5. Each Nand Ghar needs to be visited every alternate day to monitor and report the data
in the mobile based app.
6. The list of data points to be monitored by O&M Partner is provided in Annexure 1.
7. From time-to-time additional information (over and above data reported in the IT tool) will
be reported to Nand Ghar team. In such cases, physical reports must be generated by
O&M Partner.

29. Feedback and Grievance Redressal

1. Collection of feedback and grievances from the community and report the same to Nand
Ghar team, first feedback within 3 months of start of, going forward, O&M Partner must
collect feedback bi-annually and when any ad-hoc feedback is received.
2. Work towards grievance redressal whenever a grievance is raised by the following
stakeholders: Beneficiaries of Nand Ghar
a. Parents of the beneficiaries of Nand Ghar
b. Government functionaries
c. Community influencers
d. Community at large

3. Implement the redressal within 30 days of receipt of complaint, and send feedback to
Vedanta team within 15 days of redressal

30. Deliverables
The key deliverable of O&M Partner is to ensure seamless delivery of services mentioned in the
above sections at each Nand Ghar facilitated through technology led android based mobile app.

Apart from this, O&M partner will have to maintain the following documents:

1. Report on findings and validation of Baseline and Needs Assessment through FGD
2. For activities that qualify under Community Mobilization and Engagement, outreach plan
and outreach report must be prepared. Indicative list of such activities are as follows:
a. Community Kitchen
b. All events under approved Events plan
c. Parents Teachers Meeting
d. Health camps
3. Chaabi Handover Ceremony report
4. Approved Event Plan

14. The monthly report to have a dedicated section on the nutrition (student growth chart,
Take Home Ration and usage and metrics), captures the details of the schemes
leveraged making the program sustainable and more community driven.

31. Animal Welfare Programs through Nand Ghars:


The O&M partner will also focus on carrying out Animal Welfare programs through the Nand
Ghars, these programs would center around providing healthcare services to animals though
periodic immunizations, De-worming, and other veterinary check-up programs. These programs
should be carried out in convergence with the Animal welfare departments or government
institutions.

NOTE:

1. Further guidance on how O&M Partners can schedule their daily activities is provided in
Annexure 2- O&M Partner’s daily schedule

Sensitivity: Internal (C3)


Payment Terms

The payment towards provisioning of services will be governed by the following terms:

1. No advance payment shall be made to the partner towards any service.


2. All payment requests should be presented along with supporting invoices, bills or
proof of deliverables/reports, as applicable.
3. Monthly UC along with invoices and supporting documents should be submitted
within 15 days from the end of the month in hard copies, in original.
4. All payments would be processed within 45 days of submission of correct
Utilization Certificate (UC) and invoices.
5. All Utilization Certificates (UC) must bear the following details in order to be
processed:
• Unique UC number
• UC date
• LoI / MoU / Contract no.
• State (Mention all states in case of multiple states)
• District (Mention all states in case of multiple states)
• Partner’s Name
• Amount (along with line-item wise break-up)
6. All invoices should be in printed form and must be duly signed by authorized
signatory along with the firm’s stamp.
7. Hand-written invoices are to be strictly avoided. In case of certain unavoidable
cases, the firm/user has to serve prior intimation and take approval from the Nand
Ghar Team for claiming charges on hand-written bills. Any such hand-written bill
with overwriting or corrections will not be considered for payment.
8. GST Clause – For claiming the GST input tax credit, all presented invoices must
bear the correct GSTIN number of <Vedanta Foundation> / <Anil Agarwal
Foundation>, along with the applicable SAC/HSN codes.
9. For individual bills claimed as sub-part of reimbursable/on-actual expenses, the
following needs to be strictly followed:
• Each bill must bear bill number, date of purchase, name and/or stamp
