Note:
- Mechanical forces in lateral or axial direction caused by external forces, e.g. cable forces to the connecting flange of
the cable connection enclosure shall not exceed 2kN. Forces in both direction can apply.
- Mechanical forces caused by internal forces to the cable termination are specified within IEC 62271-209, clause 6.2
- The overpressure relief device for the gas compartment including the cable connection enclosure is designed for
covering possible internal faults within that compartment; it is not designed to cover internal faults within the cable
termination as this component is not part of the GIS.
- According to IEC 62271-209, the insulation between the gas compartment of the gas-insulated cable connection
enclosure and the cable termination serves as a barrier to prevent the flow of insulating gas between the components.
Cable terminations which allow a flow of gas (e.g. SF6) between the components are not in conformity with the standard
and are not appropriate for installation into the cable connection enclosure. Installation using a cable termination
without an insulating barrier conforming to the requirements of IEC 62271-209 may lead to death, personal injury and/or
property damage.
- Neither Siemens AG, nor any of its affiliates, subsidiaries, successors or assigns, shall be responsible or liable for any
claims, losses, or damages, including, but not limited, to death, personal injury or property damage, resulting from or
relating to an improper installation of the cable termination into the cable connection enclosure.

Switchgear design
Enclosures
Depending on their shape and size, the housings are made out of cast aluminum or of welded aluminum
or of steel. Housings and expansion joints form together the pressure-resistant housing of the switchgear.
The enclosures are single-pole encapsulated.
The manufacturing and testing of the enclosures follow state-of-the-art technology. Each housing is
subjected to a pressure and gas tightness test and complies with the requirements of the relevant EN
standard.
Surface Treatment
Steel (covers):
Indoor: hot galvanised or painted
The used lacquers are free of harmful materials like cadmium, lead and chromic acids.
Page 5/22
245kV GIS for IWMF, TUAS Singapore
Busbar
• The busbar consists of passive busbar modules which form a common gas compartment.
The busbar is separated gas tight from the remaining bay modules.
• Coupling contacts absorb the thermal expansion inside the conducting path.
• Expansion joints along the busbar run allow the compensation of tolerances and thermal
contraction/expansion of the housings
• Busbar sectionalizers can be installed in the busbar run. They form a separate gas
compartment
Circuit-breaker
• The circuit-breaker consists of three single-phase poles in horizontal arrangement. It forms
the basis on which the other modules of the bay are mounted
• Switching takes place by means of separate spring-charged operating mechanisms for
single-pole auto-reclosure
Page 6/22
245kV GIS for IWMF, TUAS Singapore
• The gas flow required for arc-quenching is generated in the interrupter units by means of the
puffer piston and cylinder (self-compression principle of SF6 gas in the arcing chamber)
• The control unit contains the drive mechanism and equipment for control and monitoring of
the circuit-breaker
• Mechanical position indicators are directly connected to the operating drive rods. They show
the single-pole switching state. Auxiliary switches allow electrical monitoring of the contacts
and any intermediate positions.
Disconnector switch
• The disconnector forms a separate module. However, a combination with earthing switches
is possible.
• The isolation distance of the disconnector is created between a moving contact pin and a
fixed contact element.
• The disconnector has a common motor drive for the three poles
• Mechanical position indicators which are connected to the operating mechanism shaft show
the triple-pole switching state. Auxiliary switches allow electrical monitoring of the contact
and any intermediate positions
• Manual operation of the motor operating mechanism is possible
• The motor drive can be blocked in the open or closed position by interrupting the electrical
control directly at the operating mechanism
Page 7/22
245kV GIS for IWMF, TUAS Singapore
• Each pole of the high-speed earthing switch has a spring snap-action mechanism. The
spring snap-action mechanism is charged by means of a DC-motor drive.
• Mechanical position indicators which are connected to the operating mechanism shaft show
the single-pole switching state. Auxiliary switches allow electrical monitoring of the contacts
and any intermediate positions.
• Manual operation of high-speed earthing switch is possible.
• The motor drive can be blocked in the open or closed position by disrupting the electrical
control directly at the operating mechanism.
Current transformers
• The current transformers are of inductive type.
• The current transformer consists of the primary winding and the secondary elements. The
conductor forms the primary winding. The secondary elements consist of the inner electrode
and the toroidal cores which are arranged on the inner electrode. The secondary windings
are fixed on the toroidal cores.
• The secondary elements of the current transformer can be installed either inside or outside
the SF6-gas compartment.
• The terminals of the secondary windings are connected in the terminal box. The terminal box
is located directly on the current transformer. Secondary winding taps allow multiple ratios.
Connection of the various taps can be made in the terminal box.
• The cores can be used for metering or protection purposes.
• The current transformers comply with IEC standards.
Voltage transformers
The voltage transformers are of inductive type.
• The voltage transformers consist of an iron core with the secondary windings, the single-
stage primary winding with the high-voltage electrode and the high-voltage connection. All
windings are designed as multi-layer windings with plastic foil insulation.
• The terminals of the secondary windings are connected in the terminal box. The terminal box
is located directly on the voltage transformer.
• The voltage transformers will be removed from switchgear during the HV cable testing.
• The voltage transformers comply with IEC standards.
Surge arresters
• Surge arresters are designed to protect the switchgear against the effects of overvoltages.
• The normal type of surge arrester is suitable for power frequencies between 48 and 62 Hz
• The active part of the arrester are metal oxide resistors mounted in series within a cage of
FRP (Fibre Reinforced Plastic) rods.
• Pressurised SF6-gas filled into the aluminium cast tank forms the insulation. The pressure of
each arrester is indicated on the rating plate.
Page 8/22
245kV GIS for IWMF, TUAS Singapore
• The SF6 maintenance point and the density monitor are located on the cover on the earthed
side of the arrester housing.
• The gas compartment is monitored in the same way as the gas compartments of the
switchgear.
Interfaces to others
• The cable connection housings without cable sealing ends acc. to IEC 62271-209 and our
interface drawing 1)
• The terminal studs/plates of the SF6/air bushings acc. our interface drawing
• The transformer connection housings without SF6/oil bushing acc. to IEC 61639 and our
interface drawing.
1) Note: The design of the cable termination shall be fully in conformance with IEC 62271-209. According to this
standard, the insulation between the gas compartment of the gas-insulated cable connection enclosure and
the cable termination serves as a barrier to prevent the flow of insulating gas between the components. Cable
terminations which allow a flow of gas (e.g. SF6) between the components are not in conformity with the
standard and are not appropriate for installation into the cable connection enclosure.
2) This project use SF6 Sealing End according IEC 62271-209 with our interface drawing
EMC
A variety of EMC control measures are considered in the design of the 8DQ1 switchgear
• Screening measures in the current and voltage transformers
• High-frequency-compatible shielded measuring and control cables
• Shielding and earthing of electronic modules
• High-frequency-compatible design of earthing for building and GIS (supplied by others)
Earthing material
All necessary material required for the connection of the switchgear to the embedded
grounding and potential grading grid, provided by the contractor in the foundation plate.
Page 9/22
245kV GIS for IWMF, TUAS Singapore
Dispatch
The dispatch units are fixed at the factory with respect to the layout of the switchgear modules.
Delivery of one complete feeder with out the interface modules in one dispatch unit is possible
depending on the switchgear design. The other modules like voltage transformers, SF6/air
bushings, and connection modules will be packed separately.
Maintenance
Siemens metal-enclosed SF6 insulated switchgear requires extraordinarily little maintenance.
The maintenance effort recommended is limited to those parts which are subject to wear or
ageing. The time and extent of the work to be carried out depends on
• The number of short-circuit operations
• The switching frequency and
• The operating time
Page 10/22

III. Guidelines for storage & handling of GIS & its components
1. Objective
This work instruction describes all storage, handling and transport of GIS bays and module
after receipt of GIS bays, modules and material at site in order to be able to ensure the product
quality.
Taking into account the various influences on the goods (climate conditions, duration of
transport and storage, method of transport), several different types of packaging are used. The
type of packaging is noted on the packing slip and subsequently described. Drawings on the
packaging give information on the nature and arrangement of transport devices.
The accessory items are delivered on wooden pallets, in open crates or sturdy corrugated-
cardboard boxes.
The sealed packaging surrounds the contents on all sides with a barrier layer. The quantity of
drying agent contained in this barrier layer limits the relative humidity to a level of < 60%, a level
which can cause no damage to the contents of the packaging for the duration of their storage
life unless it is damaged & mishandled. The amount of desiccant depends on the crate surface
area, the type of barrier (vapors permeability), the climatic conditions and active life in months.
2. Scope
All types of GIS products, its components, modules
Page 14/22
245kV GIS for IWMF, TUAS Singapore
4. Storage of goods
4.1 Storage must take place
• In closed rooms (Indoor)
• Outdoors after applying a folding box. Limited storage period for packaged goods in
basic packaging. Shipping units in the basic packaging may only be stored in the open if
it is certain that they are adequately protected from the elements, particularly from
moisture.
4.2 Requirements to be met when choosing and preparing storage areas
• Protect stored goods against moisture (flooding, runoff from melting snow and ice), dirt,
destructive creatures such as rats, mice and termites, and unauthorized access.
• Place crates on boles or squared timber to protect them against ground moisture and
for better ventilation.
• Determine the loading capacity of the area.
• Arrange the storage area based on packing slip information, symbols and details on the
packages.
• Keep access routes free.
• Stored goods should be inspected at regular intervals. After storms, heavy rain or snow,
appropriate additional measures should be taken. If erection of the installation does not
take place until after the intended life of the package seals, appropriate steps must be
taken in good time. This may include:
• Proper reconditioning of the sealed packaging.
• Unpacking of goods and storage in an appropriate storage room. Where required,
qualified personnel can be consulted through the appropriate Siemens office. Time-
limited storage in sealed packaging that is exclusively designed for transport.
1. Use proper equipments for unloading the GIS material from the trucks/trolleys
2. Use the guidelines (SOP) stick on the boxes to tie the slings for unloading to avoid damage
to the material
3. After proper unloading, if the erection is not to be started immediately follow the below
guidelines for storage of the GIS material
4. If the GIS is to be stored indoor
a) GIS equipment should be stored indoor always in a lock and key arrangement
b) The hall should have proper flooring and roof top with closed
window (if any), and shall be kept ,
c) Sealing all the open entries so as to avoid water, moisture, dust,
destructive creatures like rats/mice and termites
d) Do not put heavy goods on top of one other, do not overload any
goods by excessive stacking
e) The cases (boxes) should be arranged in such a way that the packing
list/ box details are not torn off

5. If the GIS is to be stored outdoor in absence of indoor space below guidelines to be followed
a) The GIS should be stored at elevated base (to avoid water ingress)
b) The base should have enough loading capacity to bear the load of GIS bays
c) There should be a proper roof (shed) over the elevated ground
d) Do not put heavy goods on top of one other, do not overload any goods by
excessive stacking
e) The cases (boxes) should be arranged in such a way that the packing list/ box
details are not torn off
f) Once all the boxes are kept in the prescribed area, cover all the boxes with proper
tarpaulin sealing all the open entries so as to avoid water, moisture, dust, destructive
creatures like rats/mice and termites
Store the goods carefully in accordance with the directives in the following section. Store spare
parts separately. Specially preserve small components if the storage room is unable to
maintain required storage conditions or if the storage time is expected to be particularly long.
Avoid damage to modular assemblies during storage – Damage can affect subsequent
operation.
• Pay attention to the carrying capacity of the floor.
• Do not place heavy goods on top of one other. Do not overload any goods by excessive
stacking.
• The cases should be arranged so that the case number is clearly visible. Related parts
should be stored in line with the sequence in which they are to be erected.
• Store machines with rolling-contact bearings (or assemblies containing machines) on
vibration-free floors (the bearings may otherwise be damaged).
4.3 For Highly flammable materials
• Smoking is forbidden
• Observe fire prevention regulations.
• Fire engines must have unhindered access in the event of fire.
• Ensure that extinguishers are available adequately protected from adverse weather
conditions.
4.4 The protection can be considered sufficient if
• The requirements outlined in this section with regard to the selection of and conditions in
a site for the storage of seaworthy crates are met.
• The case of tents and tarpaulins, it is ensured that they are secured properly and that
water cannot accumulate (such canopies must cover the goods far enough to prevent
the penetration of rain driven from the side, snow etc.),
• There is adequate ventilation underneath the weather protection (covers must not lay
directly against the cases. Use a frame of slats or boards to ensure that there is an air
gap of approx. 30 cm.)
• The supply voltage to the anti-condensation heating is connected and the heating is in
operation if the unpacked assembly is to be stored in the open for more than 2 weeks.

2
The Siemens gas-insulated switchgear (GIS) is an
extremely successful product concept. Since its introduc-
tion back in 1968, Siemens has installed more than
28,000 indoor and outdoor switchgear bays worldwide,
and well over 300,000 bay-years of operation have been
recorded. Intense research and continuous development
of the first system types have led to today’s generation of
gas-insulated, metal-encapsulated switchgear – a world
leader in terms of:
Economic efficiency
High reliability
Safe encapsulation
High degree of gas-tightness
Long service life
Low maintenance costs
Easy access and ergonomic design
High availability
Reliable operation even under extreme environmental
conditions
Since 1974 we have supplied gas-insulated substations for
voltage levels of up to 420 kV. Our current 8DQ1 switch-
gear, which is designed for rated voltages of up to 420 kV,
meets all the requirements for modern, next-generation
switchgear in terms of performance and reliability.

Circuit-breaker module
The central element of the switchgear bay within a gas-
insulated switchgear is the single-phase encapsulated
circuit breaker. The circuit breaker is designed for single-
pole automatic reclosure. It consists of two main
components:
Interrupter unit
Stored-energy spring mechanism
The design of the interrupter unit and the spring mecha-
nism is based on time-tested identical designs widely
used in air-insulated as well as gas-insulated switching
technology for many years. This design, decades of
experience, and high quality guarantee the surpassing
reliability of our switchgear.

Disconnecting switches
In the open position, disconnecting switches assure
a dielectrically safe gap between system parts at different
potentials: for example, the busbar disconnector isolates
the feeders from the busbar. Cast-resin bushings keep the
contact system in place, and the pressurized gas serves as
the high-voltage insulating medium between live parts
and the metal housing.
The conductor terminals vary for different types of adja-
cent modules. Up to two earthing switches can be
installed simultaneously. The disconnecting switches
can be built as separate gas compartments with their
own monitoring or can be combined with surrounding
modules. The position of the disconnecting switch can
be seen if the large view ports are installed.
Disconnecting switch
Earthing switches
Earthing switches (work-in-progress earthing switches or
busbar earthing switches, for example) are used for prop-
erly connecting de-energized live parts of the high-voltage
system to the grounding system. On the outgoing side of
the feeders, a make-proof version (high-speed) is fre-
quently used to dissipate inductive and capacitive currents
from parallel cables or overhead lines or to reduce the risk
to the GIS system in case of faulty connections. In the
insulated design they are also used for measuring pur-

Instrument transformers
Both current and voltage transformers are used for
measurement and protection purposes.
Current transformer
The current transformers are of the single-phase inductive
type with one or more cores and are preferably located on
the outgoing side of the circuit breaker. They can, how-
ever, be located at any point within the bay or substation.
The high-voltage conductor forms the primary winding.
The cores with the secondary windings are located on a
grounded electrode and are designed to comply with the
requirements in terms of accuracy, class, and power rating.
Different ratios can be achieved via taps in the secondary
winding that is accessible in a terminal box. The pressur-
ized SF6 gas between the high-voltage conductor and
electrode serves as the primary insulation. The cores are
completely metal-enclosed, which delivers very high
reliability in terms of electromagnetic compatibility (EMC).

Termination modules
The termination modules connect the gas-insulated
switchgear bays to the following items of equipment:
Cables
Overhead lines
Transformer or reactor
SF6 /air termination
The SF6 /air termination module enables the connection of
the gas-insulated switchgear to air-insulated components
or overhead lines by means of a bushing, which is avail-
able either as a porcelain or a composite insulator. This
termination is a combination of an angle-type module and
an SF6 bushing. The length, shed form, and creepage dis-
tance of the outdoor/SF6 bushing can be adapted to vari-
ous requirements with regard to insulation coordination,
minimum clearance, and degree of pollution.
SF6/air termination
Transformer termination
The transformer termination module enables a direct SF6/
oil-tube connection from the GIS to an oil-insulated trans-
former or reactor. For this purpose, the transformer bush-
ing must be oil-tight, gas-tight, and pressure-resistant.
Temperature-related movements of the switchgear and
the transformer as well as the settling of foundations
are absorbed by expansion joints in the tube connection.

termination
10
Extension and angle-type modules
These modules are used for connections within a bay and
for conduit lead-outs. Their shape and number depend on
the circuit and the layout of the bay.
Busbar module
The switchgear type 8DQ1 up to 420 kV has a single-
phase encapsulated passive busbar, that is, with no inte-
grated switching devices. Busbar disconnecting switches,
sectionalizers, and earthing switches are housed in sepa-
rate gas compartments. Depending on the configuration,
extensions and maintenance work are easily performed
with the switchgear in operation. The busbar modules of
adjacent bays are connected with expansion joints that
absorb constructional tolerances and temperature-related
movements in both longitudinal and transverse directions
to the busbar. Axially guided sliding contacts between the Busbar module
conductors compensate temperature-related changes in
conductor length. A sectionalizer is easily installed to
increase the availability of the system.
Surge arrester
If desired, encapsulated surge arresters can be connected
directly. Their purpose is to limit any overvoltages.
Their active parts consist of metal-oxide resistors with a
strongly non-linear current/voltage characteristic. The
arrester is generally flange-jointed to the switchgear via a
gas-tight bushing that is included with the delivery. An
inspection hole in the arrester housing allows the internal
conductor to be opened when inspecting the switchgear.
The connections for gas monitoring, arrester testing, and
a surge counter are at the bottom.

The PD sensor type 1.2 is used for metal-enclosed SF6 gas-insulated switchgear units for the measurement
of partial discharges (PDs) and their location. Contrary to coupler type 1.1, this coupler is unable to detect or
measure any voltages because the adapter chamber is only designed for PD measurement. The adapter
chamber is always installed on the coupler.
The diagram shows the structure of sensor type 1.2 [Fig. 1].
F Note:
Sensor type 1.2 can neither be used to detect voltages nor to measure transient overvoltages
or residual DC charges! Sensor type 1.1 with the appropriate adapters should be used for these
measurements!
Caution
The adapter chamber is always permanently installed in sensor type
1.2. The adapter chamber may only be taken off when the unit is
switched off! In doing so, the 5 safety rules must be complied with!
High voltages may occur on the contact pin. The mounted adapter
chamber together with the multilam plug position the contact pin on
the ambient/earth potential of the system.

2 Function
2.1 Detection of partial discharges
Partial discharges (PDs) in metal-enclosed SF6-insulated switchgear units can be caused by:
Damping amounts to approx. 2 – 2.5 dB/m. Further damping can also occur due to refraction and reflection
at branch points within the switchgear.

The partial discharges have impulse rise times of less than 1 ns and generate ultra-high frequency
oscillations (UHF) that propagate at the speed of light through travelling waves or wave guide modes in the
switchgear. UHF signal propagation also proceeds via open disconnectors and circuit breakers as well as
through closed earthing switches.
A suitable UHF PD measuring device can be used as measuring equipment. Additional analyses are to be
carried out by trained service personnel by means of a spectrum analyser. A preamplifier can be used to
improve the signal/noise ratio. Please pay attention to the appropriate frequency response! If partial
discharges appear that cannot be specified, Siemens AG Technical Service must be contacted.
The PD sensor acts as an antenna to receive the UHF signals from any partial discharges that might occur.
The signals to be measured develop from resonance in the switchgear and self-resonant frequencies in the
coupler. Each partial discharge pulse generates a pulse-shaped decaying oscillation in the PD sensor that is
recorded by the UHF PD measuring device.
The intensity of the signals to be measured depends on the strength of the partial discharges but primarily on
the rate of rise of their pulses. It is not possible to draw any conclusions regarding the magnitude pC
(apparent charge) of the partial discharges based on the ultra-high frequency (UHF) measurements.
Frequency components above 300 MHz are of interest for detecting partial discharges within the switchgear.
External partial discharges (in air, from connected overhead lines or testing equipment) are characterized by
lower frequency components, by means of which they can be distinguished from partial discharges within the
switchgear.
Strong UHF transmitters (radar, directional radio, telecommunications with frequencies extending into the
Ghz range) can also penetrate via openings in the switchgear (e.g. outdoor terminal) and be received by the
sensor. These signals can be distinguished from partial discharges, as they have no relation to the phase
angle of the high voltage applied.
An illustration of the measured pulses as a function of the phase angle of the high voltage applied provides
information on the type of the partial discharges (see next page).

2.3 Locating partial discharges
Sensors are arranged close to each connection (overhead line, cable, transformer, etc.) and within the
switchgear such that a PD measurement and PD location can be carried out perfectly.
A rough location of the partial discharge source (source of error) can be carried out by comparing the signals
at the different sensors.
The same adapters as required for the PD measurement are used. The sensor with the strongest signal level
is closest to the partial discharge source. An accurate location of the source of an error is possible by means
of a runtime measurement.
This can be carried out with a dual channel oscilloscope with an analog bandwidth of at least 1 GHz.

L2 Location of fault
L1 Sensor distance

The location of the PD source results from the time difference Dt of the signals:
Caution
No switching operations are allowed be performed on the switchgear while a
measurement with highly sensitive measuring equipment is being carried out at
the PD sensor.
The high-frequency equilibration processes (very fast transients overvoltage
(VFTO)) occurring during switching operations produce high voltages (> 1000 V)
at the sensor – as a result of its low divider ratio for such frequencies.
This can cause damage to measuring devices connected, if they are not protected
appropriately.
