1.0 Utility Mapping
In areas where the local authority enforces the requirement of utility mapping as the pre-
requisite for the cable route approval, then the utility mapping contractor appointed by TNB
shall be engaged. The contractor is required to determine, locate and map all the existing
underground utilities or services within the proposed cable routes. They must also produce
coordinated plans utility mapping plans for submission to local authority.
The main scope of work for the Utility Mapping shall comprise of the following
a. Details of plan/ underground utility mapping.
b. Location and depth determination of all underground utilities by radio detection,
ultrasonic method or any other techniques.
c. Mapping of the located utilities in relation to the surface features including construction
of survey grids and survey of reference lines e.g road edge, culvert, fences, etc.

2.0 Excavation/Road Cutting


Mark and removing parts from hard material to create a desired pattern or shape. the area to be
excavated will be clearly marked on the surface. Excavation will be carried out with a
JCB/Backhoe to the correct level with the use of rotating laser. The excavation will be taken and
filled sand or pipe bedding in the position of area.

The trench excavation works consist of:


1) Safety precaution of the site
2) Removal of top surface
a) Paved surfaces – street, roads, highways, and other paved carriageways
b) Unpaved surfaces – Rural roads, pedestrian walkways, road curb, turf and other
unpaved.
3) Trenching and excavation of soil
4) Reinforcing the trench strength with cable supports and shoring the trench walls.
5) Handling of the excavated material.
2.1 Trench Dimensions
The depth of all excavation for trench shall be measured from the surface of the ground. The
depth of cable laid is dependent on system voltage and site condition as table in below;

2.2 Trench Condition


 Trenched shall be kept as straight as possible and shall have vertical sides.
 Precaution shall be taken to prevent breaking away of the sides or surface of trenches.
 The bottom of the trench shall be clean, firm and smooth and without stones or hard
lumps.
 Every precaution shall be taken to prevent damage to roads or other surface due to the
breaking away of the sides of trenches.

2.3 Direct Buried Cable

2.4 Types of Pipes

When cables are to be laid in Double Wall Corrugated HDPE pipe, one 150mm diameter HDPE
Pipe/duct is required for 3C XLPE Cable. The HDPE pipes shall be connected by pipe connection
means of double connection sleeves or equivalent connection accessories manufactured with
the same material and shall be of sand proof or water proof to be comply TNB technical
specification for HDPE pipes.

3.0 Cable Pulling
The following consideration shall apply for cable pulling operations:
 Sufficient use must be made of rollers particularly where it involves changing of direction
and long runs.
 Cable are to be laid in sand bedding as specified.
 Cable stockings/cable grips shall be used for pulling cables.
 Cable drums, sand, tiles, rollers, etc., shall not be stored to block access ways and roads.
 Drum reeling position shall be selected to give minimum interference with traffic.
 In the case of trench being filled with water, it shall be pumped out to a discharge point
approved by the site supervisor.

3.1 Cable Rollers


The purposed of cable rollers and skid plates are:

a) To protect the cable servings from damage due to abrasion.


b) To reduce the effort required to pull the cable by reducing friction.
c) To guide the cable around bends and obstacle.

3.2 Setting Cable Drum

a) When the drum is in place it should be mounted on jacks and positioned so that the cable is
pulled off from the bottom and not over the top. Jacks must be placed on a firm base.

3.3 Mechanical Cable Pulling

a) Install the winch at the position indicated in the site plan and ensure that ground anchors
and pins are secure.
b) Cable winch is a mechanical device that is used to pull out the cable from the cable drum
during process of cable laying. The cable winch consists of a spool (winch drum) and a winch
motor.
c) Operate the winch to tension the cable and check that the winch wire remains on the
rollers. Adjust rollers if necessary.
d) Position winch and secure to agreed anchor points.

e) Feed rope around conveyor.


 Rope to be fed around by means of access platforms driven and operated by approved
drivers.

f) Attach rope to winch.


g) Attach rope to cable by means of pulling plate which is bolted into cable end.
h) Remove unnecessary person from area.
i) Ensure all permits are valid and up to date.
j) Proceed to pull cable onto conveyor with one man watching cable and one man on the
winch.
k) When able is pulled on, clamp off and continue with standard procedure.
5.0 SAFETY PLAN

Safety means taking precautions before an accident accrues and to ensure the health and safety
of the Owner ‘s staff, Consultant ‘s staff, Contractor’s employees and public.

This safety plan shall enhance safe working practices on all jobs and create a healthy and safe w
working environment for all concerned by: -

 Compliance, implementation, and enforcement of the regulations in line with Malaysia


Occupational Safety and Health Act.
 Accident prevention by having pre-tack planning and instructions and constant
education.

5.1 Safety Measure to be taken during construction:

a. To have tool box meeting at site as a reminder to all construction worker about
safety issue at site and how to overcome it.
b. The working area shall be ensured that are properly barricaded and not left open to
the public which shall endanger their life.
c. The workers and staffs shall wear a suitable safety equipment’s in the working area
depend on their worked and specific scope of work.
d. While working at high level, no personnel shall be allowed to walk on the structures
without securing safety belt to the structure.
e. The debris or leftover from the construction shall be removed to proper dumping
area.
f. All construction shall be terminated if the weather is bad or raining.

4.0 PAVEMENT WORKS

WORK INSTRUCTION FOR PAVEMENT WORKS OBJECTIVE To outline the work instruction by
which Pavement works are carried out. SCOPE The work instruction shall apply for all building and
civil engineering projects. RESPONSIBILITIES Site Agent, Site Supervisor & Land Surveyor
MATERIALS Sand, Quarry-dust, crusher run, bitumen prime coat / tack coat, asphaltic concrete
premix. HANDLING AND STORAGE OF MATERIALS a) Handling : Tipper truck b) Storage : Stock
piles at the storage yard when necessary. PLANT, MACHINERY & EQUIPMENT Motor grader,
roller, tipper truck, back pusher, paver, tyre roller, tandem roller, etc. where applicable.

PREPARATION OF ROAD FORMATION


Step 1 Obtain relevant approved construction drawings from Consultant / Engineer Step 2 Set out
the road chainage for certain equal interval. Offset the centerline chainage left and right side.Step 3
Mark the offset point with timber / steel pegging and mark the propose level of the road on the peg.
Step 4 If any, excavate the soft material and replace with suitable material and compact with roller.
Step 5 Cut the formation level and grade to the propose level. Check the levels by referring to the
offset peg. Step 6 Roll and compact properly and carry out field density test and CBR test on the
sub-grade level as per specification. Step 7 Carry out joint inspection with Subcontractor on the
formation level.

PREPARATION OF ROAD SUB-BASE


Step 1 Lay quarry dust or sands on the sub-grade level to the required thickness as specification
and compact roller. Step 2 Carry out field test and CBR test on the sub-base as per specification.
Step 3 Carry out joint inspection with Subcontractor on the sub-base level.

PREPARATION OF ROAD BASE


Step 1 Lay crusher run on top of sub-base and compact by the roller. The thickness for any layer is
according to specification. Step 2 Carry out field density test and CBR test on the road base as per
specification if required.Step 3 Carry out joint inspection with Subcontractor on the road base. Use
relevant form to check on the thickness before proceeded to next stage. Note: On normal warm day,
watering may be required to the entire area where sub-base and road base is laid. This is to prevent
area from being dust which may be hazardous to health and safety and to get better compaction as
well.

PREPARATION OF PREMIX WORK


 Binder Course Step 1 Once the road base level is achieved and well compacted, sweep the
surface with power broom or equivalent to remove dust on the surface. Step 2 Spray a layer of
bitumen prime coat on the approved surface. Let the prime coat set for 12 hours as per specification
requirement. Step 3 Lay binder course premix on top of the prime coat layer using paver / machine.
Step 4 For each layer of premix, compaction by tandem roller shall be done and follow up by tyre
roller (refer to project specification)  Wearing Course Refer to work instruction of binder course
