Its existence as a learning institution is directed by vision, mission and core values of the DepEd
through offering premium services producing holistically developed learners and practicing
shared responsibility that serves as its battle cry for transformation to happen.
The problems and challenges of the previous Modular Learning Delivery brought valuable
lessons and experiences vital to improve the learning outcomes in terms of achieving the Most
Essential Learning Competencies through Projects Programs and Activities to enhance
teachers' skill in the multimodality, to improve assessments, to provide appropriate intervention
and to provide more learning resources and multimodal learning. This was made possible
through the able leadership of the school administration, and the concerted efforts of Principals,
SH and the teachers, learners, parents and other stakeholders for the SY 2021-2022,
Tagkawayan District 2 accomplishments and achievements were found by making it one among
the performing school in the division.
I am Alicia V. Gonzales, PSDS of Tagkawayan District 2 proudly presents the Mid – Year
Program Review and Performance Appraisal to ensure the delivery of efficient and effective
basic education in the new normal. And to improve the curriculum implementation in all learning
areas the 7 banners of CID LIGHTS were executed within the district.
Tagkawayan District II has 18 elementary school and 5 secondary schools with a total of 23
public schools. It is composed of 327 teachers, 18 school heads and 9273 learners.
To enhance learning delivery support at schools and learning centers, Project AKLATAN SA
PAARALAN was developed in the district. 100% of the schools shared a space in their
classroom to accommodate the Learning Resource Center and their ELLN Corner. Different
School Based CI PPAS like “Silid-Aklatan sa Barangay” of Mapulot Elementary School,
“Careton” of Tabason Elementary School and “Padyak Pabasa” of Tagkawayan national High
School was established to provide access to supplementary materials to enhance pupils reading
ability.
Despite the various projects carried out within the district, it is noteworthy that some schools
were found to have a significant percentage of non-readers. In Elementary Level, the majority of
non-readers in English are found in Tagkawayan Central Elementary School (65 out of 1793
students), followed by Mapulot ES (56 out of 541), Magsaysay ES and Tunton ES with 30 non-
readers, and Sto. Tomas had 29 non-readers, while Landing ES had 24. Mapulot Elementary
School had the most non-readers in Filipino, with 46, followed by Tagkawayan Central
Elementary School, with 40.
Out of 2519 pupils in the secondary level, Tagkawayan National High School reported 14 non-
readers in English, while Tabason National High School had 13 non-readers. Additionally,
Bamban National High School reported having 5 non-readers out of 472 students , while
Mansilay reported having 2 non-readers out of 228 pupils Our educational institution
acknowledges the possible solutions with the current issues in reading that our primary grade
level learners are experiencing. Learners should not just be skilled but competent readers as
well.
Highlighting the PADYAK PABASA project of TNHS Grade 12 - HUMSS and STEM students',
a research-based program under Sir Samboy De Leon Niala was featured in different
international and local news program including BBC, SNA, 24 Oras, TV Patrol and many others.
The program aims to teach young boys and girls to read and learn basic Math in this time of
pandemic through mobile trolley along the railways of Metro Tagkawayan.
After the series of exposures from different news programs, TNHS - SHS' Padyak Pabasa
Project headed by Sir Sam Niala has received numerous assistance from international and local
NGOs. New trolly, plastic chairs, mini drawer, books and other learning materials flood the
project from local and international donors. PATULOY ANG PAGPADYAK!
And yours truly, lead the development and evaluation of the school-based localized materials for
primary grade levels. And for this to happen, teachers undergo capacity building program like
LAC session, webinars and trainings relevant to teaching strategies to improve instruction.
Utilization of the materials were monitored to check the progress of the learners and as a result
there is a significant increase in the number of readers in our district.
Overall, tagkawayan district 2 reported 93% or 4848 out of 5190 pupils were readers in
elementary level for English and 5010 or 97% readers in Filipino and 99.11% or 4047 out of
4083 secondary students and 4076 or 99.8% students for English and Filipino respectively.
Project MOST (Mobilization of School heads and Teachers)
The localized curriculum is implemented and monitored closely to ensure that it makes learning
more meaningful and pleasurable, produces desired learning outcomes, and directly improves
community life. Ineffective approaches are replaced and innovative ones are developed.
Best practices in localizing the curriculum are mainstreamed and benchmarked by other
schools. From that, Tagkawayan District II Primary Teachers conducted district benchmarking of
the project Math-On: Mathematical Carton Devices to Enhance the Addition Performance of
Numerically Struggling Learners. A research project of Tagkawayan National High School
Senior Highschool students through the assistance of their coach adviser Sam De Leon Niala
were 100% of the K to 3 teachers participated and produced their own mathematical carton
learning device.
Numeracy Result
In terms of numeracy from elementary level, 95% or 4939 pupils were numerates while 94% or
3824 students were numerates from junior high school.
Also, 3 teachers from the district attended LR and ICT trainings hosted by the division of
Quezon and were given recognition as Digital Artists and Illustrators of K-3 PIVOT 4A SLM
under Project Spark of DepEd Quezon
Tagkawayan District II monitored 100% schools’ program on classroom-based assessment,
intervention and remediation with all the required MOVs present through the district Project
UTAs TeaM ML (Utilized Tools in Assessing Teachers Made Learning Materials).
MPS
The MPS result were also significant, the graph presents the result of MPS in 8 learning areas.
It shows that ESP got the highest MPS result of 81.65% and Mathematics as the lowest with
74.92%. All results showed that it is moving towards mastery.
In elementary level, English got the lowest MPS result of 77.50% and ESP being the highest
with 82.91%. While in secondary level, Mathematics got the lowest MPS result of 63.92% and
ESP with 77%.
Bosigon ES got the lowest MPS result of 73.46% and Tagkawayan Central got the highest MPS
result of 85.83%. Meanwhile, in secondary level, Mapulot National High School got the lowest
MPS result of 67.32 and Mansilay National High School got the highest MPS result of 75.54%.
Tagkawayan District II Supervises initiatives and measures in addressing the education needs
of out-of-school children, youths, and adults, and learners at special cases through responsive
literacy assessments under Project SMAN (Schoolheads Mobilization in Addressing the Needs
of ALS and SPED Learners) of the district. As to accomplishment, the district Implemented
training and seminars to 100% of the parents/guardians, receiving teachers, and other
stakeholders to address and understand the needs of SPED learners such as learner’s
difficulties and the use of Filipino Sign Language.
Provided diagnostic assessment for 18 learners with disabilities with the help of the specialist.
21 learners received instructional materials such as school supplies, cooking, housekeeping,
etc. for ALS and SPED learners for their learning development.
Shared Responsibility is not possible unless the community members have an agreement on
the vision that they are responsible for and why. Thus, Project HOTS was created to hone
teachers and school heads skills in the implementation of school programs and projects. All
schools in the district actively participated in DepEd initiated activities like SBM, WINS,
BRIGADA ESKWELA, ADOPT-A-SCHOOL PROGRAM, DRRM and GAD. Also, they were
given technical assistance for the room of improvement.
To supervise initiatives and measures in the implementation of inclusive education, the district
designed PROJECT REACH and ensured learning of learners in modular learning modality with
assistance of teacher’s home visitation, video call and tutorial. Also, immersion of learners in the
transition program about their work skills were done for their exit in SPED Program. 9 out of 10
learners participated in the said activity.
Improvement is not something that starts and stops, but it’s something that requires an
organizational or professional commitment to an ongoing process of learning, self-reflection,
adaptation, and growth, and continuous improvement efforts can only succeed when they
become part of an organization’s culture and it is the reason why the district created
PROJECT PUSH to provide unselfish supervision and hands-on assistance to everyone.
Recently, the district conducted an action research seminar to help teachers figure out how
to create innovative solutions for teaching-learning process. 100% of the schools were given
technical assistance. In addition, teachers and students from TNHS participated the Division
Science & Technology Research competition and bagged different awards. Moreover, there
were 3 teachers who were recognized as Google Certified Educator Level 1 during the
division training of Project Upgrade.
Great teachers deserve great rewards, and nothing is more effective than praise and
recognition. And it is the reason why Gawad Kaway came into reality to recognize teachers and
schools for their exemplary works, achievements and accomplishments.
To ensure the quality education towards the transition and new innovations of the new normal,
Tagkawayan District II continuously monitor and implement every progress of all on-going
programs, projects, and activities that were made for the month of January to July of this school
year. Shifting to the new normal set up as a result of the Covid-19 pandemic is extremely
challenging. From the planning process up to its implementation would require lots of effort and
sacrifices from everyone. However, the dedication of both teaching and non-teaching personnel
of the district is truly commendable. And I would like to acknowledge everyone’s enthusiasm
and perseverance in ensuring the success of this school year under the new normal.
