Medium of Instruction and Examinations
As per provisions under the Maulana Azad National Urdu

University Act 1996, the Medium of Instruction is Urdu. As per
the Academic Ordinance (3) framed under the University Act
and notified in the Gazette of India vide notification
MANUU/Admin.I/F.I/2006-07/716 dated 7 th April 2005
“Question papers for all Examinations shall be set and answered in the
Urdu Language subject to the condition that question papers for all
examinations in the languages shall be set and answered in the respective
languages.”
In the light of above Ordinance, and Statutory provisions, it is

hereby reiterated that all the question papers shall be in Urdu
and the students shall write the answers in Urdu, except for
languages like Arabic, English, Hindi and Persian. If a student
fails to write answers in Urdu, no marks shall be awarded to
him/her.

1. About Maulana Azad National Urdu University (MANUU)

Maulana Azad National Urdu University (MANUU) is a Central University, established in
1998 by an Act of Parliament with all India jurisdictions. The headquarters and main campus
of the University is in Hyderabad, spread over 200 acres. MANUU is recognized as a major
higher education service provider across the country through regular and distance mode
programmes in Urdu medium. The Academic activities of the University commenced with
distance education programmes in 1998 and regular programmes in 2004.
The University is named after Maulana Abul Kalam Azad a scholar par excellence, a prolific
writer, an inimitable orator, a great freedom fighter, a visionary of the post-independent
Indian education system and an architect of technical and scientific education in
Independent India. He was also the first Education Minister of Independent India.
Vision
To provide access to quality education through Urdu medium while adhering to the inclusive
policy.
Mission
To empower socially, economically and educationally marginalized sections of the society
so that they are brought into the mainstream, and thereby contribute to the socio-economic
development of the nation through ODL and regular modes of education.

● To promote and develop the Urdu language

● To impart education and training in vocational and technical subjects through the
medium of Urdu
● To provide wider access to people desirous of pursuing programmes of higher
education and training in Urdu medium through teaching on the campus as well as
through distance mode and
● To provide focus on women’s education.
Schools and Departments of the University

In pursuit of its vision and mission, the University has established Seven (7) Schools of
Studies and 24 Departments of Studies to impart various academic programmes under
regular mode. There are 18 Satellite and off-campuses of MANUU across India. About
6,000 students are pursuing various programmes in regular mode.
The Departments are currently offering 79 academic programmes, (25 Ph.D., 22 PG, 10
UG, 13 PG Diploma, 01 Advance Diploma, 09 Diploma, and 02 Certificate programmes) in
the regular mode. The University also offers 08 Technical Diploma Programmes under 05
Polytechnics and Vocational Certificate Programmes under 04 Industrial Training Institutes
(08 Trades). The University has adopted Choice Based Credit System (CBCS). In 2022-
2023 new programmes like M.A in Legal Studies and Certificate courses in Russian, French
and Pashto have been announced. Details may be accessed through the current year
Prospectus of the Regular mode.The candidates, interested in regular programmes of the

2. About Directorate of Distance Education (DDE)

Every aspirant of education cannot afford to go to the Universities/Colleges to pursue her/his
goals in education through regular/ campus mode. Distance Mode of Education is a tool for
providing education by taking it to the doorstep of the aspirants. It aims to reach the
unreached. Distance Mode of Education known as Open and Distance Learning (ODL) is
more suitable and apt for those who want to improve their knowledge and qualification by
staying at home or by doing their daily routine/professional work. They need to attend a few
classes at the Learner Support Centres (LSCs) opted by them as per UGC - DEB guidelines
and University rules & regulations.
The Directorate of Distance Education offers various academic programmes in distance

mode and operates through a network of 9 Regional Centres (RCs) and 6 Sub-Regional
Centres (SRCs) and around 143 Learner Support Centres (LSCs) catering to thousands of
students each year at their doorsteps.

DDE Staff
The Instructional Media Centre (IMC), Centre for Information Technology (CIT), Directorate
of Translation, Translation Studies, Lexicography and Publications (DTTLP) and Centre for
Internal Quality Assurance (CIQA) work in close coordination with the Directorate of
Distance Education academically and technically to enrich the programmes under Distance
Education.
The faculty of DDE prepares video lectures by taking technical assistance from University’s
Instructional Media Centre to provide anytime, anywhere learning environment to the
learners through its dedicated IMC YouTube channel accessible at
https://www.youtube.com/imcmanuu and https://www.youtube.com/c/IMCMANUU/videos. A
large repository of audio-visual educational programmes has already been prepared by the
Media Centre and new lessons are regularly produced and uploaded. Soft copies of Self
Learning Material (SLM) are also being provided to the learners through University’s website
at weblink (http://manuu.edu.in./dde/self-learning-material).
In its endeavor to make ODL programmes more vibrant and to enhance quality for the
benefit of the ODL learners, Directorate of Distance Education (DDE) has introduced Choice
Based Credit System (CBCS) for UG & PG programmes. As per UGC-DEB regulations, the
curriculum of various ODL programmes has been revised and synchronized with that of
regular mode. Accordingly, the SLM is prepared. The Directorate of Distance Education
(DDE) has vigorously started adopting Information and Communication Technology (ICT) in

its academic and administrative functioning. Admissions to all Directorate of Distance

Education (DDE) programmes are now being conducted through on-line mode only. To
improve communication between Directorate of Distance Education (DDE) and learners,
SMS facility is now being extensively used to send alerts to students about various aspects
of programme delivery such as Course Registration, Dispatch of SLMs, Assignments etc.

 To enhance access to education and training programmes to Urdu

speaking population through ODL, particularly to “reach the unreached”
 To provide focus on women’s education and training through ODL
 To provide greater access to continuing professional education and
training and more opportunities for lifelong learning
 To create capacity for the use of ODL technologies to enrich the learning
process
 To undertake research studies in ODL for system development
Objectives:
 To generate employment opportunities through ODL within the NEP 2020

framework
 To make adequate efforts toward flexibility in learning
 To ensure quality higher education to the target group
 To enable blended learning with in-person and online counseling cum
contact classes
 To facilitate greater vertical and horizontal mobility in higher education

5. Fee Structure of Programmes

Registration fee (one time non-refundable): At the time of registration candidates are required to pay
registration fee of Rs 300/- per programme. After verification of documents, selected candidates will
be informed to pay programme fee as given under:

I. Total annual fee for the Programme is to be paid at the time of admission.
II. Fee for follow on admission into the next year shall be paid as per schedule
announced by the University.
5.1. Fee Revision

The University reserves the right to revise the fee structure of any programme during the
programme period. The candidates shall abide by the decisions of the University Authorities
and rules and regulations formulated from time to time.
5.2. Fee Refund Policy
If the student intends to cancel or discontinue the programme of study at any point of time,
she/he may do so. The fee refund policy is as follows:

5.3. Policy for Re-Admission into ODL Programmes

The Policy for Re-Admission (previously called as Re-registration) into ODL Programmes
shall come into effect from the date of issue of notification. Notwithstanding anything given
hereunder, the UGC-DEB Guidelines and NCTE Guidelines wherever applicable shall prevail
as per rules governing the year of re-admission. Further, the University Authority shall have
the discretion to review cases not covered under this Policy and the decision of the
University Authority shall be final in all such cases.
1. Re-Admission shall be granted for a period of three years for UG programmes (excluding
B.Ed) and two years for B.Ed and PG programmes after completion of the maximum
duration.
a) The period of three/two years shall be calculated from the last date for payment of
Re-admission fee for that academic session.
b) A student shall apply for Re-Admission within 6 months from the end of the
maximum duration and/or declaration of her/his results whichever is later.
c) A student can seek Re-Admission only one time. No extension will be allowed and

no additional chance will be provided.

d) Re-Admission is for the programme. It is NOT course-wise or year-wise. Therefore,
students seeking re-admission must take all their remaining
years/courses/assignments/projects/examinations whether failed or incomplete
cumulatively.
e) No special examination will be conducted for re-admission cases. Students will have
to appear in the scheduled examinations conducted during the period of re-
admission.
f) In case of change of syllabus/credit structure by the University, the University may
NOT allow Re-Admission period beyond one year in the old syllabus/credit structure
from the end of the maximum duration.
2. To avail the facility of re-admission, students shall pay the prescribed fee as given in point
3 below within 6 months of publication of their respective results or end of maximum
duration whichever is later. They will have an option to either complete the programme in
one go after paying the fee for all years or may complete annually within the extension.
However, the complete fee for all missed years etc must be paid lump sum at the time of
seeking re-admission.
3. The fee and SLM component shall be as defined below:

4. Students seeking Re-Admission shall not be considered for Rank/Gold-Medal.
5. Marks obtained in earlier passed courses in Term-End Examination and passed
Assignments shall be retained if the student is granted Re-Admission. The old Roll
Number/ Enrolment Number shall continue during the Re-Admission period for credit

transfer.
6. The University reserves the right to cancel the Re-Admission or the examinations for Re-
Admission cases.
7. Application for Re-Admission, payment of fee for re-admission, scrutiny of re-admission
applications, approval of re-admission and intimation to students about approval of Re-
Admission shall be as decided by the University.
8. The University may devise a unique letter code through CIT to distinguish the Re-
Admission status.
Note: The Re-Admission (earlier known as re-registration) request shall be certified by the
concerned RC/SRC and forwarded to the Controller of Examination for declaration of
result and a copy of the same may be forwarded to the Director, DDE for information and
records. Students are advised to contact the concerned RC/SRC for confirmation of Re-
Admission (earlier known as re-registration).

students, as per their convenience can complete the Programme within a maximum
period of two years.

7 Admission Procedure
Admissions to all Programmes shall be made through Online Mode only. The admission
portal can be accessed at https://manuuadmission.samarth.edu.in Online applications must
be submitted from 31st July, 2022 to 20th October, 2022. The following steps are to be
followed for submitting the Admission Form:
I. Register yourself at https://manuuadmission.samarth.edu.in using your Email ID and
mobile number.
II. An OTP will be sent to your Email ID or registered mobile number. Please enter
OTP in the required field and complete registration.
III. Login into the admission Portal at https://manuuadmission.samarth.edu.in
IV. Enter personal details as per the format given in the form and upload required
documents. (Enter personal details carefully as they cannot be edited later.)
V. Select your programme and choose your desired LSC.
VI. Fill in the required academic details.
VII. Complete your registration by paying the Registration fee of Rs. 300/- (Non-
refundable).
VIII. On successful verification, you will be informed to pay admission fee online.
IX. On payment of admission fee, you will be granted provisional admission.
Document check list:

a) Scanned copy of passport size photograph and signature
b) Scanned copy of the proof of date of birth
c) Scanned copy of Aadhaar/ Government ID
d) Scanned copy of category certificate if any
e) Scanned copy of proof of having studied Urdu as medium of instruction or as a subject
at class 10th or higher level, wherever applicable
f) Scanned copy of proof of passing the qualifying examination
7.1 Cancellation of Admission

 In case of cancellation of admission due to wrong eligibility claim or incomplete
documents or incorrect documents provided by candidate, full fee shall be forfeited.
 In case of cancellation due to withdrawal of Programme by the University for any
reason, full fee shall be refunded.
 If admission is canceled by the university on disciplinary grounds or any other reason,
full fee shall be forfeited.

9 Learner Support Centres

The Directorate of Distance Education, MANUU is in the continuous process of entering into
Memorandum of Understanding with various degree colleges/HEIs that satisfy the minimum
eligibility criteria laid down in the UGC ODL Regulations for establishment of LSCs. The
candidates may contact the concerned RC/SRC for updated list of LSCs.
Candidates may choose from the list of RCs/SRCs-LSCs. However, if a candidate wishes to
change the opted LSC then she/he may write to the concerned Learner Support Centres
within a period of 30 days from the date of admission, which will be forwarded to DDE
Headquarters, Hyderabad for decision and copy to RCs/SRCs. The change of LSCs will be
communicated to CoE for information and to CIT for correction on the Admission Portal.
In case a candidate wishes to appear in the examination at any other LSC, then the
candidate shall write to the concerned RCs/SRCs where she/he intends to appear in
examination. The final decision shall be at the discretion of the RCs/SRCs.

13 General Instructions
1. UGC vide Guidelines for Pursuing Two Academic Programmes Simultaneously (April,
2022) allows a candidate to study two programmes simultaneously:
I. A student can pursue two full time academic programmes in physical mode provided that
in such cases, class timings for one programme do not overlap with the class timings of
the other programme.
II. A student can pursue two academic programmes, one in full time physical mode and
another in Open and Distance Learning (ODL)/Online mode; or up to two ODL/Online
programmes simultaneously.
III. Degree or diploma programmes under ODL/Online mode shall be pursued with only
such HEIs which are recognized by UGC/Statutory Council/Govt. of India for running
such programmes.
IV. Degree or diploma programmes under these guidelines shall be governed by the
Regulations notified by the UGC and also the respective statutory/professional councils,
wherever applicable.
V. These guidelines shall come into effect from the date of their notification by the UGC. No
retrospective benefit can be claimed by the students who have already done two
academic programmes simultaneously prior to the notification of these guidelines.
Note: The rules and regulations devised by MANUU for allowing students to pursue two
academic programmes simultaneously shall be applicable.
2. The university reserves the right to withdraw any course/Programme without assigning
any reason whatsoever.
3. While filling the Online Application Form, candidates are required to provide their
active Mobile Numbers and Email IDs so that free flow of communication between
Learners and MANUU can be ensured.
4. While filling the Online Application Form, candidates may choose an LSC of their
choice from the list provided at (Click here)
5. The selection of an LSC at the stage of filling the application form shall be provisional
because the University may cancel any LSC due to compelling reasons.
6. If a candidate wishes to change the opted LSC after completing the admission
process, then they may write to the Learner Support Services Unit
[email protected] within a period of 30 days from the date of final admission.
The candidate may apply for change of LSC at a later stage on payment of Rupees
500/-. No request for change in LSC will be entertained once the semester

examination notification is issued.
7. The University arranges counselling classes for a course when there are a minimum of
15 students enrolled at the Learner Support Centre for that academic year. If the
number is below 15 for a course in any Learner Support Centre, then counselling will
not be arranged for that course. If there are 15 or more students enrolled in a particular
course at a study centre, but the attendance is below 10 for three consecutive
counselling sessions, the University shall not allow further counselling.
8. Minimum 75% attendance is compulsory in counseling-cum-contact class or as

specified by UGC-DEB.
9. For counselling classes, assignments and any other academic purposes, students
should remain in touch with the concerned Coordinators at the Learner Support
Centres.
10. No change in the Programme/course will be entertained after submission of Online

Admission Form.
