CHAPTER I

Introduction

1.1 Background of the Study

KIOSK for Automated Certificate Issuance for barangay is a system that can lessen
the difficulties in making barangay certificate. You can easily find your record by typing
your Full Name to proceed at requesting certificate unlike the manual process the secretary
will find the resident’s record in a lot of folders in cabinet. Easily to update the resident
information by changing the details before confirming transactions by using KIOSK. It
generates barangay certificate automatically.

Some of the business are still working manually in recording data, they still search
the files manually which is very hassle to them if they have a thousand of files in the cabinet,
and they are still using typewriter machine to provide a certificate which you cannot easily
edit when you make a mistake.

The proponents decided to develop a system that can easily save and update the
record. A system that can help to search files in a second, a system that lessen time and
human errors. A system that provide a certificate to all clients.

PROJECT BACKGROUND AND CONTEXT

Barangay is located at BRGY San Isidro , San Miguel , Zamboanga del sur headed by
Chairman Orly Dela Pena Masayon. The resident is needed to register in COMELEC or be
listed in Barangay Census before they get privilege in the barangay where they are located.
Second, they need to go to barangay hall and fill up the form to get the Barangay Certificate
including name, birthdate, address and purpose of the certificate that you needed. So that the
barangay personnel having their difficulties in finding the record of their resident can be
monitored and can monitor whether the said resident is a real resident on the barangay.
Lastly, the residents consume a lot of time in waiting and finding their record in getting their
barangay certificate.
PROJECT PURPOSE AND DESCRIPTION

The purpose of this study is to offer a detailed reliable and secured keeping of all
data. KIOSK for Automated Certificate Issuance of BGY () hope to enhance the way of
managing, issuing certificate and keeping all the records of the residents confidential.

This system facilitates Barangay management by enabling the client barangay to


maintain their resident records as complete and up-to-date as possible and as easily
accessible for verification, monitoring and reference purposes based on the available
residents’ census data kept by the client barangay. Data provided by this system in the form
of comprehensive reports are invaluable for planning, program implementation and related
purposes.

The purpose on why the proponents created this said system is to provide the
barangay the fastest way to issue a certificate, update residents’ records and keep them safe.
Providing them our system will change how they record and keep their files and how they
issue a barangay certificate.

Statement of the Problem

Searching Manually is very hassle. It requires too much time just to find a certain

document of a person.

The project specifically aimed to address the following problems:

 Does the system can provide convenient time of finding documents?

 Does the project save the user’s time in finding documents?

 Is the proposed project’s rate of performing task is at maximum speed?

 Does the system can make a person’s task work fast ?


OBJECTIVES OF THE PROJECT

Main Objective

The main objective of this study is to develop a KIOSK for Automated Certificate
Issuance for Barangay ()that will lessen the process of time to process barangay certificates
and automate the generation of certificates.

Specific Objectives

This project specifically wants to:

To develop a KIOSK system for requesting certificate.

To develop a module that can save the resident record of all registered barangay resident into
the database.

To develop a module that will generate and print requested certificate and to Evaluate the
system in terms of functionality, usability and efficiency.

SCOPE AND LIMITATIONS

The system was designed to serve as a companion tool to give convenience and to
help lessen process of getting certificate. The scopes of the system, this system will only be
implemented to the stated barangay which is Barangay () The format of the barangay
certificate that will be used is based on the client’s format. This system is offline.
The barangay certificate can print with this KIOSK system for registered resident only.

DEFINITION OF TERMS

These terminologies were gathered by the proponents for better and clearer understanding
about the study.

KIOSK - a small structure in a public area used for providing information, often
incorporating an interactive display screen or screens.

Barangay Certificate- (also known as Barangay Certificate of Residency) this document


proves that you are a resident of a particular barangay. You can be issued a copy of this
certificate if you have been residing in a particular barangay for at least 6 months or more.
This can be secured at the barangay hall covers the applicant’s place of residence.

Record - it is collection of related filed with information that usually pertains to only one
subject

Data – is a collection of an authorized facts of figures

Process – refers to series of instructions that computer executes in multitasking of operating


system

Certificate Issuance – the system is capable of recording and printing the barangay
certification and clearance requested by its clientele.

In Figure 1.1, it shows the whole process of the development of the system from the
research of the definition of issuing barangay certificate for registered resident, the resident
data will input to system, then the system will save it into database as an output of resident
record. The transaction will be input then the system will verify if the resident is registered
before to transact/request certificate at the system and as an output the transaction data will
be save into database and print the requested certificate.

CHAPTER II

REVIEW OF RELATED LITERATURE AND SYSTEMS

This chapter covers the review of related literatures and systems researched by our team
members for our Kiosk for Automated Certificate Issuance System possible in a sense that
these works of literature and system gave us more depth detail in developing the current
process transaction. Reviewing all these researched works and related system influenced the
creation of the systems. There will be a synthesis or summary of our review at the end of the
chapter.

RELATED LITERATURES

According to Robert D. Schneider. This book is designed to help you get productive

Basic is not a stand-alone product but a key component of Microsoft Visual Studio 2010 – a
comprehensive development system that allows you to create powerful application for
Windows, the Web, handheld devices and a host of other environments. The latest features of
Visual Basic will increase your productivity and programming prowess, especially if you
enjoy using and integrating information from databases, entertainment media, Web pages and
websites. In addition, an important benefit of learning Visual Basic and the Visual Studio
Integrated Development Environment (IDE) is that you can use many of the same tools to
write programs for Microsoft visual C++ 2010, Microsoft Visual C# 2010, Microsoft Visual
Web Developer 2010 and other popular products.

According to Halvorsen, H.P. (2016), Microsoft Visual Studio is an integrated


development environment (IDE) from Microsoft. It can be used to develop console and
graphical user interface applications along with Windows Forms applications, web sites, web
applications, and web services in both native code together with managed code for all
platforms supported by Microsoft Windows, Windows Phone, Windows CE, .NET
Framework, .NET Compact Framework and Microsoft Silverlight.

RELATED SYSTEMS

The Development and Acceptability of Automated Issuance of Barangay Clearance


(2013) Keeping pace with technology can be time-consuming and resource-intensive.
However, with e-governance, we have to keep up with technological advancements and use
our resources to make government service more efficient through the use of technology.
Thus, this study was conceptualized to introduce the use of technology to the community of
Baliwag, Bulacan to meet the requirements of e-governance. Using Systems Analysis and
Design in the development of the system and descriptive research in the assessment of its
acceptability, the study is designed to help government officials embrace technology.
Findings revealed that barangay officials look for the following characteristics in an
automated system: easy to operate, password-secured system, printable forms, readable test
and simplicity of design. The barangay officials considered the automated issuance of
barangay clearance as efficient, accurate, user friendly, quick response rate, and secured
information. The overall assessment in the acceptability of the automated issuance of
barangay clearance is outstanding.

Student Records Information System or SRIS (2014) is a computer application that


deals with the collection, organization, storage, generation and publication of recorded
information. SRIS provide capabilities for entering student information, building student
record and managing other student-related data of the school. Furthermore, it allows the
quick flow and accessibility of information. In this study, the development of an SRIS in
AIMS, particularly at the Center for Student Services (CeSS) Department was explored.
Automated Real Property Tax Declaration System (2015) Automated Real Property Tax
Declaration System for the Municipality of Victoria, Laguna to help the assessor’s and the
treasurer’s offices. The main functions included were finding of tax payers’ records easily,
adding records, transferring of property, deleting and updating records, managing of monthly
reports, and connecting the assessor’s office to the treasurer’s office in terms of payments.
The researchers used the Iterative Life Cycle Model as their software methodology for the
development of the system. Using simple total enumeration, the proponents tested and
evaluated the system by conducting a survey using a five-point Likert Scale questionnaire in
the municipality of Victoria, Laguna. Results indicated average ratings in all the criteria
specified, which means acceptable. Using the system made the work of the employees in the
assessor’s and the treasurer’s offices easier. The researchers thus recommended the
implementation of the system.

(2014). Asian Institute of Maritime Studies (AIMS) is one of the institutions that looks
forward to the innovation and maximization of facilities and equipment in order to give
quality service to its customers and create a productive workplace for its employees.
However, its Human Resource Management Office (HRMO) still uses the manual process of
keeping employee and applicant record. As time passes by, AIMS is growing, specifically in
its number of employees. Thus, the researchers have conducted a study that developed an
Employee Information System that is aimed at improving the HRMO processes.
The Web-Based Enrolment Kiosk (2000) is like an Automated Teller Machine
(ATM) located in feeder high schools. These kiosks are networked with the kiosks in TIP
Manila campus which help the students to have a faster and efficient enrolment within or
even outside the campus. The kiosk can be operated easily. The machine is user-friendly and
can perform various features including subject scheduling, verification of grades of the
students, encoding of the subjects enrolled and assessment of tuition fee dues.

The system utilized the biometric technology specifically fingerprint scanner as starting point
of the enrollment process.  Users must register supplementary information such as personal
details to be able to access the machine.  It offers complete administration of a full range of
flexible benefit programs – from checking of grades in previous semester to encoding of
subjects being enrolled. The study conducted testing in terms of accuracy and speed. The
accuracy test was based on the manual enrolment of TIP and the proposed system. The speed
test was based on the time if there was a conflict and if subject was duplicated.

SYNTHESIS

The reason for developing this system is to come up with a system that would be able to
make automate barangay certificate issuing for all residents.

Using Microsoft Visual Studio 2010 it may help us in developing our system. Because of its
user interface, features and capabilities the proponents can be guided in developing its
structures and design. And different available codes that we can use to develop our system.
Implementing Microsoft SQL Server 2005 can be a good strategy that will help the database
to be more secured and robust. Applying the stored procedures and SQL commands can be
useful and effective in creating our database.

We gathered several systems like Automated Issuance of Barangay Clearance,


Student Records Information System, Automated Real Property Tax Declaration System,
Employee Information System and Web-Based Enrolment Kiosk, we come up to these ideas
and brings us confidence to follow and proceed to our system. Ideas like providing certificate
and keeping residents records.

CHAPTER III

DESIGN AND METHODOLOGY

In this chapter would be about the technical specification of the information technologies to
be utilized in the system, included to this are the software, hardware, specifically the data-
flow diagram, the entity relationship diagram, system architecture, context diagram, and
flowchart of the process, with the specific details below.

SYSTEM DEVELOPMENT METHODOLGY

According to Amir Ghahrai - an iterative life cycle model does not attempt to start with a full
specification of requirements. Instead, development begins by specifying and implementing
just part of the software, which can then be reviewed in order to identify further
requirements. This process is then repeated, producing a new version of the software for each
cycle of the model.

An Implementation and Test phase, when the software is coded, integrated and tested.
A Review phase, in which the software is evaluated, the current requirements are reviewed,
and changes and additions to requirements proposed.

As the Iterative method defined, Figure 3.1 show Iterative Methodology because that focuses
on an initial, simplified implementation, which then progressively gains more complexity
and a broader feature set until the final system is complete. When discussing the iterative
method, the concept of incremental development will also often be used liberally and
interchangeably, which describes the incremental alterations made during the design and
implementation of each new iteration.
REQUIREMENT ANALYSIS

Figure 3.2 shows the current data flow of the existing system. It starts as the resident fill up
the request form for barangay certificate. The secretary finds the resident record to verify if
its registered resident of the barangay, then the secretary will input the information in request
form using typewriter machine. The secretary now issues a barangay certificate with sign of
barangay officials and seal of the barangay for the resident.

ADMIN

The system must be able to change system password.

The system must be able to display resident record.

The system must be able to update resident record.

The system must be able to record new registered resident.

The system must able to retrieve resident record.

The system must be able to print certificates.

CLIENT

The system must be able to search the resident’s information by putting the full name.

The system shall allow the registered resident to request a barangay certificate.

NON-FUNCTIONAL REQUIREMENTS
Security

The resident is required to login by using his/her named/surname and mother’s maiden
named to access the system.

Efficiency

Resident record can be search by their full name.

Only the registered barangay resident can request a certificate.

Accuracy

The system gives the accurate purpose of the resident/client

Compatibility

The system must be compatible in Windows 7.

Figure 3.3 shows the ERD which means Entity Relationship Diagram of the
Automated Certificate Issuance System. The ERD contains the attributes or the data that is
found on each database of the system. Each table represents the database of the system. As
you can see, each of the databases has different data. These data are information from the
barangay using the Certificate Issuance System.

CONTEXT DIAGRAM

A context diagram is a graphic design that clarifies the interfaces and boundaries of the
project or process at hand. It not only shows the process or project in its context, it also
shows the project’s interactions with other systems and users.

In figure 3.4, it represents the context diagram of the Automated Certificate Issuance System.
There are three components that are interacting with the system. These components are the
residents, which do the request barangay certificate and the secretary who manages the
resident’s information and who approve the requests for barangay certificate to print.

DATA FLOW DIAGRAM

A data flow diagram is two-dimensional diagram that explains how data is processed and
transferred in a system. The graphical depiction identifies each source of data and how it
interacts with other data sources to reach common output. Individuals seeking to draft a data
flow diagram must identify external inputs and outputs, determine how the inputs and outputs
relate to each other, and explain with graphics how these connections relate and what they
result in. This type of diagram helps business development and design teams visualize how
data is processed and identify or improve certain aspects.
