1.0 INTRODUCTION
Ampang Jaya Local Plan 2035 (Replacement) consists of land use and
written statement. It is supported by subject plan, insertion plan and land
use classes. This document describes all the details of proposals for land
and physical development in MPAJ area.

The Ampang Jaya Local Plan 2035 (Replacement) area covers the entire
MPAJ administrative area. It is located in two districts, Gombak District
and Hulu Langat District. The total area of MPAJ covers 14,090 hectares.
The MPAJ jurisdiction area comprises three constituencies namely Hulu
Klang District and some settlements in Gombak District and Ampang
District in Hulu Langat District. The local plan area is bordered by Federal
Territory of Kuala Lumpur at the west. The northern part of the MPAJ
area is bordered by the rest of the Setapak District under the
administration of the Kuala Lumpur City Hall.

Mukim Ampang Jaya consist of 4 Planning Blocks which are Pandah


Indah, Ampang, Melawati and Conservation Area in Local Plan Ampang
Jaya 2020. The administration area of MPAJ consist of 3 sub-districts
which are Hulu Klang, a part of Setapak, Gombak and Ampang Jaya, Hulu
Langat.

3.0 VISION AND CONCEPT


3.1. Vision of Ampang Jaya Local Plan 2035 (Replacement)

The jurisdiction area of Ampang Jaya Municipal Council is part of the Greater
Kuala Lumpur/ Klang Valley Conurbation and serves as a major economic and
national township catalyst. Apart from urban development, Ampang Jaya has the
potential of being an environmental preservation and forest reserve which is the
centre of eco-tourism activities.

3.1.VISION
“A distinctive city focused on liveability, sustainability and
balanced economic growth”

I. DISTINCTIVE CITY

A distinctive city is a city that the young and well-educated want to live in, the
boomers want to retire to, and most certainly a city that people want to visit.

II. LIVEABILITY
The key ingredients of a liveable city include safety,
environmental sustainability, affordable and diverse housing
linked by public transport, walking infrastructure to work
and the amenities needed for daily living.

III. BALANCED ECONOMIC GROWTH


Balanced economic growth is sustainable in the long term
and the economy of Ampang Jaya is growing across
different sectors without focusing on only one particular
industry.

IV. SUSTAINABILITY
The wellbeing of residents is critical in sustainable cities, which means
guaranteed access to quality education, safe health centres, easy to access public
transportation, garbage collection services, safety and good air quality. The
availability of public transportation system is improved to reduce car emission

Selected Concept: Eco-Vibrant

Our concept is Ampang Jaya: The Eco-vibrant City. It is derived from our alternative concepts which are
the Eco-forest City and Vibrant City. In this context, ‘eco’ means not harming the environment while
‘vibrant’ means full of energy and life. The idea behind is to transform Ampang Jaya in becoming a
distinctive city focused on liveability, sustainability and balanced economic growth. The principles of
the concept are sustainable, green, tourism, third place and the ‘five Ds’. ‘Five Ds’ stands for diversity,
density, destination accessibility, distance to transit and active design. These principles help Ampang
Jaya to achieve critical vibrancy without compromising the environment.

Ampang Jaya’s development is slower than other surrounding cities. The big reason is that many local
residents choose to work in Kuala Lumpur rather than in Ampang Jaya itself. There is a need to revitalise the
economic and business sector in Ampang Jaya through various initiatives and strategies in order to drive the
economy of Ampang Jaya.

which equals to 46.18% of land use. There are 4 strategies to ensure that development in Ampang Jaya

8.0 CONCLUSION
In conclusion, our vision towards Ampang Jaya is ‘a distinctive city
focused on liveability, sustainability and balanced economic growth.
Also, there are 4 thrusts with strategic directions which emphasizes on
vibrant and inclusive city, resilient and balanced economic growth,
green and sustainable living and the identity of Ampang Jaya. In this
context, all the development must be well planned and implemented
to meet the goal of transforming Ampang Jaya into The Eco-Vibrant
City. We believe that the vision ca be realised in future from the
cooperation of every party.
