  Projects likely have significant adverse environmental impacts that are
sensitive, diverse, or unprecedented. These impacts may affect an area
broader than the sites. Potential impacts are considered “sensitive” if they
may be irreversible (e.g., lead to loss of a major natural habitat) or raise
impacts on indigenous peoples; natural habitats; physical and cultural
resources; or/and involuntary resettlement.  The proponent is responsible for
preparing an EIA report.
