Discovery Educational Consultants LLC (Discovery) is pleased to present this proposal to conduct a
feasibility study for the City of Orem (Orem) for the possible creation of a new Orem City school district.
We believe our team is uniquely qualified to provide Orem with objective guidance, facts and information
based on our experience with similar projects.
Discovery focuses on providing services to public and private clients involving various financial and
viability studies. Though Discovery Educational Consultants was formally organized recently as a legal
entity, collectively the principals of Discovery Educational Consultants LLC (Discovery) have multiple
years of knowledge and experience in public education, public school administration, school district
management, municipal government, school district split, feasibility & assessment, financial studies, real
estate assessment, university research and instruction, business and financial management, and educational
studies.
It is understood the criteria for evaluation of our Proposal will include the following. Therefore, we will
strive to address each of the criteria below.
approved the creation of the new school district in the General Elections held in November 2007. The new
district was later named the Canyons School District. In June 2008 Dr. McCarty was elected as one of the
first school board members of Canyons School District. After the creation of the new school district Dr.
McCarty’s responsibilities included working with the mayors and city councils of the five cities during the
18 months ‘start-up period for the new school district, prior to the new district assuming full operations and
Local Education Authority (LEA) responsibilities. Dr. McCarty’s experience as a successful public-school
administrator, a former Utah Transit Authority (UTA) Director, and a university professor of education
gave him the expertise and skills necessary to represent Canyons in resolving and reaching final agreement
of the transition of assets, arbitration, and bond indebtedness between Jordan School District and Canyons.
Dr. McCarty’s involvement in the negotiations lasted until 2010 when final agreement and resolution with
Jordan School District was reached. This process was required by Utah Code for a split of an existing
school district and the organization and creation of a new one. Dr. McCarty continued to work closely
with the 5 mayors and city councils until 2012. The city mayors and Salt Lake County were extremely
helpful and supportive in helping Canyons assume the Local Education Authority (LEA) on July 1, 2009
when Canyons become responsible for all its students learning, teacher instruction, and full school district
operations.
In 2008 Dr. McCarty worked with Utah House Representative Greg Hughes and State Senator Michael
Waddoups in creating the “School District Division Funding” bill that created a School District Division
Capital Equalization Account; transfers General Fund monies to the account; requires the State Board of
Education to make allocations, for a certain period of time, to the remaining portion of a school district that
has been divided.
Lake County commissioned a financial feasibility study about breaking away from Jordan School District,
the state's largest school district at the time. Dr. McCarty did not participate in the compilation, writing or
official presentation of the final financial feasibility study. However, as a volunteer he worked closely with
the government entities (east side cities and Salt Lake County) that helped collect the data and information
necessary for the study.
Dr. McCarty has been involved in multiple public school evaluative studies researching and organizing
financial data and criteria needed to determine the type and quality of educational necessities required to
meet the Granite School District's future needs. The primary goal of the feasibility studies was to help the
Granite School District understand what it has in terms of school facilities and what is needed to satisfy
anticipated changes in future capacity needs and educational programs.
Mr. Christensen served as an elected state representative in the Utah House of Representatives for eight
years. He was the Chair or Vice-Chair of the numerous Standing Committees in the Utah Legislature. The
one directly related to financial studies was the Public Education Appropriations Committee. His
responsibilities included working with the Utah Governor in the preparation of the public education budget.
Mr. Christensen was involved in the budget and financial studies, the review process, and the legislative
approval. He worked with the legislators altering the budget as necessary and pass a final appropriations
bill.
Discovery’s legal counsel, Mr. Christensen has broad and in-depth experience in real estate law, real estate
assessment and values, real estate transactions, land use and planning. He has been involved in the real
estate developments of numerous projects and properties in California and Utah. He is President of the
Draper Land Development Company. He has title insurance and real estate licenses.

Dr. McCarty was recognized as United States Air Force Distinguished Civic Leader. Honored by Major
General Charles A. Horner (CINC NORAD), for non-military roles in Operations Desert Shield and Desert
Storm in conjunction with 388th & 419th Fighter Wings. He received a Distinguished VIP Tour of multiple
national Air Force Installations including United States Air Force Academy, Hill AFB, Mountain Home
AFB, Peterson AFB, North American Aerospace Defense Command (NORAD), United States Northern
Command (USNORTHCOM) headquarters, and Air Force Space Command Headquarters, Cheyenne
Mountain AFB, and Falcon AFB. He received the UTA Outstanding Service Award for his service as the
Utah Transit Authority (UTA) Board Director of Light Rail Development & Construction and Vice
President of the UTA Board of Directors prior to the 2002 Winter Olympics in Salt Lake City.
Among his UTA responsibilities was the research and development of viability and feasibility studies which
included the Light Rail/TRAX Final Environmental Impact Study and the UTA Preliminary Engineering
for Light Rail/TRAX Construction Reports. He also spent three years as the UTA Board Director
responsible for Internal Audits and transportation feasibility studies. He was honored twice (1990 & 1993)
as Utah Public School Administrator and Principal Recognition – Utah House & Senate Joint Resolution.
He was honored as ‘Innovator of the Year’ by the Utah Association of Elementary School Principals. Other
honors and recognitions include the Jon & Karen Huntsman Award for Excellence in Education, Granite
School District Principal of the Year, Utah Principal of the Year; National Instructional Technology Leader
by – The Smithsonian Institute, Washington DC. Canyons School District Outstanding Service Award.
James E. West Fellow – Boy Scouts of America National Endowment Award for Service.

Michael D. Wankier, former Chief Financial Officer (CFO) and Executive Vice President of the Larry H.
Miller Management Corporation in Salt Lake City, Utah. The Larry H. Miller Corporation was a regional
conglomerate of family-owned businesses in automotive sales and service, auto finance, auto ancillary
products, movie theater exhibition, professional sports (incl. Utah Jazz Basketball), real estate management,
and other related businesses. Mr. Wankier is a licensed CPA in the State of Utah. His college degrees are
from Southern Utah University. Mr. Wankier’s professional experience includes complex consolidations,
including foreign operations while managing large financial and accounting departments.

Mr. Wankier currently serves on the Board of Trustees at Southern Utah University. Throughout his career,
Mr. Wankier has been involved in the evaluation of the financial feasibility for various projects including:
business acquisitions, commercial real estate construction, large event arenas, remodel, sports complexes,
mixed-use development projects, and other real estate development projects. His clients have included
other entities involved in the businesses of automotive sales and service, convention meeting, sports
entertainment and tourism/hospitality industries.
Dr. Paul J. McCarty served 40 years in the Granite School District as a public-school principal and district
office administrator. He has an undergraduate degree from the University of California at Berkeley. His
Masters and Doctorate were earned from Brigham Young University. He taught over 30 years at Brigham
Young University in the Departments of Education, Family Life and Psychology as an adjunct professor.
Dr. McCarty has been a visiting lecturer of education issues at Johns Hopkins University. Dr. McCarty
served as the Utah Transit Authority (UTA) Board Director of Light Rail Development & Construction and
Vice President of the UTA Board of Directors prior to the 2002 Winter Olympics in Salt Lake City. Among
his UTA responsibilities was the research and development of viability and feasibility studies which

Utah attorney F. LaVar Christensen is our legal consultant. Mr. Christensen received a B.A. from
Brigham Young University and a J.D. from the University of the Pacific. During his time in law school,
Christensen was a legislative assistant for the Governor of California (1978), and also a judicial law clerk
(1979-1980). His legal practice includes school & education law, real estate law, business law, family law,
civil litigation & appeals, criminal law, government regulations and public policy. He served as an elected
member in the Utah House of Representatives for eight years.
Mr. Christensen served as Chair or Vice-Chair for many of the following Stading Committees: Judiciary,
Public Education, Law Enforcement and Criminal Justice, Health & Human Services, Business &
Economic Development, Retirement & Independent Entities, Public Education Appropriations Committee,
Utah Constitution Revision Commission, Judicial Review Committee, Utah Commission on Civic &
Character Education, Water Law, Parental Rights, and Child Welfare. Representing the State of Utah, he
was a member of the U.S. Trade Mission to Israel and Jordan with the Utah Governor and Utah Office of
Economic Development.

Our bid for completion of the study is $30,000. (Please see “Discovery Bid, Cost, Fee Schedule, Proposed
Date of Study Completion, Work Sessions, Council Presentations and Final Report”, page 27). Discovery
brings an experienced project team, educational, institutional and industry knowledge, and the ability to
communicate results in a manner that has proven effective for others we have served facing similar issues.
11. The time it will take your company to complete the study.
We are committed to providing the Orem with the required resources to perform the requested scope of
work and services in a timely manner. Discovery will complete the proposed scope of services withing
6-8 weeks after the contract is award (page 27). If Orem has a hard completion date that is sooner,
Discovery will meet that date, assuming:
(i) that Discovery is retained to start within the next few working days;
(ii) that the necessary Alpine School District information is readily available; and,
(iii) that district staff is accessible and cooperative in providing information as well as to respond
in a timely fashion to clarifying questions. Should this become an issue, Discovery will
communicate such to Orem city staff to seek a timely resolution.
Our Commitment
It is the intent of Discovery Educational Consultants LLC (‘Discovery’) to produce a well-written feasibility
study with objective guidance, facts and information based on our experience with similar projects. We
will address three key educational components critical to determining the feasibility of a new municipal
school district for Orem City (‘Orem’):
(a) legal and regulatory issues,
(b) operational issues,
(c) fiscal issues.
Considerable information and data will be collected and analyzed as these components and the ‘Scope of
Work’ issues (see page 21, “Exhibit A – Scope of Work”) provided in the Orem Referral for Proposal
(RFP), will be addressed, researched and addressed. All the research, facts, and information Discovery
provides will help Orem leaders gain the necessary background, summary, description of operations,
research, legal and financial documents necessary to understand the creation of a new school district.
The completed study will provide Orem with a detailed analysis and report to determine the practicality,
strengths and weaknesses of creating a new school district for the Orem. This feasibility study will help
the Orem City Council, the City Mayor and Orem City leadership to do the following:

• Plan a course of action and events to organize a new school district for the city
• Identify the challenges that could arise
• List potential outcomes, advantages and disadvantages that would come about as a result of the
creation of a new school district
The feasibility study performed by Discovery will be factual and informative and will address the following
“Scope of Work” issues.
1. Enrollment and School Boundary Analysis
2. Evaluation of Special Programs
3. Taxable Value Analysis
4. General Fund Budget Analysis
5. Capital Facilities Analysis
6. Debt and Bonding Analysis
7. Tax Burden Analysis
8. A Review of the Literature and Research Related to Enrollment Size in School Districts
Discovery will analyze the above components within the content of the following scenario: The creation
of a new Orem City School District (contiguous with the existing municipal boundaries) and the impacts
on the remaining Alpine School District, compared to the current status of remaining in the Alpine School
District.
• Discovery will also address the municipalities and communities of Vineyard and Linden, and the
prospect of students to attend Orem public schools who reside in attendance zones not currently
tied to Orem municipal boundaries (see page 20).
• Preliminary School, Student & Related Demographic Data for the City of Orem is presented in
Exhibit B (page 28).
• Discovery has prepared the proposed final Feasibility Study’s Table of Contents for the completed
Study. This can be found in “Exhibit C – Proposed Table of Content for the Completed Feasibility
Study Report” (page 32).
• Questions Orem might have about how Discovery will research, assess and present the final
feasibility study are answered in “Exhibit D - Questions about the Feasibility Study Preparation”
(page 35).
• In addition to the eight issues of the ‘Scope of Work’ that Orem requested be addressed, Discovery
will research and answer additional specific questions in its final feasibility study. These can be
read in Exhibit E – “Frequently Asked Questions from Previous School District Feasibility Studies
That Discovery Will Answer” (page 37).
The remainder of this proposal contains the information requested in your RFP, Discovery’s process of
discovery, and how the final Feasibility Study will appear.

A conflict of interest happens when an individual or business involved in multiple interests, or that
represents multiple clients, finds themselves in a decision-making situation where serving one of those
interests/clients may harm another. Conflicts of interest create a risk that the individual or the company
will act in a way that betrays their legal and fiduciary duties and obligations. Some conflicts of interest
are insignificant. Nonetheless, all conflicts of interest must be disclosed. The City of Orem retains the
sole and unfettered right to determine if a conflict of interest is significant. Intentionally failing to
disclose a conflict of interest, no matter how insignificant, is grounds for disqualifying an applicant.

On Jan. 21, 2022, Dr. McCarty, emailed seven public school district Business Administrators (Chief
Financial Officers) and the financial director of the Utah State Office of Education. This included Rob
Smith, ASD Business Administrator. The following question was asked to all: What financial equity
and/or school district revenue are in place in Utah so a newly created smaller school district doesn't
result in lowered revenue or financial harm to the larger, original school district after the split?
Dr. McCarty received the following answer from Mr. Smith on Jan. 24, 2022.

A. In 2007, Dr. McCarty was involved as a parent, patron and former member of the Draper City
Council, with the cities of Cottonwood Heights, Midvale, Alta, Sandy and Draper. An inter-local
agreement between the five (5) cities was formed to create a coalition, in accordance to Utah Code, to
create a new school district on the east-side of Salt Lake County. Forming the new school district
necessitated the splitting of Jordan School District. The voters of all the cities mentioned above
approved the creation of the new school district in the General Elections held in November 2007. The
new district was later named the Canyons School District.
In June 2008 Dr. McCarty was elected as one of the first school board members of Canyons School
District. After the creation of the new school district Dr. McCarty’s responsibilities included the
continuation working with all the mayors and city councils of the five cities in order to start-up the new
school district. Dr. McCarty’s professional involvement as a successful public school administrator, a

negotiations in which the five city mayors participated. This process was required by Utah Code for a
split of an existing school district and the organization and creation of a new one. Dr. McCarty
continued to work closely with the 5 mayors and city councils until 2012. Strong friendships and
professional relationships were formed with the mayors. The city mayors were extremely helpful and
supportive in helping Canyons assume the Local Education Authority (LEA) on July 1, 2009 when Canyons
become responsible for all its students learning, teacher instruction, and full school district operations.
B. November-December, 2021, Dr. McCarty and parents, all residents of Draper City, met with the
Draper Mayor twice, and in separate meetings with individual members of the Draper City Council. The
purpose of the meetings was to discuss the prospect of creating a new municipal school district for
Draper City. This was all volunteer service by Dr. McCarty and the parents, with no compensation of any
kind.

EXECUTIVE SUMMARY
It is Discovery’s request to be contracted as a consultant to develop a feasibility study for the City of
Orem regarding establishment of a municipal school district. Discovery will agree to perform the
reasonable and necessary analyses and research to furnish the City of Orem a report that will include
the following content below and, on the accompanying ‘Exhibit’ pages.
a. An analysis of the eight components listed below within the content of the following scenario:
The creation of a new Orem City School District (contiguous with the existing municipal
boundaries) and the impacts on the remaining Alpine School District, compared to the current
status of remaining in the Alpine School District.
b. An analysis of current legal and regulatory requirements and issues reasonably expected to arise
should the City of Orem choose to establish a municipal school district.
c. An overview of the essential academic program and operational program requirements that the
City of Orem could reasonably anticipate encountering should the municipality choose to
establish a municipal school district, along with suggested courses of action to successfully meet
those requirements, provided, however, that the feasibility study is limited to the creation of a
municipal school district and not its ongoing operation.
d. An analysis of the fiscal requirements and an estimate of the total annual general operational
revenues and expenditures (priced at a current dollar value) that the new created school district
could expect to receive and incur should the City of Orem choose to allow the registered voters
of Orem vote on its creation.
The final Feasibility Study by Discovery will be a detailed analysis of legal, operational, and fiscal data,
including analyses and research of the above listed issues and topics. Concerns for the best interests of
children will guide the development and recommendations to be presented in the Feasibility Study.
Discovery hopes the data and information provided to the City of Orem will lead to decisions that serve
the best interests of children who may receive a public education within the City of Orem.

presents Discovery’s ‘Table of Content’ for its final report. It is what Orem can expect Discovery to
produce. It has a list of all the major topics to be researched and analyzed, including the issues
presented in the ‘Scope of Work’.
The study performed by Discovery will address eight ‘Scope of Work’ components: They are: (1)
Enrollment and School Boundary Analysis, (2) Evaluation of Special Programs, (3) Taxable Value Analysis,
(4) General Fund Budget Analysis, (5) Capital Facilities Analysis, (6) Debt and Bonding Analysis, (7) Tax
Burden Analysis, (8) A Review of the Literature and Research Related to Enrollment Size in School
Districts.
These eight components can be grouped into three key educational components critical to determining
the feasibility of a newly formed municipal school district for the City of Orem: (a) legal and regulatory
issues, (b) operational issues, and (c) fiscal issues. Considerable information and data will be collected
and analyzed as these components are addressed.
Please Note: The eight issues from the “Scope of Work” (above) requested in the Orem City RFP
document are in noted in BOLD.
In order to understand the legal and regulatory issues, a thorough analysis of current Utah Code
statutes, legislation, and applicable court cases will be researched. This analysis will be conducted with
assistance of a veteran attorney, LaVar Christensen, who possess extensive experience in Utah school
and municipal law.
The first issue to be reported in the feasibility study will be a thorough research and analysis of (8) A
Review of the Literature and Research Related to Enrollment Size in School Districts. Discovery will
objectively report on the research regarding economy of scale issues (larger is better).
The final feasibility study will report on operational issues and the requirements associated with
providing comparable educational opportunities for the students of the proposed school district for the
City of Orem as compared with existing Alpine School District programs. Factors will include numbers of
required teachers, administrators, (1) Evaluation of Special Programs and personnel, support personnel,
office personnel, instructional technology personnel, in addition to critical support areas including
transportation, nutrition services, maintenance and operations, and custodial services.
The third area addressed by this study will concern fiscal issues (i.e., analysis of revenue streams and
projected expenditures) associated with a new school district. (2) Student Enrollment and School
Boundary Analysis will be address in this group. One of the variables central to fiscal analysis, as well as
school district organization and operation, is student enrollment. Enrollment shapes the nature of the
curriculum and instruction, revenue streams, expenditures, facility requirements, transportation, food
services, infrastructure requirements, and virtually every other aspect of the educational system.

Therefore, one of the first tasks by Discovery will be the collection and extensive analysis of existing
Alpine School District student data.
A map of the proposed municipal school district of the City of Orem will be provided in the finished
Feasibility Study. Student data will be analyzed for specific characteristics and demographics such a
grade level, special or exceptional education needs, English language learners, career and technical
education, college concurrent classes. Student enrollment data will be sought from the 2020-2021
school year from the Alpine School District database. It will be disaggregated by geographic location and
tracked to the proposed new school district in the City of Orem. It is expected this detailed research will
also provide the Average Daily Attendance (ADA) student enrollment data for the Orem municipality.
Fiscal issues associated with revenue generation will be focused on funding originating from local and
state sources that will support the operational components. Federal funds are essentially flow funding
through the Utah State Office of Education and are used to supplement special needs & instructional
areas, Title One (low income), and free and reduced lunch programs. The remaining five ‘Scope of
Work’ issues requested in the Orem City RFP will be address in this area: (3) Taxable Value Analysis, (4)
General Fund Budget Analysis, (5) Capital Facilities Analysis, (6) Debt and Bonding Analysis, (7) Tax
Burden Analysis.
Fiscal issues associated with education expenditures will generate detailed revenue and expenditure
analysis and reporting. Discovery will present estimated required operating costs in standard school
budget categories that are required to create an educational program comparable to that provided by
the current Alpine School District. The ratio of the Average Daily Attendance (ADA) of students currently
attending schools within the municipal boundaries of the City of Orem will offer a basis for cost and
budget calculations. Actual ADA enrollment data provided will give a basis for projection of teachers &
instructional personnel. This is a major expenditure in any school district budget – by each elementary
and secondary school within the municipal boundaries of the new school district. Current Alpine School
District 2020-2021 school year average teacher salaries and benefits will be used in cost estimates as the
proposed new municipal school district for the City of Orem will be legally required to provide the same
teacher salaries. It must be noted that the Utah Retirement System contributions from each school
district in Utah are subject to change from year-to-year according to state actuarial analysis. Personnel
assignments related to special education career & technical education will be based on current staffing
ratios in order to offer comparability to the current programs in the Alpine School District.
An important related component that will be included in the Feasibility Study will be the analysis of
facility capacity in each of the elementary and secondary schools within the municipal boundaries of the
City of Orem and its proposed new city school district. Emphasis will be on what will be the most
effective fiscal utilization of these resources.
Transportation cost estimates will be estimated based upon the current Alpine School District costs. The
number of students attending schools within the municipal boundaries of the City of Orem will be
sought. In addition, outsourcing school transportation will be researched.
Nationwide school districts are under pressure to balance the need for services that support their
educational mission with the responsibility to keep their district fiscally sound. In many cases,

contracting student transportation provides the support needed to find the right balance. The National
School Transportation Association (NSTA) reports that contracting student transportation saves districts
an average of up to 10 to 30 percent, allowing districts to return time, energy, and resources to the
classroom.
Technology expenses will be analyzed to provide comparable services as presently exist. These
expenses include: faculty laptops, staffing, management and instructional technology support,
computer repair, business services, and communications. Nutrition service expenses will be addressed.
Lastly, expenses associated with major capital improvements (e.g., re-roofing of facilities) isn’t included
in the operating expenses. It is expected Alpine School District five-year capital improvement plan will
provide information regarding future capital needs at various school. The plan will be included in the
Feasibility Study.

Vineyard and Linden - Prospect of students who reside in attendance zones not
currently tied to Orem municipal boundaries, be able to attend schools in Orem
Comments have been made at past Orem City Council public meetings by parents and patrons who
currently live outside the municipal boundaries of Orem, within the communities of Vineyard and Linden
who currently have children who attend public schools within Orem.
These comments include parental inquiries and requests for their children to continue to attend their
same schools if a new municipal school district in Orem is created. Additional questions have been
made about inter-district open enrollment, especially as it concerns continued and future opportunities
for family school choice. Questions have arisen as to how is it done and what might be the feasibility of
students to attend schools in the new school district who reside outside the municipal boundaries of
Orem.
Discovery will research these questions, issues, parent and patron concerns. Discovery will report on
the feasibility of permitting family choice for students to attend schools within the new school district.
Data will be sought that includes students who reside in the municipal boundaries of the City of Orem as
well as students who reside in attendance zones not currently tied to municipal boundaries, such as
Vineyard and Linden.

The following paragraphs address the proposed Scope of Work that was submitted by Orem in the initial
RFP. It will be completed by Discovery. Each of the above ‘Scope of Work’ issues are discussed and how
they will be addressed in the feasibility study we will develop for Orem.
not only local revenues but also the ability of a district to bond for capital infrastructure. Section
53A-2-105, Subsection (3) establishes the process for the transfer of school indebtedness.
Based on legislative requirements established in section 53A-2-105, DEC will evaluate the
current and future assessed property values in each proposed scenario.
The capital facility analysis will be based on two scenarios: no transfer students vs. transfer
students. The idea is to determine if the new district will have capacity with the current schools
(and future capital projects) to maintain the student population with transfers, thus reducing
feeder system disruptions, or will the new district have to exclude those students currently
attending schools in Orem but that are from other cities due to lack of facilities.
The figures developed by Discovery will also include an analysis of potential boundary
inconsistencies within each scenario and the risk of school closures.

function to determine any duplicate expenditures if a division occurs. Duplicate expenditures
could occur due to increased administrative staffing needs, increased duplicate utility costs, or
the need to hire additional teachers to maintain the existing level of service.

projections of Alpine School District and how these expenses would be apportioned to each
district.
Discovery will determine the revenue neutral capital outlay tax rates for each district to
determine the local revenues associated with the Capital Projects Fund. In addition, the Capital
Projects Fund is supplemented through state support programs regarding enrollment growth
and capital facility assistance. Discovery will utilize state formulas and legislation to determine
the projected state support revenues for each of these programs, as well as any earnings on
investments for this fund. Expenditures will be calculated based on a comparison of existing
capital expenditure projections, historic growth rates, and five-year average expenditures.
Our scope of services includes only a review of remodeling and future facility needs as identified
by Alpine School District. It does not include a reassessment of capital remodeling needs or
future facility needs, other than a review of proposed additional start-up costs and for
additional schools that may be needed due to redrawing of district boundaries.
Division of Physical Assets – The capital facility analysis will also explore various methods for the
division of physical assets based on the somewhat vague guidelines of Utah law. We will
carefully weigh and present the strengths and weaknesses of each approach, and will make
recommendations in the feasibility study regarding the division of assets.
Shared Assets – We will compile a list of all assets that could potentially be shared between the
two districts. We will compare and contrast the costs of operating these facilities separately and
together, as well as efficiencies involved with each scenario. We will also consider the level of
disruption that would occur to various programs from creating separate facilities, as well as
projected capacity levels for these programs in the future.

The need for future debt will depend on the division of capital assets at the time that the district
is split, the need for additional facilities such as administration buildings, tech centers, bus
garages, etc., and the extent to which facilities can be shared. Surplus school property will also
need to be considered, as it can be sold for amounts that provide funding toward new facilities.
Educational outcomes are the desired learning objectives and educational results for
students to achieve by the direct involvement of parents, teachers, and schools. The
feasibility study will examine the research regarding the size of school district has on
student learning and academic performance, student discipline, teacher instruction and
family involvement in local schools. (See ‘Scope of Work’ #8 - A Review of the Literature and
Research Related to Enrollment Size in School Districts). One of the biggest impacts on
student learning are teachers (Hattie 2019). Many studies have shown teacher’s job
satisfaction and quality instruction matter more to student achievement than any other
aspect of schooling. Research will be explored regarding the effect of school district size
upon elementary and secondary teacher quality of instruction and student learning.

PROPOSED COMPLETION
Discovery will complete the proposed scope of services withing 6-8 weeks after the contract is awarded.
If the City of Orem has a hard completion date sooner, Discovery, will meet that date, assuming:
(i) that Discovery is retained to start within the next few working days;
(ii) that the necessary Alpine School District information is readily available; and,
(iii) that district staff is accessible and cooperative in providing information as well as to respond
in a timely fashion to clarifying questions. Should this become an issue, Discovery will communicate
such to Orem City staff to seek a timely resolution.
Discovery proposes to work sessions with the City Council and staff, a final presentation to Council and
will deliver a completed final report detailing all assumptions, recommendations and outcomes.
Additional meetings beyond the proposed will be charged on an hourly basis based on the approval of
the City.

We believe that there is no substitute for face-to-face communications. We will be in constant contact
with the Orem City Counsel and/or their Legislative Legal Counsel throughout the feasibility study
process. Reporting will take the form of e-mail, formal and informal communications.
2. What statistical method do you use in enrollment projections, five year and ten years?
We will initially develop an enrollment model based upon the cohort survival method (similar to that
used by most state Departments of Education) in order to verify the results. Then using the live birth
data as well as historical enrollment data from the Alpine School District we will utilize a series of
alternative methodologies including the utilization of a mixture of methodologies such as Least Squares,
4 year Rolling Averages, 4 Year Average, 1 Year Retention, etc. From our experience school district
enrollment projections tend to fail based upon the assumptions made in terms of future live births. As
such, we will likewise review the birth projections in a similar manner. We will also compare actual
enrollments reported by the Alpine School District on its state mandated October 1, 2021, enrollment
reports against past district projections. This review may yield unexpected trends that we have found in
the past to include private schools, charter schools, local treatment centers utilizing district schools, out
migration at middle and high school age from adjacent city school systems; as well as the impact of
generational shifts in the purchasing and renting of existing housing.
3. What multiplier do you use in determining the number of school age children generated from
different housing types?
While there are a number of nationally accepted multipliers for determining dwelling yield values (the
number of pupils generated by each new and existing housing start); we feel it is important to review
these against the local census results to account for the varieties of the local housing market.
Projections for new housing units can typically be made with accuracy; the greater challenge lies with
the impact of changing ownership in aging housing developments constructed prior to 2000. We had
experienced such situations in areas that were considered built-out for residential and high-density
dwellings. The conventional wisdom was there was no new room for housing construction. But the
school age populations suddenly soared due to young families taking advantage of inexpensive "starter"
homes in the form of older homes, such as in the central and downtown areas of Provo City.
4. How will you go about collecting data and what data will you collect to determine student and family
growth patterns?

Discovery anticipates that the data sets to be collected will include but not be limited to the pupil
residence locations and data from the US 2020 Census Data. Discovery will seek Alpine School District
cooperation in gathering pertinent electronic data. Copies of Alpine School District provided
information will include: 2020-2021 Redistricting Process, future student population forecasts 2020-
2050, enrollment information, and Alpine School District separation demographics.
5. In conjunction with enrollment projections, how will you determine facility needs? What different
options will you consider?
There are two key facets that must be considered in determining facility needs; those are the
sizes/shapes of instruction spaces, and the current/projected curriculum program to be carried on in
those spaces. In our evaluation we will use national planning standards such as those prepared by the
Council for Educational Facilities Planners International as well as those of various states, as well as our
experience. We will take an approach to building capacity - looking at items such as site size and core
facilities. Often overlooked in the counting of classroom spaces, Discovery will pay particular attention
to the capabilities district facilities to accommodate increased teacher instruction and student learning
use.
In conjunction with enrollment projections, analysis will provide the evaluative criteria needed to
determine the type and quality of educational spaces required to meet the proposed new school
district's future needs.

Career Summary
Dr. McCarty served 40 years in the Granite School District as a public-school principal and district office
administrator. He has an undergraduate degree from the University of California at Berkeley. His Masters
and Doctorate were earned from Brigham Young University. He taught over 30 years at Brigham Young
University in the Departments of Education, Family Life and Psychology as an adjunct professor. Paul
served as the Utah Transit Authority (UTA) Board Director of Light Rail Development & Construction and
Vice President of the UTA Board of Directors prior to the 2002 Winter Olympics in Salt Lake City. Among
his UTA responsibilities was the research and development of viability and feasibility studies which
included the Light Rail/TRAX Final Environmental Impact Study and the UTA Preliminary Engineering
for Light Rail/TRAX Construction Reports. He also spent three years as the UTA Board Director
responsible for Internal Audits and transportation feasibility studies.
Dr. McCarty has been involved in multiple public school evaluative studies researching and organizing data
and criteria needed to determine the type and quality of educational necessities required to meet the Granite
School District's future needs. The primary goal of the feasibility studies was to help the Granite School
District understand what it has in terms of school facilities and what is needed to satisfy anticipated changes
in future capacity needs and educational programs.
Dr. McCarty was elected as members of the Draper City Council and Canyons School Board. He was
involved in the 2007 creation of a new school district in Utah, and the 2008 development and organization
of the Canyons School District. Among honors and recognitions received include the Jon & Karen
