EXECUTIVE ORDER NO. 04-003


Series of 2022

COMMANDING THE FORCED EVACUATION AMONG COASTAL, LOW-LYING, AND


HIGHLY VULNERABLE BARANGAYS/COMMUNITIES IN CATBALOGAN CITY

WHEREAS, it is a declared policy of the State to uphold the people’s rights to life,
health, safety and property;

WHEREAS, local government units (LGUs) are mandated by law to promote the
general welfare of the people, thus, they are hereby authorized and empowered to exercise
the powers expressly granted, those necessarily implied therefrom, as well as powers
necessary, appropriate, or incidental for its efficient and effective governance, and those
which are essential to the promotion of the general welfare;

WHEREAS, the Philippine Atmospheric, Geophysical, Astronomical Services


Administration (PAGASA) said in an advisory issued 11:00 AM on April 12, 2022 that center
of Tropical Depression “AGATON” was estimated based on all available data in the vicinity
of Balangiga, Eastern Samar (11.2°N, 125.4°E) with maximum sustained winds of 45 km/h
near the center, gustiness of up to 75 km/h, and central pressure of 1004 hPa and currently
moving Eastward slowly with strong winds or higher extend outwards up to 150 km from
the center;

WHEREAS, in the same weather bulletin, moderate to rough seas will be


experienced over Eastern Visayas’ seaboards of approximately 1.2 to 3.7 meters. This is
clearly evident since early hours of this date in Catbalogan coastal areas which have been
heavily affected by storm surges that are causing damage to properties and displacement
of families in the said areas;

WHEREAS, to avert any further loss of life and properties, and by recommendation
of City DRRM Officer as well as concurrence/approval of the City DRRM Council, there is a
need to conduct forced evacuation among coastal, low-lying, and highly vulnerable
barangays and communities who are at high risk for storm surge, flooding and landslide,
hence, this Order;

NOW, THEREFORE, I, DEXTER M. UY, City Mayor of Catbalogan City, Samar, by


virtue of the powers vested in me by pertinent laws, do hereby command the forced
evacuation among coastal, low-lying, and highly vulnerable barangays/communities in
Catbalogan City who are at risk to be affected by storm surge, flooding and landslide.
CDRRMO, Philippine National Police, City Engineering Office, volunteer groups, responding
government and non-government agencies as well as barangay officials are hereby ordered
to facilitate in this forced evacuation. Affected families are obliged to follow this order for
their safety.
