It was adopted and promulgated by the Commission
on Higher Education in accordance with R.A 7722 otherwise known as “Higher Education Act of 1994” in pursuance to the outcomes-based quality assurance system. SECTION 1. Rationale • Implementation of the “shift to learning competency-based standards/outcomes-based education”. • Specifies the core competencies ARTICLE I: expected of BSMT/BSMLS graduates INTRODUCTION • In recognition of the spirit of OBE, the PSG allow the HEI to initiate curricular innovations in line with the assessment of how best to achieve learning outcomes in their particular contexts and their respective missions. SECTION 2. Government Recognition • Private higher education institutions (PHEIs), state universities and colleges (SUCs) and local universities and colleges (LUCs): • Must secure proper authority from ARTICLE II: the Commission in accordance with AUTHORITY TO the rules and regulations; policies and standards. OPERATE • All PHEIs with an existing BSMT/BSMLS program are required to shift to an outcomes-based approach based on PSG. SECTION 3 • Follow minimum standards and other requirements and prescriptions for BSMT/ BSMLS. SECTION 4 • HEIs are allowed to design curricula suited ARTICLE III: to their own contexts mission provided that GENERAL they can demonstrate that the same leads PROVISION to the attainment of the required minimum set of outcomes. • HEIs can use the CHED Implementation Handbook for Outcomes-Based Education (OBE) and Institutional Sustainability Assessment (ISA) as a guide. • PSG is based on the K-12 basic education system and on the new GE program. SECTION 5. Program Description 5.1. Degree Name • The degree program described shall called “Bachelor of Science in Medical Technology/ Bachelor of Science in Medical Laboratory Science” ARTICLE IV: 5.2. Nature of the Field Study PROGRAM • The BSMT/BSMLS is a four-year program SPECIFICATIONS consisting of general education and professional courses. • 4th year level is the internship program of one (1) year in a CHED-accredited training laboratory. Transitory Provision • Private higher education institutions (PHEIs), state universities and colleges (SUCs) and local universities and colleges (LUCs) with existing ARTICLE VIII: authorization to operate are hereby TRANSITORY, given a period of three (3) years from the effectivity thereof to fully comply REPEALING AND with all the requirements in this CMO. EFFECTIVITY • Prescribed minimum curricular PROVISIONS requirements in this CMO shall be implemented starting Academic Year 2018-2019. SECTION 24. Sanctions • Non-compliance with the provisions ARTICLE VIII: after due process shall cause the TRANSITORY, Commission to impose sanctions. REPEALING AND • Sanctions for MT/MLS schools shall be EFFECTIVITY based on the 3-year consolidated Medical technology Licensure PROVISIONS examination institutional performance and the outcome of the monitoring visits. • Performance of their graduates in the Medical Technology Examination (MTLE) ARTICLE VIII: • The institutional passing average or TRANSITORY, performance of the graduates of REPEALING AND MT/MLS schools in the MTLE for the EFFECTIVITY past three (3) years shall be based on the data provided by the Professional PROVISIONS Regulatory Board of Medical Technology.
