Safety is of the highest significance in the construction sector since everyone has the right to
return home safely at the end of the day. The Philippine construction sector has several health
and safety difficulties [1]. According to Department Order No. 13, Series of 1998, guidelines are
issued on what should be done in the aim of assuring the protection and welfare of
construction employees, as well as the safety and well-being of the general public inside and
around any construction jobsite, and to promote harmonious employer-employee interactions
in the construction sector.

Toolbox Meeting / Toolbox Talk
Workers and their respective supervisors meet on a daily basis for instruction, discussion, and
proper briefing on the planned work, the assessment of previous work, the possibility or actual
occurrence of accidents on the job site, tips and suggestions on how to avoid potential
accidents, and other related matters. These discussions, formally known as tool box
conversations, have the ability to save someone from being hurt or killed [2]. It created a safer
working atmosphere and raised workers understanding of construction safety standards.
According to studies [2] [3], these discussions were really beneficial and should be done on a
regular basis since it does not only help educate companies on appropriate safety precautions
but it also increases worker safety as well as decreases liability on management.

Safety and Health Audit

The fundamental goal of assessing safety performance is to give information on the status of
existing policies, procedures, and actions utilized to reduce workplace hazards and accidents.
All construction companies want to cut expenses and keep worker compensation and worker
indemnity lawsuits that arise as a direct result of safety issues [4]. Thus, a system of safety
auditing was implemented to encourage hazard identification, remedial measures, and accident
reduction. A failure in health and safety management is frequently the cause of a major event.
Safety audits aid in discovering flaws in a system, process, or program, and the information
acquired aids in determining the best path of corrective action. The actual jobsite conditions
might be taken into consideration through the audit, and suggestive measures could be offered
depending on the happenings at the jobsite. According to studies [4] [5], employees and the
organization as a whole gain directly from the safety audit process, which results in a safer work
environment. The safety auditing method did result in deliverables such as enhanced staff
communication, injury awareness, and hence cost savings.

SAFETY SIGNAGES
The most prevalent strategy of preventing accident and injury is the deployment of warning
signs [7]. Safety signs are one means of alerting and warning employees about the nature and
severity of workplace hazards, and they are employed when the risk of hazards is high [6].
According to International Standard Organization (ISO), when signs are complemented by
colors, geometrical figures, and graphical signs, a specific safety message is sent [8] [9]. In
general, safety signs may depict a hazard, dangerous conditions, or the consequences of being
exposed to hazard. Additionally, some signs provide warnings and safety suggestions for
persons who engage in risky and harmful actions, as well as directions on how to avoid such
behaviors [10].

FALL PROTECTION SYSTEM

In a job like a construction site, the risk of danger and accident is quite significant. Falls are one
of the leading causes of major workplace injuries and fatalities. Thus, employers must design
the workplace to protect employees from falling off of overhead platforms, high workstations,
or into gaps in the floor and walls. Fall protection is required by Occupational Safety and Health
(OSHA) at altitudes of four feet in general industrial workplaces, five feet in shipyards, six feet in
the construction sector, and eight feet in longshoring industries. Furthermore, regardless of the
fall distance, OSHA requires fall protection to be supplied when operating above dangerous
equipment and machinery.

PERSONAL PROTECTIVE EQUIPMENT
Accidents and injuries are quite common in the construction sector. Inadequate risk
management methods, such as failing to utilize or using of personal protective equipment (PPE)
incorrectly, may dramatically increase the risk of accidents. Furthermore, approximately 60% of
workers use PPE at work. The most common causes for non-usage include pain, a lack of
information about how to use it, and a bad fit. Thus, accidents on construction sites can be
decreased with adequate training and the use of personal protective equipment (PPE) by all
personnel [11]. In addition, management at every construction site should give pre-
employment and in-service training to all personnel. It should address workplace dangers and
safety procedures, as well as instruction on the need and usage of personal protective
equipment (PPE) [11] [12].
