NARRATIVE REPORT

(PNP-Philippine National Police)

1. Introduction

As human being we all know what is right and what is wrong but why some people
commits crimes? Why people can do that? If you have the rights in your own way then
make yourself become limits make yourself having valuing. Our world a lot of crimes
that is made up of different reason. What is the problem why people can commit crimes?
Not only in the Philippines can commit crimes but also all over the world. People are
crazy to find right. Can you imagine more than people who are committed a crime an
without the enforcement to prevent what will happen to our country? Our society now a
days is full of different crimes like what are rape, sexual assault, murder, homicide, and
not only for that but also selling an illegal drugs. How can people stop by doing a
wrongful action how can we solve them? Are the people of the Philippines become
safety? Let’s give them a justice to make a peaceful living.
In This report is to give an interaction on how the people become a good follower and
will become better to reduce a crime rate what will the Philippines National Police duties
and responsibility to the people who are committed crime. Our country Philippines is
good to have a police officer for the safeguarding and protecting the lives of people and
to secure the life by other by giving a protection.
The first pillar in the criminal justice system is the Law Enforcement or other term
Policing. The first respondent to take charges the crimes scene is the police officer. In
Law enforcement there are 9 Principle According to Sir Robert Peel is said to be the
father of modern democratic policing. In 1829 he created the Metropolitan Police in
London, England, and along with it proposed the principles under which they would
become efficient in maintaining safety and security within the community under the law.
So based on sir Robert Peels Principle it is the right and duties and responsibility to take
off by the police officer not abusing power.
As a student of criminology and as future law enforcer, it is our responsibility to do or act
as law enforcement by making this narrative report it will serve as guide on the near
future to become law enforcement. It was helpful to have this narrative to discover and
learn the role of police officer
2. Vision, Mission, Goals and Objectives 
PNP VISION
 Imploring the aid of the Almighty, by 2030, We shall be a highly capable, effective and credible
police service working in partnership with a responsive community towards the attainment of a
safer place to live, work and do business.
PNP MISSION
  The PNP shall enforce the law, prevent and control crimes, maintain peace and order, and
ensure public safety and internal security with the active support of the community.

Goals
Maintaining peace and orderly to the community and to safeguard the lives and property to
the people and by protecting to innocent people a lot to do in police officer by achieving their
goals between the people and community.
     OBJECTIVES

2. Improve communication capabilities from higher headquarters down to lowest police
units;
3. Institutionalize policies on communications equipment systems standardization,
operations, maintenance and procurement/replacement programs;

6. Improve Data Sharing; and
7. Optimize utilization of financial and logistical resources.

As a police officer, you will have to deliver outstanding service to the public at all times. Not
only that, you will also have to show you can meet the ever-changing needs and expectations of
the public and understand how your actions impact on the public’s perception of you, and the
police service you are representing.
 OPENNESS TO CHANGE
Being open to, and embracing of change, are qualities any employer would want in a prospective
candidate. In the police service, these qualities are even more important. The police service has
to change continually if it is to deliver the service the public expects. Society is changing at a
rapid rate, and the public services that meet the needs of it, must continually improve and

4. Body

4.1 History and Legal Basis

History of Philippine National Police


On December 13, 1990, Republic Act 6975 was signed entitled: “An Act Establishing the
Philippine National Police under a reorganized Department of the Interior and Local
Government, and for other purposes”. The passage of this law transpired the reorganization of
the law enforcement agencies to which the former Philippine Constabulary and the Integrated
National Police were merged serving as national in scope and civilian in character. The
reorganization gave birth to the creation of additional functional staffs of the PNP. On March 12,
1991, the Directorate for Investigation (DIN) was formally established. However, the officers
and men of DIN did not stop on developing the Directorate which they anticipated the
professionalization of the PNP as mandated by Republic Act 8551 signed on February 17, 1998.
Subsequently, the PNP was operational on January 29, 1991, whose members were formerly the
PC and the INP and the absorption of the selected members from the major service units of the
Armed Forces of the Philippines such as the Philippine Air Force Security Command, the
Philippine Coast Guard, Philippine Navy, and the Philippine Army.

Thus, to further strengthen the PNP into a highly efficient and competent police force, Republic
Act No. 8551 entitled “PNP Reform and the Reorganization Act of 1998” was enacted on
February 17, 1998, amending certain provisions of Republic Act No. 6975. The passage of this
law transpired the reorganization of the law enforcement agencies to which the former Philippine
Constabulary and the Integrated National Police were merged serving as national in scope and
civilian in character. 
Legal Basis
The Philippine National Police Legal Assistance Program has its legal basis under Section 49 of
Republic Act 6975 as amended by Section 56, Republic Act 8551 which provides, “that the
Secretary of Justice, the Chairman of the Commission, or the Chief of the PNP may authorize
lawyers of their respective agencies to provide legal assistance to any member of the PNP facing
before the prosecutor’s office, the court or any competent body, a charge or charges arising from
any incident which is related to the performance of his official duty.”
4.2 Organizational Structure/ Leadership/ Strength

THE PNP ORGANIZATIONAL STRUCTURE


In order to accomplish the mission, powers and functions of the PNP, its structure was provided
for as follows:
       1.The PNP Command Group is headed by the Chief PNP who is vested with the power
to command and direct the PNP. He is also assisted by two Deputies assigned to the
administration of the PNP and one for operations side.

       2.The Chief of the Directorial Staff serves as the Chief Operations Officer of the PNP. He
coordinates, supervises, and directs the Directorial Staff and the PNP units in the performance of
their respective functions.

      3.The Internal Affairs Service (IAS) is headed by a Inspector General who assists the Chief
PNP in ensuring operational readiness and investigates infractions of the regulations committed
by the members of the PNP.

        4.The Human Rights Affairs Office (HRAO) is headed by a senior police commissioned
officer who serves as a manager of the facility that will supervise the implementation of the
guidelines and policies on human rights laws.

    5.  The Center for Police Strategy Management (CPSM) serves as the Central facility of
the PNP in coordinating and integrating all strategy management processes, sustaining its
strategy execution and management, and instilling in the organization a culture of strategy focus.

   6.   The Directorial Staff is composed of 16 directorates. Every Director in each unit has
also his defined function in line with his specialization as follows:
  
  7.  There are 23 National Support Units of the PNP. Eleven (11) of which are administrative
while twelve (12) are operational in nature. The eleven Administrative Units are as follows:
Logistics Support Service (LSS).
Information Technology Management Service (ITMS).
Finance Service (FS).
Health Service (HS)..
Communications and Electronics Service (CES).
Chaplain Service (CHS).
Legal Service (LS).
Headquarters Support Service (HSS).
Engineering Service( ES).

4.3. Components/Operational Units/Functions
 The twelve (12) operational support units and their respective functions are as follows:
Maritime Group (MG). This group is responsible to perform all police functions over
Philippine Territorial waters, lakes, and rivers along coastal areas to include ports and harbors
and small islands for the security and the sustainability development of the maritime
environment

 Intelligence Group (IG).


 Police Security and Protection Group (PSPG).
 Criminal Investigation and Detection Group (CIDG).
 Special Action Force (SAF
 Aviation Security Group (AVEGROUP).
 Highway Patrol Group (HPG).
 Police-Community Relations Group (PCRG).
 Civil Security Group (CSG).
 Crime Laboratory (CL).
 PNP Anti-Kidnapping Group (PNP-AKG).
 PNP Anti-Cybercrime Group (PNP- ACG).
For the main PNP operating units, there are seventeen (17) Police Regional Offices
nationwide which correspond to the Regional subdivisions of the country. Directly under the
Police Regional Offices are seventeen (17) Regional Public Safety Battalions (RPSB), eighty
(80) Police Provincial Offices which correspond to the number of Provinces in the country and
twenty (20) City Police Offices (CPOs) in highly urbanized and independent cities , which are
equivalent to a Provincial Police Office. The Police Provincial Offices have their respective
Provincial Public Safety Companies (PPSC) which is utilized primarily for internal security
operations (ISO). The number of platoons in a Provincial   Public Safety Company is dependent
on the existing peace and order situation in the province concerned.
 Finally, a total of 1,766 Police Stations are established nationwide and they are categorized as
follows: 90 Component City Police Stations and 1,507 Municipal Police Stations under the
Police Provincial Offices, 131 Police Stations under the City Police Offices, and 38 Police
Stations/City Police Stations in the National Capital Regional Police Office which serve as the
main operating arms of the PNP for the anti-criminality campaign.
4.4 Mandates Power and Functions

OUR MANDATE
      Republic Act 6975 entitled An Act Establishing the Philippine National Police under a
reorganized Department of the Interior and Local Government and Other Purposes as amended
by RA  8551 Philippine National Police Reform and Reorganization Act of 1998 and further
amended by RA 9708.

OUR FUNCTIONS
PNP Function:
1. Enforce all laws and ordinance relative to the protection of lives and properties;
2. Maintain peace and order and take all necessary steps to ensure public safety;
3. Investigate and prevent crimes, effect the arrest of criminal offenders, bring offenders to
justice and assist in their prosecution;
4. Exercise the general powers to make arrest, search and seizure in accordance with the
Constitution and pertinent laws;
5. Detain an arrested person for a period not beyond what is prescribed by law, informing
the person so detained of all his rights under the Constitution;
6. Issue licenses for the possession of firearms and explosives in accordance with law;
7. Supervise and control the training and operations of security agencies and issue licenses
to operate security agencies, and to security guards and private detectives for the practice
of their professions; and
8. Perform such other duties and exercise all other functions as may be provided by law.

4.5 Duties and Responsibilities of Personnel

Law enforcement officers are commissioned to keep citizens safe 24 hours a day and seven days
a week. The duties of police carry a great deal of risk, but many people pursue a career as a
police officer because they feel a moral calling to protect and serve others. If you're interested in
a career as a police officer, it is critical that you understand the demanding responsibilities
involved in this challenging but fulfilling job.
Core Duties of a Police Officer
The primary duty of a police officer is to protect people and property. Common duties of police
include controlling traffic, patrolling neighborhoods, responding to emergency calls, writing
citations, delivering warrants, arresting violators and submitting incident reports in a timely
manner. Police are also called occasionally to testify in court about a situation they witnessed or
handled. Additionally, duties of police include educational outreach to the public to help prevent
and solve crime. A typical day varies depending on the jurisdiction and agency type. For
example, a police officer in the inner city typically spends more time responding to 911 calls and
investigating crimes than a small town sheriff in a remote area.

Moral and Ethical Obligations


Ethics, integrity, accountability and honesty are important values for a police officer to possess.
At all times, police officers must follow the law and departmental regulations. For example, use
of force must be reasonable and necessary. They are are expected to carry out their duties and
responsibilities equitably and justly. Police must not show favoritism or act in a discriminatory
manner recognizing that all citizens deserve respectful treatment regardless of race, ethnicity,
sexual orientation, socioeconomic status, national origin or religion, for instance. The police
code of ethics prohibits dishonesty and corruption. Police officers who engage in serious
misconduct on duty or in their personal life can face disciplinary action and legal prosecution.
When assisting crime victims, police have a duty to be caring, compassionate and responsive by
taking the report seriously, pursuing the offender and explaining victim services available in the
community.

According to the PNP rank classification will be distinct because the ranks will be preceded by
the word “Police”. The new rank classification and abbreviation in the PNP are as follows: 8551,
otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998",
that have reference to the rank classification of the uniformed personnel of the Philippine
National Police, and all other laws, executive orders, rules and regulations inconsistent with the
provisions of this Act shall be .

4.7. Disciplinary Machineries 


The Philippine National Police have different machines and technologies being used according to
each field:
Investigation: In this field where we found the equipment from the forensic laboratories like the
DNA testing machine, forensic photography, AFIS, etc.
Operation: In this field where we found heavy and war equipments used to fight and manage
operations.

4.8. Controversies 
      On Debold Sinas’ watch, a string of police controversies.
        Controversies either involving him or under command responsibility defined his term as
PNP chief as well. Of the six Philippine National Police (PNP) chiefs that Sinas appointed so far,
newly retired Police General Debold Sinas is hands down the most controversial. Sinas was
appointed as the 25th PNP chief in November 2020 succeeding Camilo Cascolan. The
controversial police chief retired on May 7, after serving as top cop for only six months. Before
his time in Camp Crame, he was the Metro Manila police chief who broke quarantine rules amid
the coronavirus lockdown to hold a party for his 55th birthday. His excuse for the gathering –
mañanita has since become his nickname among netizens. Earlier, his stint as Central Visayas
police chief was marked by violence and unresolved killings.Controversies either involving him
or under command responsibility – defined his term as PNP chief as well:
   Cop Jonel Nuezca kills neighbors in Tarlac

In December 2020, a policeman assigned in Paranaque shot dead his neighbors, a mother and
son, in Paniqui, Tarlac, after an altercation.Sonya Gregorio and her son Frank were shot dead by
Police Master Senior Master Sergeant Jonel Nuezca over the noise created by the former's
improvised bamboo cannon or boga. The incident was captured on video and went viral. PNP
chief Sinas had a different view on the evidence and cautioned witnesses against taking videos

private counsel may be provided at the expense of the Government. The Secretary of Justice, the
Chairman of the Commission and the Chief of the PNP shall jointly promulgate rules and

4. Observation/ Comments
After making this narrative report of this agency I have observe that the Philippine National
Police is well organized and completely structured according to their field of work and expertise,
Comparing it to the old system of PNP, there is a big difference in terms of its effectiveness in
the enforcement of laws as well as the service and protection to the people. And as what I’ve
observe, though we encounter some crimes where police officers were involve, I can say that the
strictness of the authority especially to President Duterte lessen the involvement of police
officers to criminality.
To comment, PNP as a government agency should do their best in performing their duties in
protecting the innocent against the evilness of this world. May they not be temp of the money
offered by the criminals. And lastly as a future law enforcement officer, may we be able to be
part of their work as we dreamed of helping and serving our country.

5.Recommendation
Based on the narration of informations stated above, we, the students presented the following
recommendations and suggestions:

Police Officers: May this narrative report remind of their duties as a true leader and good
example to the people whom they serve.

Chief of Police: WE, the students recommend to the Chief of Police to always guide and
properly handled his men in terms of duty. To always remind them their roles and responsibility
and helping each officer to be good police.
PNP Chief: The students recommend the output of this narrative report to our PNP Chief who
thoroughly handled all the entire organization. To promulgate a better instructions to each police
station. May he be encouraged to take into action the order of the president.

6. Conclusion
Therefore I conclude that the Philippine National Police is to lead with a good behavior to the
people with equal service to the Filipino People. Learn to be Compassionate and understand the
innocent people by applying the Good Ethical Standards that's the best thing to apply for being a
police leader to our country. You should give the right performance to your job and that's
become to yourself on how to manage yourself. You already know the duties and
Responsibilities of being a police officer. By serving our country with Fairness administration of
Justice. The word Police which means give peace to the community not only for that but a guard
in our community so that we will be safe wherever we go. We will be safe at our destination. All
over our country, he has his office where there is a guard. For when a crime happens, only one
policeman can go quickly.
      Philippine National Police it is expected by everyone to do what is right for the people and
for our community. They act on people who commit illegal acts. They already have in mind what
they can do to stop people doing wrong. And those who love to commit crime should be taught a
lesson. Police officers should do the right thing for your job if you think the person is wrong you
should also apply what is in your position. You just really need to be able to understand people
who are innocent and ignorant. Police not abusing their power to the people. Don’t high your
pride to the people innocent. Remember serving to the people is fairness in administration of
justice. You should learn to be compassion that the most important to your work. You should do
your performance in a right way without wrong action. The most important thing is applying the
good Ethical Standard to the people.
