FINAL REPORT

Name of the project: “Preparation of architectural and structural as built drawings with
necessary tests for METEOROLOGICAL HEAD QUARTER at SHER-E-BANGLA
NAGAR, Dhaka under the project BSPP”

GENERAL BUILDING INFORMATION
1. Building Name : METEOROLOGICAL HEAD QUARTER
2. Building Address : Sher-E-Bangla Nagar, Agargaon

3. Building Data

General:

“METEOROLOGICAL HEADQUARTER”, located at Agargaon, Dhaka is an existing building


comprising of three (3) parts. The portion on the east side has been constructed up to 5th floor
and the extended columns are visible on the top for future possible extension. The portion on
the west side has been constructed up to 6th floor and the columns have been extended here as
well. The portion in the middle has been constructed up to 12th floor and a Rader dome has been
installed on the top of it. The building has three stairs. The main stair is located on the north
side and the two other stairs are on the south side. The building has a typical floor height of 10
feet 6 inch. The plinth level has been found to be +13 inch from the existing adjacent road level.
Sanitary pits and under ground water reservoir are located on the north and east side. The
building has demarcated property lines on all the sides and it is located within a vast area.

Year of construction: Construction of the building started in the early 80’s, around 1980-1981.

The utilizations of the meteorological building when in operation are as follows:

1. Ground floor: Deputy Director, Climate division. Climate data archiving center
2. First floor: Director, Bangladesh Meteorological Department. Conference Hall Auditorium &
Security section, Deputy Director, Head Quarters. Assistant Director, Administration.
Establishment and General Administration.

3. Second floor: Deputy Director, Meteorological Training Institute. Library.


4. Third floor: Assistant Director, International Meteorology Division. Assistant Director,
Forecasting Division. Budget Officer, Budget Section.
5. Fourth floor: Assistant Director, Planning Division. Accounts Officer, Cash. Pension &
Transport Section.
6. Fifth floor: Assistant Director, Synoptic Division.
7. Sixth floor: Deputy Director, Agro-Meteorology Division.
8. Seventh floor: Agro-Meteorology Data Archiving center & Server Station.
9. Eighth floor: Senior Communication Engineer, Communication Division.
10. Ninth floor: Senior Electronic Engineer, Electronic & Instrument Division.

4. Reconnaissance survey: The building was visited a number of times in order to take the following
data as a part of reconnaissance survey:

1. Total Building length.


2. Total Building width.
3. Total Building height.
4. Orientation of the building with respect to “North direction”.
5. Approximate position of the building within the property.
6. Typical floor to floor heights.
7. Height of Ground floor from the plinth level.
8. Type of structural system.
9. Individual floor plan layouts of the building.
10. Topography around the building.
11. Location of the underground water reservoir and overhead water tank.
12. Location of the stairs.
13. Setback distances of columns from the north side property line.

5. Study and comparison of the existing drawings with the as built building status:

The drawings provided to the consultant were studied thoroughly and after careful inspection of the
building, the following findings were noted:

1. Detailed structural drawings were provided in which, typical floor plan layout was also available.
2. The overall building dimensions (Length and width) are close match to the provided drawings with a
few minor variations in some span lengths.
3. Location of all the stairs match with the provided drawing.
4. Locations of the existing columns and shear walls match with the provided drawing.
5. Sizes and orientations of columns were found to be accurate as shown in the provided drawing.
6. Slab layout matches with the provided drawing.
7. Locations of machine room and overhead water tank match with the provided drawing.
8. Location of the Rader Dome at the top matches with the provided drawing.

6. Collection of data for the preparation of the as built floor plans: After completion of the
reconnaissance survey, preparation of as built architectural drawings started and the following data
were collected:

1. Center to center column distances.


2. Dimensions of each column.
3. Orientation of each column.
4. Dimensions and thickness of the periphery beams.
5. Dimensions and thickness of the beams provided inside the floors.
6. Exact layout of each floor.
7. Dimensions of stair and landing.
8. Dimensions of all the rooms including toilets.
9. Dimensions of all partition and periphery walls.
10. Dimensions of all doors and windows.
11. Exact position and layout of Rader Dome at the top

7. Collection of data for the preparation of the as built vertical frame elevations:
After completion of the floor plans, the following data were collected for the preparation of as built
vertical frame elevations:

1. Thickness of each floor slab.
2. Thickness of stair and landing.
3. Thickness of periphery beams.
4. Thickness of the beams provided inside the building.
5. Height of all the walls (inside and periphery).
6. Height of all the windows.
7. Level of the bottom of the window from the top of the floor.
8. Level of the top of grade beam at Ground level.(From drawing)

10. Depth of foundations along with their dimensions.(From drawing)

8. Excavation for determination of Pile Cap depth and dimensions:


Foundation under the column grid number B3 was chosen for determination of pile cap depth,
thickness and widths.

9. Limitations on the investigation process for the determination of Pile Cap depths and
dimensions:

Due to presence of sanitary pits on the north and on the east side, excavation was very difficult to be
carried out along these places. However, we tried to investigate one location on the north side but had
to terminate the process due to presence of sanitary pit. Construction materials were stored on the west
side and it was not possible to carry out foundation investigation. The best possible place was selected
on the south side at column grid no B3

10. Stripping of column surfaces for determination of vertical Rebar diameter and spacing:

Stripping of column surfaces were suspended as it was suggested and requested by the Meteorological
Authority not to carry out this process due to some obligations. A letter was issued by the consultant
asking guidelines regarding this matter.

11. Sub soil investigation:

Sub soil investigations at four locations have been carried out and the report has been submitted to the
consultant.

12. Completion of the as built floor plans and vertical frame elevations:

Floor plans and vertical frame elevations have been produced using Auto Cad software.

13. Final checking of the prepared as built floor plans and vertical elevations:

After preparing the as built floor plans and vertical frame elevations, they were verified again with the
as built structure at the site.

14. Four side elevations have been produced and submitted with the drawings.

15. Concrete core sample collection:

Twenty no of core samples were taken from different column locations in order to determine the
concrete compressive strength and these samples were submitted to the Laboratory for testing after
carbonation test.

17. Rebar sample collection:

One set of (3-rebar consisting of 1-set) rebar sample was collected submitted to the laboratory for
tensile strength testing.

21. Preparation of as built structural drawings: After accumulation of all data from field tests and
building survey such as rebar scanning, foundation examination, observation of existing exposed
columns on the top floors, collection of relevant data for different structural elements such as column,
beam, shear wall, slab etc, the as built structural drawings were prepared in the light of the existing
drawings provided to the consultant.
22. Preparation of structural model and interpretation of test results: Structural model of the
building has been produced using Etabs 2016. Earthquake and wind loads along with other parameters
were provided according to the guidelines of BNBC 2006. The concrete core samples were analyzed
and compressive strength was determined in the light of the relevant ACI code which has been attached
with this report. The grade of the rebar has been found to be 500W. The rebar samples were collected
from the exposed column of east side 5th floor slab. The construction period of this portion (5th floor)
might be different than that of the lower stories of the building. The construction phase of the building
started in the early 1980’s and as it was not possible to examine the rebar used in the lower stories as
well as whether grade 500W deformed bar was available or not during that period, the consultant has
considered a more conservative value of 413Mpa for structural model (60000Psi) instead of 500W as
found in the test report.

Conclusion: Utmost effort has been given to carry out the job as sincerely as possible. Three sets of
final as built structural and architectural color printed drawings along with other documents have been
submitted in the prescribed formats. We express our heartfelt gratitude to PWD, JICA, OYO
INTERNATIONAL and METEOROLOGICAL DEPARTMENT for their cooperation.

It is to be mentioned here that new construction and renovation works are taking place at the moment in
the Meteorological Headquarter and the consultant has provided the as built drawings up to the date of
April 11, 2018, the last visiting date to the project. Changes beyond April 11, 2018 will not be reflected
in this as built drawings.
