1.0 INTRODUCTION

The owner, Deepak phenolics has set up India’s largest cumene, Phenol-acetone plant at Dahej location in Gujarat.
Company’s Cumene, Phenol, Acetone & IPA capacities are 260,000 MTPA, 200,000 MTPA, 120,000 MTPA & 30 KTA, respectively.
This document gives detail information about designing and fabrication of Oxidizer.

3.1 Technical Documents to be submitted with offer, besides the normal technical unpriced offer.

1. 01-R-2225 (Oxidizer)- Vendor to check and submit the technical offer of Oxidizer following
ASME SEC. VIII-DIV-1 ED-2019.

a. Submission of design calculation including PV Elite calculation of oxidizer & tentative GAD
confirming the required thickness

2. Vendor to submit signed and stamped copy on Enquiry documents and submission of QAP, Sub
Vendor List, L1 Schedule of work, Shop Location where execution will be done, Filled CRS Sheet
& Other documents mentioned in enquiry and CRS, as token of acceptance.

3.2 SCOPE OF WORK

Scope of work for the supplier shall include.

1. Design, Manufacturing, inspection & testing, packing & forwarding as per approved documents
& specifications of Oxidizer 01-R-2225.

2. Preparation & Submission of PV Elite calculation, GAD, Detailed drawings, Internals drawings
platform & support cleat drawings and other documents as per enquiry document following
ASME SEC. VIII-DIV-1 ED-2019 based on preorder discussion.

3. Submission of all quality documents like QAP, hydrotest procedure, pneumatic test report, NDE
procedure, etc.

4. Preparation of Transportation drawing, route survey for transportation, Rigging analysis of the
vessel

3.3 The Fabricator shall guarantee that the mechanical design, materials, and workmanship of all
items are in accordance with this specification and all applicable design codes & standards.
3.4 The following items shall be considered as part of fabricator’s scope of supply:

a) Cleats for insulations, platform supports, etc..


b) 3 Sets of spare gaskets where connections are provided with blind flange.
c) Stiffening of nozzles 50 NB & below by 3 gussets.
d) Lifting lugs/ Lifting Trunion/Tailing lug.
e) Test rings / flanges wherever required for testing of the unit.
f) Name plates.
g) Earthing cleats.
h) Foundation template
i) Foundation bolts and nuts
j) Oxidizer Internals
k) Pipe Davit
l) Preliminary engineering and fabrication schedule (in weeks)
m) Potential sub vendor list for forgings, plates, and pipe material used for pressure
parts (note-1)
n) Potential sub vendor list for head forming and other manufacturing to be sublet
o) Deviation form dully filled , signed/stamped
p) Structural items like ladders cleat, platforms cleat, piping cleats etc. Weights of considered
in price to be mentioned in offer by vendor.
Note-1: DPL has the right to reject sub-vendor, if his capability is judged poor or not proven.

5.0 DOCUMENT PRECEDENCE

5.1 This specification, complete with all appendices, is considered the overall governing document
determining VENDOR’s scope of supply. In the event that there are conflicts with items or
information contained within the specification, the following order of precedence shall be used
when interpreting the information of PURCHASER provided documentation and references
 Gujarat & India statutory requirements / other relevant international legislation in the
absence of Indian legislation (of which India is a signatory)
 This Enquiry specification
 Equipment GAD
 Standard specifications
 Codes and standards

5.2 Other related documents appropriate codes and standards of the associations and approval
bodies listed in the specifications shall apply in cases not covered by the specifications or project
drawings.
5.3 Any discrepancies or conflicts among the documents listed above shall be referred to the
attention of PURCHASER for resolution prior to purchase, design or manufacturing. If in VENDOR’s
opinion, any portion of a specification is not considered good design, good operating practice, or
results in a deviation from VENDOR’s standard shop practice, VENDOR will refer such items to
PURCHASER for resolution
5.4 Appropriate codes and standards of the associations and approval bodies listed in the
specifications shall apply in cases not covered by the specifications or project drawings.

6.0 GUARANTEE

6.1 The Vendor shall guarantee that the mechanical design, materials and workmanship of all items
are in accordance with this specification and all applicable codes.

6.2 Guarantee of these equipment’s against all defects in mechanical design, workmanship &
material for a period of 18 months from the date of dispatch or 12 months from the date of
commissioning whichever is earlier.

6.3 Vendor should provide Thermal and Hydraulic performance Guarantee for all Exchangers.

7.0 PREPARATION FOR SHIPMENT

7.1 Before shipment the all equipment shall be cleaned. There shall be no accumulation of rust, mill
scale or other deposits and there shall be no paint, oil, grease or moisture. Machined surfaces
shall be coated with a suitable, easily removable rust preventative and shall be protected against
damage.

7.2 Open flange connections shall be covered with plate blind to prevent the entrance of dirt or other
foreign matter during shipment & equipment shall be pressurized with nitrogen filing at 0.5
Kg/cm2 .Two ball valve & pressure gauge shall be fitted to the equipment..

7.3 All items to be shipped for DPL’s shall be clearly identified and properly packaged. A complete
packing list shall be included with the material and a copy of the packing list shall be securely
attached to the outside of the package container.

7.4 Transportation of Equipment’s to site is in VENDOR’s scope.

Actual nozzle loads shall be given later, the vendor shall incorporate the revised nozzle loads
without any extra cost, if the thickness are not changing.

1. ADDITIONAL PROJECT REQUIREMENT

a. Fabricator to include inspection stages in the QAP (Quality assurance plan).

b. If fabricator is using electrodes other than recommended brands (like .Advani-Oerlikon


India ltd., D & H James Greaves, Thyseen, Kobel & ESAB) then fabricator need to take
prior approval from DPL before fabrication.

c. Transportation of equipment along with Route Survey and type of transportation vehicle
must be share with DPL.

d. Equipment shall be supplied with Nitrogen filling with pressure 0.5 kg/cm2 with necessary
accessories like valves & gauge
