    1. The Department of Public Works and Highways – Ilocos Norte First District Engineering Office, through the
    FY 2021 intends to apply the sum of PhP 73,704,692.92 being the Approved Budget for the C ontract (ABC ) to
    payments under the contract for REPAIR/REHABILITATION/IMPROVEMENT OF VINTAR FLOOD C ONTROL,
    BISLAK RIVER REVETMENT, BRGY. TAMDAGAN, SITIO DIMAMAGA, VINTAR, ILOC OS NORTE, STA. 0+000 -
    STA. 0+680

    2. C ontract ID 21AA0131. Bids received in excess of the ABC shall be automatically rejected at bid opening.

    3. The Department of Public Works and Highways – Ilocos Norte First District Engineering Office now invites
    bids for the hereunder Works:

    Locations : BRGY. TAMDAGAN, SITIO DIMAMAGA, VINTAR, ILOC OS NORTE
    Scope of Works : Provision of Field Office for the Engineer, Provision of 4x4 Pick Up Type Service Vehicle for
    the Engineer on Bare Rental Basis, Project Billboard/Signboard, Occupational Safety and Health Program,
    Mobilization and Demobilization, Detour/Access Road, C learing and Grubbing, Embankment, Hand Laid Rock
    Embankment, C oncrete Slope Protection, Rubble C oncrete, Sheet Pile, Pipe C ulverts
    Approved Budget for the C ontract : PhP 73,704,692.92
    C ontract Duration : 244 calendar days

    Bidders should have completed a contract similar to the Project. The description of an eligible bidder is
    contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

    4. Prospective Bidders should be (1) registered with and classified by the Philippine C ontractors Accreditation
    Board (PC AB) with PC AB LIC ENSE Size Range of Medium A C ategory B for above Php 15M up to Php 75M.
    C ontractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH C ivil
    Works Application (C WA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive,
    Port Area, Manila, while those already enrolled shall keep their records current and updated. The C ontractor’s
    eligibility to bid on the project will be determined using the DPWH C ontractor Profile Eligibility Process (C PEP)
    and subject to further post-qualification. Information on registration can be obtained from the PrS during
    working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph.

    5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail”
    criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No.
    9184.

    6. Interested bidders may obtain further information from Department of Public Works and Highways – Ilocos
    Norte First District Engineering Office and inspect the Bidding Documents at the address given below from 8:00
    am to 5:00 pm.

    7. A complete set of Bidding Documents may be acquired by interested bidders on August 4-23, 2021 from
    given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest
    Guidelines issued by the GPPB, in the amount of PhP 50,000.00.

    8. The Bidding Documents may also be downloaded free of charge from the website of the Philippine
    Government Electronic Procurement System (PhilGEPS), and the website of the Procuring Entity, provided that
    bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

    9. The Department of Public Works and Highways – Ilocos Norte First District Engineering Office will hold a
    Pre-Bid C onference on August 11, 2021 at 2nd Floor, C onference Room of DPWH – Ilocos Norte First District
    Engineering Office, Airport Road, Brgy. 43 C avit, Laoag C ity, Ilocos Norte and/or through
    videoconferencing/webcasting via zoom, which shall be open to prospective bidders.

    10. Bid submission maybe done manually or electronically/online. However, bidders should only select one
    mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the
    preparation and submission of an electronic bid are contained in BDS ITB C lause 7.

    11. Bids must be duly received by the BAC Secretariat at the address below for manual submission or at
    [email protected] for electronic submission on or before August 23, 2021 10:00 A.M..
    Late bids shall not be accepted.

    12. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in
    ITB C lause 15.

    13. Bid opening shall be on August 23, 2021, immediately after the deadline for the submission of bid, at the
    2nd Floor, C onference Room of DPWH – Ilocos Norte First District Engineering Office, Airport Road, Brgy. 43
    C avit, Laoag C ity, Ilocos Norte, and/or through zoom. Bids will be opened in the presence of the bidders’
    representatives who choose to attend at the address below.

    14. The Department of Public Works and Highways – Ilocos Norte First District Engineering Office reserves the
    right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to
    contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and
    Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
