    21BD0092 – Organizational Outcome 1: Ensure Safe and Reliable National Road System – Bridge Program –
    Widening of Permanent Bridges – C arag Br. (B01927LZ) along C agayan-Apayao Rd, Brgy. Maddarulug,

    1. The DPWH-C agayan Third District Engineering Office, through the GAA FY-2021 intends to apply the sum of
    P25,736,760.00 being the Approved Budget for the C ontract (ABC ) to payments under the contract for
    21BD0092 - Organizational Outcome 1: Ensure Safe and Reliable National Road System – Bridge Program –
    Widening of Permanent Bridges – C arag Br. (B01927LZ) along C agayan-Apayao Rd, Brgy. Maddarulug,
    Solana, C agayan. Bids received in excess of the ABC shall be automatically rejected at bid opening.

    2. The DPWH-C agayan Third District Engineering Office now invites bids for the above Procurement Project.
    C ompletion of the Works is required Two Hundred Fifty C alendar Days (250 C .D.).

    3. The Department of Public Works and Highways – C agayan Third District Engineering Office now invites bids
    for the hereunder Works:

    Bidders should have completed a contract similar to the Project. The description of an eligible bidder is
    contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders)

    4. Prospective Bidders should be registered with and classified by the Philippine C ontractors Accreditation
    Board (PC AB) with PC AB LIC ENSE Size Range Small B C ategory C & D.

    C ontractors/applicants who wish to participate in this bidding are encourage to enroll in the DPWH C ivil Works
    Application (C WA) at the DPWH Procurement Service (PrS), 5th Floor DPWH Bldg. Bonifacio Drive, Port Area,
    Manila, while those already enrolled shall keep their records current and updated. The C ontractor’s eligibility
    to bid on the project will be determined using DPWH C ontractor Profile Eligibility Process (C PEP) and subject to
    further post-qualification. Information on registration can be obtained from the PrS during working weekdays
    from 7:00 am to 4:00 pm or at the DPWH Website www.dpwh.gov.ph

    You are also instructed to conduct site inspection and attach C ertificate of Site Inspection and Affidavit as part
    of your technical requirement and for evaluation and Post Qualification.

    5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail”
    criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No.
    9184.

    6. Interested bidders may obtain further information from DPWH-C agayan Third District Engineering Office
    and inspect the Bidding Documents at the address given below from 8:00 A.M to 5:00 P.M.

    7. A complete set of Bidding Documents may be acquired by interested bidders on February 26, 2021 to March
    18, 2021 from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to
    the latest Guidelines issued by the GPPB, in the amount of P25,000.00.

    8. The DPWH-C agayan Third District Engineering Office will hold a Pre-Bid C onference on March 05, 2021,
    9:30 A.M. at the C onference Hall, DPWH-C TDEO and/or through videoconferencing/webcasting via zoom-
    teleconference, which shall be open to prospective bidders.

    9. Bid submission maybe be done manually or electronically/online. However, bidders should only select one
    mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the
    preparation and submission of an electronic bid are contained in BDS.

    10. Bids must be duly received by the BAC Secretariat at the address below for (i) manual submission or at
    (ii) [email protected] for electronic submission on or before March 18, 2021 at 9:00 A.M.
    Late bids shall not be accepted.

    11. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in
    ITB C lause 18.

    12. Bid opening shall be on March 18, 2021, 9:30 A.M at the C onference Hall of DPWH-C agayan Third District
    Engineering Office, Bagay Road, San Gabriel Village, Tuguegarao C ity, C agayan. Bids will be opened in the
    presence of the bidders’ representatives who choose to attend at the address below.

    13. The DPWH-C agayan Third District Engineering Office, BAC reserves the right to reject any and all bids,
    declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with
    Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without
    thereby incurring any liability to the affected bidder or bidders.
