ABSTRACT

This paper evaluates the effectiveness of different practices about curfew ordinance
by comparing two barangays who strictly implement the curfew hours. This study
aims to know the effectiveness of different practices of curfew ordinance by
comparing two specific barangay located in Caloocan City. It will evaluate how they
implemented and which barangay is the good implementer of curfew ordinance.
This study will able to resolve the problem in other barangay who have the least
result in implementing the good practices of curfew ordinance by making
recommendations through the help of conducting a survey to know the results of
this comparative study. A survey that is answered by the random people from each
barangay. This study will able to know what is the problem about the practices of
curfew ordinance and make recommendations to help that specific barangay.

INTRODUCTION
1. BACKGROUND OF THE STUDY

The officials and enforcer of barangay must to play a vital role in regards to

curfew ordinance and they need to do practices that need to enforce it effectively,

based on the proper procedure and their responsibilities as an enforcer of curfew

ordinance. The barangay council for the protection of children is tasked to take charge

of the concerns about the minors, and also by continuing the program to their

advocacy in their barangay, Tacda (2015). There’s some program in barangay that

will inform the barangay officials and enforcer of what procedure and proper ways,

and the barangay official must to follow a process in regards to curfew ordinance,

therefore the enforcer must to assure that they will obey the rules and regulation of

enforcing curfew ordinance, Johnson (2016). Many programs are establishing and

some of them are the programs for children, that will only focus on the issue

regarding the minor under the age of 18. According to the proposed Ordnance

Mandating strict implementation of new curfew in Caloocan in Republic Act No. L

9344, the Juvenile and Welfare Act of 2006 was passed into law that covers different G

like the situation of a young student walking at the streets, and going home at always S

implementation of the measure is primary laid on barangay officials and enforcer,


therefore they should practice a proper ways in enforcing it. The article that I read in

the Proposed Ordinance No.10-091, whereas in section 4 stated that no penalty

imposed on children for the violation of the curfew hours they shall release instead,

after the custody of parent, or some minor violations can be a consideration to

brought minor into their residence, however there’s some instances the minor

involved in conflict during curfew hours, they are required to attend the intervention

seminar or programs, such as counselling and other group activities for the violators,

and also for the parents to help them parenting their children, that also happen in

some barangay.

The barangay officials should ask the child’s information and the given location;

Two barangays are both need to submit a report to the barangay captain about a given

incident. Enable to have a best practice in enforcing curfew ordinance, you need a

discipline in most often times of surveillance as much as possible. A member of the

2. REVIEW OF RELATED LITERATURE/STUDIES

Klein (2012) explained that curfew ordinances are policy tool available to local

police departments. Some of the evidences he gathered supports that curfews are

effective at reducing both violent and property crimes committed by juveniles below

the curfew age.

According to Adams (2003) juvenile curfew laws have become a popular

strategy for controlling juvenile crime. Public opinion was the cause behind the use of

curfews, and the primary basis for this support that curfew really make streets safer.

as passengers, pedestrian, or drives during the curfew hour. City curfew ordinances
are like the statewide driving curfews; it can reduce motor vehicle injury to teenagers

during the particular hazardous late night hours.

Adams (2007) implied that juvenile curfew is a crime control strategy in which

the popularity waxes with perceptions of the crime problem. Before, an intense

interest in implementing juvenile curfews happened because of concerns about

juvenile crime, gun violence and gang activity.

officials and enforcer of what procedure and proper ways, and the barangay official

must to follow a process in regards to curfew ordinance, therefore the enforcer must

to assure that they will obey the rules and regulation of enforcing curfew ordinance;

4. OBJECTIVES

This study aims to know, which between the two barangay do their practices and

obligations by the use of data that we gathered, that will show the findings of their

status in curfew ordinance, by means knowing the level of their good practices to

have a comparative study between the two barangay and also to determine, which

among the practices that the barangay officials and police are usually neglected. The

result of our findings will determine how active the two barangay in enforcing the

curfew ordinance; the study will compare which is a good implementer of curfew

5. STATEMENT OF THE PROBLEM H

Some places in our country is enforcing the curfew ordinance, but H

unfortunately study found, that many of them are inactive in enforcing, because S

there are few enforcer, and Some barangay police did not practice a good service H

in regards to curfew enforcement, and the barangay become inactive in enforcing O

the curfew ordinance, most of them just enforcing it but not often; the

demographic of the barangay hinder them to enforce the ordinance in their whole
barangay, in fact, not all are coverage by their surveillance. The other studies

show that having a low level in doing good practices are not effective, therefore

the study must to find out the strengths and limitation of the two barangay, in

assessing their practices.

1.What are the good practices that the barangay community observed in their curfew

ordinance?

6. SIGNIFICANCE OF THE STUDY

The utmost purpose of the study is to know the level of their strategies and good L

practices, among the barangay 177 and 185, to help barangay official to distinguish G

the strength and their limitations, that based on the rate of barangay community, so O

that they will know and aware of the things that they should improve in their H

practices. Our role is to gather data using survey for the assessment, evaluate and to H

analyze the difference among the two barangay, to inform and promote the right S

procedure and better practices in enforcing curfew ordinance. The evidence that use H

in comparative study, will provide data to the future researcher to extend the study, O

perhaps the future researcher will study the effectiveness of best practices in reducing
juvenile crimes, and they can also study the impact of best practices towards the

barangay.

7. SCOPE AND LIMITATION

Our study cannot show the specific level of effectivity in their practices in

connection to juvenile crimes, but rather, it will only show the result of level

regarding the rates of the community; comparative study between barangay 177 and

185, in by means of data gathering, that cannot explain a certain phenomenon.

8. DEFINITION OF TERMS

Barangay officer – refers to a person in authority or his/her agent as defined in

Article 152 of the Revised Penal Code, including barangay tanod.

The researcher used a comparative design in quantitative research to compare the O

two barangay according to the level of their practices, and compare the total percentage
of the overall rates to know the status of the two barangay who is a good implementer of

curfew ordinance.

2. RESEARCH VARIABLES

The dependent variable is the status of which is a good implementer, between the

two barangays, aside from that, the level of their good enforcement; while the

independent variable is the responsibilities and proper procedure that barangays

should follow according to regulations of curfew ordinance, that will serve as a

criteria of good implementer

3. RESEARCH INSTRUMENTS

The researchers give a rate scale questionnaire as an instrument to collect ordinal

statistical data, additionally we also conduct an interview to get some additional idea

about the status of the two barangay regarding their curfew ordinance.

4. DATA GATHERING PROCEDURE

There were 50 random selected participants who participated in the survey. All A
respondents are coming from Barangay 177 and Barangay 185. 25 participants for each G
barangay. The respondents are also give information aside from answering the survey R
questionnaire. O

Barangay 185 is rated by the community as good in forcing strictly the curfew H
ordinance conversely to Barangay 177 the statistic shows that they are rated fair, in the
second question since the Barangay 185 conducted a seminar often times the Barangay S
community said that they are very good in giving information about curfew ordinance C
through seminar, but Barangay 177 having a poor level in conducting a seminar to a H
parents and guardians. In terms of surveillance of CCTV as a helpful tool in their O
enforcement the statistic shows that the Barangay 177 installed many cameras in their O
L
Barangay, it means they are good in monitoring CCTV surveillance while the Barangay
185 is rated as poor in statistic because the community said that they are few CCTV to
their Barangay. The responsibility of Barangay counsel for protection of children
(BCPC), transferring those curfew violators into DSWD when there are no parents or
guardian will pick them up the two Barangay are both shows the same level in rated as
good by the Barangay community. Community observed that Barangay 177 and
Barangay 185 have the same level rated as good in imposing penalties upon the parent or
guarding in curfew violations, on the other hand Barangay 185 rated as very good in
making agreement regarding to curfew ordinance and Barangay 177 rated as good.

In doing proper procedure the general weight average is interpreted that Barangay
185 and Barangay 177 are both rated as good in apprehending minors during curfew
hours. In arresting minors who involved intoxication during curfew hours, Barangay 177
are good in it, while the Barangay 185 got listed general weight average rated as poor.
Inspected the both Barangay is good in avoiding violence in arresting during curfew
hours. In negotiation between Barangay officers and violators are rated the Barangay 185
and 177 having a same good level observed by the community, also the rest proper
procedure like in turn down over the custody to parents and guardians that released by the
Barangay counsel for protection of children BCPC also from refraining from using any
fire arms unless it absolutely necessary, in this proper procedure that stated above shows
that both Barangay followed it as the community observed.

In overall we computed the percentage of respondents are computed as 32.8% shows that
they are very good in regard to doing their responsibility, while 38% of respondents
shows that they are good the other 17.6% rated as they are fair and lastly the remaining
11.6% of respondents rated as poor level of doing their responsibility it regards to curfew
ordinance.

In proper procedure are observed by the Barangay community in 185 or analyze as


51.6% of respondents rated as very good in level while the 7.2% respondent rated as
good, 25.6% as fair and 3.2% of respondent rated the proper procedure in Barangay 185 L
as poor. Barangay 177 in doing proper procedure statistic shows and analyze 20.4% rated A
very good, 35.6% the majority rated as good, 33% respondent rated fair while the G
remaining list 10.4% of respondent rated the proper procedure in Barangay 177 is poor. R

The reliability of our study is based on the curfew ordinance law of Caloocan city,
which indicate the rules and regulations that need to be followed by the curfew S
enforcer; therefore, our survey questionnaire was based on the factual curfew C
ordinance law. H
During the survey, it is randomly choosing the respondents who are able to O
answer the survey questionnaire, therefore we only approach those are not too much O
L
busy in many things and the researcher respect some of them who do not want to
answer the survey questionnaires. After we gathered data, we consulted to have some
good advice from the teachers who teaches statistics and probability, additional to
that, the researcher used a scientific calculator to have an accurate way of computing
the general weight average and the percentage of respondents who rated among the
different level.
The Researcher cited the author and the publisher of an article, also the researcher
give acknowledgment to those who are involved and participated in this study.

DISCUSSIONS
The data gathered through the questionnaires were analyzed and interpreted using
the following statistical techniques
Percentage, was used to know the majority who answer in a particular level on
each criterion, additionally to that, it will clearly compare the two barangay, as a
supporting evidence in our comparative study through statistics.
General weight average, was computed to determine the level based on the rates
from the community in each item of question.
The descriptive responses on the criteria used were qualified using the following
weights, limits and verbal interpretation as:

The result of the survey will be use to compare study of barangays in enforcing
good practices and their ways in implementing the curfew ordinance and to evaluate
the enforcement of curfew in that two specific barangay in Caloocan city. L
In the result barangay 185 shows that they more strictly enforcing the curfew A
ordinance; they always conduct a seminar to inform parents and guardian about G
curfew ordinance while barangay 177 are often set seminars to inform the parents and R
the guardians about curfew ordinance. When it comes to warning people before the O
curfew hour, as what included in the curfew law ordinance, both barangay did not
practice it, most of them warns people during curfew hours; barangay 185 are planned H
to do that on the following months, because researcher interviewed the people in I

there, the community conducted their meeting, last week before we conduct a survey. H

Both barangay community of 177 and 185 observed by the people who live near S
in the office of barangay, that they doing a proper procedure and they did not violate C
the prohibits action that included in curfew ordinance law, though some of their H
enforcement has lack in doing responsibilities, but the findings through statistic O
shows that they followed all the proper procedure stated or being asked in the O
L
questionnaire survey; however the statistic shows that the rates of barangay 185 in its
general weight average (GWA) is more than the general weight average of barangay
177 and also the findings are correspond to the percentage of respondents who rated
the barangay 185 as very good enforcement, conversely to barangay 177 is rated as
good in their enforcement.

Barangay 185 is much observed in their proper procedure, through the help our statistical
result, that they are active in curfew ordinance, however they are lack in doing their
responsibilities, similar to the result of barangay 177, they are also observed in doing
proper procedure, but they need to improve their enforcement in doing the
responsibilities.
The two barangay are both follow the protocol in enforcing curfew ordinance that the city
implemented.
Based from the statistic that came from the community of barangay 177 and 185,
the good implementer between the two barangay, is barangay 185; from the question
above, the majority rates that their barangay is good in implementing the curfew
ordinance, additional to that, barangay 185 is very good in doing proper procedure,
conversely to barangay 177; on the other hand, barangay 185 is very good again in the
overall rate of the level in doing their responsibility. The majority of respondents are
computed into percentage that the result shows that the barangay 185 is said to be a good
implementer than the barangay 177, which proved that the general weight average is
similar to the findings of percentage of respondents and their answers.
The information was given to the researcher by the community of barangay 185
that the captain of the barangay held a meeting to give them an idea, and will definitely
affects the responds of the people on their barangay; on how the curfew ordinance
enforce in their barangay, since they are also aware and have an idea, they easy for them
to rate the practices of the barangay officials in their barangay, nevertheless the people in
community are not always stay in their home, but our researcher team ensured that our
data is came from the person who live near in barangay and they have a background
regarding to this.

3. RECOMMENDATIONS

The following are the formulated recommendations of the study:

1. For the Barangay 185, they really implement the curfew ordinance based on the A
survey we conducted, It shows that they are the good implementer because they are G
doing the proper procedure in implementing the ordinance, but they need to improve R
their enforcement by having efficient number of barangay officials that will take O
responsibilities on implementing the curfew ordinance. They also need materials like
CCTVs, alarms or sirens that may warn the people about the curfew hour. H

2. For Barangay 177; they implement the proper procedure about curfew ordinance but H
it doesn’t strictly implement on their community. They must improve their practices
by conducting different programs like seminars that will help the people to have S
information and knowledge about the ordinance. C
