INTERNAL RULES OF PROCEDURE
RULE I. Organization of the Sangguniang Kabataan
Section 1. Composition – All duly elected Sangguniang Kabataan Members of the barangay shall be the members of the Sangguniang Kabatan of Naglicuan. Section 2. The Presiding Officer – The Sangguniang Kabataan Chairperson is the regular presiding officer of the SK who shall perform the following powers and duties: a) Preside over the meetings of the Sangguniang Kabataan; b) Preserve order and decorum during meetings; c) Recognize only one member who is entitled to the floor; d) Call special meeting by giving notice to each member. Section 3. The Secretary – The secretary shall perform the following duties: a) Attend all meetings of the Sangguniang Kabataan; b) Send out proper notices of all called meetings and other meetings; c) Prepare and certify the minutes of the session of the SK; d) Carry out or enforce orders of the SK when such duty devolves upon him. Section 4. The Treasurer – The treasurer shall perform the following duties: a) Takes custody of all SK properties and funds and ensure proper turnover to the next SK Treasurer; b) Serves as cosignatory in all withdrawals from SK Funds; c) Certifies the availability of SK funds; d) Collects and receives contributions, monies, material, and all other resources intended for SK and KK, and issues the corresponding official receipt; e) Prepares a written financial report of all SK funds and property under his custody, renders and makes printed copies of this financial report available to KK members during the regular KK assembly. Agudelo Committee on Sports Development – SK Member Peter Eymard A. Florentino Rule II. Duties and Responsibilities of Individual Member Section 1. Attendance – Every member shall attend all the meetings of the Sangguniang Kabataan unless he is prevented from doing so by reason of sickness and other unavoidable cirmcumstances. Section 2. Deportment – Every member shall observe proper manner and decorum during sessions.
Rule III. Meetings and Quorum
Section 1. Meetings – The Sangguniang Kabataan shall hold regular session at least twice a month and also such number of special meetings as may be called by the SK Chairperson or by majority of the members of the SK at any time. a) Regular sessions shall be held every second and last Saturday of the month, and time may vary upon the situation. b) All sessions shall be held in the Barangay Hall. Section 2. Quorum – The majority of the members shall constitute a quorum. a) In the event that the SK Chairperson is unable to preside at a regular session or special meeting, where there is a quorum, the SK Chairperson will direct the 1st SK Member to preside the session, whereas, when there is no command from SK Chairperson, a temporary presiding officer shall be elected from among the members present. b) When the quorum is lacking, a majority of those in actual attendance may adjourn from time to time and may enforce immediate attendance of any absent member. c) If there is still no quorum in spite of the above, no other business shall be translated and the presiding officer upon proper motion or majority of the members present shall declare the meeting adjourned for lack of quorum.
Rule IV. Attire
Section 1. Attire – All members of the Sangguniang Kabataan are required to be in their attire/uniform. Such attire/ uniform must be determined by the SK Chairperson or by the majority of the body.
Rule V. Order of Business
Section 1. Order of Business – The order of business of the Ssangguniang Kabataan shall be as follow: 1) Invocation 2) Singing of National Anthem (Optional) 3) Call to Order 4) Roll Call 5) Declaration of the existence of a quorum 6) Reading and Approval of the minutes of the previous meeting 7) Committee Reports, if any 8) Business for the day 9) Reading of the communications received 10) Other Matters/Business 11) Adjournment Section 2. Agenda – Matters that may be taken up in the session shall be limited only to those items listed in the agenda. Section 3. Urgent Matters – Urgent matters which may be brought to the attention of the Sangguniang Kabataan, the delay in the consideration of which shall prejudice activities of the government, may be discussed in the meeting without being listed in the agenda,
Rule VI. Decorum and Debates
Section 1. Observance – All members shall observe the following: a) Whenever a member wishes to speak, he shall raise his hands and request the presiding officer to allow him to have the floor, which consent shall be necessary before he may proceed; b) When several members wish to have the floor, the presidig officer shall recognize the one who first made a request; c) No member shall interrupt another without the consent, which may not be obtained except through the chair; d) If at any time, the presiding officer states a point of order, or give information otherwise speak, with his privilege, the member speaking must take his seat until the presiding officer has been first heard; e) No member shall walk out or across the session hall while the presiding officer is addressing the SK, or while the SK is engaged in voting; f) No member shall claim the floor the second time if there are others who such to speak his the first time; g) Members shall avoid drinking liquor before attending and during session, or during session break; h) The use of cell phones and other gadgets must not be used during the duration of the meeting unless approved by the presiding officer for justifiable reasons. A member must excuse himself in case of emergency calls.
Rule VII. Discipline of Members
Section 1. Absences – Any member who fails to attend any of the meetings of the SK without further notice and justifiable cause shall be required to pay a fine of Php. 100. Section 2. Tardiness – Any member who is late for 15 minutes before and after the presiding officer called the session into order will be punished as follows: 1st Offense A fine of Php. 10 2nd Offense A fine of Php. 50 3rd Offense A fine of Php. 100, and will be marked as absent.
