programme, where the performance during these activities demonstrates the performance of the
facility as a whole to meet or better the design criteria and project requirements. During this
testing the systems are operated at various loads and in different modes to demonstrate the fully
automated operation and proper response to equipment failures and utility outages.

4.9 Appendices D – Permitting Ownership System

Permit requirement will be part of Safety plan developed by TPL. Appropriate authority to issue
permits shall be identified on the permits

AWS has suggested the following with respect to permits and TPL will incorporate the same in the
plan to be developed further

HYD1X) Construction Phase Permitting System Ownership

Note: All rooms to be lockable when permits are introduced.
Rev 1 26/06/2019
Two weeks prior to 'Power On'
the GC will make the electrical
rooms permit to work Areas,
Electrical Rooms – LV
the permit system will be
controlled by the EC on site until
completion.
1 - Two weeks prior to 'Power
On' the GC will make the HV
electrical rooms permit to work
areas, the permit system will be
controlled by the electrical
contractor on site, this will be a
standard permit that will be in
place until 'Power on' to the line
side of the incoming breaker.
2 - Upon arrival of the
switchgear the installer will take
out a permit from the EC for
entry to the room.
3 The EC will accept incoming
power through their nominated
competent person from the
utility supplier to the line side of
Electrical Rooms – HV the switch gear and will
subsequently transfer
ownership of the access permit
to the LLE installers SAP prior to
powering up of switchboard.
The LLE installers SAP will then
control the HV room access
permit during the following
activities;
a) Power On
b) Commissioning
c) Switching activities associated
with switchboard
commissioning only.
c) Handover of Switch gear.
Note: If access by contractors is
required by during this start-up
period of the switchgear it can
Draft Construction Management Plan

only be approved by the holding

permit holder.
4 - Upon handover of the fully
commissioned switchgear the
ownership of the HV Access
permit will be transferred back
to the electrical contractor’s
nominated person and they
then become the SAP and will
issue HV permits ongoing from
that point and will be
responsible for any further
switching activities.
CPT TX Switching note:
EDC will perform all switching
works for the powering up oif
the TX units on site. They will
ensure all cabling is tested and
installed in accordance with
local requirements and
regulations.

CPT TX Switching note:

1 - The EC SAP will perform all
switching works for the
powering up of the TX units on
site. They will ensure all cabling
is tested and installed in
accordance with local
requirements and regulations.
2 - The removing of the earth on
the cable and racking in of the
breaker will be done manually
at the board.
3 - The EC SAP will confirm that
Electrical Rooms - HV the breaker and cable are in the
Switching after H&MV handover notes. correct scenario for making live.
4 - To avoid live switching on
the Board, the powering up of
the TX units will be done
remotely on the PLC in the CCR.
5 - As the EC SAP does not have
admin rights to the plc, AWS will
open access on the plc for EC
SAP to confirm the breaker
selection. The EC SAP double
check and confirm the correct
breaker has been selected for
powering on.
6 - The EC SAP will power on the
Draft Construction Management Plan

TX remotely from the PLC.

7 - The EC SAP will return to the
selected MV room and breaker
and confirm power is available
at the designated breaker and
apparatus.
8 - Regulatory testing etc. can
be completed once confirmed
by the EC.

Two weeks prior to

'Water/Power On' the GC will
make the mechanical rooms
Mechanical Rooms permit to work Areas, the
permit system will be controlled
by the mechanical contractor on
site until completion.
Two weeks prior to 'Fire
systems start Up' the GC will
make the fire services rooms
Fire Rooms permit to work areas, the
permit system will be controlled
by the Fire services contractor
