Do Barangays Matter in Local Service Delivery? Some Issues and Policy


Options

a. Summary
Government is a public organization that performs its functions in
public sector through public service delivery. It provides services
relatively concerns the welfare of its citizens as part of its function. Public
services such as education, healthcare, transportation and social security
are the prevailing needs of the community that are being prioritized in
developed and developing countries, like Philippines. It is a logical thing to
say that government was established not only to govern but also to
manage by being the supporting system of the entire nation and its
citizens.

Accordingly, the decentralization of administrative system enabled


the local government units (LGU) to directly deliver public services
through the utilization of their own available resources in localized
manner. The barangay itself, as being the basic political unit, is the one
that delivers public services within its community. As the basic political
unit, the 1991 Local Government Code provided the Barangay an
important role to play in the national efforts of achieving significant
improvement in the country’s economic, political, and social conditions.

Moreover, with regards to Section 384 of the Local Government


Code, the Barangay serves as the primary planning and implementing unit
of government policies, plans, programs, projects, and activities in the
community. It also serves as a forum wherein the collective views of the
people may be expressed, crystallized and considered, and where disputes
may be amicably settled (Local Government Code of 1991). Their
performance on addressing the demands and needs of their constituents
as public servants and the efficiency and effectiveness of the public service
they deliver is based from the satisfaction of the citizens.
b. Meaning

Since Local Government Code of 1991 was put into law and
decentralization has been existence for almost decades in the Philippines,
the article aimed to evaluate and analyze the key issues on financing of
devolved function at the barangay level, whether a barangay really do
matters in local services delivery. Apparently, a barangay must be
equipped with basic resources that can be utilized for their development.
And competent officials with management capabilities in order to perform
their functions and fulfill their mandates as stated in the Local Government
Code. However, barangays are still not capable to deliver basic services in
terms of financing. They might lack awareness in exercising corporate
powers and developing own source revenue as shown in the study. Hence,
it can be concurred that the barangays have the option of either remaining
as one IRA-dependent LGUs or attempt to be self-sufficient communities
and economic catalysts able to effect positive institutional change through
economic and political empowerment. Furthermore, policy interventions
or options are therefore an imperative (Lavado et al. ,2009).

c. Reaction

The article is a lengthy read. There were some parts that are vague
in my own opinion in the first place, but were then clarified as I went
through the reading. It is a matter of examining on how barangays manage
its funds and observes the services and functions they have actually
delivered based on their financial capability, however it was not given
more concern which can support financial capabilities of the barangay. But
still, what delighted me most is the effectiveness, transparency and
efficiency are always desirable in ensuring progress toward sustainable
development.

d. Application
As an MPA student, immersing yourself in whatever study
conducted gives you different perspectives. You become an effective
learner as well as your skills in giving opinion become more grounded and
fortified. Therefore, subjecting yourself in a community-based study like
involving and corporating your study in barangay areas is a plus factor in
making yourself a better public administrator.

Recommendations:

The study gives ample recommendations in which I believe are


effective and can trigger change if then institutionalized and realized.
However, the three inputs that I would like to give in relation to the article
given are the following:

- Conducting a survey on each barangay determining the sections with


the most and least needed concerns would be a great help on proper
budget allocation in the future.
- There were different annual budget preparation mentioned in this
study. Gathering data on the pros and cons of the different techniques
on annual budget preparation of different municipality would be a
good reference for the better development plan in the future.
- Since each barangays conforms to the demand and satisfaction of its
citizen, conducting a survey on the community’s satisfaction
regarding LSD performance on different barangay will be a good
reference for the betterment of their services.
