The Holgate Report 1949 Standardized education systems based on


English Medium only and the proposal was
rejected by Federal Legislative.
The Fen-Wu Report 1951  The Fenn – Wu Report 1951 - The
preservation and improvement of Chinese

The Barnes Report 1951  Both report “The Barnes Report 1951”
and “The Fenn – Wu Report 1951” were
reconciled and debated and it became the
“Education Ordinance of 1952”.
